About this file
This is a Department of the Air Force Justification and Approval (J&A) document for other than full and open competition, dated May 2026, supporting a non-competitive procurement under simplified procedures.
The acquisition involves the solicitation and award of a purchase order on a brand-name basis for 60 units of DroneBuster 5 systems with Position, Navigation, and Timing (PNT) capability (part/model no. FIGDB5_868_PNT_KIT) to support Security Forces Squadrons across Pacific Air Forces (PACAF). The contract will be awarded as a firm fixed-price purchase order using SF1449 forms under RFO 12.201-1 (Simplified Procedures) authority. The contracting activity is 18 CONS/PKA for agency PACAF/A4S. The J&A was certified by Contracting Officer Gavin Campbell on 26 August 2026, with technical certification by Charles Giffin on 20 August 2026, and legal review by Kenneth McKay on 27 August 2026. The rationale for non-competitive procurement centers on DroneBuster being the only hand-held RF/GPS jamming system approved by both JIATF-401 and Department of War with existing training doctrine, TTPs, spectrum management approval, and FAA authorization. The system's unique PNT denial capability differentiates it from other counter-unmanned systems. A Sources Sought RFI (FA527026RFIdronebuster2026) posted 19 August 2026 yielded six positive responses from authorized resellers, confirming market availability. The CO will determine fair and reasonable pricing by comparing proposed prices against historical costs and an Independent Government Estimate.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: PACAF/A4S Contracting Activity: 18 CONS/PKA
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the solicitation and award of a purchase order on a brand name basis for DroneBuster 5s in support of the Security Forces Squadrons (SFS) in the PACAF AOR. This justification is made on an individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
Provide a clear and concise description of the supplies or services to be acquired: DroneBuster 5 w/ Position, Navigation, Timing (PNT), part/model no. FIGDB5_868_PNT_KIT
Appropriation and funding amounts Anticipated contract type: Firm Fixed Price, Purchase Order, SF1449 Major items and associated quantities: DroneBuster 5 PNT, part/model no. FIGDB5_868_PNT_KIT, quantity: 60
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
There is no other hand-held RF/GPS jamming system that is approved/in common use by both JIATF-401 and the DoW, has existing training doctrine and TTPs in place, while remaining widely approved via Spectrum Management and FAA authorities via frequency deconfliction. Deviating from commonly used systems would create severe logistical hurdles and require ground-up spectrum management analysis, as utilizing an unfamiliar system would put both friendly and civil aviation air assets at increased risk of fratricide. Specifically in PACAF, all installations possess legacy models of DroneBuster, which have already undergone extensive host-nation coordination and de-confliction with Spectrum Management. DroneBuster Block Vs feature PNT denial, a capability that other C-sUAS handheld devices do not feature. PNT denial is vital for defending personnel and resources from emergent UAS technologies which may no longer operate via traditional RF control platforms.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market Intelligence:
Results of reviewing historical acquisitions:
A search in EDA revealed 10 past contracts with verbiage "DroneBuster". All 10 of these contracts were awarded to
Seeing this, I contacted 30 CONS who awarded a contract for DB4s last week in an attempt to find a competitive approach to this acquisition. 30 CONS' solicitation resulted in multiple responses. All of the other nine (9) past contracts found were acquired via sole source directly to the manufacturer of this product.
May 2026 Page 3 of 3May 2026 Page 3 of 3
Efforts to Solicit Competition:
A separate notice will not be publicized under part 5 because this acquisition will follow the method described in RFO 12.201-1(c)(1).
Sources Sought RFI number: FA527026RFIdronebuster2026, posted on 19 AUG 2026.
Results of the Sources Sought RFI: We received six (6) positive responses confirming interest and capability from authorized resellers of this equipment.
Contractors were required to verify their ability to provide DB5s, with an objective being to seek out authorized resellers.
To further explore the market, the manufacturer was contacted to see whether resellers exists. The manufacturer confirmed that resellers do exist.
Research into DLA was also performed. It was found that DroneBuster 5s are available, but at a much higher cost to the Government DLA is not a mandatory source for this item and because of the significantly higher price, will not be used.
Results/Conclusion:
Sources that expressed interest in writing:
A multitude of sources are available on the open market to fulfill this requirement.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Price Fair and Reasonable Information:
As stated in section VII of this BN J&A, the Contracting Officer is responsible for determining the price as fair and reasonable.
In order to do so, the CO will compare proposed prices from each offer received, to historical prices paid, and to the Independent Government Estimate to ensure the price paid is fair and reasonable.
Commercial Information:
This item's predecessor, DB3, was developed beginning in 2016 at private expense and has since been updated and upgraded from DB3 to DB4 to DB5 (each providing the same basic function) and sold to a multitude of agencies; federal, state, local, and foreign. This item is available for purchase through the C-UAS marketplace referenced here: https:// www.war.gov/News/Releases/Release/Article/4563104/department-of-war-enhances-c-uas-marketplace-to-expand-access-to-validated-tech/ at this site location, available to joint partners and allied (foreign) nations: https://cuas.mil/.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
No actions were taken, as DroneBuster is already an established facet of C-sUAS layered Defenses across US Air Force Security Forces and PACAF.
