3.1.3.7 Voluntary Protection Plan (VPP), Total Case Incidence Rate/Days Away

Restricted Time (TCIR/DART) Report. See CDRL A005

3.1.4 Work Schedule, to include holidays, and installation closure.

3.1.4.1 Work schedule: The Contractor shall provide the required services and staffing coverage to meet the requirements of this PWS. In order to provide continuous transportation support, a staggered schedule is established.

A workweek will begin at 0001 Saturday and end 2359 the following Friday. A normal work schedule will consist of five eight-hour workdays. An accelerated or alternative work schedule may be required to support production requirements. An accelerated work schedule workweek shall consist of four ten-hour workdays.

Friday shall be considered part of the weekend during an accelerated work schedule. An alternative work schedule shall consist of eight nine-hour workdays, one eight-hour workday, and one day off every other week.

Any non-normal work schedule will be referred to as a Compressed Work Schedule (CWS).

First shift shall begin at or after 0500 with second shift beginning at or after 1300. Staggered start times may be required to provide an overlap between shifts in an effort to prevent a loss or delay in requested support. Any overlap between shifts shall not reduce availability of services during any shift.

Pre-shift and Post-shift may be required. Pre-shift start time will be two hours prior to first shift scheduled start time. Post-shift end time will be two hours after second shift scheduled end time. Pre/Post-shift contractors must be qualified to perform Aircraft Moves, Mule (On-Demand), Forklift and limited Dispatch Services (Telephone, walk-in, and fuel request). Pre/Post-shift may include all service requirements within this PWS.

Staggered shift start times may be required. Staggered shift start times shall be limited to Delivery/Tractor

Trailer, Special Transportation, and Dispatch Services as they may extend into the first few hours of second shift or prior to first shift starting.

A Third shift may also be required. When required, third shift will take the place of Pre/Post-shift. Third shift working hours shall being at or after 2100.

Weekend and holiday shift work may also be required. Weekend work may require a first and second shift. This work will not reduce the workload or requirement for weekday support. The schedule for weekend support will be made available the day prior to the end of the workweek for planning and scheduling purposes. Holiday work is extremely limited and generally only applies to performance of efforts related to public health, safety, or matters related to national security, for example in emergency weather preparations. The contractor shall be available in emergency conditions to meet any of these after-hours requirements.

The above mentioned work schedules are provided for reference. A shift shall be defined as a period of eight (8) not to exceed twelve (12) working hours. Shifts may also include Saturdays, Sundays, and holidays. Such services may include any or all of the requirements within this PWS. The contractor has the flexibility to determine who works these shifts outside of the normal first and second shift, so that no contractor employee exceeds a total of 80 hours per two week pay period.

Each shift shall include at a minimum two (2) 15-minute breaks. Breaks will be conducted two hours after start of shift and two hours before the end of shift. No breaks shall be combined with lunch or performed at the start or end of any shift. Lunch will be scheduled within the first six hours of a shift and shall be staggered to provide continuous coverage of services during the shift. Lunch breaks shall be no longer than 1-hour nor shorter than 15-minutes in length.

The Contractor shall have equipment ready for operation prior to the start of each shift. Prior to the end of each shift, all operators are to return to designated muster locations, perform vehicle checklists, properly stow vehicles and equipment, engage in general clean up, and follow all daily shutdown requirements set by the Government.

No Contractor shall start work greater than 5 minutes or end work greater than 15 minutes before schedule shift work hours to account for vehicle checklists, stow equipment, and daily startup/shutdown requirements.

For informational purposes, the majority of services are required during normal first shift (~84%) with ~10% required for the normal second shift and ~6% for weekend or holiday shifts. Accelerated shift workload will vary and is estimated to be ~75% on first shift with ~20% on second shift and ~5% for weekend or holiday shifts.

3.1.4.1.1 Holidays: The Government observes the following holidays:

- New Year’s Day, January 1

- Martin Luther King’s Birthday, the third Monday in January

- President’s Birthday, the third Monday in February

- Memorial Day, the last Monday in May

- Juneteenth, June 19

- Independence Day, July 4

- Labor Day, the first Monday in September

- Columbus Day, the second Monday in October

- Veteran’s Day, November 11

- Thanksgiving Day, the fourth Thursday in November

- Christmas Day, December 25

In the event any of the above holidays occur on a Saturday, Sunday or scheduled Regular Day Off (RDO) during a

CWS, then such holiday shall be observed in accordance with COR’s direction.

3.1.4.1.2 Installation closure: When Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, Contractor personnel assigned to work at that facility performing non-mission essential work in support of such Federal employees shall also be excused. Generally, Contractor personnel may not perform work on-site at a Government facility without supervision from Federal personnel. In very limited circumstances, work being performed by Contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by Contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. FRCEASTINST 3140.1_, the Destructive Weather Manual, governs MCAS Cherry

Point and FRC EAST closure for bad weather. Personnel can call 252-464-8333 or 252-466-2911 for information on closures. Local radio and TV stations also may broadcast bad weather notification. If the FRC East is shut down, the Government will not normally require the Contractor to work any shifts that day. However, under some circumstances covered by FRCEASTINST 3140.1_, the Government may require the Contractor to continue working or report for work, regardless of shut down. If the FRC East has been shut down, the Contractor shall contact the COR to determine if the Contractor is required to report to work for any shifts that day.

The Contracting Officer must concur with any determination that work being performed by Contractor personnel is mission essential.

3.1.4.1.3 Overtime: Overtime is not authorized. However, a staggered shift is required as indicated in Paragraph 3.1.4.1 of this section.

3.1.4.2 In the event of early dismissal, per FRCEASTINST 3140.1_ and the PWS, the

Contractor shall comply with general requirements for occupants, activities, and Departments on board MCAS

Cherry Point and FRC EAST (e.g. securing spaces, material, and equipment; unplugging electrical equipment;

etc.) and provide transportation services to support Activities and Departments in complying with this instruction.

3.1.5 Travel: Travel may include general and administrative expenses, but shall not include profit.

Temporary travel to other locations in support of platform tasking is required. If required, temporary travel locations include Naval Air Station Oceana, Norfolk, Virginia, and MCAS Beaufort, South Carolina. This list is not all inclusive as locations may change over the life of the contract.

3.1.5.2 The costs of general purpose business expenses required for the conduct of the

Contractor’s normal business operations are not an allowable direct cost in the performance of this contract.
