1) Who is the roof manufacturer and installer?
Installer: Travis P. Sheckler
Sheckler Contracting, Inc
7214 Church Street
Conneaut Lake, PA 16316
(814) 510‐9100
Manufacturer: Sarnafil
Richard Hartley
800‐443‐0223 (office)
678‐672‐7993 (cell)
2) Will temporary cooling be required in the areas of renovation and what will be acceptable?
Drawing M000, Note 1, lists requirements for temporary heating/cooling of critical areas. This must be maintained at all times. Admin areas must be capable of cooling as designed during normal business hours (Note F, M000). System can be taken off‐line during non‐business hours.
3) Who are the two approved control vendors, do you have specific contacts?
Specification section 23 09 23 lists the information for approved Controls vendors.
4) What is the Window scope, page A154 states window seals, and plates are to be removed and replaced but the onsite FAA personnel said that the window glass would be replaced by another contractor due to existing damage. Is there overlap in the two projects? Please clarify.
All work related to the cab windows should be disregarded. No work should be performed on the cab window seals, fasteners, or plates.
5) Please clarify the concrete crack repair work and what type of repair should be made. Would the
FAA consider providing linear footages for each type of repair?
Notes 1 through 3 of Detail 2 on A154 clarify the concrete repair work to be performed, including limits of work and acceptable products. Crack repair is limited to the top level of the concrete shaft wall module.
6) I found a section in the specifications that could raise the cost by ten thousand dollars, possibly more, and they haven’t asked for this in many years. – if you would, Please submit the following questions to the FAA for clarification:
a. Specifications section 1.14 TRAINING, (item B14): This section mentions sending 2 FAA employees for factory training for 3 days. In addition, to provide an option for 2‐3 week system engineering class.
Bid note: On recent projects, training has consisted of 2‐8 hr sessions on close of project and 1‐8 hr session at their discretion, typically 6 months after initial training.
Question: Is it acceptable to qualify our bid to the above mentioned bid note in lieu of the current section 1.14?
Yes, the proposed training hours should in the bid note should be used in lieu of the requirements listed in 23 09 23 1.14. The training should still cover curriculum mentioned in
1.14.B.1‐13. Factory classroom training will not be required.
7) Is the entire catwalk to be prepped as needed and coated? This would include all structural support members, railings, and grating walkway.
No work is to be done to the catwalk support members, railings, or grating.
8) If the intention was only to prep the steel sill beam area, where would the stopping/break point be?
A154, Detail 2 lists the work that is to be done to the sill beam.
9) Does the entire metal wall panel around cab perimeter under windows get prepped/coated?
Metal panels around the cab perimeter are not to be prepped and coated. Failed/cracked seals should be repaired at noted in Detail 2 of A154.
10) Can exterior elevation drawing be provided for accurate take off of this area?
Record drawings are attached. Please note that Contractor is responsible for field verifying all dimensions. Drawings provided are to give a general idea of the dimensions.
11) Also at the prebid meeting that no asbestos would be abated or disturbed during this project but an abatement spec and third party monitoring spec were included, please clarify whether these are needed or not.
Asbestos abatement is not a requirement of this project.
12) After reviewing the Acoustical Ceiling section 09 51 13, approved manufacturers are listed for the ceiling grid system but no manufacturers are listed for the acoustical panels. Do you want to give us preferred panels and finishes?
Please see the attached that lists acoustical panel types. ACT‐2 should be used in the TRACON and Cab, and ACT‐1 should be used everywhere else ceiling is being replaced.
13) Note 3 on Equipment Feeder Schedule on Dwg. E500 directs removal of all existing conduit and installing new. This would increase costs significantly and have a greater impact on facility operations. Do you really want to remove the existing conduit and install new?
Existing conduit should be reused to the maximum extent possible
14) What Brand, Style and Model are the existing Panelboards that need new Circuit Breakers?
(Panels A, B, J, and LBND)
Existing panelboards were examined on 2nd pre‐bid site visit
15) Can all RTUs be provided with Integral Disconnect Switches?
Yes
16) Dwg A153 (Note 1) provides for epoxy encapsulation of VCT Flooring (ACM Tile & Mastic) at the junction level.
a. Has the FAA considered that proper application of epoxy coverings over VCT will require removal of all wax/surface contaminants as well as abrasion of VCT surfaces as floor prep? The presence of ACM precludes any abrasive prep work; the high foot‐traffic and location in close proximity to the CAB also makes epoxy encapsulation of VCT flooring a poor choice of remedy.
b. Is the FAA prepared to forgo epoxy manufacturer recommendations & apply the coating with minimal surface preparation? If so, this may yield less than desired appearance and performance results.
c. Has the FAA considered installing another layer of VCT or ESD carpeting as an encapsulate material?
Contractor should provide a layer of VCT to encapsulate existing ACM tile. Epoxy encapsulation will not be necessary. See attached spec section for VCT.
17) Dwg E102 (Lightning Protection Notes 2 & 3) requires recertification of existing lightning protection system & a UL cert letter for entire building. A search of UL listings for valid UL certificates revealed that one does not exist; there is not a current certification for the TPA ATCT facility (please provide certificate number if available). It is impossible to price these requirements without first inspecting the existing facilities, obtaining a list of exceptions and estimating remedial work that may be required to bring the facility into UL compliance.
UL recertification will not be required.
18) Dwg A154 (detail 2/A154) requires removal of existing caulking & control joints. Feedback from
RL James, a reputable company (specialized in exterior building remediation) with experience at the TPA ATCT, indicates that they are unwilling to bid the work because “...based upon our past experience and what we know of the deterioration of the existing structure. The vertical steel supporting the roof and glass is too far gone to take a chance trying to clean it up and coat it.
We had one panel of glass crack just from cutting out the sealants because we released all the stress it is under from the corroded steel. Also, I don't know what you would have left to fasten the metal strips to once you removed them.”
a. Is the FAA aware of this concern/issue/risk?
See response to Question 4. No work will be required at Cab window seals, fasteners, or plates.
19) Please clarify the scope depicted on Dwg C100. Note 11 states that the only new items are the re‐striping of the parking stalls and directional traffic arrows.
a. Note 5 directs re‐striping of all Aisles – is this correct?
Aisles are to be re‐striped as well.
b. In Note 12 there are only 104 parking stalls called out. Does the additional handicapped parking stall near the chiller pad get re‐striped (total of 105)?
Both handicapped parking stalls near the chillers are to be re‐striped. Actual number of parking stalls is 106.
c. If there is new fencing, where is it shown as new or mentioned in the site plan?
See A600 for fencing requirements.
d. Verify the scope includes or excludes a new canopy (Note 9), new stair (Note 10), new ramp & handrails (Note 8), and parking lot re‐surfacing (Note 1).
Scope includes all of the above.
e. If handrails are included in the scope, what areas are included? The drawing depicts handrails at the ramp, canopy area, and near the access to general parking.
Extents of new handrail are shown in Detail 1, A600.
f. Please define which signs are new and how many; see the callout at the handicapped parking stall near the chiller pad?
No new signage will be required.
g. Specification section 01 10 00‐1 states that the parking lot will be re‐paved – is this incorrect?
Parking lot is to be re‐surfaced, not re‐paved.
20) Ceiling grid replacement‐ In the rooms where ceiling grids will be replaced, is it acceptable to reuse serviceable edge angle? This will reduce cost and completion time.
Edge angle can be re‐used if is in serviceable condition. New ceiling grid should match edge angle. If not able to match, then all edges should be replaced as well.
21) It appears that there are numerous runs of miscellaneous wiring and conduit that are not supported above the suspended ceiling & in many areas laying directly on the grid system (see pictures from site visit). What is the contractor's responsibility for these items during ceiling removal and replacement?
Contractor will be responsible for temporarily supporting all wiring and conduit that is resting on ceiling during ceiling removal and replacement.
22) There are several damaged areas in the existing parking lot surface (see pictures from site visit).
Do these require excavation & repair prior to resurfacing? If so, can you please establish an area or budget for bid purposes?
Damaged areas will need to be repaired prior to resurfacing.
23) Currently the access is blocked in the SW of the parking area due to overhead construction.
When will this work be completed and access granted to permit lot resurfacing & striping?
Work will be completed prior to Notice to Proceed being issued.
24) Please confirm that there are 106 parking spaces to stripe, including two handicapped spaces near the Tech Ops building. Also confirm that no signage is required in any location.
Confirmed.
25) Confirm that all work performed inside the base building & tower spaces will begin after 5pm and in some critical operational areas after midnight.
Notes C and E on M100 state general work times in occupied areas.
26) M807 shows several devices as newly provided and installed. We believe this is in error as there are sufficient existing data points that can be reused from the existing system into the new system. Please confirm.
It is not the intent to add any new devices to the existing chilled water system.
27) The existing wiring is installed in a “Free wire” arrangement – the specifications call for control wiring to be installed in conduit. We are seeking a waiver to install the new control wiring bundled in J‐Hooks or other similar type approved hangers above accessible ceilings and to install conduit only in areas where the ceilings are exposed to the joist.
Controls wiring in concealed areas is allowed to be neatly bundled and supported by J‐hooks. All exposed wiring should be installed in conduit.
28) We have previously installed CAB access stairs similar to the requirement in A602; discovered that the design is not constructible. Subsequently, we proposed a design that was implemented at the CAE ATCT. Will the FAA consider an alternate installation method for the pull down stair assembly to be installed in the CAB?
Yes.
29) A600, detail 1/A600 depicts new guardrail (height extension) for the smaller stair area as well as the first 11’ of the ramp. What type of transition is required at the end of the 11’ extensions;
are abrupt 90 degrees acceptable?
Yes.
30) A603, detail 4/A603 shows bronze U‐bolt clamps but no other details. What grounding/bonding is required for the new fence, gates and stair assembly?
Grounding/bonding of the new fence will not be required.
31) S300, detail G/S301 shows the stair landing extending over the base building roof parapet. The Parapet height above the roof is 24”; what provision is made for the elevation transition? Will rooftop guardrails similar to Safety Rail 2000 also be required at this area or the link area?
Contractor to provide prefabricated roof stairs with integral handrails (see attachment for an example) or separate steps and guardrails at the main roof to access the stair platform at the parapet. Provide guardrails similar to the Safety Rail 2000 system at the link roof.
32) A603, detail 1/603 depicts a 7’0” fence but detail 1/A600 shows an 8’ high lockable fence; which is correct?
Fence should be 8’ high.
33) A603, Fence Note #2 directs mow strips under fencing; are you sure that this is required in this particular application/location? It appears that the 12” mow strip would overlap the perimeter stair base plates as well as the stair framing on the outside edge (see detail 1/S300).
Mow strip is not required.
34) M103, Note #2 directs repainting the drain pan and entire unit. Have you considered replacing the unit? Repainting these items will not yield any lasting results.
We will not be replacing the entire unit. Contractor should include repainting in their bid proposal.
35) A154, detail 2/A154 directs removal of existing caulk and coat with zinc‐rich paint; the area of concern is the underside of the CAB glass framing (see pictures from site visit). Much of the exterior skin material is deteriorated and in some areas nonexistent. Please describe what action should be taken.
The existing façade should be reconditioned using the attached product, FastSteel. After this is complete, the zinc‐rich primer should be used as originally specified on 2/A154.

FastSteel Steel-Reinforced Epoxy Putty Stick Product Description FastSteel is a hand-mixable, non-rusting, steel-reinforced epoxy putty that quickly repairs or rebuilds anything made of steel. After mixing, it forms an industrial-strength polymer compound that can be molded into shapes or used to build up, patch and repair steel components. Each handy stick contains pre-measured portions of activator and base throughout — no measuring or mixing tools are necessary. The consistency (like modeling clay) eliminates drips and runs and facilitates adhesion to the substrate.
After 60 minutes the application can be drilled, tapped, ground, machined, filed, and painted. FastSteel cures to a dark gray metallic color. Suitable for interior or exterior use, it is resistant to water, chemicals, and temperature extremes. FastSteel contains no VOCs or solvents. It's non-flammable and releases no noxious fumes. It won't shrink or pull away. The unused portion stays fresh for future use when saved in its original package.

How To Use Before applying, roughen and clean the area to be repaired.
Wear impervious gloves when mixing or handling uncured FastSteel. Then follow these easy steps.
1. Cut or twist off required amount.
2.Mix by kneading with gloved fingers to a uniform color. If mixing is difficult, warm FastSteel to room temperature or slightly above.
3. Apply to surface to be repaired within 2 minutes of mixing.
Force into any cracks or holes and strike off excess material, preferably with a tool moistened with clean water.
When applying to a damp, wet or slowly leaking area, work the mixed material forcefully into the surface and apply pressure until adhesion begins to take effect.
