DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY OKLAHOMA
PERFORMANCE WORK STATEMENT (SOW)
FOR
Renovate Bldg. 1040
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to renovate Bldg. 1040 as defined in this SOW and provided drawings and specifications.
1.2 Background: The building is not configured to support Squad Ops, Command Post, Intelligence Processing and Communication functions. Building 1040 has not had any major renovation work since building construction in 1988. The HVAC controls in the building are pneumatic and are unreliable. No fire suppression exists in the building. The building was originally constructed to support C-130 operations. The electrical panels in the facility do not provide surge protection. The Feb 2015 SATAF identified a requirement for this facility renovation. The space requirement variance for the MC-SOG was approved in 2016. The
HVAC chiller and the HVAC for the Communication Vault, Intel Vault and Telephone Switch was replaced/installed in 2012. The remaining existing mechanical system serving the facility is original to the buildings construction for most components. Some components have been replaced as they have failed. The existing HVAC system serving this facility consists of roof top air handling units configured with chilled water and heating water. The auditorium is served by a single zone unit while the rest of the facility is served by VAV boxes. Only perimeter zone VAV boxes have been provided with hot water reheat. The chilled water system consists of an air cooled screw chiller with a remote mounted condenser. The heating water system consists of non-condensing boilers. Redundant boilers do not currently exist. Building Condition index is
56.
1.3 Period of Performance (PoP): The Period of Performance shall be through 365 Days.
1.4 General Information:
1.4.1 Quality Control (QC): The contractor shall develop and maintain an effective QC Plan
(QCP) to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary.
