DHS BODY ARMOR IV

Customs and Border Protection (CBP) Statement of Work (SOW) for DHS Strategically Sourced Level IIIA Body Armor IV

1. BACKGROUND:

1.1. This new procurement is for level IIIA “soft” body armor system (as opposed to plates or “hard” armor) through a multi-agency/strategic sourcing initiative for officers and agents in CBP, as well as other agencies within the federal government. This initiative is a follow-on requirement to CBP’s current “DHS Body Armor III” contract and focuses on lightweight, flexible, and comfortable body armor intended primarily for law enforcement use.

1.2. CBP has decided to fundamentally shift body armor design and wear from concealable cut armor, primarily designed to be worn under a uniform to one utilizing standardized panels in a limited number of standardized sizes and integrated into a carrier system that is primarily designed for external wear over a uniform. To do this, CBP’s Law Enforcement Safety and Compliance Directorate (LESC) Force Modernization Branch has developed a new body armor system design that lends itself to the use of standardized ballistic panel sizes while promoting scalability between soft and hard (plate) armor. The DHS Office of General Counsel has obtained a patent for this innovative new design (Patent No. US 11,150,054 and US11,353,292) and this is the foundation of CBP’s next generation body armor requirements. CBP will also maintain a traditional concealable cut variant for those people and/or agencies that are better suited with that format.

1.3. Relevant components within DHS and outside of DHS may include but are not limited to the following listed in Table 1.3, below. This contract shall be awarded and administered by U.S. Customs and Border Protection (CBP).

2. SCOPE:

The intent of CBP is to contract for National Institute of Justice (NIJ) 0101.06 Certified threat level IIIA body armor. The contract shall contain two categories of body armor, one being a scalable system that incorporates standardized sized/shape ballistic panels that is intended to be worn primarily in an external fashion. The other is a more traditional system that incorporates concealable cut armor that is individually sized and is primarily designed to be worn under a uniform. The Scalable system will be the primary focus of this contract and is anticipated to make up the majority of units purchased. While there are distinct differences between the two systems, there will be common characteristics with the intent of achieving a comparable look and functionality. When observed from the front or back, the scalable system and the traditional system should look very similar when worn externally.

This statement of work combines facets of the DHS Patent design, specific characteristics, and performance based elements intended to guide the development of these systems by potential offerors.

2.1. The contract schedule of supplies shall contain two complete body armor packages, each containing predetermined items. One shall be the Scalable Package and one shall be the Traditional Package. The schedule of supplies shall also contain, as separate line items, all components that comprise each package as well as additional accessories contained in this requirements document.

2.2. The Scalable Package shall contain the following items:

· Base Carrier (including Cummerbund and Independent Removeable, Modular Lightweight Load-carrying Equipment (MOLLE), Platform)

· Concealable Conversion Kit

· Front Ballistic Panel

· Back Ballistic Panel

· Front Panel Cover

· Back Panel Cover

· Side Ballistic Panels (2)

· Side Panel Covers (2)

· Trauma Pad

· Placards/Badge

· Accessory Platform

· Handgun Magazine Pouch

· Carry Bag

2.3. The Traditional Package shall contain the following items:

· Traditional Outer Carrier (including Cummerbund and Independent Removeable MOLLE Platform)

· Concealable Carrier

· Front Ballistic Panel

· Back Ballistic Panel

· Trauma Pad

· Placards/Badge

· Accessory Platform

· Handgun Magazine Pouch

· Carry Bag

2.4. The body armor shall be side opening, with ballistic panels available in both a standardized sized (Scalable) cut shape and a concealable cut (Traditional).

· Scalable armor shall include front, back, and two side ballistic panels and covers.

· Traditional armor shall include front and back ballistic panels.

2.5. The Scalable System ballistic panel model shall be NIJ designated gender “Neutral” or “Male” and be non-structured.

2.6. The Traditional System ballistic panel model shall be NIJ designated gender specific to include separate “Neutral” or “Male” (non-structured) and “Female” (structured) designated armor models and be certified to sizes C1 through C5. Armor models for “Neutral” or “Male” and “Female” do not need to be identical in build specifications. However, the “Neutral” or “Male” model shall be the same for both the Scalable System and the Traditional System.

2.7. Concealable cut armor (Traditional) shall be custom fit for each individual, based on individual raw measurements as provided by the ordering component or agency. Scalable System armor shall be fit based on specific pre-established, standardized product sizing specifically requested by the ordering component or agency

2.8. The body armor shall have a manufacturer’s ballistic warranty of 7 years. Warranty shall commence at date of acceptance by the Government.

2.9. Vendor shall provide additional administrative and logistical support, including but not limited to measuring/sizing services (for Traditional Systems), customer service support, and invoicing/payment support.

2.10. The armor will be issued to students at the various academies of the components within DHS, as well as to officers and agents in the field requiring armor issuance or replacement armor due to the expiration or deterioration of their current armor.

2.11. CBP will endeavor to ensure the safety of all officers and agents within DHS by initiating a systematic life cycle quality assurance testing program to verify that body armor performs according to initial ballistic standards throughout its warranty period.

4. TECHNICAL AND ADMINISTRATIVE REQUIREMENTS:

All illustrations contained within are solely representations intended to assist offerors in understanding the written requirements contained in this document and convey the Government’s intent. They are not intended to be official technical drawings. All references to “left or right” in product descriptions shall be from the vantage of looking at the item, not wearing the item. Unless otherwise specified, all timeframes shall be in calendar days.

4.1. BALLISTIC PERFORMANCE AND TESTING

4.1.1. The standard(s) for testing and performance of ballistic panels submitted for this solicitation shall be those established by the NIJ Standard- 0101.06.

4.1.2. All body armor packages submitted for consideration shall be certified by the NIJ to have met the NIJ Ballistic Resistance of Body Armor standard for Threat Level IIIA and shall be listed on the NIJ’s Compliant Product List at the time of contract award. The Government requires vendors to provide an NIJ “Notice of Compliance” certification letter for all packages submitted for evaluation.

4.1.3. The Government requires vendors to provide complete NIJ Compliance Test Reports for each ballistic model being submitted for evaluation.

4.1.4. All ballistic testing, described within the SOW, shall be required, and shall take place at an independent NIJ approved laboratory at no cost to the Government.

4.1.5. Table 4.1.5, below, shows the NIJ test rounds and velocity standards for personal body armor with respect to Threat Level IIIA.

4.1.6. All body armor submitted for consideration shall demonstrate V05 Ballistic Limit Performance at or above 1625 feet per second for the .357 Sig. The V05 velocity included on the Ballistic Limit Summary Data page (NIJ Compliance Test Report) for the .357 Sig shall be the official V05 velocity of record.

4.1.7. All body armor submitted for consideration shall demonstrate a baseline V50 Ballistic Limit Performance at or above 1700 feet per second for the .357 Sig. The optimum V50 velocity in 2000 feet per second. The V50 velocity included on the Ballistic Limit Summary Data page (NIJ Compliance Test Report) for the .357 Sig shall be the official V50 velocity of record.

4.1.8. The ballistic panels shall meet the NIJ Standard-0101.06 Perforation and Back face Signature (P-BFS) Test for the following round and velocity listed in Table 4.1.8. Test sample sizes for each round shall generally be in accordance with Section 4.1.1.1, Table 1 of the NIJ Standard-0101.06 (to exclude Ballistic Limit Testing), but see Addendum 1 of this SOW for additional test sample specifications specific to this SOW. Vendors shall provide test results for this round for all packages submitted for evaluation.

4.1.9. Armor submitted for consideration shall be tested against fragmentation and meets the following requirements.

4.1.9.1. Fragmentation or Right Circular Cylinder (RCC) testing shall be conducted utilizing the 2 grain RCC, 4 grain RCC, 16 grain RCC, and 64 grain RCC.

4.1.9.2. V50 velocities for each size RCC shall meet or exceed the following:

4.1.9.3. Vendor shall provide test results showing the armor meets or exceeds the minimum V50’s listed in Table 4.1.9.2.

4.1.9.4. Except where specified below, V50 Ballistic Testing shall be done in accordance with and in compliance with the Ballistic Limit Determination Test protocol found in NIJ Standard- 0101.06, Section 7.9.

4.1.9.5. All fragmentation testing shall be done utilizing 15” x 15” shoot packs. The shoot packs shall be identical in construction and build specifications to the armor package being submitted for consideration.

4.1.10. Armor submitted for consideration shall be tested using the following modified conditioning protocol based on the protocol found in the NIJ Standard-0101.06 and shall meet the following ballistic requirements. (The below is in addition to all conditioned testing required during the NIJ Certification process.)

4.1.10.1. Conditioning shall be in accordance with Section 5 of NIJ Standard-0101.06, Flexible Armor Conditioning Protocol, except for Section 5.2.3.4 Test Duration.

4.1.10.2. The test duration shall last a total of 14 Days ± 1 hour.

4.1.10.3. Test sample sizes for each test round shall be generally in accordance with Section 4.1.1.1, Table 1 of the NIJ Standard- 0101.06 (to exclude Ballistic Limit Testing for the .44 Mag), with the following modified specifications: 4 samples for .357 Sig and 3 samples for .44 Mag, for a total of 7 armor samples. Template sizes shall include both C-1 and C-5.

4.1.10.4. Conditioned armor shall meet NIJ Perforation standards for the following rounds and velocities listed in Table 4.1.10.4. BFS shall be recorded but an excessive BFS measurement will not constitute a failure.

4.1.11. Throughout the contract, the Government intends to pull from its stock of new and used body armor for quality assurance (QA) testing. QA testing may be performed at an NIJ approved laboratory and include both P-BFS testing and ballistic limit testing. The purpose of this testing is to determine if the ballistic panels are performing in accordance with the parameters of this specification throughout the warranty period and are not experiencing excessive degradation in performance. The Government will only test armor that is considered serviceable for continued use by officers and agents.

4.1.11.1. P-BFS testing may be performed on new and used armor pulled from stocks throughout the warranty period.

4.1.11.2. The test velocity for new armor shall be the NIJ reference velocity for new armor (± 30 fps). The test velocity for used armor shall be the SOW reference velocity for conditioned armor listed in Table 4.1.5 (± 30 fps).

4.1.11.3. Any body armor vest that is within 60 days of acceptance by DHS at the time it is sent to the lab, and is in the original packaging, shall constitute a “new” vest. All other body armor vests shall be considered “used” for the purpose of testing.

4.1.11.4. A single failure for perforation of new and/or used vests will result in additional testing of three vests from the same production lot.

4.1.11.5. For new vests only, a single failure for back face deformation more than 44 mm at NIJ test velocities may result in the testing of three additional vests from the same production lot. For used vests, BFS will be recorded but an excessive BFS measurement will not constitute a failure.

4.1.11.6. A single P-BFS failure shall be treated as a warranty violation and shall require a replacement vest from the vendor at no cost to the Government.

4.1.11.7. P-BFS failure of more than one test vest within a lot shall be treated as a warranty failure and, at the discretion of the Government, shall require replacement of the production lot by the vendor at no cost to the Government.

4.1.11.8. P-BFS failure of more than one lot shall be treated as a model failure and will result in a negotiated remedy between the Government and the vendor or the exercise of other contractual rights by the Government.

4.1.11.9. V50 Ballistic Limit performance testing may also be conducted on new and used vests pulled from stocks throughout the warranty period.

4.1.11.10. The V50 velocities for new vests shall meet the initial performance requirements of 1700 fps or greater, for the .357 Sig. test round. The V50 velocities for used vests shall not drop below 1616 fps for the .357 Sig. test round at any time during the warranty period.

4.1.11.11. No perforation shall occur at less than the velocity identified in Table 4.1.5 above (plus 30 fps) for new armor and the velocity identified in Table 4.1.5 above (plus 30 fps) for used armor.

4.1.11.12. A violation of the applicable V50 performance standard shall result in the additional testing of three vests from the same production lot.

4.1.11.13. A single V50 failure shall be treated as a warranty failure and shall require a replacement vest by the vendor at no cost to the Government.

4.1.11.14. V50 failure of more than one vest within a lot shall be treated as a warranty failure and, at the discretion of the Government, shall require replacement of the lot by the vendor at no cost to the Government.

4.1.11.15. V50 failure of more than one lot shall be treated as a model failure and will result in a negotiated remedy between the Government and the vendor or the exercise of other contractual rights by the Government.

4.2. BALLISTIC PANELS

4.2.1. Ballistic panels shall be available in both standard size/shape (Scalable) and concealable cut (Traditional).

4.2.2. Scalable systems shall consist of four ballistic panels: one front, one back, and two side panels.

4.2.3. Traditional systems shall consist of two ballistic panels: one front and one back.

4.2.4. Concealable cut ballistic panels shall be gender specific and shall include both “Neutral” or “Male” designated planar (non-structured) ballistic panels and “Female” designated non-planar (structured) ballistic panels. A “Neutral” classification may be substituted for “Male” if the panel is non-structured or planar; however, a separate “Female” designated armor model shall be included.

4.2.5. Standard sized panels shall be designated “Neutral” or “Male”.

4.2.6. There is no requirement that “Neutral” or “Male” designated ballistic panels and “Female” designated ballistic panels be constructed of the same materials.

4.2.7. Ballistic panels shall be comfortable, flexible, and cut to maximize coverage area while minimizing restriction of movement particularly across the chest when assuming a handgun shooting position. Panel width shall comply with requirements in Section 4.11.

4.2.8. Weight reduction is desirable but should not negatively impact flexibility and comfort.

4.2.9. Concealable cut ballistic panel side joints shall overlap 2” (± ½ inch) when worn, based on the initial end user measurements, with the front panel overlapping the back panel. Butt joints are not acceptable.

4.2.10. Scalable front and back panels shall incorporate tabs that extend outward to cover the ballistic gap behind the quick release system which connects the cummerbund to the base carrier (both front and back). Tab width shall comply with requirements in Section 4.11.

4.2.10.1. The outer edge of the tab’s height shall correspond to the height of the ballistic side panel (±1/2”).

4.2.10.2. Care to reduce restriction of movement around the arms where the panels transition outward to the tabs should also be taken.

4.2.11. Sizing shall be in accordance with section 4.11 “Sizing” of this SOW.

4.2.12. There is no requirement that ballistic panels be of homogeneous construction. Hybrid vests, containing more than one type of constituent product, are acceptable, as are homogeneous (one type of ballistic fabric only) vests.

4.2.13. Vests shall meet additional technical standards as described in Tables 4.2.16, below. Testing for both Thickness and Areal Density shall be performed at an NIJ approved laboratory.

4.2.14. Ballistic panels shall meet the following areal density and thickness threshold requirements.

4.2.15. Thickness shall be measured to the nearest 0.01 inch when tested according to ASTM D-1777, Table 1, Testing Option 1 for 3 (qty) 15”x15” shoot packs. The ballistic panel cover shall be removed prior to measurement and the average of the 3 (quantity) shoot packs shall determine if the requirement is met. The shoot packs shall be identical in construction and build specifications to the armor package being submitted for consideration. Testing shall be done at an approved NIJ laboratory.

4.2.16. Areal density shall be measured to the nearest 0.01 pound per square foot in accordance with ASTM D-3776 for 3 (qty) 15”x15” shoot packs. The ballistic panel cover shall be removed prior to measurement and the average of the 3 (qty) shoot packs shall determine if the requirement is met. The shoot packs shall be identical in construction and build specifications to the armor package being submitted for consideration. Testing shall be done at an approved NIJ laboratory.

4.2.17. Ballistic panel covers shall be constructed of a lightweight, opaque material designed to limit ultraviolet light exposure and exhibit waterproof performance throughout the warranty period.

4.2.18. Ballistic panel covers shall exhibit high standards of construction, particularly the sealed edges. There shall be nothing sewn or stitched to the sealed portion of the ballistic panel cover as this would compromise the waterproof integrity of the panel cover.

4.2.19. Traditional ballistic panels shall be capable of being suspended inside a carrier from the top corner areas of the panels, to prevent sagging and curling of the bottom panel edge for cut panels. The method of suspension is up to the vendor, provided it does not affect the waterproof nature of the panel cover.

4.2.20. Labels, produced in accordance with the NIJ Standard-0101.06, Section 4.1.5, shall be affixed to the ballistic panel cover in a manner that shall assure adherence throughout the warranty period, and shall not compromise the waterproof integrity of the panel cover. Generic terms such as “Custom” are not acceptable for the “size” portion of the label.

4.2.21. Labels shall be produced in a manner that shall ensure readability throughout the warranty period.

4.2.22. In addition to the NIJ labeling requirements, the ballistic panel covers shall also have labels that include care instructions for the ballistic panels, and the additional statements: “Ballistic performance is warranted for seven years”, “Property of U.S. Government”, and “This ballistic make/model was certified to the 0101.06 NIJ Standard at the time of contract award”.

4.2.23. Aside from the contents of the label, there shall be no writing or other markings (e.g., manufacturer identification or branding) on the outside faces of the ballistic panel covers.

4.2.24. Serial number shall also be written on the ballistic material under panel cover in bottom right corner of the strike face, with the location consistent throughout the contract.

4.2.25. Build specifications described in the NIJ Compliance Testing Program Build Sheet shall match the physical construction of the ballistic panels throughout the period of performance of the contract.

4.3. SCALABLE SIDE PANELS

4.3.1. Side panels shall be produced to the same build specifications as the ballistic panels with which they are supplied. They shall exhibit the same construction, materials, layer counts, covering, attention to detail and quality.

4.3.2. Side Panels shall be available in the following sizes (± ½”):

· 6” W x 7 1/2” L (approximate length of 5 MOLLE loops); Small Regular

· 6” W x 12” L (approximate length of 8 MOLLE loops); Large Regular

· 6” W x 16 1/2” L (approximate length of 11 MOLLE loops); X-Large Regular

· 8” W x 7 1/2” L (approximate length of 5 MOLLE loops); Small Wide

· 8” W x 12” L (approximate length of 8 MOLLE loops); Large Wide

· 8” W x 16 1/2” L (approximate length of 11 MOLLE loops); X-Large Wide

4.3.3. Side panel lengths (S, L, XL) shall be paired with the same size cummerbund length (S, L, XL) unless otherwise specified at time of order.

4.3.4. Side panels shall be labeled with their date of manufacture, associated vest model number, and proper orientation to the wearer (“This side toward body”). Attachment of the label shall not affect the waterproof integrity of the trauma pad cover.

4.3.5. Side panels are not subject to NIJ certification or serialization.

4.3.6. Side panels shall be subject to the same warranty provisions as front and back panel.

4.4. TRAUMA PADS

4.4.1. Trauma pads shall be produced to the same build specifications as the ballistic panels with which they are supplied. They shall exhibit the same construction, materials, layer counts, covering, attention to detail and quality.

4.4.2. Trauma pads shall be 6” W X 9” L (±1/2”) in size.

4.4.3. Trauma pads shall be labeled with their date of manufacture, associated vest model number, and proper orientation to the wearer (“This side toward body”). Attachment of the label shall not affect the waterproof integrity of the trauma pad cover.

4.4.4. Trauma pads are not subject to NIJ certification or serialization.

4.4.5. Trauma pads shall be replaced as warranty items when vests are replaced as warranty items.

4.5. COLOR

4.5.1. Colors apply to Scalable and Traditional systems as well as all associated accessories.

4.5.2. Systems shall be available in six distinct colors. This includes all fabric unless otherwise specified.

4.5.3. Systems hook and loop material, and outward facing webbing (including MOLLE) shall match (or coordinate with) the color of the carrier as closely as possible.

4.5.4. Hypalon or equal material, synthetic attachment pieces, and inner facing 4-way stretch material shall match (or coordinate with) the color of the carrier as closely as possible or be black in color at the discretion of the ordering agency.

4.5.5. Color samples of each carrier material shall be provided to the contracting officer’s representative (COR) for approval prior to first article sample.

4.5.6. A complete first article sample of each color shall be submitted to the COR for color approval prior to production. Sample(s) shall be comprised of a complete base carrier and panel carrier of the scalable system.

4.6. SCALABLE SYSTEM

A Scalable system shall be comprised of a standalone ballistic plate carrier that incorporates soft ballistic panels adhered to the inside of the carrier via low profile hook and loop. The system’s cummerbund, which attaches the front and back base carrier sections shall also have soft ballistic panels adhered to the inside of the cummerbund to provide side ballistic protection. All four ballistic panels shall be capable of being attached or removed by the end user depending on operational need. The scalable system is directly derived from the DHS Patent No. US 11,150,054 and US11,353,292.

4.6.1. Base Carrier

4.6.1.1. The Base Carrier is the foundation of the scalable system. The Base Carrier is the externally worn platform for the carriage of ballistic panels, ballistic plates (not included in this SOW), as well as the attachment of ID placards and accessories, while maintaining a clean, simple, professional look. The Base Carrier can be utilized as a standalone ballistic plate carrier, standalone platform for “soft” ballistic panels, or any combination of these components.

4.6.1.2. The Base Carrier shall be compatible with the following HESCO ballistic plate models.

· Model 3800C- SA-MC-XL

· Model 3800C- LE-MC-L

· Model 3800C- LE-MC-S

· Model 3611C- SA-MC-XL

· Model 3611C- LE-MC-L

· Model 3611C- LE-MC-S

4.6.1.3. The Base Carrier shall be available in three distinct sizes.

· Size X-Large shall be built to accommodate a size 11x14 plate.

· Size Large shall be built to accommodate a size 10x12 plate.

· Size Small shall be built to accommodate a size 8x10 plate.

4.6.1.4. The Base Carrier shall be side opening, consisting of a front section, back section, adjustable shoulder straps, and adjustable quick release cummerbund.

4.6.1.5. The outward face of the front and rear section shall be constructed of a material equal to or better than Cordura® nylon, not to exceed 500 denier. The inward face of the front and rear section shall be constructed of a material better than or equal to Cordura® nylon (shall not exceed the denier of the outward facing panels) and a 4-way stretch nylon material (such as Tweave® or similar material).

4.6.1.6. Front and back section shape shall follow the contour of the compatible plates and shall be constructed to minimize weight and excess material. Plate pockets shall follow the contour of the compatible plates and shall be constructed to allow for little to no vertical or lateral movement of plates once inserted. 4-way stretch material shall be incorporated on the non-strike face of the pocket to maintain a snug fit.

4.6.1.7. Front and back section exterior dimensions shall not extend significantly beyond the dimensions of an inserted plate.

4.6.1.8. The Base Carrier shall have bottom loading plate pockets to accommodate Level III ballistic plates, (not included in this SOW), in both the front and back carrier sections. The horizontal flap used to secure the opening for the pockets shall have a pull tab for easier opening.

4.6.1.9. Base carrier shall allow for easy adherence and removal of “soft” ballistic panels by use of low-profile hook and loop. The loop shall be affixed to the inner most front and back sections of the base carrier to align with the hook that is attached to the ballistic panel carrier, as described in DHS Patent No. US 11,150,054 and US11,353,292.

4.6.1.10. The vendor shall provide a MOLLE system for attachments and pouches on the base carriers. Systems must accept all standard MOLLE accessories. The vendor shall make every effort to maximize the number of rows and loops possible located on the front and back carriers’ sections. Rows may vary in length if necessary due to shape and size restraints of the carrier section, but a neat appearance is desired. MOLLE rows on the front carrier section shall contain as many loops as will fit based on the size of the carrier section. MOLLE shall be included on any flaps that are part of the carrier side attachment system.

4.6.1.11. The top portion of the outward face of the front section shall have loop material for agency specific placards. The loop shall be 5” in height for a large carrier and placard shall be 4 ½” in height for a small carrier. Loop shall follow the contour of the panel edge and shall extend to between ¼” and ¾” from the section edge. This loop is intended to provide sufficient area to attach the following items: (See Figure 4.6.1.11)

· Front Agency Placard (3” H x 4” W)

· Agency Badge (3 ½” H x 2 ½” W)

· Agency Provided Name Tape (1” H x 6” W)

· The top edge of the loop shall be placed as high as possible on the front section without interfering with the placement of the “admin” pouch.

· The loop shall be loop MOLLE or a combination of loop MOLLE and solid material, ensuring that the loop coverage is continuous.

4.6.1.12. Front section shall have an “admin” pouch located at or near the top edge of the section, behind the loop material. The pouch shall be top opening, close with a zipper or a hook and loop (no flap), be covertly integrated into the section, and be large enough to hold a 3” x 5” note card. Depth of pouch shall not exceed 6”. (See Figure 4.6.1.12)

4.6.1.13. The independent removeable MOLLE platform shall allow the user to pre-position multiple variations of pouches and accessories and to cover attachment methods of the (cummerbund’s) Quick Release System on the front section of the base carrier.

· Platform shall be made of the same material and color used to construct the front and rear sections.

· Platform shall be rectangular in shape, have a continuous front face, and extend across the width of the carrier section as close to the edges as possible without going over. The platform shall mount flush to the carrier utilizing hook and loop with MOLLE attachment points along the top edge to create hinge points.

· MOLLE shall be mounted on front face of platform. MOLLE shall contain three rows and extend across the entire width of the platform. MOLLE rows shall extend laterally as close to edge as possible and be centered, while maintaining complete/standard MOLLE loops. (See Figure 4.6.1.13)

4.6.1.14. The top portion of the outward face back section shall have loop material which matches the profile of the rear placard. (See Figure 4.6.1.14)

· The top edge of the loop shall be placed as high as possible on the rear section without interfering with the placement of a drag handle.

· The loop shall be loop MOLLE or a combination of loop MOLLE and solid material, ensuring that the loop coverage is continuous. (See Figure 4.6.1.14) All MOLLE rows shall have consistent vertical spacing and shall be a continuation of the MOLLE rows.

4.6.1.15. Lower portion of the outward face back section shall have a flap covering the attachment points of the cummerbund, containing three rows of MOLLE. MOLLE rows shall extend laterally edge to edge and be centered. The flap shall be permanently attached at the top edge and shall allow access to the cummerbund attachment system, for ease of adjustment. The flap shall also be capable of being secured at the bottom edges. (See Figure 4.6.1.15)

4.6.1.16. The rear carrier section shall have a horizontal drag handle located at the top, center of the section. The handle shall be made of 1.0-inch-wide nylon webbing and be securely affixed to the carrier. The handle shall be at least as wide as the neck opening of the carrier at its widest point, not extend over the lowest point of the section neckline, and shall not protrude more than ½ in. The drag handle shall be capable of dragging an individual of 250 lbs., for 25ft over flat ground, without breakage.

4.6.1.17. Base carrier shall have adjustable shoulder straps. Shoulder straps shall be constructed of Hypalon, Squadron®, or similar other material. The attachment points shall be affixed directly to both the front and back sections outermost material to pull the face of the plate pocket inward towards the body. The intent is to keep the plate pocket face from sagging under load when no plate is inserted. Shoulder straps shall be adjustable and shall not exceed 2” (nominal) in width when measured at the apex of the shoulder. Straps may exceed 2” near the attachment point to the front and back sections.

4.6.1.18. Adjustable shoulder straps shall be of minimal thickness and be concealed with a removable wrap. It may use hook and loop, such as in a “bird-mouth” or “alligator-mouth” design but shall be designed to resist accidental separation when strap components are pulled from opposite directions in a linear manner. The use of a buckle is prohibited. One end of each strap must be permanently affixed to the carrier (as described above in Sec. 4.6.1.17) and alternate strap ends shall not flop insecurely when in use. Wrap shall incorporate 4-way stretch material to allow expansion room for cord management and hydration tube. The wrap shall not incorporate any padding. Wrap length shall be between 4” and 6” and be appropriate for carrier size.

4.6.1.19. The front facing portion of each shoulder strap, below the removable wrap, shall contain slots or holes in the material, that create a secure attachment point for a microphone clip. It shall be compatible in size with a microphone clip belonging to Motorola APX8000 or similar dimensions.

4.6.1.20. A cummerbund shall be used to attach the front and back sections together and be capable of the mounting of side ballistic panels and/or accessories.

· Cummerbund shall consist of three rows of MOLLE on both the inward face and outward face of cummerbund.

· Rows shall have the ability to mount accessories to inward face and outward face of cummerbund.

· MOLLE rows shall be designed to maintain shape, structure, and spacing of rows. If rows are connected with continuous material (such as mesh), the material shall optimally be designed to maximize airflow, reduce entrapment of foreign material, and be resistant to tearing and/or ripping.

· Cummerbund MOLLE shall align with MOLLE on the front MOLLE platform and rear flap when positioned properly.

· Cummerbund shall come sized per individual order. Sizes shall be available in 6, 9, and 12 loop useable MOLLE lengths (referred to as Small, Large, and X-Large respectively). This excludes any additional material or MOLLE used for attachment purposes.

· Cummerbund shall have low-profile loop (hook and loop) on the inner facing side to attach ballistic side panel carrier. If inner facing MOLLE is not made of the loop material, then loop material shall not interfere with the function of the inner facing MOLLE rows.

· Cummerbund shall be removable and replaceable.

· Cummerbund shall be adjustable. Cummerbund shall be secured to the rear section utilizing an adjustability mechanism. This mechanism shall allow for both passive adjustability (allowing for some passive flexible expansion without the need for active repositioning by the end user) and active adjustability (intentional lateral expansion or contraction to facilitate fit). Attachment system shall be covered as described in SOW section 4.6.1.15.

· Cummerbund shall attach to the front section by use of a quick release system attached to the left and right-side edge of the front section. Quick release system shall be made of a lightweight high-performance polymer. Quick release system shall have the capability of one-handed operation and shall be between 3.5” and 6.0” in length.

4.6.1.21. MOLLE loops shall be consistent in size throughout the carrier system.

4.6.1.22. Base carrier shall incorporate reverse seam stitching on all outer edge seams.

4.6.1.23. Base carriers shall exhibit high standards of construction: consistent dyes (when applicable), no loose threads, no stitching errors, runs, or fabric imperfections.

4.6.2. Panel Carriers

4.6.2.1. Panel carriers are intended to hold the ballistic panels and provide a means of attaching the ballistic panels to the base carrier.

4.6.2.2. Scalable system shall include four separate ballistic panel carriers consisting of one front panel carrier, one back panel carrier, and two side panel carriers.

4.6.2.3. Panel carriers shall be sized specifically for their corresponding ballistic panels to limit movement of the panels within the carrier.

4.6.2.4. Front and back panel carriers shall utilize low profile hook on the outer most side of both panel carriers to affix panels to inside front and back section of the base carrier.

4.6.2.5. Side panel carriers shall utilize low profile hook on the outer most side of both the side panel covers to affix panels to the inside of the base carrier cummerbund.

4.6.2.6. Side panel carrier hook location shall be consistently positioned off the top edge of the carrier for both the 6” and 8” wide ballistic side panels. This shall ensure that the extra 2” of ballistics material of the 8” panel extend only downward when affixed to the cummerbund.

4.6.2.7. Panel carriers shall allow for easy removal and insertion of ballistic panels, via a hook and loop sealed opening with the hook portion facing towards the ballistic panels. Front and back panel carrier opening shall be centered and span at least ¾ of the width of the carrier panel when measured along the bottom edge with a pull tab for easier opening.

4.6.2.8. Front and back panel carrier opening shall be oriented in the same direction as the ballistic panel label.

4.6.2.9. Panel carrier shall be constructed such that the ballistic panels cannot fall from the carrier if the carrier panel were to come unsealed accidentally.

4.6.2.10. There shall be no labels, tags, or other markings on the exterior of the carriers.

4.6.2.11. Panel carrier labels shall contain manufacturer’s name, warning statement indicating that the carrier itself provides no ballistic protection, care instructions for the carrier, model name and/or number, carrier material, date of manufacture, and the panel size associated with that carrier. (Generic terms such as “Custom” are not acceptable.) The carrier label shall NOT contain a serial number.

4.6.2.12. Front carrier shall contain a pouch for the insertion of the trauma pad (SOW Section 4.4). Pouch shall be located on or hang along the inner face of the outer side of the front carrier and be bottom loading. The trauma pad pouch shall position the top edge of the trauma pad as close to the lowest point of the ballistic panel neck scoop edge as possible, without extending above the ballistic panel. The pouch shall be sized specifically to the trauma pad, allow for little to no movement of the trauma pad when inserted properly, and include hook and loop closure.

4.6.2.13. Panel carrier’s outer facing material shall be constructed of a material equal to or better than Cordura® nylon not to exceed 500 denier. Inner facing material shall be constructed of a soft, thin, breathable fabric that ideally wicks moisture away from the wearer while maintaining durability and still facilitating comfort.

4.6.2.14. Carrier shall incorporate reverse seam stitching on all outer edge seams.

4.6.2.15. Carriers shall exhibit high standards of construction: consistent color, no loose threads, no stitching errors, runs or fabric imperfections.

4.6.3. Concealable Conversion Kit

4.6.3.1. The concealable conversion kit is intended to provide a method for the scalable system soft ballistic panels/panel carriers to be worn independently in a concealable fashion under rough duty uniforms or plain clothes operations (not to be used with the base carrier).

4.6.3.2. When concealable conversion kit is utilized, there should be no outward facing hook exposed on any of the panel carriers, front, back, or sides. The front and back panel carrier hook shall be converted to loop by covering or other method to reduce wear on the inside of clothing worn.

4.6.3.3. Kit shall have independent/removable straps (1.5” minimum width) attaching the front and back panel carriers at each shoulder and shall have independent/removable straps (3.0” minimum width) securing the front and back panel carriers along each side. All straps shall contain hook to facilitate attachment to the panel carriers.

4.6.3.4. Side straps shall include elastic or similar material to facilitate passive adjustment.

4.6.3.5. Side straps shall allow for the attachment of the side panel carriers.

4.6.3.6. Side panel carriers shall be positioned against the inner face of the side straps and affix to side straps using the same or similar methodology used with the base carrier cummerbund.

4.7. TRADITIONAL SYSTEM

4.7.1. Traditional Outer Carrier (TOC)

4.7.1.1. Traditional Outer Carriers are the externally worn platform for the carriage of concealable cut ballistic panels, ballistic plates (not included in this SOW), as well as the attachment of ID placards and accessories. The Traditional Outer Carrier shall incorporate all the same suspension, MOLLE attachment, and placarding characteristics contained in the Scalable System to achieve commonality in appearance and don/doffing, while maintaining a clean, simple, professional look.

4.7.1.2. TOC shall be side opening, consisting of a front section, back section, adjustable shoulder straps, and adjustable quick release cummerbund.

4.7.1.3. To minimize ballistic panel movement, the TOC shall be sized so that the edge of the ballistic panel pockets extends no more than 1” beyond the perimeter of the ballistic panels when the panels are inserted and centered in the panel pocket. Exceptions may be made for the top of the shoulders.

4.7.1.4. The outward face of the front and rear section shall be constructed of a material equal to or better than Cordura® nylon, not to exceed 500 denier. The inward face of the front and rear section shall be constructed primarily of a durable, lighter material (such as Tweave® or similar material). Mesh and/or added padding is not acceptable.

4.7.1.5. Ballistic panels shall overlap front to back at the sides of the carrier in accordance with Section 4.2.9 of this SOW and be held in place by the cummerbund.

4.7.1.6. TOC shall have a 3” wide elastic inner cummerbund with hook and loop attachment. The hook portion shall face away from body, the loop portion shall face towards body, and the hook and loop portion of the cummerbund shall be a minimum of 6 inches long.

4.7.1.7. TOC Panel carriers shall allow for easy removal and insertion of ballistic panels, via a hook and loop sealed opening with the hook portion facing towards the ballistic panels. Front and back panel carrier opening shall face towards the body, be centered, and span at least ¾ of the width of the carrier panel when measured along the bottom edge with a pull tab for easier opening. The carrier shall be constructed such that the ballistic panels cannot fall from the carrier if the carrier section were to come unsealed accidentally.

4.7.1.8. TOC shall have an internal, bottom loading plate pockets to accommodate Level III ballistic plates (not included in this SOW). The pockets shall be located inside the panel carrier in both the front and back carrier sections and positioned between the soft ballistic panel and the outer most TOC layer away from the body.

4.7.1.9. TOC plate pocket shall be compatible with the following HESCO ballistic plate models:

· Model 3800C- SA-MC-XL

· Model 3800C- LE-MC-L

· Model 3800C- LE-MC-S

· Model 3611C- SA-MC-XL

· Model 3611C- LE-MC-L

· Model 3611C- LE-MC-S

4.7.1.10. TOC plate pockets shall be available in three distinct plate pocket sizes.

· Size X-Large shall be built to accommodate a size 11x14 plate.

· Size Large be built to accommodate a size 10x12 plate.

· Size Small shall be built to accommodate a size 8x10 plate.

4.7.1.11. The Size Large plate pocket shall be the default size pocket included in the panel carrier unless otherwise noted here. Size Small pockets shall be substituted when the TOC is not large enough to fit a Size Large plate pocket. TOCs built for ballistic panels 17” or longer shall have both a Size Large and Size X-Large plate pocket.

4.7.1.12. Plate pockets shall follow the vertical contour of the compatible plates and shall be constructed to allow for little to no vertical or lateral movement of plates once inserted.

4.7.1.13. The TOC shall contain a pouch for the insertion of the trauma pad (SOW Section 4.4). Pouch shall be located on or hang along the inner face of the outer side of the front carrier and be bottom loading. The trauma pad pouch shall position the top edge of the trauma pad as close to the lowest point of the ballistic panel neck scoop edge as possible, without extending above the ballistic panel. The trauma pad pouch may be integrated into the plate pouch assembly, provided it can still be utilized independently from the use of plates. The pouch shall be sized specifically to the trauma pad, allow for little to no movement of the trauma pad when inserted properly, and include hook and loop closure.

4.7.1.14. Vendor shall utilize the same MOLLE system for attachments and pouches on the TOCs as the Scalable System MOLLE design. The front and back carrier sections shall contain as many rows of MOLLE as will fit based on the size (length) of the carrier section. Additional rows shall be added between the loop material and the removeable MOLLE platform when necessary. MOLLE rows on the front and back carrier section shall be uniform in width to the similar sized Scalable System Base Carrier, no matter the width of the TOC.

4.7.1.15. The TOC shall utilize the same cummerbund system as the Scalable System Base Carrier, so that system components, operation, and visual appearance are the same. Cummerbund system refers to size requirements, adjustability mechanism, independent removable mounting platform, quick release system, and rear flap. TOC cummerbund shall come sized appropriately to the carrier size (Small, Large, X-Large). TOC cummerbunds shall also be available in longer versions, when necessary, based on end user raw measurement data.

4.7.1.16. The TOC shall utilize the same loop material, design, and dimensions for the mounting of placards (both front and back sections) as the Scalable System Base Carrier, so that system components, operation, and visual appearance are the same.

4.7.1.17. The TOC Front panel shall have the same “admin” pouch located at or near the top edge of the section, behind the loop material as found on the Scalable System Base Carrier.

4.7.1.18. The TOC shall utilize the same positioning, material, design, and dimensions for the drag handle as the Scalable System Base Carrier, so that system components, operation, and visual appearance are the same.

4.7.1.19. The TOC shall utilize the same shoulder strap system, (including materials and design) as the Scalable System Base Carrier, so that system components, operation, and visual appearance are the same. The strap attachment points positioning may vary from the scalable system provided it is still attached to the outer face of the front panel carrier. (See Figure 4.7.1.19)

4.7.1.20. There shall be no labels, tags, or other markings on the exterior of the TOC.

4.7.2. Concealable Carrier

4.7.2.1. The concealable carrier is intended to be worn under a garment such as a dress or uniform shirt and shall be available for concealable cut ballistic panels.

4.7.2.2. Concealable carrier shall be side opening, consisting of two separate pieces attached by straps. One piece shall comprise the front of the carrier, and one piece shall comprise the back of the carrier.

4.7.2.3. Concealable carriers shall be sized specifically for their corresponding ballistic panels to limit movement of the panels within the carrier.

4.7.2.4. Concealable carriers shall be adjustable both at the sides (front and back) and the shoulders (front and back).

4.7.2.5. Concealable carriers shall have a single, independent/removable strap (1.5” minimum width) attaching the front and back carriers at each shoulder.
