Questions & Answers

RFO DTFASA‐17‐R‐00799

1) For some of your types, I was wondering if we can offer an alternative lighting fixture to one we represent?

Answer: The FAA does not pre‐approve products from suppliers. Products are considered when the general contractor submits them for approval in accordance with the contract documents.

2) As a product manufacturer, what process do we follow to request equivalency for our product?

3) Per the project announcement, set‐aside is total small business ($36.5 Million Company). Is this a requirement for ONLY the Prime Contractor or does it relate to the subcontractors of the

Prime Contractor?

Answer: Refer to contract clauses 3.6.1‐1 Notice of Total Small Business Set‐Aside, 3.6.1‐3

Utilization of Small, Small Disadvantaged and Women‐Owned, and Service Disabled Veteran

Owned Small Business Concerns, and 3.6.1‐7 Limitations on Subcontracting.

3.6.1‐1 describes the small business set aside (awardee must be a small business based on

NAICS code for project). Regarding subcontractors, 3.6.1‐3 requires the contractor to subcontract with small businesses to the fullest extent possible. 3.6.1‐7 describes how much work the prime has to perform on the contract (15% or 25% depending on the type of contractor that is awarded the contract).

4) 23 09 00, 1.1 B. Would an alternate DDC system be considered to replace the existing controls called out?

Answer: No. The FAA Program Office selected Schneider Electric StruxureWare as the national standard for all FAA En Route facilities throughout the country. Therefore, the new Direct

Digital Control System (DDCS) must be StruxureWare BACnet system by Schneider Electric, Inc., as is required by specification section 23 09 00 – Instrumentation and Controls for HVAC.

5) 23 09 00, 1.1.E.5 and 01 91 13, 1.3.E. “…FAAs commissioning agent.” “Commissioning Authority, (CxA): Identified by the owner.” Will the Cx Agent be provided by the owner and is therefore not in contract (NIC)?

Answer: It is the FAA’s intent to contract with the commissioning authority, and that the contractor’s support and responsibilities are as identified in the contract documents, including specification section 01 91 13 and the “Preliminary Commissioning Plan”.

6) 26 51 00 (interior lighting), 26 09 23 (lighting controls). Will the attached lighting and lighting controls’ product substitutions be acceptable for use on this project? (See attached)

7) 09 69 00. 2.7.A. “PosiTile nub shall be installed to carpet tile by the access floor manufacturer.”

Are the existing carpet tiles to be removed from the existing panels and replaced on the job site? Will the access floor installer be responsible for replacing the existing carpet tile?

Answer: Refer to Room Finish Schedule on sheet A802. Rooms B134, B134C, and B134D receive new raised access floor system as indicated on sheet A202. These rooms receive the positile carpet tiles. Access floor systems in room B120‐South, the raised access floor system receives an SRF finish, refer to A202, A601, and A802 note 9. Access floor system in room B120‐North is removed and saved for reuse as indicated on sheets A113 and A203.

8) Sheet A111, Note 19. Please provide the room of relocation for the lockers.

Answer: Storage B102.

9) Sheet A202/203, Note A. Please provide type and quantity of furniture to be temporarily relocated. Where is the storage area for this furniture?

Answer: Items were available for viewing at the original site visit on September 13, 2017. An estimate of the type and quantity of furniture is as follows: Six computer work stations and two single person office suites are to be moved from B134 to storage B120 South. Work surface and shelving, equivalent to two single person office suites are to be moved from B101A to storage

B102.

10) 09 67 23 and Sheet A802. Spec. 096723 calls for resinous flooring in boiler, chiller, HOST mechanical and electrical/mechanical rooms; finish schedule on Plan A802 calls for resinous flooring in chiller room only + patching in boiler room. Which is the desired finish for resinous flooring?

Answer: No work on Administration Wing required. Roof warranty will not be required for this project.

16) 09 67 23. Has a petrographic examination, per ASTM C856, of a core from the interior floor slab taken place to ensure that alkali‐silica reaction (ASR) is not present?

Answer: No known petrographic examination has been performed or is scheduled to be performed at the Seattle ARTCC facility.

17) Section M003 Technical Evaluation Criteria #3 – Qualifications of Mechanical and Electrical

Subcontractor states: “identify mechanical and electrical subcontractors that will be assigned to this project. Provide relevant resume information, such as employment history, years of experience, education, training, accomplishments, licenses, certifications, etc. Provide information on relevant contracts that are similar in size, scope, and complexity, to the work described in this Request for Offers (RFO).” Regarding this requirement to provide relevant resume information, is the offeror to provide resumes of the subcontractors’ individual employees or does this requirement refer to the subcontractor firm as a whole?

Answer: This is a best value contract. Proposal content will be rated unacceptable, minimally acceptable, or exceeds minimum technical requirements. The content of each proposal is decided upon by the offeror. The offeror should submit enough information in their proposal that will provide technical evaluators with sufficient information to provide an applicable rating.

The offeror may provide subcontractor firm information, specific employee information, or both.

18) Are there any costs associated with FAA security badging discussed on drawing G005 C.3? How long will the badging process approximately take?

Answer: There are no costs to the contractors for the badging process; the FAA absorbs the cost. Refer to specification 01 14 00, section 1.1.D for estimated timeframes.

19) Can we work in multiple rooms/areas on the same day? (i.e., swapping AHU’s one at a time in the electronic equipment room north while working on demo of the electronic equipment room south)?

Answer: Work may be accomplished for multiple areas of the building at the same time presuming that the electrical aspect would not cause an outage of more than one electrical pathway. Intent is for only one piece of equipment per service area (zone) to be offline at‐a‐ time to continue to have capacity to cool the spaces.

20) Who is the FAA’s approved security contractor stated on drawing G002 item Q?

Answer: Honeywell is the FAA’s security contractor. There is no local contact name or phone number. All service is coordinated through the national help desk phone number (855) 801‐

6191. The site ID is ZSE ARTCC.

21) Please detail what work will be required to be performed on off hours or at night? If any, what will the night work hours be from?

Answer: Any work that has the potential to interrupt air traffic control operations will need to be completed off‐hours (4pm – 5am local time). This work would need to go through an operational risk assessment by the FAA to determine the best time to perform the task. It is anticipated that most night work will occur between 4pm and midnight. Examples of work that will be required to be performed during off‐hours: asbestos abatement, utility disruptions/cutovers, including chilled water and heating water; any work that results in noise, odor, or vibration that could potentially impact the air traffic control room.

22) Sheet A001, A002, A003 & A004 – These questions pertain to fire rated wall/floor/ceiling assemblies. It also indicates that upgrading any of these assemblies are not part of this contract but that fire stopping any new penetrations is to meet the “assumed” assembly. However, these notes indicate these assemblies “shall Be”. Please confirm that all assemblies are to be figured meeting the requirements of the notes on this sheet and are not to be upgraded.

Answer: Unless otherwise directed in the contract drawings, existing partitions are not to be upgraded. Penetrations through existing partitions, or openings created by the removal of equipment in existing partitions, must be smoked and fire stopped as indicated on sheets A001‐

A004.

23) Sheet A111 – note 36 – indicates to remove lath and plaster walls as required. Please clarify how much of this wall will need to be removed.

Answer: Refer to sheet A202 and plan detail E5/A703. The amount of removal is approximately

2’‐0” to 4’‐0” wide by full height of partition. It is expected that any of the plaster furring that is damaged, or is required to be removed to allow for work, will need to be removed. All remaining plaster furring that is stable will remain in place.

24) Sheet A111 – Note 22 & 23 – Please provide information on the “failed wall coating”. What is this product and what will need to be done to fix it? How far does this extend and how high?

Answer: HOST Mechanical Room, B119, remove SAP and failing wall coating per note 23, which is likely plaster coating on CIP concrete, verify in field extent. Per Room Finish Schedule on sheet A802, paint south wall PT1.

Chiller Room B115‐portions of the existing paint coating is peeling off the wall. Remove peeling paint, and repaint wall per specification and Room Finish Schedule on sheet A802, paint North partition PT4.

25) Sheet A205 – Note 14 ‐ 21 – These items are being called out but does not indicate if they are new, existing, are to remain or be replaced. Example note 14 which reads‐ Is this “fiberglass grating w/ solid surface top” is this to remain or is it being replaces? (Also on sheet S201)

Answer: Drawings follow CSI naming convention standards. Both items called out for in notes

14‐21 are new. Existing that are to remain are identified as existing, refer to notes 1‐8 & 22.

26) Sheet A502 – note 7 – this note indicates to replace damaged tiles but is not called out. Please clarify how much damaged tile is to be figured.

Answer: Sheet note 7 is called out in HOST Mechanical Room, B119, and on Room Finish

Schedule on sheet A802. Shaded box on sheet A502 gives approximate area of ceiling tiles to be replaced; verify exact quantity in the field.

27) Sheet A701 note 4 – This note calls out 2’ wide sound absorbing panels. Are we reinstalling the old or will these be new?

Answer: New acoustical wall panels are to be provided. Sheet note 19 on sheet A112 indicates that SAPs are to be removed. Drawings follow CSI naming convention.

28) Sheet A702 – note 27 – This note indicates to put access panels in the new furred out columns.

The note only calls out access panels on one side of the column. Is this correct?

Answer: Provide two (2) access doors on both sides of column, as indicated in plan.

29) I see the spec for the signage but I do not see a schedule to indicate where the signs are needed.

Please provide.

Answer: Refer to Room Finish Schedule (note 4) on sheet A802, sheet A202 general sheet note

D, and sheet A502 general sheet note C.

30) Note 7 on A113 indicate to remove the metal studs and drywall on the west wall. Sheet A203 only indicates to patch and repair the wall. What type of wall needs to be constructed to replace the removed wall?

Answer: Remove, as required, partition to perform the work, i.e. mechanical. Patch and repair partition to match existing/adjacent surfaces, i.e., metal studs, and VGWB. If feasible, and if

VGWB panel is removed and not damaged, it can be reused. Because B120‐North contains sensitive equipment, susceptible to dust, VGWB is required in that space.

31) For the alternative pricing on the underground pipping that will possibly be replaced, what type of coating is currently on the underground pipping and what type of repairs will have to be done to that coating after the testing?

Answer: The record photographic information collected would indicate that the piping is

BraderoShaw – Entec piping (aka Yellow Jacket). The manufacturer has available for purchase field kits for sealing/repairs of the piping testing locations.

32) Please provide the contact information for the current fire alarm contractor at the facility and let us know if their systems are proprietary and only can be worked on by that company.

Answer: The current contractor is Guardian Security, Seattle, WA, an authorized Siemens distributor. Also, refer to specification section 01 14 00, paragraph 1.2.J.

33) Please provide the contact information for the current BAS or controls contractor at the facility and let us know if their systems are proprietary and only can be worked on by that company.

Answer: The current contractor is the local branch office of Johnson Controls. The existing building automation system currently monitoring and controlling the HVAC system in the facility includes a mixture of Johnson Controls, Inc., Metasys N2 family and Metasys BACnet family controllers.

34) Please provide the contact information for Schneider Electric who will be the sole source provider of the new BAS/HVAC controls of the new equipment.

Answer: Refer to specification section 23 09 00; paragraph 1.1.E.9.

35) On the new access flooring install, please describe the phasing that must take place to ensure the integrity and function of the under‐floor plenum. Specify how much flooring may be removed at one time.

Answer: Phasing for this work is means and methods, which must be described in a written work plan and approved by the FAA. Existing operational equipment are required to be operational at all times, protected from dust, and be kept within certain temperature and humidity ranges. The FAA may have additional requirements, depending on the contractor’s prescribed means and methods.

36) Additional Clarification of the Specifications Section 01 11 00‐1, which says, “New BACnet

System mechanical controls system, by Schneider Electric will be provided for the new equipment in this project.” The wording of this area of the specifications in not absolutely clear.

Clarification: “The Contractor will provide specified controls from Schneider Electric; the FAA will not be providing any equipment or materials or controls for this project.” Comply with specification section 23 09 00 – Instrumentation and Controls for HVAC.
