BACKGROUND
The Department of Environment, Great Lakes, and Energy (EGLE) created the RESTART Program (Retired Engineers, Scientists, Technicians, Administrators, Researchers and Teachers) to provide onsite energy efficiency, sustainability, and pollution prevention technical assistance to Michigan businesses with 500 or fewer employees. The program was designed to use retired engineers and other experienced professionals as subcontractors to deliver these services. RESTART was established to support the goals of the MI Healthy Climate Plan by focusing on energy waste reduction, sustainable and clean manufacturing practices, hazardous material reduction, cost savings for participating businesses, student intern development, and technology transfer and training.
To deliver the RESTART Program, EGLE entered into a contract with Lawrence Technological University (LTU). Under this contract, LTU was required to carry out a broad set of technical assistance, reporting, training, recruitment, marketing, and program measurement activities. LTU’s contractual responsibilities included completing required hours of onsite technical assessments, specialized technical assistance, and brief information exchanges. LTU was required to provide written reports, conduct multistage follow up measurements, and maintain established quality assurance protocols. Beyond technical assistance, LTU was required to support technology transfer efforts by developing a resource library, producing case studies and webinars, and creating guidance documents for small manufacturers. LTU was also responsible for recruiting qualified retired professionals, conducting joint interviews with EGLE, maintaining subcontractor profiles, and providing both foundational and advanced training, including training for EGLE staff.
LTU was further required to collaborate with EGLE on program marketing by producing newsletters, collecting testimonials, and identifying new program partners. Finally, LTU was required to meet defined program measurement and reporting obligations, including monthly and annual reporting, achieving specified follow-up completion rates, and providing supplemental or in-depth assessment reports as outlined in the contract.
