DRAFT STATEMENT OF WORK

C.1 SCOPE OF WORK

C.1.1. The contractor shall furnish the necessary labor, materials, support services and equipment to accomplish the removal and installation of new deck covering. The work will be accomplished on board U.S. Navy and/or other military type vessels, including submarines, and may be accomplished in the local area 50-mile radius of Norfolk Naval Station. Decking covering installation and repair is to be accomplished with ship’s force personnel living onboard with a minimum of disruptions as possible.

C.1.2. A delivery order will normally consist of a single vessel. The resulting delivery order may require multiple exhibit line items (ELINS) within the contract. Due to U.S. Navy commitments and ships’ schedules, a significant number of delivery orders may be issued as emergent requirements.

The contractor may be required to respond to more than one requirement (simultaneous delivery orders for more than one vessel).

C.1.4. Required reports and documentation shall be compatible with Windows NT Server 4.0 as the standard Network Operating System and MS Office 2010 Professional as the standard Office Software.

C.2. PERSONNEL

C.2.1. The contractor shall be responsible for the employment of trained and technically qualified personnel to perform Delivery Orders. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative controls necessary to ensure the performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual Delivery Order. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked.

NOTE: Work aboard U.S. Submarines will require personnel to comply with Local Work Template 042- 05 and to have a red badge, which means you must have at least a final confidential clearance. The contractor accepts the responsibility to have sufficient personnel with the required security clearances to accomplish multiple, simultaneous tasking for submarine work.

C.3. ORGANIZATION

C.3.1. The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods, and procedures required to efficiently complete the requirements of this solicitation.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. If there is a conflict between the references; the NSI’s, LWT’s, and SWT’s take precedence over the technical manuals, specifications, and all other references.

Additionally, when drawings reference other tiered drawings, they are to be followed.

C.5. POST-AWARD SUBMISSION

After receipt of a Delivery Order Award and prior to starting work onboard the vessel, the contractor shall submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Commanding Officer of the Ship via the MARMC PRIVATE YARD SECURITY SPECIALIST at 757 443-3872 x1043.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.

C.6. FACILITIES

The contractor shall perform the work specified within this contract that may be tasked by the issuance of delivery orders. The contractor shall have sufficient facilities in appropriate locations to fully support the work intended by this contract and be able to respond to emergent requirements.

C.7. GENERAL REQUIREMENTS

The following are applicable to the extent they apply to all removals, installations, and repairs. Any cost to comply with these requirements shall be included in the price of the CLINs (and the associated ELINs in Section C as spelled out in the delivery order) listed in Section B.

C.7.1. The Contractor Shall:

a. Exercise own judgment and expertise to assure the successful completion of all tasks placed hereunder.

b. Designate those persons authorized to accept/reject verbal orders.

c. Coordinate schedules in the work affected areas with the Ship’s Authorized Representative (SAR), MARMC Maintenance Team and the Contracting Officer’s Representative (COR) during the performance period of the delivery order. Obtain a copy of the ship’s operation drills, etc.

(prior to start of work) from the SAR thus avoiding unnecessary delays. The work effort on delivery orders shall be coordinated at a minimum on a daily basis with the SAR in the presence of the COR to allow for changing situations onboard ships, vessels, piers and shore facilities to minimize delays and disruptions.

d. Forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the Administrative Contracting Officer (ACO) prior to 25% of delivery availability being exceeded.

e. Not respond to new performance requirements until a delivery order or a modification has been signed or verbal authorization has been given by the ACO.

f. Not respond to any requests requiring deviations to the performance of work as specified in the delivery order without obtaining prior approval of the ACO.

g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day-to-day work schedule.

h. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.

i. Request that ship’s force schedule and remove shipboard, land, and waterborne assistance interferences in the way of the work identified by the delivery order prior to the start of work.

The request shall be made in writing after delivery order award, but no later than the day of contract mobilization to prevent interference with contractor personnel duties and operation. All requests shall be submitted to the Maintenance Team via condition report or e-mail no later than the contractor in-brief with ship’s force or the start of work whichever is earlier. The contractor shall request in writing that ship’s force schedule and re-install interferences in the way of the work identified by the delivery order on decks turned over to ship’s force.

j. Include within the price for applicable ELINs the cost of any required lifting, handling, on-loading/off- loading, and transporting, whether on board or going from or to the ship. If crane services are to be provided, they will be contractor provided and priced in the individual ELIN.

Comply with the requirements of NSI 009-40 when working at Commander Naval Base Norfolk and Joint Expeditionary Base Little Creek - Fort Story. Additionally, for authorized work at Norfolk Naval Shipyard, comply with the additional crane requirements of LWTs 042-08 and 042-11.

k. Except as otherwise provided in this contract, or delivery orders issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The Contractor may request on a case-by-case basis to use ship’s services that are available. A request for use of ship’s services shall be made jointly to the SAR and COR. Written permission will be obtained from the CO of the ship before actual use of any ship services. A request for ship’s services may be turned down whether or not the requested service is available. Denial of a request for use of ship’s services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship’s services, ship’s services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury, or damage to the ship’s equipment.

l. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities.

For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.

m. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and are not employees of the Government.

n. Follow all applicable federal, state, and local laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.

o. Contact the COR and the ship’s Command Duty Officer when problems are encountered after normal working hours. If the COR and the ship’s Command Duty Officer cannot be reached, the contractor shall contact the MARMC Duty Officer at 757-739-5324.

p. When the ship becomes available, after delivery order award, with the presence of the COR, the contractor’s On-Site Supervisor shall meet with the SAR to review the task plans, drawings, and schedules.

q. Quality assurance personnel shall be independent from production personnel. Quality assurance personnel shall be dedicated to quality assurance and shall not participate in the accomplishment of production work.

r. Ensure that work crews and persons assigned to render services hereunder are on the job site fully supported to accomplish assigned work at the beginning of each shift. Ensure that resources are sufficient to provide the timely delivery of material, support equipment, and personnel to the job site through security access and other access control checkpoints at private contractor facilities and government installations on a daily basis.

s. Accomplish a discrepancy walk through at the start of work for each area of work (deck and/or compartment). All identified pre-existing discrepancies shall be reported to the Maintenance Team in writing no later than one day after inspection by condition report.

t. Meet the requirements of this contract where each delivery order is silent.

u. Contact the Maintenance Team Project Manager and/or the Port Engineer and the SAR no later than 24 hours, or as otherwise directed by the delivery order, after delivery order award by telephone or e-mail to start coordination efforts.

v. When the requirements of this contract, a delivery order, or delivery order attachment, NSI, LWT, or SWT attachment state “submit one legible copy of a report to MARMC”, the contractor shall make distribution of the report to the Maintenance Team Project Manager, SAR, and COR by electronic media or hard copy simultaneously.

w. Accomplish a Pre-Production in brief with the COR, SAR and the Maintenance Team/Project Team prior to the start of each delivery order performance period. The in brief shall address and coordinate the following:

a. Pier space

b. Ship’s force drills

c. Shipboard space

d. Contractor temporary services - Crane and rigging operations

e. Fire, mishap, force protection procedures, and designation of shipboard and pier assembly areas (by pier footmark)

f. Fire and rescue requirements

g. Point of contact data exchange (name/organization/position/cell phone/e-mail address/weekend, holiday, or after normal business hour emergency duty contact data)

h. The requirements of the scope sheet

i. The requirements of the cap sheet, hazardous material and waste material control - COR contact data

j. List ship’s force responsible interference items in way of contractor work

k. Check point contact points and process procedures for the Maintenance Team, SAR, and

COR

The contractor shall:

l. Provide a copy of the Pre-Production In-Brief checklist to the SAR and the Maintenance Team.

m. List the name and title of in-brief attendees on the checklist

n. Submit one legible copy, in hard copy or electronic media, of a report providing the in-brief checklist with printed attendee names and signatures to the COR no later than 72 hours after the in brief.

o. Review the requirements of the delivery order and delivery order scope sheet with the COR, Maintenance Team and the SAR.

p. Provide the following documents to the Maintenance Team members:

q. Copy of the scope sheet (Project Manager and SAR only)

r. Copy of the MARMC approved CAP sheet (Project Manager and SAR only)

s. List of interference items in the way of the work of the delivery order (Project manager, SAR, COR only)

x. Comply with LWT 042-02 if the work is being performed in Norfolk Naval Shipyard. Work

Authorization Form (WAF) will be utilized and invoked in conjunction with NSI 009-24 when work is being accomplished in Norfolk Naval Shipyard. The web site for the WAF is:

y. During the scoping effort, when measuring the deck covering, any areas where deck protrusions, Equipment or interferences exist shall be deleted from the total square footage of the entire deck area. The perimeter of deleted areas shall be sealed as described in NAVSEA S9086-VG-STM- 010, Chapter 634, NSTM, and Deck Covering.

z. During the scoping effort, provide different samples/colors of the required deck covering for ship’s force selection, C.7.2. Environmental and Safety Requirements. The Contractor Shall:

a. Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be Asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR

1915.1001. Removal, disturbance, or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.

b. Accomplish confined space entry, certification, fire prevention and housekeeping requirements of

NSI 009-07, 009-70, and 009-28. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each delivery order.

c. Consider all marine coatings to contain heavy metals (e.g. lead, cadmium or chromium), hexavalent Chromium, crystalline silica and/or other toxic or hazardous substances as defined in 29 CFR 1915 Subpart Z. Contractor shall make an initial determination of potential employee exposure to toxic or hazardous substances prior to removal of existing coatings. Laboratory analysis results of bulk paint samples shall be submitted to the COR as soon as possible upon receipt from the laboratory.

d. Contractor shall perform personnel air monitoring unless a negative initial determination is made by the contractor. If no personnel monitoring will be conducted, contractor shall submit one legible copy, in hard copy or electronic media, of the written rationale providing the basis for the decision not to engage in personnel monitoring to the COR, prior to disturbance of the coatings.

e. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydro blasting operations and includes wastes not identified under SWT 077-01.

f. All solid waste with the known potential to be hazardous, including but not limited to paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR within 48 hours of receipt from the laboratory. No solid waste removed from the ship shall be transported off the facility until authorized by the COR.

g. All removed paint debris shall be containerized IAW 40 CFR Subpart I. Paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis”.

h. Contractor shall prepare, provide, and affix labels/placards for all containers of solid waste accumulated on the land, pier, and/or the vessel, including solid waste that is “Pending Analysis”.

Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information:

- Contractor Name

- Contractor POC: (name, cell phone number, phone number)

- Vessel

- MARMC Contract Number

- MARMC Delivery Order Number

- COR Point of Contact (name, cell phone number, phone number)

- Ship’s QTR Deck/OOD phone number

- Description of waste

- Analysis Pending/Sample date (if applicable)

- MARMC Maintenance Team Project Manager (name, cell phone number, phone number) if applicable. - MARMC Port Engineer (name, cell phone number, phone number) if applicable.

i. For operations at Naval Station Norfolk, Joint Expeditionary Base Little Creek - Fort Story, and all private contractor shipyards in the Commonwealth of Virginia, all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations in Norfolk Naval Shipyard (NNSY), all hazardous waste shall be turned in to NNSY Code 106, via the MARMC COR, for disposal. For operations at Naval Facilities or private contractor’s facilities outside the Commonwealth of Virginia, the contractor shall comply with all state and local regulations and local work items applicable in those areas.

j. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.

k. Accomplish the requirements of NSI 009-97 for all delivery orders performed. If work is performed on a naval facility, contractor shall submit all required reports to the COR. If work is performed in a private contractor’s facility, contractor shall submit reports to the COR and to the facility’s environmental manager.

C.8. THE SHIP’S FORCE WILL:

a. The ship will be responsible for the removal of all interferences. The contractor shall coordinate with the COR to verify that interferences have been removed prior to any production effort.

b. Ensure that no traffic will enter work areas, or any moisture to accumulate on the deck surfaces within the compartments until all work is complete. This will be part of the coordination required in C.7.1.c.

c. Maintain an ambient temperature of 64 to 81 degrees Fahrenheit in the compartments/spaces during all work specified.

C.9. DETAILED REQUIREMENTS:

C.9.1. ELINS A 101, B 101, C 101, D 101, E 101 – Labor and materials to remove Deck Covering, including Cosmetic Polymeric, Mastic, Polyurethane, Porcelain, Quarry, Vinyl Deck Tile, Wear Resistant and Ceramic Tile, and Magnetite. To include underlay and waterproof membrane.

Remove the entire deck covering to bare metal, including underlay, strainer plates, deck rings, adhesives, unused brackets, clips, and base cover from all compartments/areas specified on the delivery order to receive new deck covering. Chip and grind surfaces smooth in way of removals. Upon completion of the removals, the Contractor shall submit, to the COR, a report on the overall condition of the decks, deck rings, and adjoining bulkheads in each space designated to receive new deck covering. Any welded deck rings damaged by the Contractor during rip out shall be removed and replaced at no additional cost to the Government. Pipes that are not properly protected by a stuffing tube or ring and are damaged during removal of existing deck covering will be repaired by the contractor and shall be reimbursed by the Government.

C.9.2. ELINS A 102, B 102, C 102, D 102, E 102 – Labor and materials to remove all Cove Base

(Wet Decks). To include underlay and waterproof membrane.

Remove all cove base material from around the perimeter of the compartments, shower partitions and coamings. Removals shall include all vertical surfaces of existing ships structure and components from the deck up to 4 inches.

C.9.3. ELINS A 103, B 103, C 103, D 103, E 103 – Labor and materials to remove Electrical Deck

Matting and Carpet.

Remove the entire deck covering to bare metal, adhesives, unused brackets, clips, and base cover from all compartments/areas specified on the delivery order to receive new deck covering. Chip and grind surfaces smooth in way of removals. Upon completion of the removals, the Contractor shall submit, to the COR, a report on the overall condition of the decks, and adjoining bulkheads in each space designated to receive new deck covering.

C.9.4. ELINS A 104, B 104, C 104, D 104, E 104 – Labor and materials to remove all Cove Base

(Dry Decks, i.e. plastic, vinyl, or rubber).

Remove cove base on vertical structure.

C.9.5. ELINS A 105, B 105, C 105, D 105, E 105 – Labor and materials to remove Deck Covering, including

Ammunition Magnesite and Magnesium Oxychloride Magnesite. To include underlay.

Remove the entire deck covering to bare metal, including underlay, adhesives, unused brackets, and clips from all compartments/areas specified on the delivery order to receive new deck covering. Chip and grind surfaces smooth in way of removals. Upon completion of the removals, the Contractor shall submit, to the COR, a report on the overall condition of the decks in each space designated to receive new deck covering.

C.9.6. ELINS A 106, B 106, C 106, D 106, E 106 – Labor and materials to Clean and Prime Decks.

Accomplish the requirements of 009-32 for surface preparation and primer application to each deck surface, including the adjacent vertical surfaces intersecting the deck up to one inch above deck covering level. Primer shall be a Qualified Products List (QPL) part of the new deck covering system, or conforming to MIL-PRF23236. The minimum surface preparation level shall be power tool cleaned to bare metal (SSPC-SP-3). Install all deck rings, previously removed with new.

C.9.7. CLINS A 107, B 107, C 107, D 107, E 107 – Labor and materials to Clean and Prime Cove.

Cover surfaces to be cleaned and primed in accordance with the same procedures as C.9.4 up to 4 inches above the deck

C.9.8. ELINS A 108, B 108, C 108, D 108, E 108 – Labor and materials to install High Durability

Deck Paint.

Accomplish the deck covering installation in accordance with 009-26. MIL-PRF-32171 Type II shall be utilized on submarines. MIL-PRF-32171 Type IV shall be utilized on AFFF Stations.

C.9.9. ELINS A 109, B 109, C 109, D 109, E 109 – Labor and materials to install Light-Weight concrete.

Accomplish the installation of new lightweight concrete deck covering system, using the NAVSEA-reviewed ASTM F718 and/or the manufacturer’s instructions.

C.9.10. ELINS A 110, B 110, C 110, D 110, E 110 – Labor and materials to install Epoxy Underlay;

MIL-PRF-3135 Type I, Class 2 or Type II Class 2.

Underlay shall be mixed and installed in accordance with NSI 009-26 and the manufacturers’ instructions. Ensure that the underlay properly covers all irregularities in the deck. Underlay shall conform to the deck and slope toward drains where necessary within coamings and shower stalls. Underlay shall be a minimum of ¼ inch thick to maximum of 2 inches thick.

Insulation Underlay; MIL-D-23134.

Underlay shall be mixed and installed in accordance with NAVSEA S9086-VG-STM-010, Chapter 634, NSTM, Deck Covering, and the manufacturers’ instructions. Ensure that the underlay properly covers all irregularities in the deck. Underlay shall conform to the deck and slope toward drains where necessary within coamings and shower stalls. Underlay shall be a minimum of ¼ inch thick to maximum of 2 inches thick. Insulation underlayment shall conform to MIL-D-23134, and may be used to prevent condensation in certain areas. The on-deck magnesia insulation shall be troweled smooth, a minimum of one inch thick, over a latex underlay that is at least 1/8 inch thick.

C.9.12. ELINS A 112, B 112, C 112, D 112, E 112 – Labor and materials to install 3X3 Porcelain

Tile, including waterproof membrane.

Accomplish the deck covering installation in accordance with NSI 009-026, Deck Covering.

Accomplish a water test on the new deck covering to demonstrate to the COR or SAR that the water flows to the drains, leaving no accumulation of standing water.

In areas where a crack penetrates to the steel deck, the crack may have to be widened so that the steel deck can be mechanically cleaned. The crack can then be patched with grouting or other non-shrinking material, as recommended by the manufacturer and the surface ground smooth and resealed.

In those areas where cracking is superficial or slight, the deck covering may be sanded or reground and resealed.

Repairs to deck covering may be necessary to prevent water penetration and corrosion of the vertical surface substrate. In areas where a crack penetrates to the vertical surface, the tiles may have to be removed and crack widened so that the vertical surface can be mechanically cleaned. The crack can then be patched with grouting or other non-shrinking material, as recommended by the manufacturer and the surface ground smooth and retiled.

C.9.45. ELINS A 145, B 145, C 145, D 145, E 145 – Labor and materials to repair Wear Resistant Deck Tile.

Repair of wear resistant deck tile shall be accomplished in accordance with NAVSEA S9086- VG-STM-010, Chapter 634, NSTM, and Deck Covering. Repair of wear resistant deck tile shall be accomplished in the same manner as new wear resistant deck tile installation.

C.9.46. ELINS A 146, B 146, C 146, D 146, E 146 – Labor and materials to repair Ammunition

Magnesite and Magnesium Oxychloride Magnesite.

C.9.47. ELINS A 147, B 147, C 147, D 147 E 147 – Labor and materials to re-grout Porcelain, Quarry, and Ceramic Tiles.

Accomplish grouting of Porcelain tiles in accordance with NSI 009-26. Accomplish grouting of Quarry and Ceramic tiles in accordance with NAVSEA S9086-VG-STM-010, Chapter 634, NSTM, and Deck Covering. Remove all loose grout by means of mechanical equipment and hand tools. Ensure all remaining grout is in good condition prior to re-grouting.

C.9.48. ELINS A 148, B 148, C 148, D 148, E 148 – Labor and materials to re-grout Porcelain, Quarry, and Ceramic Tile Cove.

Accomplish grouting of Porcelain tiles in accordance with NSI 009-26. Accomplish grouting of Quarry and Ceramic tiles in accordance with NAVSEA S9086-VG-STM-010, Chapter 634, NSTM, and Deck Covering. Remove all loose grout by means of mechanical equipment and hand tools. Ensure all remaining grout is in good condition prior to re-grouting.

Accomplish resealing in accordance with NSI 009-26. Deck maybe sanded or reground to ensure proper adhesion of sealer.

C.9.50. ELINS A 150, B 150, C 150, D 150, E 150 – Labor and materials to reseal Base Cove

Cosmetic Polymeric Deck Covering; MIL-PRF-24613, Type I,II,III,IV,V and Type VI Cove.

Accomplish resealing in accordance with NSI 009-26. Base Cove maybe sanded or reground to ensure proper adhesion of sealer.

C.9.51. ELINS A 151, B 151, C 151, D 151 E 151 – Labor and materials to install additional Seal

Coat Cosmetic Polymeric Deck Covering; MIL-PRF-24613.

Accomplish resealing in accordance with NSI 009-26.
