About this file
The document is a Request for Proposals (RFP) issued by the City of Durango, Colorado for the Terminal Gift Shop Retail Concession Agreement at the Durango La Plata County Airport (DRO). The RFP seeks a qualified firm to design, construct, operate, and maintain a high-quality gift shop retail concession within the airport terminal. The concession agreement will be for five years, with the potential for one additional two-year extension, beginning in August 2026. The new gift shop location will be approximately 475 square feet of retail space with an additional 194 square feet of storage, located in the airside sterile area of the newly expanded terminal. A non-mandatory pre-bid meeting is scheduled for July 30, 2025, with proposals due by September 11, 2025, and an estimated contract award in October 2025.
The financial terms include a minimum annual guarantee (MAG) of $25,000 and a 10% concession fee based on gross revenues. The airport served approximately 500,000 passengers in 2024 and has seen passenger traffic grow over 30% compared to pre-pandemic levels. The RFP emphasizes creating a concession that showcases local and regional products, provides excellent customer service, and contributes to a positive impression of the Durango and Four Corners region. The evaluation will consider factors such as experience, management plan, local product placement, capital investment, environmental sustainability, and financial considerations. An Airport Concession Disadvantaged Business Enterprise (ACDBE) goal of 1.00% has been established, requiring bidders to demonstrate good faith efforts in meeting this participation target.

III. AIRPORT BACKGROUND
Introduction The Durango-La Plata County Airport is a vital transportation hub for the region with both commercial and general aviation activities. It supports nearly 2,000 jobs and produces approximately $342 million in annual economic impact to the regional economy. DRO is the seventh busiest commercial service airport in the State of Colorado and is recognized by the FAA as a non-hub primary airport. With nonstop flights to four major U.S. airports, DRO is the gateway to Durango, Southwest Colorado, and the Four Corners Region.
DRO is a hub of activity 365 days a year, servicing commercial airline traffic, charter and private aircraft, air cargo operations, military aviation training, emergency medical aircraft, and wildland firefighting tanker aircraft. The Airport also supports other associated services such as aviation fueling and rental car sales, restaurant and gift shop operations, ground transportation, in-terminal advertising, and a satellite propulsion company test site. It is the Airport’s responsibility to ensure safe travel for all passengers through its facilities and to certify compliance with all applicable federal, state, and local regulations.
DRO served approximately 500,000 passengers in 2024. The Airport offers between 9‐15 nonstop flights daily to four domestic destinations. American Airlines provides daily service to Dallas-Fort Worth International Airport (DFW) and Phoenix Sky Harbor International Airport (PHX). United Airlines provides daily service to Denver International Airport (DEN) and seasonal service to Houston’s George Bush Intercontinental Airport (IAH).
DRO Airline Route Map

Passenger traffic at DRO has grown rapidly from 2022-present, and is currently over 30% higher than pre-pandemic 2019 levels.
Airport Terminal Gift Shop Retail Concession Page 8 of 22
DRO is a stable year-round air travel market, with balanced use from full-time local residents and those visiting from outside the region. Pre-pandemic, business traffic was the single largest segment of demand at DRO, with leisure traffic following closely behind. Post-pandemic, these travel segments have traded places, with leisure traffic now representing the most common purpose of travel.
Friend/family visitation, school, and other personal travel make up the remainder of trip types.

Terminal Facility Expansion The Airport is currently in the second of two construction phases of a multi-faceted terminal expansion project which will significantly change the overall footprint and design of the terminal, including retail concession spaces. The Airport’s existing retail concession agreement is scheduled to expire within the next year, with this RFP intended to select a retail concessionaire to design, build out, occupy, and operate a new retail concessions space planned to open in 2026. The specific timing for occupancy and public opening is subject to change based on construction progress on terminal expansion project.
Planned Gift Shop Retail Concession Location The existing gift shop retail location will be undergoing significant change/relocation within the next 12- 15 months, with the new location anticipated to come online in 2026. Upon completion, the newly expanded terminal will have one gift shop location on the terminal’s airside concourse.
Detailed facilities drawings and concept renderings are attached hereto as Exhibit A, and a further description of the gift shop/retail space is included below:
Area A - Terminal (Airside Sterile) Concession: (New construction – anticipated occupancy in July 2026, anticipated opening in August 2026)

Airport Environment It is important for Proposers to note that the Airport environment presents a set of unique challenges which are not typical of an off-airport setting.
Airport Terminal Gift Shop Retail Concession Page 12 of 22
• Concession locations must be open three hundred and sixty-five (365) days a year with operating hours and staffing levels reflecting the fluctuation in seasonal and daily passenger traffic.
• Airline flight delays are not uncommon. Passenger traffic at the Airport is affected by weather not only here, but in other airport hub locations as well. Concession staff must be prepared to provide service during all departing flight hours.
• The Airport is a non-smoking facility. Further, all Operator and employee conduct must be consistent with the Airport Rules and Regulations.
• Each Proposer’s employee is an ambassador for the Airport and the region. Training is essential and should include knowledge of the terminal areas and services; and knowledge of the community.
• The Airport is subject to specific badging and security screening requirements, which are established by the Transportation Security Administration and may be changed from time to time.
Proposer shall be responsible for complying with these requirements and any future requirements.
Proposer Responsibilities Proposers shall thoroughly examine and become familiar with this RFP, the Proposal forms, the provided sample Agreement, and all related documents comprising this RFP and any written Addendum thereto.
It is the responsibility of each Proposer to investigate and be satisfied as to the facts and conditions associated with this RFP prior to submitting a Proposal. The Airport makes no representation or warranties and accepts no responsibility for the accuracy or completeness of any information supplied.
Proposers are responsible for obtaining their own independent financial, legal, accounting, and technical advice on all proposal matters.
Submission of a Proposal shall constitute an acknowledgment that the Proposer has thoroughly examined and is familiar with this RFP and any Addendum which may be issued. The failure or neglect of a Proposer to receive or examine any RFP documents or Addenda shall in no way relieve Proposer from any obligation with respect to the Proposal or the obligations that result from submitting a successful Proposal. No claim based upon lack of knowledge or understanding of this RFP or its contents shall be allowed.
IV. SCOPE OF WORK
The airport seeks to contract with an experienced, qualified firm capable of designing, constructing, operating, and maintaining a high quality in-terminal gift shop retail concession program within the assigned areas. The Airport’s retail program must support our mission, provide a high level of service to airport passengers, leave customers with a favorable impression of the Durango-La Plata County Airport, City of Durango, La Plata County, and the Four Corners region, and generate a strong financial return to the Airport.
The Concessionaire will operate the Gift Shop Retail Concessions in accordance with the sample Concession Agreement attached hereto.

The MAG and Concession Fee shall be the amount the firm states in its proposal to the Airport. The MAG is the minimum amount the concessionaire agrees to pay the Airport each year during the term of the contract whether or not any advertising is sold. The MAG is divided by 12 to arrive at the minimum amount that must be paid monthly.
• Revenues will be reported and remitted to the Airport on or before the 15th day of each calendar month to pay for the previous month.
Airport Concession Disadvantaged Business Enterprises (ACDBE) Program
• The requirements of 49 CFR Part 23, regulations of the U.S. Department of Transportation, applies to this concession.
