About this file

This is a set of construction project manual documents and specifications for the City of College Park, Georgia, for the development of an outdoor basketball court facility at Charles Phillips Park located at 4400 Herschel Road. The project involves construction of a new outdoor concrete basketball court with associated infrastructure, including concrete paving (approximately 1,390 square yards of 6-inch-thick basketball court pad), site clearing and grading, concrete walkways, wheelchair ramps, perimeter chain-link fencing (400 linear feet), and court striping and marking with four color options. Additional work includes grass installation (Bermuda sprigs on approximately 3,450 square feet), erosion control measures (silt fencing, construction exit, and concrete washdown), and installation of basketball system poles and associated equipment. A mandatory pre-bid meeting and site visit was scheduled for Wednesday, May 17, 2023, at 10:00 AM at the project location, with sealed proposals due no later than Tuesday, June 6, 2023, at 9:30 AM at the City of College Park Purchasing Department. The project will be constructed under a single prime contract with work performed by a general contractor responsible for all general construction, site preparation, and installation activities.

The contract documents establish specific allowances and unit prices for various work components. Allowance No. 1 is a lump-sum allowance of $20,100.00 for a basketball system (Porter Athletic or equivalent) with poles to be installed by the contractor and backboards and rims to be installed by the owner. Allowance No. 2 is a $3,500.00 testing and inspection allowance. Unit prices are required for twelve separate line items including basketball court concrete pad, gravel base material, pole installation, concrete walkway, wheelchair ramps, grading and site mobilization, silt fence, Bermuda sprigs, construction exit, concrete washdown, perimeter fencing, and court paint and striping. The contractor must include all costs for labor, materials, delivery, taxes, overhead, and profit within the respective unit prices and allowances. The design professional of record is Metrocorp Development Enterprises, Inc., with civil engineer Herbert Humphrey, P.E., serving as the managing principal, and the construction documents were issued on April 25, 2023.
