About this file
This is a Justification and Approval (J&A) document for a sole source contract award issued by the Defense Threat Reduction Agency (DTRA).
DTRA seeks to procure specialized IT services for the Defense Stockpile Management Systems (DSMS) from General Dynamics Information Technology (GDIT) without full and open competition. DSMS is a critical information system that maintains, modifies, and enhances all DTRA-managed nuclear weapons applications for stockpile accountability management, including the Defense Integration and Management of Nuclear Data Services (DIAMONDS), a classified system, and the Joint Application Design Environment (JADE). The current contractor GDIT received task order HDTRA121F0072 under DTRA's Indefinite Delivery/Indefinite Quantity (ID/IQ) Information Technology Support Services (ITSS) vehicle in September 2021 for a five-year performance period expiring September 28, 2026. The objective is to acquire technical expertise to ensure DTRA's mission to collect, collate, analyze, and disseminate nuclear weapons information while maintaining the national nuclear weapons stockpile database with 100% accuracy.
DTRA is seeking a sole source bridge contract for six months with an optional six-month extension (potentially twelve months total) to bridge the gap until a competitive follow-on award can be finalized. The estimated cost for the full twelve-month period is redacted. The justification cites unacceptable delays under FAR 6.302-1(a)(2)(iii)(B), attributing delays to a necessary strategic agency realignment and reorganization from the Nuclear Enterprise Directorate to the Information Technology Directorate, requiring extensive coordination to realign program components and validate technical baselines. DTRA conducted market research identifying at least ten interested vendors and notes that other contractors lack the specialized knowledge of Atomic Energy Act Restricted Data/Formerly Restricted Data (RD/FRD) protocols and nuclear stockpile operations needed for continuity. The competitive solicitation is planned for release during the bridge period, with government expectations for four to six months to solicit and award, four to six months to develop and award a new follow-on contract, and three months for personnel onboarding and training. The ultimate plan is to award one long-term contract with one year of initial performance and four one-year options.
