Statement of Work
For
Ice Tunnel Testing For UAM/UAS Icing Research
Federal Aviation Administration
William J. Hughes Technical Center
Structures & Propulsions Branch, ANG-E282
Atlantic City, New Jersey 08405
1.0 BACKGROUND:
The Federal Aviation Administration’s (FAA) Materials & Propulsions Branch (ANG-E282) has a requirement for Ice Tunnel Testing for Urban Air Mobility/Unmanned Aerial Systems (UAM/UAS)
Icing Research. The purpose of this contract is to book thirteen (13) days of Ice Tunnel Testing for
UAM/UAS to measure ice accretion performance degradation values for future model verification, determine ice protection requirements for motor cooling paths, and to test new and novel Ice Detection
Systems for UAM/UAS.
2.0 SCOPE OF WORK:
The FAA will be conducting Ice Tunnel Testing using FAA equipment including a FAA data collection system. The FAA will conduct testing on a seven-foot diameter three-blade rotor. The rotor and associated motor will be mounted on tilt stand that can be set in a hover configuration (axis of rotation = vertical), a cruise configuration (axis of rotation = horizontal), and angles in between. The FAA will conduct testing with the rotor in the hover position at low speeds, the cruise position at speeds of up to
80m/s, and at least one position in between. Testing will be done in clear air, appendix C icing conditions, Supercooled Large Droplet icing conditions (SLD), and Snow conditions.
The contractor must provide thirteen (13) days of Tunnel time, which includes two (2) days of setup, ten
(10) days of testing, and one (1) day for teardown. The contractor must have the capability of conducting testing on a seven-foot diameter three-blade rotor. In addition, the contractor must provide
800VDC power with current up to 300A to power the motor that drives the rotor. The FAA will control the motor RPM using an FAA provided and operated Electrical Speed Controller (ESC). The tilting test stand, motor, rotor assembly, data collection system, and electrical speed controller will be provided by and will be operated by the FAA.
3.0 Tasks:
The contractor must perform the following tasks:
3.1 The contractor must provide thirteen (13) days of tunnel time for testing, which includes two
(2) days of setup, ten (10) days of testing and one (1) day for teardown. Exact dates to be agreed to between FAA representative and contractor.
3.2 Six to seven days of testing must be performed in Appendix C Icing conditions; the remaining three (3) to four (4) days will be for testing in supercooled large droplet and snow conditions.
3.3 Contractor must provide 800VDC power with current up to 300A to power the motor that drives the rotor. The rotor must be throttled by an electrical Speed Controller (ESC) that must be provided by PSU
3.4 The contractor must provide the personnel, facilities, materials, resources, and equipment to accomplish the tasks specified in this section.
4.0 DELIVERABLES:
At the completion of the test, the contractor must provide the FAA with a data report that will contain the tunnel parameters for each test run.
5.0 Period of Performance:
Test dates are TBD based on a mutually agreeable time. Testing will occur within one year of signature of a contract.
