About this file
This is a Statement of Work (SOW) for tower climbing training and equipment procurement by the United States Border Patrol under the Unattended Ground Sensor (UGS) Program.
The procurement (PR Number 20156930) establishes a firm fixed price contract for tower climber training and equipment to support Border Patrol Agents working on Integrated Fixed Towers and other locations. Training must comply with ANSI/ASSE Z359.2 and ANSI/ASSE Z490.1 safety standards, meet OSHA 29 CFR 1910 and 1926 requirements, and be delivered by contractors with minimum 10 years of experience in tower climbing and rescue training to U.S. government agencies. Contractors must maintain IACET accreditation and employ verifiable qualified instructors with documented expertise in fall protection, tower climbing, and rescue operations. Training facilities must be capable of supporting both indoor and outdoor instruction within 100 miles of a major commercial airport and accommodate up to 25 students with appropriate instructor ratios. The contractor must provide two primary training programs: Competent Tower Climber and Rescue Training (minimum 40 hours covering fall hazard identification, equipment inspection, anchorage systems, rescue techniques, and regulatory requirements with written and practical assessments) and a Train the Trainer Program (requiring prior completion of the competent climber course, 80% minimum passing score, covering adult learning principles and instructional delivery methods). The SOW specifies detailed equipment requirements including 90 tower climber kits, personal protective equipment, rescue kits, ropes, carabiners, ascenders, first aid kits, and associated tools valued at specific quantities and part numbers. Required services include training for 61–90 students and 10 train-the-trainer participants. Deliverables include evidence of ANSI compliance with proposal submission, a training plan within 10 calendar days after award, equipment specifications with proposal submission, training materials on day one of each course, certificates upon successful completion, attendance rosters within five calendar days of course completion, and post-training reports within 15 calendar days. The contract period is 12 months from award with up to four additional 12-month option periods. All materials and artifacts are marked as Controlled Unclassified Information (CUI). Points of contact for the Contracting Officer Representative, Contracting Officer/Contract Specialist, and Technical POC are to be designated (TBD). A kickoff meeting must be conducted within 30 days of contract award to address team roles, scope understanding, inspection and delivery logistics, delivery point of contact, reporting requirements, invoice timing, and finalize the written training schedule.

1.0 BACKGROUND
This Statement of Work (SOW) defines the requirements for tower climbing training for the Department of Homeland Security (DHS), U. S. Customs and Border Protection (CBP), Office of Acquisition in support of Border Patrol Agents (BPAs) under the Unattended Ground Sensor (UGS) Program.
2.0 SCOPE
2.1 The UGS Program has a requirement to establish a firm fixed price (FFP) contract for
Tower Climber Training and Equipment. The BPAs work on Integrated Fixed Towers (IFTs) and other locations, and this work is critical to the performance of the UGS Program. ANSI/ASSE Z359.2 and ANSI/ASSE Z490.1 are both safety‑management standards.
They are not IT‑specific, but they set expectations that directly affect USBP plans and controls IT installation and maintenance work - especially where technicians work at height, in mechanical/electrical spaces, or around telecom infrastructure. BPAs may be assigned tasks that require they ascend and descend significant heights to perform work.
Training is essential to be able to safely perform required tasks which meet OSHA, ANSI/ASSE Z359.2, and ANSI/ASSE Z490.1 standards.
2.2 This document describes the supplies, ancillary services and execution requirements relating to the procurement of commercially available supplies and services. All property purchased on this requisition will be used in support of requirements for use by U.S.
Customs and Border Protection (CBP).
