Personnel qualifications require a Top Secret Security Clearance eligible for SCI access, US citizenship, favorable Tier 3 investigation or higher, and SAP eligibility. Classroom instructors must hold a Master's degree in engineering or related field with at least five years of professional test and evaluation experience, with preference for USAF Test Pilot School graduates. All personnel must communicate and understand English and maintain mental alertness. The contractor must submit a Health and Safety Plan within 10 business days of award and a Quality Control Plan no later than two weeks prior to each class start date. Deliverables include manpower reporting, monthly duty rosters, lesson plans (new content due six weeks prior to execution), student/instructor course materials, meeting minutes, and Ground, Flight, and Safety Procedures for GFR approval. The Government furnishes facilities, equipment, utilities, custodial services, emergency medical services, refuse collection, security, fire protection, and telephone service. Graduates of the Space Test Fundamentals program currently receive more than 17 weeks of dedicated instruction, to include classroom, hands-on, and laboratory experience.
The Space Test program at TPS is expected to grow over the next several years to 48 weeks to parallel the Flight Test program. Graduates of the 48-week Flight Test programs receive 50 credit hours of instruction and approximately 100 flight test sorties prior to award of a Master of Science in Flight Test Engineering degree and graduation from TPS. To help counter the transient nature of the Air Force military workforce, USAF TPS has implemented a structured approach to add stability to the educational environment. Curriculum instruction is performed in accordance with the appropriate program syllabus. The USAF TPS Space Test Course Director oversees development and execution of the Space Test curriculum. Education Division Technical Experts oversee other areas of instruction at TPS. In-class instruction is performed for basic knowledge instruction, briefs in preparation for hands-on events, ground test events, and simulator lab events. The Contractor shall perform curriculum development, classroom instruction, and examination in areas where qualified and necessary to support the TPS curriculum in accordance with (IAW) the approved TPS Syllabi, USAF TPS Course Training Standards (CTS) and USAF TPS Operating Instruction (OI) 99-107, Academic Standards.
1.2.1 Planned course growth. The Space Test program at TPS is a year-long, masters degree granting program.
