About this file

This is a Request for Qualifications (RFQ) issued by the DeKalb Regional Land Bank Authority (DRLBA), established through an intergovernmental agreement between DeKalb County, Georgia, and the City of Lithonia, Georgia, to identify qualified real estate agents for inclusion in a three-year Qualified Agent Pool. DRLBA seeks agents capable of providing comprehensive real estate services including property acquisition, marketing, and sales across multiple property types including vacant land, single-family residential, multi-family residential, commercial, and industrial properties. The RFQ encompasses individual transactions as well as portfolio-based transactions involving greater than 50 properties in various statuses including listed, REO, investor-owned, foreclosed, abandoned, bank-owned, short sale, for sale by owner, and tax delinquent properties. A mandatory webinar is scheduled for Wednesday, July 29, 2026, from 12:00 PM to 1:00 PM (EST), with questions due by August 5, 2026 at 2:00 PM (EST). Statements of Qualifications must be submitted electronically through BidNet Direct by August 21, 2026 at 5:00 PM (EST), with anticipated award notification on October 20, 2026.

Respondents must hold current Georgia real estate licenses in good standing, be affiliated with a licensed Georgia brokerage, and demonstrate a minimum of three years of continuous brokerage operations. Qualification evaluation uses a two-step process: mandatory criteria screening followed by technical scoring on nine criteria totaling a maximum of 90 points. Agent compensation is commission-based in accordance with brokerage agreements between the agent's affiliated broker and DRLBA, with payment contingent solely on closed transactions; DRLBA has no direct payment obligation to agents. Selection to the Qualified Agent Pool does not guarantee contract awards, listing assignments, or minimum work volume, as DRLBA may procure brokerage services on an as-needed basis and reserves the right to make assignments based on project needs, geographic considerations, workload distribution, or specialized expertise. Funding for DRLBA operations derives primarily from annual appropriations by DeKalb County and the City of Lithonia, supplemented by revenue generated from land bank property transactions.
