1.0. GENERAL

1.1. Scope of Work. The objective for this Statement of Work (SOW) is to provide all management, materials, labor and equipment for repairs to the existing area of Building 2324 Patch Barracks occupied by the Defense Intelligence Agency (DIA) in Stuttgart, Germany. The other areas of the building are occupied by various tenants and will be occupied during construction. Swing space is not available at this location.

Therefore, tenant will be occupying the space during normal duty hours. Contractor shall perform work in phases to accommodate the ongoing operations within the space and shall be coordinated with the Government in advance during the design phase. Contractor shall provide temporary means of climate control, lighting and/or power should outages be required during construction. Any unavoidable disruption to operations must be coordinated and agreed to with the Government no less than 5 working days in advance of scheduled event. The repair scope includes but not limited to HVAC System Replacement and Commissioning, Systems Furniture Replacement, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room, Interior Wall Repairs, and Kitchen Renovations and all necessary architectural, mechanical, plumbing and electrical repairs and modifications. As part of the Base Bid, the Government has captured the requirement for the COVID-19: Mandatory 10-Day Quarantine for the Design Phase of the effort only. This task will be separate from the design and construction costs described within this statement of work. The Contractor’s efforts shall comply with specifications and requirements referenced herein. The project requirements and technical criteria cited within this SOW establishes the minimum standards for construction quality.

1.2. Procedure for Award. The award for services under this SOW will be limited to the priced services identified in the Contract Line Item Numbers (CLINs) in this project and its modifications. In the event of a conflict between this paragraph and any other term or provision in this SOW, this paragraph 1.2 will prevail.

CLIN 0001_Base Bid 1_ COVID-19: Mandatory 10-Day Quarantine as described in Task 1.

CLIN 0002_Base Bid 2_ Provide Design_ General Facility Repairs to DIA Building 2324 Patch Barracks. This effort includes HVAC System Replacement and Commissioning, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room and Interior Wall Repairs for DIA Building 2324 Patch Barracks as described in Task 2.

CLIN 0003_Base Bid 3_ Provide Construction_ General Facility Repairs to DIA Building 2324 Patch Barracks. This effort includes HVAC System Replacement and Commissioning, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room, Interior Wall Repairs and Kitchen Renovation for DIA Building 2324 Patch Barracks as described in Task 3.

CLIN 0004_Base Bid 4_Provide Design, Procurement and Installation _ Furniture to DIA Building 2324 Patch Barracks. This effort includes Systems Furniture Replacement for DIA Building 2324 Patch Barracks as described in Task 4.

1.3. Notice to Proceed (NTP). Reference is made to Appendix 1, “Milestone Schedule” of this SOW. After acceptance and approval of the bonds and insurance, NTP will be issued. This NTP will be for the entire project; however, construction activities may not start until all comments from previous submissions have been resolved and the Issue for Construction submission has been accepted by the Government, unless approved otherwise by the Contracting Officer.

2.0. DESCRIPTION

2.1. Project Description. Contractor shall provide all plant, labor, materials, and equipment to design and construct repairs for the DIA Building 2324 Patch Barracks facility including HVAC System Replacement and Commissioning, Systems Furniture Replacement, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation, Occupancy sensors in each room and Interior Wall Repairs and all necessary architectural, mechanical, plumbing and electrical repairs and modifications. COVID-19:

Mandatory 10-Day Quarantine is required, but subject to change as determined by the German Federal Ministry of the Interior, Building and Community.

2.2. Project Requirements. Reference is made to Section 4.0, “Work to be Performed”, for detailed requirements of this SOW. In addition to the specific project requirements stated herein, the Contractor shall provide all labor, equipment, and materials necessary to complete the requirements of this SOW in accordance with the Division 01 Specifications. Contractor shall coordinate construction activities while the building is occupied. The Government will provide escorts during normal operations.

Base Contract: The Base Contract represents Tasks 1-4 of the SOW includes design and construction for General Facility Repairs to DIA Building 2324 Patch Barracks.

Task 1. COVID-19: Mandatory 10-Day Quarantine. Contractor shall provide all labor, equipment, and material necessary for COVID-19: Mandatory 10-Day Quarantine.

a. Both the Contractor and the contractor’s subcontractors (residents and visitors), arriving or returning to Germany are subject to a mandatory 10-day self-quarantine. Task 2. Design_ General Facility Repairs to DIA Building 2324 Patch Barracks. This effort includes HVAC System Replacement and Commissioning, New Office Requirements, Flooring Replacement, Ceiling Replacement, Latrine Renovation and Interior Wall Repairs for DIA Building 2324 Patch Barracks. This effort includes but is not limited to the following:

a. HVAC System Replacement and Commissioning.

1. Demolish Existing VRV Units/AHU. Remove, dispose, of the existing VRV Units and Robatherm AHU Located on roof of Bldg 2324.

2. Provide New VRV/AHU Units. Procure and install new VRV Units and AHU on roof of Bldg 2324.

3. Perform HVAC Balancing. Perform Test and Balancing of new HVAC system to ensure proper temperature control in administrative space and private offices.

b. New Office Requirements (see Appendix 8).

1. Construction Two New Private Offices. Construct private offices approx.

8’x10’with all wall height extending for privacy. Full height walls are not required.

2. Provide occupancy sensors in each room.

3. Provide a climate control unit for each space with thermostats.

c. Flooring Replacement.

1. Remove and Replace existing flooring. Remove and properly dispose of existing carpet and vinyl for administrative space and private offices (to include corridors and all rooms). Replace carpet and vinyl with new and ensure proper installation.

d. Ceiling Replacement.

1. Remove existing Ceiling Grid, Tile and Assembly. Remove existing ceiling grid and ceiling tiles in the administrative space and private offices.

2. Install new Ceiling Tile and Grid Replacement. Install new ceiling grid.

Install new ceiling tile in the administrative space and private offices.

3. Install new LED lighting. Install new lighting for administrative space and private offices (to include corridors and all rooms) with occupancy sensors for each room. Provide LED exit signs with battery backup.

e. Latrine Renovation.

1. Latrine Renovation is required. Provide full demolition and renovation for latrines. This effort includes but is not limited to the following:

i. Ceiling Tile and Ceiling Grid replacement

ii. Floor tile Replacement

iii. Wall Tile Replacement

iv. Toilet and Sink replacement is required.

v. All toilet Accessories are to be replaced in like and kind (ex.paper towel dispenser(s), toilet paper holder(s), coat hanger(s) etc.).

vi. Maintain and Ensure proper Exhaust in Latrines. Ensure both latrines have proper exhaust capabilities.

vii. Latrines Mirror Replacement

viii. Repair and Paint existing interior walls.

ix. Provide new LED lighting, switches and cover plates

x. Provide occupancy sensors.

xi. Provide new toilet partitions.

xii. Provide new shower tile base and floor drain (Room 121).

xiii. Provide new shower accessories (Room 121).

xiv. Provide new changing bench (Room 121).

xv. Replace water heater (Room 121).

f. Interior Wall Repairs.

1. Wall Repairs ae required. Patch, Repair and Paint existing interior walls of the

Administrative area, private offices and latrines.

g. Kitchen Renovation (Room 123).

1. Replace all existing cabinetry and millwork

2. Replace existing plumbing fixtures

3. Replace existing flooring

4. Install lower cabinets and open-shelving upper cabinets on the entire north wall opposite from the kitchen entry door.

5. Patch, Repair and Paint existing walls

Task 3: Construction_ General Facility Repairs to DIA Building 2324 Patch Barracks. This effort includes construction for HVAC System Replacement and Commissioning, New Office

Requirements, Carpet Replacement, Ceiling Replacement, Latrine Renovation and Interior Wall Repairs for DIA Building 2324 Patch Barracks, for all efforts described in Task 2a-g.

Task 4: Design, Procure and Install New Furniture. This effort includes design, procurement and installation for the systems furniture replacement for DIA Building 2324 Patch Barracks. The following efforts are required.

1. Remove and dispose of existing systems furniture.

2. Contractor shall provide design of new furniture layout, procure and install new furniture for administrative space and private offices.

3. Contractor shall provide new room signage throughout the facility. Room name(s) shall be coordinated with the government during the design process.

2.2.1. Demolition. The Contractor shall survey the site to determine the extent of the work while taking the necessary precautions to avoid damage to existing items to remain in place, to be reused or to remain the property of the Government. Any damaged items shall be repaired or replaced as approved by the Contracting Officer. Where removal of existing utilities and pavement is involved, provide approved barricades, temporary covering of exposed areas and temporary services or connections for electrical and mechanical utilities.

2.2.2. In addition to the requirements stated herein, the Contractor shall provide all labor, equipment, and materials necessary to complete the requirements of this SOW in accordance with the Division 01 Specifications.

2.2.3. Design and Renovation and Repair Activities. The Contractor shall prepare the design for this project using the guidance and the requirements contained in the various APPENDICES to this SOW.

The various referenced requirements (UFCs, UFGS, etc.) and all applicable codes and standards including historical and preservation compliance.

Start of Construction. It is anticipated that the start of construction will follow comment resolution on the Final Design Review. Preconstruction Activities (preconstruction meeting, preconstruction submittal approval, mobilization, etc.) will be in progress concurrently with the finalization of the Designs.

All final Contractor-originated design drawings shall be signed, dated, and bear the seal of the registered architect or the registered engineer of the respective discipline.

2.2.4. Materials. Materials used in design and construction shall be in character with materials, techniques and methodologies used for similar structures unless specifically stated otherwise in this solicitation.

2.2.5. Design Requirements. The project requirements and technical criteria cited within this SOW establish the minimum standards for construction quality.

2.2.6. Energy and Resource Conserving Features. Government buildings shall be designed and constructed in a manner that reduces energy consumption in a life-cycle, cost effective way using renewable energy sources when economical. Products designed to conserve energy and resources by either controlling the amounts of consumed energy or by operating at increased efficiencies should be considered.

3.0. GENERAL CONDITIONS

3.1 Existing Conditions. It is the Contractor’s responsibility to verify all existing conditions prior to any design or construction activities commencing.

3.2 Site Rules and Responsibilities.

a. Government Holidays and Working Hours. Reference Division 01 Specification 01 30 00, para.

1.9.3 for a list of Government holidays. The standard normal working hours are 0800 – 1700 hours (8:00 AM – 5:00 PM) Monday through Friday. Any working hours required outside of normal working hours must be coordinated and approved in advance by the Contractor and Contracting Officer’s Representative.

b. General Installation Information. General Site Information and requirements for DIA Building 2324

Patch Barracks located at Stuttgart, Germany are as indicated in DIV 01 specifications.

c. Coordination. The Contractor shall, at a minimum, keep the Contracting Officer’s Representative

(COR) and/or Site Point of Contact (POC) apprised of the work and coordinate as necessary to avoid and/or lessen any impacts to the tenant(s). Further details will be provided prior to work commencing during the Kick-Off Meeting.

3.3. Additional Site Specific Requirements. The Site Specific requirements are as follows:

3.3.1. On-Site Activities Schedule: Once mobilized, the schedule outlined for on-site activities in the approved schedule shall be held to or accelerated unless approved by the Government or it impacts operations at the Facility. This shall include, but not be limited to all work, interior and exterior site cleanup efforts, and acceptance by the Government that shall include the accreditation by the Government tenant agency security team for compliance with guidelines and references addressed in Reference Materials.

3.3.2. IT Infrastructure Installation & Coordination: The Contractor is responsible for providing a reasonable project schedule for finite coordination with Government IT installation teams if needed.

3.3.3. Planning and Document Preparation: The Contractor shall commence procurement, planning and construction related documents and submittals immediately following Notice to Proceed.

3.3.4. Security: The contractor shall be responsible for the security of the work site, his equipment, any government-issued equipment and/or materials, project materials, tools, vehicles and related items used by the contractor and under his direct control. The contractor assumes all liability for the actions of his employees or those of any subcontractor or tier III entity while engaged in work within any DIA facility.

3.3.4.1 Access: The contractor shall provide a list of all employees for this work to the On-Site

Government Representative at least 15 days prior to entering property.

3.3.4.2 Required Information: Name, SSN, birth date, company vehicle information.

3.3.5. Mobilization Notification: The Contractor shall not mobilize to the Site until notification provided by the

Government for mobilization.

3.3.6. Operability Requirements: Renovation operability requirements are summarized as follows:

i. The renovation materials are to be permanent and shall be fabricated and installed to provide long term reliability.

ii. The Contractor is responsible for the coordination of all disciplines, trades, manufacturers, suppliers, consultants, etc., for all elements and systems. The project shall be constructed in accordance with the criteria contained herein, using industry standard materials and efficient practices, but not limited to management, administration, and construction necessary for completion of this project. All new installations shall be constructed in accordance with U.S. code and most current, applicable United Facilities Criteria (UFC) or other design criteria.

iii. The Contractor is responsible for professional quality, code and permit compliance, technical accuracy, and coordination of all drawings, specifications, the implementation of the Construction Security Plan (CSP), and other documents or publications upon which the design and permitted construction drawings are based.

3.3.7. Travel/Per Diem. All travel shall be in accordance with the Joint Federal Travel Regulations.

3.3.8. Not Used.

3.3.9. REVIEW OF PROGRESS AND TECHNICAL ADEQUACY. At any time representatives of the

Government or their representative may review the progress and technical adequacy of the Contractor’s work. Such review shall not relieve the Contractor from performing all contract requirements. The Government reserves the right to use a Third Party for the purpose of reviewing the adequacy and corrections of the work performed under this contract.

3.3.10. SUBMITTALS. The Contractor shall provide the appropriate submittals for U.S. Government approval prior to initiating any work. Submittals shall include items such as specialty security requirements but may include other standard items such as: design submissions, preconstruction submittals, construction material and products, O&M manuals (including parts list); certifications; warranties; and other such required submittals shall be turned over to the Government. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby.

3.3.11. Design Services. The Contractor shall perform a detailed design and be responsible for a complete set of design documents. The Design shall be completed by registered and licensed Engineers. The Contractor shall identify and have on his team the Designer of Record (DOR) who will develop the design.

3.3.12. Design Schedule. The Contractor shall submit for approval a complete design schedule with all submittals and review times scheduled.

3.3.13. Design Submittals. The Contractor shall submit for approval the 65%, 100%, Issued for Construction

(IFC); and As Built submission for Government review. The Contractor shall submit design calculations for the equipment selected. The Contractor shall submit all equipment manufacturers’ data with all options selected at the 100% design submittal stage for Government review. All submittals shall be reviewed and approved by the DOR before submitting to the Government. Completed design quality control checklists shall be provided with each design submission. Government acceptance/approval of design elements does not relieve the contractor from meeting all of the terms and conditions of the SOW.

3.3.14. Correct Final Submittal. Completed drawings, Specifications and supporting documentation for all disciplines with all comments incorporated shall be signed and sealed by the DOR.

3.3.15. Contractor Responsibility for Workers. The Contractor shall be responsible for selecting personnel who are well qualified to perform the required work, for supervising techniques used in their work, and for keeping them informed of all improvements, changes and method of operations. All personnel employed by the Contractor or any representative of the Contractor entering U.S. Government installations shall conform to all security regulations which may be in effect during the contract period and shall be subject to any such checks as may be deemed necessary to assure that no violations occur. No employee or representative shall be permitted on the installation when such checks reveal that their presence would be detrimental to the physical or operational security of the installation. The Contractor shall take appropriate personnel action, as required, in event employees become involved with civilian or military authorities as a result of misconduct. The U.S. Government will not exercise any supervision or control over Contractor employees performing work under the contract. All Contractor personnel conduct and actions on or off site are the responsibility of the firm. Such employees shall be accountable solely to the Contractor, not the U.S. Government. The Contractor in turn shall be accountable to the U.S. Government for Contractor employees. All Contractor employees shall be subject to the same general rules of conduct while on the installation that apply to U.S. Government civilian employees. The U.S. Government reserves the right to refuse installation access to any Contractor employee if the Government determines it to be in the best interests of the U.S. Government.

3.3.16. Control and Accountability of Workers: The Contractor shall be responsible for the control and accountability of workers brought on to any U.S. Government installation. All Contractor personnel shall be required to obtain a badge and display the badge at all times while on any U.S. Government installation.

Work under this contract may be performed at locations with stringent security and access control procedures. Due to the nature of the work location(s), limited information may be made available to the Contractor for use in formulating requests for tasking proposals.

3.3.17. Renovation. The contractor shall conduct the renovation as described in the details portion of this contract and support documents. This SOW may include demolition construction and replacement, for mechanical, plumbing, electrical power etc. in accordance with all applicable guidelines, regulations, and codes.

3.3.18. Assumptions. The contractor shall provide all assumptions in their proposal. The Contractor shall not base assumptions on previous experience or projects unless identified or concurrence is provided by the Government. After contract award, all assumptions included in the proposal shall be submitted in a Request for Information (RFI) to the Government for confirmation or clarification.

3.3.19. Not Used.

3.3.20. Not Used.

3.3.21. Project Management and Planning. The Contractor shall provide qualified management and supervisory staff to accomplish the provisions cited within this SOW and any subsequent change order(s). A listing of key management and supervisory staff shall be sent to the USACE COR prior to all authorizations to proceed being issued for any and all task(s), as defined in this SOW.

3.3.22. The Contractor shall also designate points of contact reasonable for the cost, schedule, and technical performance features. Specifically, the Contractor will provide a point of contact throughout the duration of this contract within their company to interface with the COR on issues concerning work to be performed.

Names, business address, phone numbers, and hours of operation are the minimum information requirements. Arrangements for contacting the Contractor’s point of contact after normal business hours shall be required.

3.3.23. The Contractor shall provide the following:

a. Coordination with Government Project Delivery Team (PDT). The Contractor shall work with the Government -PM and coordinate with the entire Government Project Delivery Team (PDT) to create and maintain a record of all work performed or planned. The PDT consists of representatives from the Defense Intelligence Agency (DIA); and the U.S. Army Corps of Engineers (USACE).

b. Notification Requirements. The Contractor is required to notify the Contracting Officer (KO), Project Manager, and the COR of critical issues that may affect the contract performance. Issues that may affect human health and the environment should be communicated directly to the Government, Project Manager, Project Engineer and COR. On critical issues, verbal notification should be made immediately, followed by written notification as soon as possible.

i. Confirmation Notice. The Contractor shall be required to provide a record of all discussions, verbal directions, telephone conversations, etc, participated in by the Contractor and/or his representatives on matters related to this contract and work. These records, entitled “Confirmation Notice” shall fully identify participating personnel, subject(s) discussed, and any conclusions reached. The Contractor shall forward to the Government -PM a reproducible or electronic copy of said confirmation notice.

ii. If the notice deals with a change to the SOW, cost proposal, and schedule; the notice shall be submitted as soon as possible. Distribution of said confirmation will be made only by the Government. Only the KO or his or her duly authorized ACO is authorized to take action on behalf of the GOVERNMENT, which results in changes in the terms of the contract, including deviations from specifications, details, delivery schedules and costs.

Any changes in unit price, total contract prices, quantity, quality, or delivery schedule must be approved by the KO. The contractor shall not proceed with any proposed change work without written authority or direct instructions from the KO; otherwise you risk not being reimbursed. The authority to change the contract provisions rests solely with the Contracting Officer.

c. Meeting, Conference, Record Keeping and Field Notes Requirements

i. Meetings and Conferences: The Contractor shall be required to attend various meetings (and prepare an agenda as needed) for purposes ranging from coordination and updating to problem resolution, as well as, any other informal on-site meetings requested by the GOVERNMENT. Subcontractors may attend when requested by the GOVERNMENT.

ii. Record Keeping and Field Notes: Record keeping shall include descriptions of work items, significant components of end items, and costs. This record shall be kept updated at all times, and made accessible to the PDT upon request and provided as a deliverable at the end of this project.

d. Kick-Off Meeting / Conference Call. The Contractor shall be required to attend a Project Kick-off meeting or conference call or as coordinated through the GOVERNMENT-PM within ten (10) business days after the date the Contractor receives the initial task order award. The purpose of this meeting is to review the draft PMP, project schedule, and all significant submittals for GOVERNMENT review and approval.

e. Weekly Conference Calls. The Contractor shall setup and participate in weekly conference calls with the GOVERNMENT Project Manager and shall be responsible for taking notes and preparing reports of all conferences/meetings as required. These notes shall be prepared in typed form and the original furnished to the GOVERNMENT (within five (5) calendar days after date of conference/meeting) for concurrence and distribution to attendees.

f. Weekly Status Report. The Weekly Status Report should include the following when possible and shall serve as the Quality Control Plan: a project schedule with a narrative summary discussing progress made on the project during the previous week and projected work to be completed the following two (2) weeks. The Contractor should identify and summarize any RFI or change order data.

g. Accident Prevention Plan (APP). The Contractor shall provide an APP that complies with USACE

Safety Manual EM 385-1-1. The Contractor is responsible for on-site health, safety, and emergency response in accordance with local policy and contract requirements. The Contractor shall ensure that all of their employees, subcontractors, and vendors who come onto the Site comply with the provisions of the APP including, but not limited to, proper training, safe work practices, proper personal protective equipment and medical monitoring. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the GOVERNMENT harmless for any action on his part or that of his employees or subcontractors, which results in illness, injury or death.

h. IT Coordination and Project Schedule.

• The Contractor shall be responsible for identifying key GOVERNMENT-IT coordination dates in the project schedule and when the GOVERNMENT IT installation team should be onsite for turnover.

3.3.24. The following is required:

a. Availability of Drawings (Current designs are UNCLASSIFIED). The Contractor shall have a copy of the drawings and specifications at the work site at all times and shall give the GOVERNMENT access at any time. The Contractor shall be responsible for providing all additional copies of the design documents if required for onsite work during performance of work under this contract, the Contractor shall accurately record on a set of contract drawings, all changes in such work which represent departures from the original contract drawings for As-Built drawings required herein. The Contractor shall also provide As-Built drawings within 30 calendar days following Contractors receipt of red-lined drawings shipped from the project location.

b. Site Preparation. The Contractor shall perform site work necessary to prepare the site for renovation activities. The Contractor will survey existing structure and utilities to determine adequacy and need for modifications to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections of new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required to accomplish the activities specified in this SOW.

c. Not Used.

d. Site Security. The Contractor staff shall also wear and display all required personnel security/identification badges as designated by the GOVERNMENT and have them visible above the waist at all times while on the project’s worksite. Additional interface with the facility security operations center may be required.

e. Safety and Insurance Responsibility and Liability: The Contractor is required to report, in a timely manner, any accident or injury to the COR. All accidents and injuries are required to be reported, telephonically, by the COR to the Contracting Officer as soon as details become known.

The Contractor shall investigate all accidents so as to determine the true cause and all contributing factors until such time as the required accident investigation is concluded to the satisfaction of the KO. The Contractor will be required to coordinate any investigation with the KO so as to allow U.S. Government participation only to the extent required. Within 24 hours of any accident, the Contractor shall provide a written report to the Contracting Officer. If the accident investigation cannot be concluded in this 24 hour period, an interim report will be filed to meet this requirement with a final report to be provided upon completion of the investigation

f. Daily Project Site Access. The Contractor shall coordinate project site access and secure storage routes with on-site DIA Building 2324 Patch Barracks personnel. The Contractor will comply with all site-access requirements at DIA Building 2324 Patch Barracks and those covered during the pre-construction meeting. Additional interface with the facility security operations center may be required.

g. Work Site Cleanliness. The Contractor shall maintain all work sites in a neat, orderly and safe condition at all times. The Contractor shall remove all tools, supplies, equipment, and debris upon completion of the contract work. The Contractor shall remove debris on a daily basis during the performance of work. All work done in adjacent tenant spaces will be coordinated and planned to allow for enough time for site preparation and clean-up for each work day. Efforts will be made to ensure limited down time of GOVERNMENT workers in adjacent suites, this is to include, but not be limited to pre-coordination, dust and vapor partitions, as well as protective floor and surface materials.

h. Utility & Special Site Access Coordination Requirements. The Contractor shall coordinate with the COR and Security Officer of Facility Operations Coordinator (OPSCO) at the work site to gain required access to restricted spaces in advance of access requirements. The Contractor shall provide at least five (5) days advance (or in accordance with local policy) notice of any power, sewer, or water outage requirements during the construction period of performance.

i. Conservation. Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, monitoring and other types of general site conditions not associated but indirectly affected by this SOW. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution and material waste generated. Specific areas to be focused on are generation of solid waste, use of hazardous or dangerous materials or methods, use of ozone-depleting chemicals, generation of hazardous waste and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to ensure adjacent tenant remains operational and site safety requirements are maintained.

j. Compliance with Specifications. The Contractor shall perform all work in compliance with specifications. Any work not in compliance with specifications shall be re-performed, without cost to the U.S. Government, to meet required specifications. The Contractor shall be responsible for the execution of all tests, specified to be his responsibility, by the specifications and drawings.

If specifications state samples have to be submitted and approved in a certain time period prior to placing material then it is Contractor’s responsibility to ensure that tests are done and approvals received.

k. Omissions/Conflicting Provisions. In case of a difference between the drawings and specifications, the specifications shall govern. In case of discrepancies in the figures, drawings or specifications, the matter shall be promptly submitted to the Contracting Officer who shall make a decision and render it in writing. Anything mentioned in the specifications but not shown on the drawings or shown on the drawings but not mentioned in the specifications shall be as if mentioned in both.

l. Specific Project Information.

1) Swing space is not available at this location. Therefore, tenant will be occupying the space during normal duty hours. Contractor shall perform work in phases to accommodate the ongoing operations within the space and shall be coordinated with the Government in advance during the design phase. The building has approximately 23 spaces (restrooms, hallways, rooms) to be renovated. Two spaces will be available simultaneously, resulting in approximately 11 phases of construction activities.

2) A construction phasing plan shall accompany the design submissions in order to coordinate with the end user prior to construction activities commencing. Contractor shall ensure that occupants are protected from construction dust and debris during the construction duration.

This effort shall be coordinated with the building occupant POC.

3) Contractor shall provide temporary means of climate control, lavatory facilities, lighting and/or power should outages be required during construction. The contractor is responsible for temporary relocation and/or protection of existing furniture during the duration of construction. Any unavoidable disruption to operations must be coordinated and agreed to with the Government no less than 5 working days in advance of scheduled event.

m. Demobilization. The Contractor shall demobilize the facilities as necessary, and restore the site.

The Contractor shall remove any temporary storage units and implement erosion control measures such as seeding, mulching, sod, and erosion control fabrics; and restore parking pads, structures, walk-ways, and utilities.

n. Delivery and Warranty. The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Contractor shall warrant all work for a period of one (1) year after final acceptance that all work under the contract conforms to the contract specifications and contains no defect in workmanship, materials or design. Although the initial warranty period is one (1) year, any item of work requiring corrective work measures may be further warranted for an additional year from the completion of the remedial work. The extended warranty period also applies to any damage to other property caused by the Contractor in the performance of this contract. The Contractor shall document and report on activities and train Government personnel to perform required equipment operation and maintenance, as required.

o. Work by the U.S. Government. The U.S. Government reserves the right to undertake performance by U.S. Government employees and/or other Contractors, for the same type or similar work as contracted for herein, as the U.S. Government deems necessary or desirable, and to do so will not breach or otherwise violate this contract. The Contractor shall cooperate with and avoid impeding the work of other Contractors or the U.S. Government when such work is undertaken in the same and/or contiguous areas as work under this contract.

3.3.25. U.S. GOVERNMENT FURNISHED DOCUMENTATION AND MATERIALS. The U.S. Government will not provide any facility, equipment, materials, and/or services for this contract other than stated herein or as otherwise directed in writing by the COR.

3.3.26. CONTRACTOR FURNISHED ITEMS. The Contractor shall provide all necessary equipment, tools, supplies, supervision, transportation and materials necessary for the performance of the contract unless otherwise directed in writing by the COR. All materials and supplies shall be the standard products regularly engaged in the construction business. All materials and supplies shall be new and approved by the COR before being used. The Contractor shall furnish all materials and labor to complete the contracted effort for the studies, incidental design and construction; provide suitable covers for any exposed material so as to provide proper protection throughout the construction; and provide generator for power tools and lighting during construction. The Contractor shall repair or replace all utilities and property damaged or augmented during construction.

3.4. REFERENCE MATERIALS. The Contractor is responsible for professional quality, code compliance, technical accuracy, and coordination of all drawings, specifications, and other documents or publications upon which the design and permitted construction drawings are based.

3.5. Permits: Where special permits, approvals or authorities are required at the location of this work, the

Contractor shall not undertake any work unless and until all permits, approvals or authorities are received and official notification is made by the Contracting Officer.

3.6. Not used.

3.7. Security: The Contractor shall be responsible for the security of the work site, their equipment, any

Government-issued equipment and/or materials, project materials, tools, vehicles and related items used by the Contractor and under their direct control. The Contractor assumes all liability for the actions of their employees or those of any subcontractor while engaged in work within any DIA facility. All construction workers will be screened through the local DIA Building 2324 Patch Barracks Pass Office. The Contractor is responsible for the proper screening of their and their subcontractor employees through the local DIA Building 2324 Patch Barracks Pass Office.

3.8. Closeout: Upon completion of work, completely clean the facility and make ready for occupancy.

Provide all required documents, complete all punch list items prior to final closeout, and turnover to O&M.

3.9. Not Used.

3.10. Environment. Provide approved local, state, and federal licenses, applications, and permit documents as applicable to environmental regulatory compliance requirements.

4.0. WORK TO BE PERFORMED.

4.1. Scope Requirements By Discipline.

4.1.1 – ARCHITECTURAL.

4.1.1.1 General Requirements: Provide architectural design and construction in support of the general repairs and renovation to Bldg. 2324 Patch Barracks as described in paragraphs

2.1 and 2.2.

4.1.1.2 Architectural Design Requirements.

Demolition:

I. General Office Area Demolition (to include corridors and all rooms):

a. Remove Existing Systems Furniture.

b. Remove existing flooring (Carpet and Base, Vinyl).

c. Remove existing Acoustical Ceiling System.

II. Latrine Demolition: To include but not limited to the following architectural Items.

a. Acoustical Ceiling system.

b. Floor tile

c. Wall Tile

d. Toilet and Sink

e. All toilet Accessories

f. Toilet partitions

g. Shower/Tub Base

III. Kitchen Demolition: To include but not limited to the following architectural Items.

a. Floor tile

b. Cabinetry and millwork

c. Sink

d. Sink Accessories

e. Remove water heater

New Work:

I. General Office Area (to include corridors and all rooms):

a. New Systems Furniture for administrative space and private offices.

b. New Flooring (Carpet and Base, Vinyl).

c. New Acoustical Ceiling System.

d. Provide occupancy sensors in each room.

II. Latrine:

a. New Acoustical Ceiling system.

b. New Floor tile and ceramic Base

c. New Wall Tile

d. New Toilet and Sink with at least one of each fixture to meet Handicapped

Standards (in latrines that are ADA compliant).

e. New toilet Accessories to include Mirrors, Soap dispenser, Paper towel dispenser, Trash Disposal, Roll tissue Holder and Handicapped Grab Bars.

f. Paint all wall areas not covered with wall tile

g. Provide occupancy sensors.

h. Provide new toilet partitions.

i. Provide tile base shower with drain (Rm 121)

j. Provide new shower accessories (Room 121).

k. Provide new changing bench (Room 121).

III. New Office Construction Requirements.

a. Construct Two New Offices approx. 8’x10’with all wall height extending for privacy. Full height walls are not required.

IV. Interior Wall Repairs:

a. Patch, Repair and Paint Miscellaneous interior walls of the Administrative area, private offices, corridors and latrines.

V. Kitchen:

a. New cabinetry and millwork

b. New plumbing - sink and fixtures

c. New flooring

d. Install lower cabinets and open-shelving upper cabinets on the entire north wall opposite from the kitchen entry door

e. Patch, Repair and Paint interior walls.

4.1.1.3 Design Standards and Codes.

4.1.2 –MECHANICAL

4.1.2.1 General Requirements.

4.1.2.1.1 Prepare and provide Mechanical and Electrical Equipment installation engineering plans.

4.1.2.1.2 Prepare and provide system installation engineering drawings, instrumentation installation drawings, wiring diagrams, procedures for field installation of all equipment, and system testing procedures, as defined in UFC 3-470-01, UFC 3-410-02, and latest Corps of Engineers technical guidance.

4.1.2.1.3 Provide Mechanical and Electrical Equipment. Install equipment in accordance with (IAW) original manufacturer’s published procedures and documentation and as required by the specifications.

4.1.2.1.4 Provide Hardware and Software.

4.1.2.1.5 Install Hardware and Software IAW original software developer’s published procedures and documentation and as required by the specifications. Resolve compatibility issues and establish an interface between existing and new. All software and software updates shall be accepted by the Government prior to installation.

4.1.2.1.6 Provide graphics for the system IAW criteria and specifications using data from drawings, engineering surveys and manufacturers’ data. All graphics shall be coordinated with existing graphics for style, naming conventions, and symbols. Where changes affect existing graphics, they shall be modified for consistency and include the display of the additional points at all workstations. New graphics shall be provided where no existing graphics exist.

4.1.2.1.7 Perform all factory testing, performance verification testing, endurance testing, and commissioning IAW the applicable and referenced sections of criteria and specifications in this task order.

4.1.2.1.8 Perform minor ancillary work required to support equipment installation.

4.1.2.1.9 Provide all data transmission equipment IAW specifications, drawings and manufacturer’s published documentation. Install in compliance with applicable certification and accreditation requirements of the DoD, DA, other applicable Agencies, and the Network Enterprise Center (NEC), or its equivalent authority, and provide requisite documentation.

4.1.2.1.10 Provide technical data, equipment and software in compliance with Cybersecurity policy and requirements.

4.1.2.1.11 Provide documentation on the tools, databases, data types, and interfaces used. No proprietary interfaces, tools, or architectures without prior approval.

4.1.2.1.12 Provide all required Operations and Maintenance Manuals.

4.1.2.1.13 Provide Training as required by the applicable sections of the specifications and this work statement.

4.1.2.1.14 Provide final As-Built Drawings. All drawings shall be generated in electronic media compatible with the latest version of AutoCAD, or as defined in this task order. Title block information on drawings shall be coordinated and accepted by the Government. The prime Contractor’s logo and company information will be displayed as the responsible party. Drawings must be delivered within 30 days after the written acceptance of the system by the Government.

4.1.2.1.15 Provide software licensing; installation tools; interface tools; commissioning tools; and configuration tools related to UMCS, ESS, SCADA and other Control and Monitoring Systems and HVAC systems as required by this task order. All technical data in which the Contractor has granted the Government additional rights must be listed or described in a license agreement made part of the contract.

The license shall enumerate the additional rights granted the Government in such data.

4.1.2.1.16 Perform System Maintenance. The contractor shall perform all preventive and corrective maintenance to the system being installed until Government system acceptance.

4.1.2.1.17 Comply with Cybersecurity Requirements. Prepare and provide system cybersecurity configuration specifications as defined in UFC 4-010-06 Cybersecurity for Facility-Related Control Systems, with Change 1and UFGS 25-05-11 Cybersecurity for Facility-Related Control System, and / or latest Corps of Engineers technical guidance or other authoritative DoD and / or Federal agency. Provide system, security, and network engineering services, RMF (Assess Only or Assess and Authorize) process services, project specifications, and deliverables to support system owner required cybersecurity activities to obtain operational and/or connection approvals.

4.1.2.2 Building 2324 Patch Barracks Heating, Ventilation, and Air Conditioning Replacement

4.1.2.2.1 Demolition

4.1.2.2.1.1 Remove all HVAC (indoor units, outdoor units, ductwork (as necessary), piping, etc.) located in Building 2324 Patch Barracks administrative areas (Server Rooms 106, 108 and 127 are not in this scope). Remove electrical service to units back to panel if not being reused. Remove all HVAC Controls.

Remove three (3) exhaust fans. Existing HVAC includes approximately six (6) VRV Systems. Contractor shall verify quantity of VRV systems. Remove Robatherm AHU.

4.1.2.2.2 New Work

4.1.2.2.2.1 The Contractor shall provide and install all new HVAC equipment including VRV HVAC and AHU system(s) including all indoor units, outdoor units, ductwork (ductwork may be…
