Statement of Work Trailer and Cover System for B-1

Engine Marketing Asset

1.0 PURPOSE. Purchase a suitable trailer and cover system to transport, store, and display a permanently mounted jet engine weighing 6800lbs, measuring 17’1” x 4’3 x 8’1”.

2.0 DESIGN REQUIREMENTS: Trailer will be rated and structurally sufficient to transport and display a B-1 Jet Engine as a show piece for recruiting, weighing 6800lbs, measuring 17’1” long by 4’3” wide by 8’3” tall safely during standard road operating conditions being pulled by a ball hitch with a total weight under 15,000 lbs. Cover system will cover above dimensions from the trailer bed and be highway safe, weatherproof and manually retractable by two people.

2.1 Length between 22’ and 24 ft

2.2 Width between 7’10” and 8’6”

2.3 Trailer Deck Height range of 24”-54”

2.4 Minimum payload capacity of 8,000lbs

2.5 Treated wood with I-beam construction.

2.6 Minimum of four Secure tie/chain down points for chains/straps during transit compatible with

2500lb or greater ratchet straps

2.7 Tires will be rated for highway operations and appropriate for the gross weight of the trailer

+8000lbs.

2.8 Conservative trailer color, (Black, Blue, White, metallic, grey)

2.9 Trailer will be bumper pulled, with a 2 & 5/16” coupler/hitch.

2.10 Trailer will have 10K Jack.

2.11 Trailer will have 4 drop legs for stabilization when the trailer is being displayed/parked.

2.12 Trailer will have 2 7000lb axels or greater with electric brakes.

2.13 Trailer will have standard brake lights/turn signals.

Curtain Style Retractable Cover

2.13.1 Cover will be operated manually.

2.13.2 Cover will remain on trailer in the “stored/open” position and leave 18 ft or greater of the trailer with unobstructed view of engine.

2.13.3 Cover will have 9’-10’ of vertical clearance from trailer bed.

2.13.4 Cover will be the width of the trailer.

2.13.5 Cover will be the length of the trailer.

2.13.6 Cover will cover the length of the trailer in the “closed” position.

2.13.7 Cover must be easily transitioned to the store/open for events but weatherproof for storage and highway safe for transportation at highway speeds (80 mph)

2.13.8 Covering will be of PVC mehler tension fabric, vinyl, or vinyl derivative.

2.13.9 Conservative Coloring (Blue, Black, Grey, white) with Air Force Graphics on Cover

3.0 DELIVERY REQUIREMENTS:

3.1 The Point of contact for coordinating pick up TBD

3.2 311 RCS will pick up trailer/cover system in continental USA.

3.3 Trailer will be ready for pickup within 10 weeks of award.

• 311 RCS Personnel will have 4 weeks to pick up trailer from completion date to pick up trailer.

• Vendor will store trailer up to 4 weeks from completion free of charge.

• 311 RCS personnel will perform acceptance inspection with vendor.

• Vendor will provide training on safe operation of trailer including but not limited to connecting trailer to tow vehicle, connecting trailer brakes, basic operations and maneuvering.

3.4 311 RCS will pay in full upon award of contract.

3.5 Vendor does not require insurance beyond industry standard.

3.6 Vendor will ensure trailer is compliant with Pennsylvania annual safety inspections for trailers over 3,000lbs upon completion.

• Vendor will be responsible for all costs associated with passing the initial PA state inspection.

• 311 RCS will be responsible for trailer inspections in future years.

4.0 INSTALLATION REQUIREMENTS:

4.1 The contractor shall be responsible for providing a trailer that is legal and safe for highway operation when loaded with 8000lbs.

4.2 The contractor is responsible for post manufacture cleanup, which will include removal of all material, packaging and all other debris left as a result of manufacture.

4.3 The contractor shall provide all new components, completely assembled, installed and operational.

5.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

5.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.

5.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.

6.0 GENERAL INFORMATION: ITEMS MUST BE BRAND NEW. REFURBISHED ITEMS ARE

NOT AUTHORIZED.
