1. General
1.1. Related Work
1.1.1. Vendor shall provide a mezzanine, stair tower, and bolt-on structure to span gap between stair tower and mezzanine, per this specification and drawing.
1.1.2. The mezzanine and stair tower are to be installed on an existing concrete slab area, that is smooth and level. Installation will be performed by purchaser (PSNS)
1.2. System Description
1.2.1. This specification is intended to define general requirements that apply to suitable mezzanine and stair tower design. The mezzanine and stair tower described will be a free standing, custom-engineered system.
1.2.2. Mezzanine and stair tower must be easy to assemble and dissemble for ease of relocation with the use of hand tools.
1.2.3. Deflection criteria shall be L/360. The deflection due to live load of structural members supporting floors shall not exceed 1/360 of the span.
1.2.4. Drift (lateral deflection) shall be limited to that allowable by the 2018 IBC.
1.2.5. The structural design shall at a minimum 5 psf Collateral Load in addition to the dead weight of the mezzanine structure itself.

1.3.2. : Definitions
1.3.2.1. The subsequent definitions give meaning to the terms listed above and others used in this specification.

1.3.2.1.11. Dead Load – The allowance made in the load capacity of the mezzanine to account for the weight of the mezzanine structure.
1.3.2.1.12. Collateral Load – The additional dead loads other then the weight of the structure and decking materials such as ceilings, sprinklers and mechanical and electrical systems.
1.3.2.1.13. Live Load – The maximum loading that the end user may safely place on the mezzanine. Typically, live loads range from 50 PSF. to 250 PSF. Live load is a requirement specified by the end user.
1.3.2.1.14. Lateral Load – The force that acts horizontally on the structure causing the mezzanine to sway. All structures shall be designed for some amount of lateral loading. The end user must specify location or seismic zone.
1.3.2.1.15. Lateral Deflection (Drift) – The amount that the mezzanine will sway as a result of subjecting it to a lateral load.

1.3.3.1. The system shall be designed under the direct supervision of a professional engineer experienced in the design of mezzanines and stair towers, in accordance with specifications and national model building codes.
1.3.4. Warranty
1.3.4.1. The manufacturer will warrant the mezzanine and stair tower, as specified under the simplified acquisition procedures.
1.3.5. Approve Manufacturer
1.3.5.1. Manufacturers shall submit sufficient information to demonstrate compliance with design and performance requirements specified herein and with a minimum of 15 years experience in the design and fabrication of custom steel structural systems
2. Manufacturer Requirements.
2.1. General
2.1.1. The mezzanine and stair tower shall be a custom engineered, freestanding structure. Designed to be in compliance with current IBC code requirements. The mezzanine shall have a minimum clearance above and below of 84”. No “X” bracing or attaching to the building is acceptable.
Items not specifically covered by this specification shall be governed by local codes.
2.2. Materials
2.2.1. Beam-to-Column Connections:
2.2.1.1. Beam to column connections shall be capable of transferring bending moments and must be shown to have adequate capacity to insure structural stability without contribution of base plate connection.
2.2.1.2. Typical connection will consist of structural tee sections and gusseted seat angles, factory welded to columns. The connection brackets shall be positioned so that the shear center of the support beams coincides with that of the column. Acceptable connection designs shall be as shown in the AISC manual under “Suggested Details – Structural Tubing and Pipe – Beam to Column Connections. The vertical position of the structural tee section shall be positioned to provide a dependable and known moment capacity intermediate in degree between the rigidity of a Type 1 and the flexibility of a Type 2 connection as defined in the General Provisions of the AISC manual. This Type 3 “Semi-Rigid” connection will provide the required lateral support for mezzanines in most locations. A Type 3 with knee brace connection will be furnished for mezzanines in locations where the seismic load requires such a fully restrained connection.
2.2.2. Beam-to Beam Connections: The beam reaction shall be transferred to the support by means of bolting the purlin to a structural angle that is factory welded to the main support girder. This single-angle Type 2 “Simple - Framing” connection shall be welded in the factory in the form of an “L” to provide the necessary flexibility as described in the AISC manual.
2.2.3. Framing: All framing shall be wide flange beam framing. Structural support beams shall be sized to satisfy the structural specifications. The chemistry will equal or exceed that of ASTM A992 or A572 requirements. The support beams shall be constructed from hot rolled, wide flange shapes with a minimum tensile yield strength of 50,000 psi. Beams framing into columns shall have a minimum flange width of 4”. Cold-formed “C” channels are not acceptable.
2.2.4. Base Plate Connections: Base plate shall be fully welded around the entire perimeter of the mezzanine column. Base plates as a standard shall be centered on the column to facilitate a uniform transfer of axial load to the foundation. Centered base plates will also contribute to reducing sway and adding to the lateral stability of the structure.
2.2.5. Columns: Structural support columns shall be sized to satisfy the structural specifications. The chemistry will equal or exceed that of ASTM A500-Grade B requirements. The column section will be of square tube profile, since it has equal strength in both of the principle axis and can facilitate a high strength beam-to-column connection. The minimum diameter size of the square tube will be 5" x 5”. NO INTERNAL COLUMNS.
2.2.6. Stair: Stair assembly will have treads factory welded to stringers. Stair width shall be 36” (Minimum). Treads will be designed such that the openings between treads is less than 4 inches creating a closed design. Maximum rise per tread shall not exceed 7”. Minimum run per tread shall not be less than 11”. Stair shall maintain a minimum headroom clearance of 6’-8”. Stringer and tread components shall have a chemistry, which equals or exceeds that of ASTM A36 requirements. The stair stringers will be a minimum of MC10x8.4. The treads will be 36" (minimum) open bar grate w/ checker plate nosing and open risers.
2.2.6.1. The minimum width clear of all obstructions, except projections not more than 4 1⁄2 in.
(114 mm) at or below handrail height on each side, shall be no less than 28 in
2.2.7. Guardrail: Guardrail will be a 42” high top rail and 21” high mid rail design and maintain a minimum clearance between rails. All railing shall have a minimum of a 4” high kickplate.
Guardrail shall be assembled at the factory to be comprised as a welded, one-piece assembly.
The guardrail shall fasten directly to the mezzanine deck to achieve maximum strength and rigidity. The chemistry will equal or exceed that of ASTM A513-TYPE 1 requirements. All rails will be1 ½” square tubing. Guardrails to be surfaced mounted to the deck surface without the intrusion of columns protruding through the deck surface. All guardrails shall be fastened to the deck surface. Guardrail is required on all stairs and mezzanine outer perimeter.
2.2.7.1. Vendor provide a 6’-0 double swing gate at the Back end of the mezzanine level.
2.2.8. Stair Handrail: Handrail on stairs will be a welded, one-piece assembly. Stair handrails will have end returns that continue horizontally for 12” past the rear of the top tread and nose of the bottom tread on outer side of stairs. Handrail on the internal side of stair shall be continuous. Handrail will be provided at both sides of the stair. Guardrail shall fasten to the outside of the stringers to facilitate a plumb rail without the use of any shims. Handrail and Guardrail shall be free of any sharp edges or protrusions. Ends of handrail shall be designed to avoid hooking on clothing and therefore avoid the possibility of that encouraging an accident. Mezzanine stairs are furnished with handrails and guardrails to comply with the NPFA 101.
2.2.9. Landing: Depth of landing will not be less than the width of the stairs.
2.2.10. Decking Fascia: The entire perimeter of the mezzanine will be enclosed with fascia to give the structure a finished appearance. (No Fascia provided if decking is bar grate)
2.2.11. Paint/Coatings:
2.2.11.1. The surface of the steel will be cleaned of rust and dirt that will impede the adhesion of the paint.
2.2.11.2. All components will be coated with a zinc coating (hot dip galvanized) finish, unless otherwise specified. Apply a hot dipped zinc coating conforming to ASTM A123, unless otherwise noted. The minimum acceptable weight of coating shall be 1.25 ounces per square foot of surface when determined in accordance with ASTM A90. Components shall be hot dip galvanized only after all cutting and welding has been completed.
2.2.12. Decking: All decking shall be bar grating.
2.2.12.1. Bar Grating will be a minimum of 1” x 1/8” bearing bars, type 19W4. All bar grate manufacturing capacity ratings must be corrected to satisfy L/360 deflection criteria.
Attachment to the structure shall be through a bar grate manufacturers saddle clip and Tek 5 fastener or equivalent
2.3. Fabrication
2.3.1. Fabrication of materials will comply with dimensions, profiles and gauges shown on the approval drawings.
2.3.2. Manufacturing to be performed by a U.S. company using AWS certified welders.
2.3.3. System design to be performed by a degreed structural engineer. Design performed by technicians through the use of charts is unacceptable.
2.3.4. All design and analysis must be done under the direct supervision of a Professional Engineer.
Professional Engineering seals and calculations can be provided for any state, but must be specified during the bid process.
2.3.5. Any exceptions taken to this specification must be submitted in writing with the proposal package.
In addition to listing the exceptions, it shall be explained how deviating from this specification results in a superior mezzanine design for the end user.
3. Design Criteria and Description The mezzanine and stair tower structure will be designed in conformance with the International Building Code (2018 IBC) using the loading capacity and deflection criteria specified below:

Note #1: The inside stair handrail only will be a continuous section of rail between stairs. The outside stair handrail will return the deck surface at each level.
Note #2: The stair assembly will have treads factory welded to the stringers. Stair guardrails will each be welded, one-piece assemblies. Stair guardrails will be 42" in height with the stair handrail at 34" in height.
IMPORTANT NOTES:
1. The mezzanine will be designed with a 5 PSF Collateral Load, unless specified otherwise above. Collateral loads are additional dead loads other than the weight of the structure and decking materials such as ceilings, sprinklers and mechanical and electrical systems.
2. It is important to note that compliance to ADA, egress and fire codes are application driven. Consulting with local building officials and providing the manufacturer with their specific written specifications is strongly recommended. Manufacturer accepts no responsibility and /or liability for obtaining or maintaining any local, regional or national building permits, inspections or documents that may be required.
3. The structural capacity of the foundation is to be determined by PSNS using accepted sound engineering practices.
4. The true and level conditions of the foundation floor surface is the responsibility of PSNS. Structural grouting of column base plates is the recommended method of compensating for uneven foundation floor.
Shimming alone is NOT recommended!

4.4.1. The manufacturer will warrant the mezzanine and stair tower as specified under the simplified acquisition procedures.
