III. Evaluation Results A. Dewpoint The Evaluation Team determined that Dewpoint based on a score of 86, did meet the requirements of this DS. This determination was accomplished by evaluating their responses to the Technical Evaluation Criteria.

1. Prior Experience Score 16/25 The Evaluation Team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:

a. Bidder’s response did not include specifics related to the projects and experience working with public health entities, which the JEC would have preferred.

2. Service Capabilities – Schedule A, Statement of Work, ALL SECTIONS, Except Section 4 Staffing Score 45/50

The Evaluation Team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:

a. Statement of work section 1. A. General Requirements, sub-section 1) - The Bidder’s response states the strategic plan will guide MDHHS BOL investments, drive decision-making on initiatives, and increase focus on revenue opportunities/client base growth. The MDHHS BOL cannot be revenue focused. The dashboard of SWOT would need to be adjusted to meet the needs of the laboratory. Objective cannot be for a competitive advantage.

b. Statement of work section 1. A. General Requirements, sub-section 2) - The JEC would have preferred to see more detail for how the vendor plans on initiating the project and gathering data for phases 1 and 2. i.e. in person meetings, weekly video conferences, etc.

c. Statement of work section 1. A. General Requirements, sub-section 4) The Bidder’s response states the team will assess the potential return on investments and consider both financial and other benefits. The MDHHS BOL is a state operated public health lab and does not profit financially.

3. Staffing – Schedule A, Statement of Work, Section 4 Score 25/25 The Evaluation Team determined that overall, the responses were satisfactory.
