About this file
This Statement of Work (SOW) defines the requirements for the design, development, manufacture, test, and delivery of TR-317D and TR-353A transducers and associated spare parts for the U.S. Navy. All work will be performed at the contractor's facility. The contract involves three types of Navy funding: Other Procurement (OPN), Operation & Maintenance (O&MN), and Shipbuilding and Conversion (SCN).
The scope encompasses up to 40 First Article units for each transducer type (TR-317D and TR-353A, unless First Articles are waived), up to 25,000 production TR-317D transducers, and up to 5,500 production TR-353A transducers, all meeting Critical Item Performance Specification (CIPS) requirements. Additionally, the contractor must manufacture up to 5,500 TR-353A Installation Kits, 5,000 TR-353A Housings, and 5,000 TR-353A End Seals as build-to-print items. The contract follows a build-to-performance specification approach with configuration management requirements, including Preliminary Configuration Review (PCR), Final Configuration Review (FCR), First Article Physical Configuration Audit (FA-PCA), and concurrent Functional and Physical Configuration Audits (FCA/PCA).
Key technical requirements include developing First Article and production test procedures, conducting rubber coupon testing to validate material properties, submitting Engineering Change Notices (ECNs) for drawing changes, and preparing certification cards and technical repair standards. The contractor must establish a Failure Summary and Analysis reporting system for non-conforming material and test failures. Critical milestones include a Contract Kick-Off meeting within 45 business days of award, monthly progress reports, PCR within 90 business days, FA testing completion prior to FCA/PCA, and production acceptance testing on all units. The contractor is responsible for all costs associated with redesign, rework, and retest of failed First Article units. Security compliance requirements include adherence to NISPOM (32 CFR Part 117), classified and Controlled Unclassified Information (CUI) handling, Operations Security (OPSEC) program implementation, and electronic spillage prevention measures. Government surveillance will evaluate technical quality using CIPS criteria, schedule adherence, management integration, small business utilization, and regulatory compliance.
