STATEMENT OF WORK
FOR
9 X 12 X 8 - Coordinate Measuring Machine (CMM)

STATEMENT OF WORK
C.1. SCOPE:
C.1.1. Purpose: The Contractor shall furnish, install, and calibrate a Zeiss Coordinate Measuring Machine
(CMM) at the Corpus Christi Army Depot (CCAD), Corpus Christi, Texas. The Contractor shall provide training on the operation of the CMM to perform the require measurement call out in the engine Depot Maintenance Work Requirement Manual (DMWR), DMWR 1-2840-248. Contractor shall coordinate delivery date of parts and date of commissioning with the Government Technical Point of Contact assigned by Directive of Production Engineering (DPE) or the Contracting Officer (KO). The contractor shall complete the installation of CMM and all associated equipment and required accessories within 80 days of the award of the contract.

C.3. REQUIREMENTS:
The Contractor shall provide a CMM system to include the Scanning Probe System, Application Software, Computer, Installation, and perform the Acceptance Testing & Training C.3.1 Installation location:
C3.1.1 Contractor shall install CMM and all associated equipment and required accessories at CCAD in the mark location in Building 8 in T700 Engine Sub Assembly Shop.
C3.1.1.1 Upon the request CCAD should provide a layout of the installation side for the Contractor to review and identity any issues so CCAD can resolve before the installation of the CMM begins. All documents that are/will be provided by CCAD to the contractor or sub-contractor shall be review for approval by the OPSEC officer IAW with Memorandum – Operations Security Policy and Critical Information List dated 28 Sept 2018.
C.3.1.1.1.1 The contractor shall provide a report back to CCAD on needed facilities or space modification for the area use for the installation of the CMM. The report need to be submitted to CCAD no later than 5 days after CCAD submitted the installation layout for review.
C3.1.2 Contractor shall install a 9 X 12 X 8 CMM and all associated equipment and required accessories in a workman like manner and in compliance in effect as of the award date of the contract and continuing throughout the duration of the Installation service until completed.
C.3.2. Design and System Capabilities:
C.3.2.1. The CMM system shall be a moving bridge type with stationary table C.3.2.2. The CMM system shall have a Y axis Guideway system protected on all 4 sides with bellow-type way covers C.3.2.3. The CMM work table shall be granite to including a protective pad at its front.
C.3.2.4. CMM Stand:
C.3.2.4.1 The CMM stand shall support the CMM and the heaviest allowed work piece.
C.3.2.4.2 The CMM stand shall incorporate passive anti-vibration pads C.3.2.4.3 The CMM stand shall put the CMM’s working table at a height of 28” +/-1” C.3.2.5. Overall installed vertical dimension, including stand shall not exceed 120.5” C.3.2.6. The system shall have NRTL approval. For example: UL or CSA
C.3.3. Modes of operation:
C.3.3.1. The CMM system shall be capable of manual operation via Joystick Motor Drive
C.3.3.2. The CMM system shall be capable of Direct Computer Control (DCC) for fully automatic, CNC operation.
C.3.4. Measurement Capability:
C.3.4.1. The CMM system shall be capable of three dimensional (X, Y, Z) measurements including CNC servo drives, computer assist, probe head, and styli.
C.3.4.2. The CMM system shall have the ability to add a CNC rotary table (4th axis) in the future if desired by the government.
C.3.4.1. Measuring Ranges: The system shall have measuring ranges (minimum) with probing system installed:
X-axis (lateral, left to right) = 900mm (35.4”) Y-axis (lateral, front to back) =1200mm (47.2”) Z-axis (vertical) = 800mm (31.4”)
C.3.4.2. Work Piece Capacities shall at a minimum be the following:
C.3.4.2.1. Work Table Area shall be: 1027mm x 1650mm (40.4” X 64.9”) C.3.4.2.2. Clearance under the bridge shall be: 1004mm (39.5”) C.3.4.2.3. Work piece weight capacity shall be: 2640Lbs. (1200kg)
C.3.4.3. Measuring Performance:
C.3.4.3.1 The contractor shall perform a verification on the CMM IAW ISO13360-2 C.3.4.3.2. For Ambient Temperature Range: 64.4 to 71.6 degrees F.
C.3.4.3.2.1. 3D Measurement Uncertainty: E0=0.000062” + L/350,000 L = measure length in inches C.3.4.3.3. For Ambient Temperature Range: 64.4 to 79 degrees F.
C.3.4.3.3.1. 3D Measurement Uncertainty: E0=0.000062” + L/250,000 L = measure length in inches C.3.4.3.4. Repeatability: R0 = 0.000055” C.3.4.3.5. Scanning Error: THP = 0.000098” in 40 seconds C.3.4.3.6. Form measurement error: RONt=0.000066” C.3.4.3.7. Work piece temperature sensors: QTY. 2 C.3.4.3.8. The contractor shall provide a report of the verification results to the government
Contracting Officer Representative (COR) with 10 days of installation completion. This report should be included on the final Test report provided to the COR or Contract Officer.
C.3.4.4. Motion Control and Performance.
C.3.4.4.1. The CMM system shall have 3-axis Simultaneous Vector Control C.3.4.4.2. The CMM shall have Thrust Force Limitation in all axes C.3.4.4.3. Maximum Velocity should be:
18.7”/sec, 3-dimensional move C.3.4.4.4. Maximum Acceleration should be:
0.18g, 3-dimensional move C.3.4.4.5. Joystick Control Panel shall include the following capabilities:
C.3.4.4.5.1. CNC Controller On/Off Switch and System Enable Button C.3.4.4.5.2. Dual Joystick C.3.4.4.5.2.1. Speed of axis is proportional to amount of joystick deflection.
C.3.4.4.5.2.2. Joystick #1: X&Y motion.
C.3.3.4.5.2.3. Joystick #2: Z motion & Rotary motion of rotary table (option for future) C.3.4.4.5.3. Joystick High Speed Range/Low Speed Range (toggle button) C.3.4.4.5.4. Collision protection for inadvertent contact between probe stylus and work piece or any other obstruction.
C.3.4.4.5.5. Invert X & Y axes joystick motion directions (button) to reflect operator position.
C.3.4.4.5.6. Infinitely Variable Rotary knob for override of positioning and measuring speeds.
C.3.4.4.5.7. Numeric Keypad C.3.4.4.5.8. LCD screen indicating:

C.3.4.4.5.12. Start CMM Inspection, Cancel CMM Inspection.
C.3.4.4.5.13. Automatic joystick disable after 60 seconds of idle time.
C.3.4.4.5.14. A support tray mounted to the front of the CMM shall be provided for holding the Joystick Control Panel.
C.3.4.5. Linear Measurement and Display shall have the following requirements:
C.3.4.5.1. Resolution: 0.000003” (0.00008mm)
C.3.4.5.2. Linear Scale/ Reader head system “non-contact” type.
C.3.4.5.2. Scale material to exhibit zero coefficient of expansion.
C.3.4.5.3. Display Inch or Metric without loss of accuracy C.3.4.5.4. Display in Machine Coordinates and Work Piece Alignment Coordinates.
C.3.5. Probe (Sensor) System and Accessories:
C.3.5.1 Scanning sensor with integrated rotary axis shall have the following characteristic:
1. Rotation index about the Z-axis every 15 degrees
2. (24) indexing positions
3. Stylus System Weight Capacity: 500 grams
4. Maximum stylus length: 500mm (19.7”) without rotation
5. Maximum stylus length: 350mm (13.8”) with rotation
6. Ability to support automatic stylus change
7. Automatic stylus balancing after every stylus change
8. Modes of Operation: Single point, continuous scanning and self-centering
9. Mechanical collision protection
C.3.5.2. CMM System shall have Stylus Adapter Plates for mounting stylus systems to the probe head.
C.3.5.2.1. Shall have embedded ID chips used for identification by the CMM system.
C.3.5.2.2. Shall have a Qty. Five (5) Stylus Adapter plates allowing for stylus indexing rotation.
C.3.5.2.3. Shall have a Qty. Four (4) Stylus Adapter plates for fixed stylus operation.
C.3.5.3. Probe System Accessories: The CMM shall be provided with the following accessories.
These accessories shall be completely compatible with the proper and accurate operation of the probing system.
C.3.5.3.1. Calibration Sphere: 30mm diameter stylus qualification sphere shall be provided.
C.3.5.3.2. Stylus change magazine that enables automatic stylus changes. Quantity of stylus change positions shall be five (5).

C.3.6. CMM granite worktable:
C.3.6.1 CMM table shall have 2640lbs. work piece weight capacity at a minimum.
C.3.6.1.1 The Contractor shall provide documentation report to the COR on certifying the maximum weight capacity of the granite worktable no later than 10 days after installation.
C.3.6.2 CMM table shall be equipped with quantity thirty-four (34) threaded inserts (200mm x
200mm X-Y pitch) for securing work piece or fixtures to the CMM table.
C.3.6.3. An additional 36” X 48” X 0.75” modular fixture plate shall be included.
C.3.6.3.1. The modular fixture plate shall have 1 ¼”-20 threads for mounting clamps and standoffs. Grid pattern for threads shall be 1” x 1”.
C.3.6.3.2. The contractor shall install the modular fixture plate on the CMM.
C.3.7. ITEM INIQUE IDENTIFICATION (IUID)
C.3.7.1. CCAD shall provide and register an Item Unique Identification (IUID) for the CMM IAW paragraph 5.3 of the U.S. Army Aviation and Missile Command (AMCOM) Item Unique Identification (IUID) Implementation and Sustainment Plan (ISP) dated 17 Nov 2020.
C.3.8. Computer Assist System: The computer assist package supplied with the CMM system shall include: Personal Computer (MS Windows 10 Operating System) System, LCD Flat Panel monitor, Printer and Cables/Interfaces as required. Software included is to be capable of performing Probe Calibrations and Data Storage, Scanning, Filter & Outliner Elimination, Functional Size Calculations, Fully Automatic (CNC) Probe Change with Probe Change Magazine, 3-D Work Piece Alignments, Feature Measurement and Constructions, and additional capabilities to permit the user to create customized report headers, displays and printouts.
C.3.8.1. Personal Computer (minimum requirements):
C.3.8.1.1. CCAD shall provide the contractor with an ARMY AGM workstation with the listed minimum requirements, for which the contractor shall then configure to work with the CMM system:

C.3.8.1.2. CCAD shall apply the recommend Security Technical Implementation Gridlines (AGM STIG) settings.
C.3.8.1.3. The Contractor shall supply an Uninterruptable Power Supply (2.0 KVA) Lith-Ion IPS 2000VA Battery Backup C.3.8.2.2. The Contractor shall supply a table for the computer system. The table shall meet the following dimensions: 48” x 39” x 29”
C.3.8.2 Printer:
C.3.8.2.1 The contractor shall provide and install a Color Inkjet printer.
C.3.8.3. Software Capabilities. The software on the proposed CMM shall have the following capabilities, as a minimum:
C.3.8.3.1. Operation: The CMM Application Software shall interchange and directly execute
CCAD’s existing library of CNC part programs (measurement plans) created with Zeiss Calypso 6.8 software.
C.3.8.3.1.1 The contractor shall demonstrate and train CCAD employee/s by interchange programs from the existing library to the new CMM library. After the training, CCAD employee/s shall be able to perform this duty on their own.

C.3.8.3.10.1. Featured Oriented – Ability to randomly pick out the measurement characteristics desire of an inspection program. Software shall create a collision-free inspection routine for only the characteristics selected.

C.4. QUALITY ASSURANCE PROVISIONS:
C.4.1. Equipment Warranty. Contractor warrants that CMM and all associated equipment and required accessories delivered under this contract shall be free from defects in material and workmanship for a period of twenty-four (24) months commencing from the completion of the installation. During the warranty period, the contractor, within five (5) calendar days from receiving notice of a warranted item, shall repair, replace, or correct of any non-conforming component of the CMM and all associated equipment and required accessories.
C.4.1.1 Installation Warranty: Contractor shall warrant the CMM and all associated equipment and required accessories will be installed in a workmanlike manner, and that the installation of the equipment will be free from defects in workmanship for a period of twenty-four (24) months commencing from the completion of the installation. The contractor shall, without charge to the Government, within five (5) calendar days from receiving notice that the installation is not in conformity with this warranty during the stated warranty period, re-perform or otherwise correct the installation service so that it conforms to this warranty.
C.4.2. The Contract shall provide the warranty confirmation paperwork to the COR no later than 5 days after the installation completion.
C.4.3. The contractor shall perform an on-site accredited calibration to include an accuracy verification IAW ISO 10360-2 at the twelve (12) month anniversary of the Installation.
C.4.3.1. The contractor shall provide a Certificate of Calibration with 3 days after the CMM installation completion.
C.4.4. Testing: Upon installation, additional services shall be provided by the contractor to verify Machine Measuring Accuracy. NIST Traceable, length-measuring artifacts are to be measured at numerous locations (1-D and 3-D) in the working volume per ISO 10360-2 Standard (no ball bar apparatus will be permitted for acceptance testing). Measurement results are to be within the measurement performance requirements.
C.4.4.1 The Contractor shall provide a Test Report of the results to the COR within 10 days of the CMM installation.
C.5. UTILITY REQUIREMENTS:
C.5.1 CCAD shall provide the following utilities at the CMM installation site:
C.5.1.1 Standard duplex outlet, 110 volt, 20-amp service.
C.5.1.2 Compressed air, clean & dry: 87 PSI minimum C.5.2 The CMM System manufacture shall provide the following:
C.5.2.1 Refrigerated air dryer to condition incoming compressed air.
C.5.2.2 Automatic shutoff of incoming compressed air supply when CMM system is idle.
C.6. TRAINING:
C.6.1. Basic Operation (Calypso Software) training shall include the following:
C.6.1.1. On-Site at CCAD C.6.1.2. Travel Time and Expenses for the instructor to be included C.6.1.3. 4 days, 8 hours per day C.6.1.4. Maximum two (2) students per class.
C.6.1.4.1 The Contractor shall provide to COR a sign in roster of employees that attend the training listing the date and to include start and end times.
C.6.1.5. The Contractor shall turn over all CMM operation and maintenance manuals to the COR in both hardcopy and softcopy PDF formats within 5 days after the completion of the training.
C.7. PHYSICAL SECURITY:
C.7.1. The contactor and all associated subcontractors shall ensure all security requirement are adhered to as per the regulation of Naval Air Station Corpus Christi (NASCC) and Corpus Christi Army Depot (CCAD) as presented under attachment 1 of this SOW.
C.8. ENVIROMENTAL REQUIREMENTS:
C.8.1. The contractor and all associated subcontractors shall ensure all environmental requirements are adhered to as per the Environmental Requirement as presented under Attachment 2 of this SOW.
C.9. SAFETY:
C.9.1. The contractor shall comply with the safety requirements incorporated into this SOW and follow all applicable Federal, State, and state and local SOH requirements, specifications, and reporting requirements IAW CCAD workplace safety program; local safety regulations including Chapter 4, CCADR-385-30; and the Contractors accepted CCAD Accident Prevention Plan during the performance of this project. Contractors shall be responsible for the safety and occupational health of their workforce in accordance with 29 CFR 1910, 29 CFR 1925, and 29 CFR 1926. Contractors shall not expose Government employees, equipment, or facilities to hazards as a result of contractor operations. The Contractor shall be responsible for providing and placing barricades, warning signs and safety devices during work performance. The Contractor shall follow applicable OSHA standards, rules, and regulations. The Contractor shall be responsible for obtaining and wearing the appropriate safety personal protection devices and equipment.
C.9.2. CCAD Abbreviated Accident Prevention Plan (CAAPP). The contractor shall have a qualified person prepare and submit a written contract-specific CAAPP. Prepare the CAAPP in accordance with the format and requirements contained in Appendix A. The CAAPP shall be job-specific and address any unusual or unique aspects of the project or activity for which it is written. The Government considers the Prime Contractor to be the "controlling authority" for all safety and health of its subcontractors. Contractors are responsible for informing their subcontractors of the safety provisions under the terms of the contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out. The CAAPP shall be signed by an officer of the firm (Prime Contractor senior person). Submit the CAAPP to the Contracting Officer 5 calendar days prior to the date of the pre-performance conference for acceptance. The government will review the contractor’s proposed CAAPP within 3 calendar days of receipt and provide response as to its acceptability by the government and the contractor shall promptly resolve any comments arising from government review. When requested by the contracting officer, DoD qualified safety and health personnel may participate in the government review of the contractor’s proposed CAAPP. Work cannot proceed without an accepted CAAPP. Once reviewed and accepted by the Contracting Officer, or designated Government Designated Authority (GDA), the CAAPP and attachments will be enforced as part of the contract. Disregarding the provisions of this contract or the accepted CAAPP is cause for stopping of work, at the discretion of the Contracting Officer, until the matter has been rectified.
Continuously review and amend the CAAPP, as necessary, throughout the life of the contract.
Changes to the accepted CAAPP shall be made with the knowledge and concurrence of the Contracting Officer and the contractor’s management. Incorporate unusual or high-hazard activities not identified in the original CAAPP as they are discovered. Should any severe hazard exposure (i.e.
imminent danger) become evident, stop work in the area, secure the area, and develop a plan to remove the exposure and control the hazard. Notify the Contracting Officer within 24 hours of discovery. Eliminate and remove the hazard. In the interim, take all necessary action to restore and maintain safe working conditions in order to safeguard onsite personnel, visitors, the public (as defined by American Society of Safety Professionals (ASSP) A10.34), and the environment.
C.9.3. CCAD shall purchase or fabricate and install a safety barrier IAW MIL-STD-1472H, paragraph 5.7.5.9.
C.10. INSPECTION and ACCEPTANCE:
C.10.1. Inspection and acceptance shall be performed at CCAD by the Contracting Officer’s
Representative (COR).
C.10.1.1 The Document Summary List (DSL) shall be use as a guide for performing inspection and taking deliverable. Any modification to the list shall be approved by the contractor officer.
C.10.2. Final acceptance of the services, equipment, materials, documentation and procedures called for in this Statement of Work (SOW) will be performed by the Contracting Officer based upon the inspection and recommendation of the COR.
C.10.3. Failure to comply with the requirements throughout section 4 (Contractor Requirements) of this SOW will be grounds for rejection. Upon rejection, the Government will have the authority to terminate the contract.

1. Conduct and Behavior: IAW DoD Directive 5200.8, “Security of DoD Installations and Resources”, the
NAS commander has broad authority to remove or exclude any person or persons from the military installation to protect personnel and property, to maintain good order and discipline, and to ensure the uninterrupted and successful performance of the installations mission. In the exercise of this authority, the commander may refuse to grant entry or may bar Contractor employees. Refusal of entry or barment of any employee does not relieve the Contractor of the responsibility to continue performance under this contract.
1.1. All personnel entering and working at CCAD are subject to all rules, regulations and applicable laws. All personnel and their effects are subject to search, to include vehicles and company belongings.
1.2. No person shall willfully fail or refuse to comply with lawful orders or direction of any civilian or military security police officer.
1.3. The Contractor shall not employ persons for work on this contract if such employees are identified to the Contractor by the Government as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Disrespectful behavior, failure to obey orders or regulations, fighting, horseplay, stealing, illegal use of drugs (using/transporting/selling), consuming or being under the influence of alcohol, or being in the possession of illegal weapons are prohibited and subject to appropriate penalties. This may include being detained, banned from entering the Government facility, or remanded to civilian authorities.
1.4. All Contractor personnel will limit their travel on the installation only to specific areas required for performance of the contract, specified break and meal areas, or in travel directly to and from these locations. Employees found on the installation away from officially identified areas may be detained and/or debarred from the installation.
1.5. Subcontracts; if the Contractor enters into a Subcontractor arrangement with another Contractor, the prime Contractor is responsible for Subcontractor performance and compliance. The prime
Contractor must provide a copy of the security requirements to the subcontractor. The contracting officer must ensure any questions of adequacy of the Subcontractor are resolved to the mutual satisfaction of the prime Contractor, Subcontractor, security, and CCAD commander.
1.6. All prospective government and contractor employees are subject to a check of their criminal history prior to being granted access to CCAD. Adverse or derogatory information revealed by these checks, or failure to provide full disclosure, may result in denial of access.
2. Support:
2.1 Security support provided by CCAD to the Contractor includes (if applicable) storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, security badging, investigation of security incidents, base traffic regulations, use of security forms, and conducting inspections required by DoD 5220.22-M “Industrial
Security Regulation”, AR 380-49 “Industrial Security Program”, AR 380-5 “Department of Army
Information Security Program”, and AR 25-2 “Information Assurance” and others as required or deemed necessary by the Government.
2.2 Security support requiring joint Army and Contractor coordination includes packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks, and internal security controls for protection of classified material, sensitive material, and high value pilfer able property.
3. Security Investigation Requirements:
3.1. Investigation requirements including IT level and CAC requirements should be clearly indicated in the contract and Performance Work Statement (PWS) as prescribed in paragraph 4.1303, of the
FAR:
Personal Identity Verification of Contractor Personnel
(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of
Management and Budget (OMB) guidance M-05-24 and Federal Information Processing Standards
Publication (FIPS PUB) Number 201.
(b) The Contractor shall account for all forms of Government-provided identification issued to the
Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:
(1) When no longer needed for contract performance.
(2) Upon completion of the Contractor employee’s employment.
(3) Upon contract completion or termination.
(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor’s employees are required to have routine physical access to a
Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.
3.2. Subcontracts; if the Contractor enters into a Subcontractor arrangement with another
Contractor, subcontractors must be clearly identified in the contract agreement.
3.3. Contractors must maintain the same level investigation or higher as their civilian counterparts. In the absence of a civilian counterpart, CCAD Security will determine the level of investigation based on a position sensitivity review. Close coordination with the COR and company are required. All documentation required for access to CCAD for classified contracts or IT Level I & II shall be processed through the CCAD Security Personnel Security Office prior to entering CCAD facilities.
3.4. Classified Contracts: An interim clearance must be in place prior to entering CCAD facilities. All documentation (i.e. SF 86, etc.) required for security clearance shall be processed through the
Contractor Facility Security Office (FSO).
3.4.1. For all contracts involving employees who require a security clearance for performance of their duties or access to classified material, the Contractor must possess or obtain a facility security clearance prior to performing contract work. If the Contractor does not possess a facility clearance, the
Government (Contracting Office) may request one from the Defense Security Service (DSS).
3.4.2. Contractor employees without a clearance level or background check properly indicated in the
Joint Personnel Adjudication System (JPAS) or its successor, will not be assigned to this task directly or indirectly. Contractor employee(s) will not be authorized access, regardless of personal clearance, without the facility first being cleared to the appropriate level by Defense Security Service (DSS).
3.4. The Contractor shall request security clearances for personnel requiring access to classified information or IT Level I or II within 15 days after receiving a facility clearance. If the Contractor is already cleared, they shall request security clearances for the personnel within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor employee security clearances shall be kept to an absolute minimum necessary to perform contract requirements.
3.4.1. IT Level I positions; Contractor employees shall have one of the following prior to commencing work: A current, valid Tier 5 investigation or equivalent or “Interim” Top Secret eligibility by Defense Industrial Security Clearance Office (DISCO) indicated in JPAS.
3.4.2. IT Level II positions; Contractor employees shall have one of the following prior to commencing work: A favorably completed Tier 3 investigation or equivalent or “Interim” Secret eligibility by DISCO indicated in JPAS.
3.4.3. IT Level III positions: Contractor employees shall have one of the following prior to commencing work: A favorably completed Tier 3 investigation or equivalent or “Interim” Secret eligibility by DISCO indicated in JPAS.
3.5. Unclassified Contracts requiring IT access: All documentation (i.e. SF 85*, etc.) required for their initial security appointment for unclassified contracts to IT Level III shall be processed through the CCAD
Security Personnel Security Office prior to entering CCAD facilities.
3.6. IT Level III positions; Contractor employees requiring access to CCAD Local Area Network (LAN) shall have background investigation processed through CCAD Personnel Security Office. If the
Contractor employee does not possess the proper investigation, the Government (Contracting Officer
Representative) will request one. The Government assumes costs and initiates non-clearance investigation by submitting the appropriate Personnel Security Investigation request to the Army Center of Excellence. Minimum requirements for CAC issuance and access to the LAN is an initiated investigation with favorable FBI fingerprint check. Due to costs and the inherent delays involved with security investigations, requests for Contractor LAN access shall be kept to an absolute minimum necessary to perform contract requirements.
3.6.1. Fitness Issues: CCAD Security will be notify the Contracting Officer Representative (COR) when discovery of adverse information indicates potentially actionable issues that may disqualify the
Contractor employee from access.
3.6.2. OPM Memorandum, Final Credentialing Standards for Issuing Personal Identity Verification Cards under HSPD-12 provides government-wide credentialing standards to be used by all Federal departments and agencies in determining whether to issue or revoke personal identity verification (PIV) cards to employees and contractor personnel.
3.6.3. Whether or not to grant access is the sole discretion of the Government. The decision not to grant access will not be grounds for contract modification and shall not constitute an excuse for
Contractor performance failure.
3.7. System Authorization Access Request (SAAR): Prior to system access, a SAAR, DD Form 2875, shall be completed by the Contractor employee. The Contractor employee shall complete Part I, the
COR shall complete Part II, and CCAD Personnel Security shall complete Part III.
3.8. Unclassified Contracts NOT requiring IT access: Contracts not requiring access to CCAD LAN shall be subject to installation access requirements that include the Defense Biometric Identification
System (DBIDS) and/or guest sponsorship. The COR shall provide the appropriate details and contact information.
4. IT/IA Requirements:
4.1. All contract employees with access to the CCAD network must be registered in the Army
Training Certification Tracking System (ATCTS) at commencement of services. Contractors and associated subcontractor employees must also complete DoD IA Awareness Training before they can be granted access to the CCAD network and complete the training annually thereafter.
4.2. All contractors working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M, and AR 25-2 within 6 months of employment.
4.3. Per DoD 8570.01-M, DFARS 252.239.7001, and AR 25-2, the contractor employees’ supporting
IA/IT functions shall be appropriately certified upon contract award. The baseline certification, as stipulated in DoD 8570.01-M, must be completed upon contract award.
5. Acquisition: All contracts will include acquisition related documents in accordance with the Federal Acquisition Regulation Subpart 24.1 CFR Part 24 and Part 39.105.
6. Foreign Nationals:
6.1. Official Visits: All official foreign visits (visits sponsored bya foreign government) must be based on a legitimate need, be sanctioned by the appropriate foreign attaché or embassy, and approved through Department of Army channels. Access will be coordinated through the CCAD Foreign
Disclosure Officer (FDO), COR, and respective NASCC/CCAD security offices.
6.2. Unofficial Visits: These are visits by foreign nationals that are not endorsed by a foreign government.
The Contractor will submit a request for employee access, based on a legitimate need, to the appropriate COR. The COR will in turn notify the FDO of the request. Due to security considerations, requests for these types of visits should be kept to a minimum. Foreign nationals will require a government escort at all times while on CCAD property. The COR will ensure the foreign contractor employee provides a copy of their passport to NASCC and CCAD security offices, to ensure the appropriate background checks are completed. NOTE: Properly validated permanent resident alien registration card holders are exempt from this requirement.
7. Notifications: The following information will be submitted to the COR and the CCAD Security
Manager on company letterhead, signed by the Contractor Facility Security Officer (FSO) within 15 days of awarding the contract. An updated listing shall be provided quarterly or when the company or an employee’s status or information changes. Electronic equivalents are acceptable. The notification shall include:
a. Name, address, and telephone number of company representatives.
b. Employee's name, last four of social security number, shift.
c. The contract number and contracting agency.
d. The highest level of classified information to which Contractor employees require access.
e. The location(s) of contract performance.
f. The date contract performance begins and terminates.
8. Security Point of Contact: At no cost to the Government, the Contractor shall appoint a senior Contractor employee to serve as an on-site point of contact for any security concerns at the CCAD location. This maybe a full time position or an additional duty position.
9. Security Training:
9.1. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 30 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at https://atlevel1.dtic.mil/at.
9.2. US-based contractor and subcontractor employees who are required to travel overseas in performance of their duties must receive government provided AT awareness training that is specific to the area of responsibility (AOR), as directed by AR 525-13. Specific AOR training content will be directed by the combatant commander and the unit ATO will ensure an applicable AT foreign travel briefing is provided to the contractor.
9.3. The contractor and all associated subcontractors shall brief all employees on the local iWATCH program. This is a locally developed training is provided by CCAD security and will be used to inform employees of the types of suspicious behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within
30 calendar days of new employees’ commencing performance, with the results reported to the COR no later than 30 days after training completion.
8.3.1 Contracts with a scope of work that call for the use of CCAD specific information or equipment at off base locations and facilities must develop an OPSEC Standard Operating Procedure (SOP)/Plan within
90 days of contract award which will be reviewed by the CCAD OPSEC Officer for approval IAW AR 530-
1, Operations Security. The SOP/Plan must identify CCAD's critical information, why it needs to be protected, where it is located, who is responsible, and how the contractor intends to protect it. This plan is “For Official Use Only” and must contain appropriate document controls in accordance with AR 25-55, Chapter 4. The plan must be stored in a secure location such as a lockable container and must be properly destroyed when no longer needed in accordance with local CCAD policy CCADR 25-92,Chapter
1, Section 1-6(j).
9.4. IAW AR 530-1, new contractors and associated subcontractors who require a CAC Card and access to the CCAD network must complete Level I OPSEC training within 30 calendar…
