About this file

This is a pricing matrix for the Columbus Oil Orphan Well Plugging Project in Cass County, Michigan, administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The project involves plugging 22 wells and requires bidders to submit detailed unit pricing for all line items listed in the matrix, regardless of anticipated use. The pricing matrix encompasses a comprehensive range of services and materials including contractor supervision, labor, equipment rental (rigs, pumps, tanks, heavy machinery), wellhead equipment (casing, tubing, drill bits, bridge plugs), drilling fluids and additives, cementing services, wireline services, waste disposal, and transportation services. Bidders must provide quantity estimates and unit pricing for each item, submit a project timeline assuming 10-hour workdays, and obtain EGLE Project Manager approval before mobilizing, using, or charging for any items not pre-approved or for specialized equipment and supplies.

Pricing for all line items is submitted at zero dollars pending bidder proposal; bidders must provide actual unit prices for each listed service and material. An overhead percentage may be applied only to materials or services not already included in Schedule B line items and specifically not to hourly or daily rates already listed. Additional line items may be added to the pricing matrix if necessary materials are required for proper well plugging. Key restrictions include limiting invoicing to one Contractor Site Supervisor per day unless authorized otherwise, prohibiting double-billing when rig crews perform general labor duties, and requiring prior approval for any rental, purchase, or deployment of specialized equipment. All pricing submissions must account for potential scope changes, change orders, or conversion to time-and-materials billing, with the matrix serving as the baseline rate structure for project invoicing.

NOTES:
1. You must submit a project timeline as outlined in RFQ document. Please assume 10-hour days.
2. Provide Quantity and Price/Unit for all items listed in the Bid Table, even if the item is not likely to be used for the project. We call this 'Rated Items' and have requested the unit pricing in the event
the Scope of Work changes, a change order is necessary, or we move to a time and materials billing.
3. Bidder cannot mobilize, use, or charge for items in the pricing matrix without prior approval from EGLE Project Manager.
4. Only 1 Contractor Site Supervisor can be invoiced per day of onsite work, unless authorized and/or approved by EGLE project manager.
5. Rental and/or purchase of any specialized equipment, supplies, services, or materials must have prior approval from EGLE Project Manager.
6. Overhead % cannot be added to the hourly or daily rates of items already included on Schedule B when invoicing.
7. If a material, such as 'casing' is needed to properly plug the well and is not listed on this pricing matrix, it will be invoiced at cost plus the 'Overhead %'
8. Laborer includes but is not limited to: Roustabout, Heavy Equipment Operator, Tool Hand, and other similar positions. The Laborer rate will also be used by the rig crew when they are completing work activities not assoicated
with the rig, including but not limited to: laying mats, moving equipment, loading/offloading equipment and supplies or other similar general labor duties. Rig crew cannot be invoiced at the Laborer and 'Rig Crew'
line items at the same time, as that would be double-billing.
9. You may add additional lines to this pricing matrix at the BOTTOM if needed.
