About this file

This is a draft salient characteristics specification document for a small Unmanned Aircraft System (sUAS) mounted Light Detection and Ranging (LiDAR) sensor package. The specification requires an EchoOne sUAS-Mounted LiDAR System or equal product that must comply with FY 2020, FY 2023, and FY 2024 National Defense Authorization Act provisions regarding defense supply chain security. The system shall feature quick-connect mounting compatibility with the Department of the Air Force's existing FreeFly Astro sUAS and include all required mounts, adapters, and cabling for immediate operational deployment.

The complete system must deliver survey-grade point cloud processing capabilities with 2-centimeter vertical accuracy, supported by comprehensive software including perpetual licenses for processing, GNSS/inertial post-processing, point-cloud generation, and automation tools, with 12 months of software maintenance included. The referenced brand-name product utilizes PCMaster Pro processing software, and any equal product must provide functionally equivalent software verified for compatibility prior to delivery. The system payload weight cannot exceed 1.7 kilograms and must resolve a minimum of five returns per pulse to detect bare-earth ground returns beneath dense vegetation. The complete, fully operational package includes the sensor, mounts, software licenses, cabling, and storage with no additional procurement required for survey mission execution.

Qty 1: EchoOne small Unmanned Aircraft System (sUAS) Light Detection and Ranging (LiDAR) System “or equal” Salient characteristics:

sUAS-Mounted LiDAR Sensor Package Shall:

1. Comply with Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) Section 848, FY2023 NDAA Section 817, and FY2024 NDAA Sections 1821-1833.

2. Include quick-connect mounting to a Blue UAS-approved sUAS containing all required mounts/adapters/cabling. The LiDAR will be used and must be compatible with an existing Department of the Air Force (DAF) owned FreeFly Astro sUAS.

3. Be delivered with all software, including one (1) each perpetual licenses, required to fully process raw sensor data into a finished, georeferenced, survey-grade point cloud meeting — 2cm vertical accuracy — and include GNSS/inertial post-processing, point-cloud generation, and automation tools and include 12 months of software maintenance (software updates, upgrades, and security patches). All software necessary to produce the specified output shall be included. For the referenced brand-name product, processing software is PCMaster Pro; an 'equal' shall provide functionally equivalent processing software.

a. The Contractor shall deliver the software in its latest commercially available production release that is fully compatible with, and optimized for, the specific LiDAR system hardware and firmware configuration utilized under this effort. The Contractor shall verify compatibility prior to delivery to ensure seamless integration and avoid operational disruption.

4. Have a total payload weight ≤ 1.7 kg.

5. Be capable of resolving multiple returns per pulse sufficient to detect bare-earth ground returns beneath dense vegetation canopy (≥ 5 returns per pulse).

**The scanner shall be delivered as a complete, fully operational package (sensor, mounts, software, licenses, cabling, storage) requiring no additional procurement to perform survey missions**
