About this file
This Draft Statement of Work (SOW) outlines a research contract for the National Cancer Institute (NCI) to collect and analyze cervical cancer screening data from Kaiser Permanente Northern California (KPNC) clinics. The contractor will provide detailed, deidentified clinical datasets annually over five years, including information on HPV testing, cytology results, women's medical history, and cervical cancer risk factors. Specific data requirements include age at visits, sexually transmitted disease information, hormonal contraception use, smoking status, BMI, HPV and Pap results, histology results, and HPV vaccination status.
The SOW requires the contractor to deliver annual datasets in .txt, SAS, or EXCEL formats, compliant with Section 508 ICT accessibility requirements. Additionally, the contractor must participate in quarterly WebEx meetings to review data delivery progress. The underlying objective is to generate long-term risk estimates for cervical cancer screening, building on previous NCI-funded studies that have analyzed data from over 1.5 million women, despite the availability of HPV vaccines. The research aims to continue identifying women at highest risk for cervical cancer by supplementing HPV testing with additional diagnostic information.

2026 Cervical Cancer Screening Follow- up Draft Statement Of Work
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform the work as defined below.
A. BACKGROUND
Despite Human Papillomavirus (HPV) vaccines, screening will remain central for decades to control cervical cancer. Recently, HPV testing alone or with cytology was introduced in the US as an alternative to cytology screening. However, most HPV infections are harmless, and additional tests are required to identify women at highest cancer risk.
The National Cancer Institute (NCI) has analyzed data for over 1.5 million women screened for cervical cancer at Kaiser Permanente Northern California (KPNC) clinics. In addition, National Cancer Institute (NCI) has funded previous studies conducted at Kaiser Permanente Northern California to collect biospecimens for biomarker testing and to study risk estimates for cervical cancer screening. To continue these efforts and generate long-term risk estimates, follow-up, de-identified clinical data from participants in these studies is required.
B. PURPOSE AND OBJECTIVES OF THE PROCUREMENT
The NCI will follow the status of women undergoing cervical cancer screening at KPNC. This follow-up requires the Contractor to provide detailed clinical and risk factor history and follow-up data for women enrolled in previous studies. The Contractor shall provide the deidentified results of all HPV and cytology-based testing as well as all colposcopy, biopsy and treatment procedures, as well as relevant co-factor data, within their screening program for women as follows:
1. The Contractor shall use existing laboratory and clinical datasets within the integrated health services delivery system to deliver the following data to NCI: age at visits, STD information (chlamydia, HIV, gonorrhea), hormonal contraception use, smoking status, BMI, and entire history of HPV, Pap results, and all coded cervical, endometrial and ovarian histology results (from biopsy, excisional procedures or hysterectomy), HPV vaccination, previous and future enrollment status.
Cervix histology results not previously coded shall be coded prior to delivery of the dataset.
2. The data shall be provided as data sets and are based on evaluations and analysis made over the course of a year. The contractor shall provide a data set every year. The total number of data sets anticipated is 5. The data sets will be provided as either ‘.txt’, SAS or EXCEL files and shall be compliant with ICT accessibility requirements per the revised Section 508 of the Rehabilitation Act.
3. The Contractor shall participate in quarterly meetings, held via WebEx, to review progress of data delivery and discussions of future deliverables.
