About this file
This document is a Statement of Work (SOW) for Operational Consulting Services from the Michigan Department of Technology, Management and Budget (DTMB), specifically for the Michigan Center for Data and Analytics (MCDA). The project seeks a consulting partner to develop a comprehensive statewide data strategy, create a data maturity model, and design an implementation plan within a six-month contract period. The consulting partner will be responsible for defining strategic objectives, assessing current data literacy, recommending support models, and creating a roadmap to advance data-driven decision-making across Michigan state agencies.
The contract will be awarded through one of 32 pre-qualification contracts, with the selected contractor required to provide key personnel including a Managing Director, Project Manager, and Lead Data Strategist. The scope includes developing a mission and vision for the data strategy, creating a maturity assessment framework, recommending roles and technologies, and producing a three-year implementation roadmap. The state has a preference for utilizing Michigan-based Geographically Disadvantaged Business Enterprises (GDBE) as subcontractors, requiring at least 20% of subcontracted work to be awarded to such businesses. Weekly reporting and compliance with service-level agreements are mandatory, with potential financial penalties for incomplete or late reporting.

BACKGROUND
Original Contract requirements apply for this Section, in addition to the following:
Michigan’s state government needs the best possible information to get things done for its residents. In the twenty-first century, that means both access to data and the ability to analyze and use it effectively. The Department of Technology, Management and Budget’s (DTMB) Michigan Center for Data and Analytics’ (MCDA) was established in 2022 to bring this vision to life. MCDA is led by Michigan’s Chief Data Officer and provides partners with the information and insights they need to make evidence-based decisions.
To deliver on its mission, MCDA must invest in a comprehensive, statewide data strategy to enhance evidence-based decision making. Key elements of this strategy will include open data, data literacy, data analytics, data governance, data management, data access, and data sharing. The consulting partner chosen will help MCDA build on each of these key elements to create a holistic data strategy.
