About this file
This is a Draft Statement of Work (SOW) for the U.S. Office of Personnel Management (OPM) seeking to procure an Early Career Recruitment Platform. OPM requires a modern, dynamic recruitment platform designed to attract, engage, and convert early career talent (students and recent graduates) into applicants for Federal employment opportunities. The platform must target students nationally based on college/university enrollment, academic majors, degree programs, skills, interests, and career preferences, then direct them to relevant job opportunities on USAJOBS. The objective is to increase awareness of Federal careers and improve applicant flow to Federal agencies, with an intent to hire over 1,000 applicants within a four-month pilot period. Success will be critical in evaluating the platform's viability for broader long-term implementation.
The contractor shall deliver a fully configured and operational cloud-based recruitment platform with full mobile functionality (iOS and Android) capable of supporting a minimum of 50,000 concurrent users. Key deliverables include USAJOBS integration with deep linking and seamless application redirection, AI-driven candidate-job matching capabilities, targeted outreach campaigns (email, in-platform messaging, notifications), virtual job fairs, analytics dashboards reporting on engagement metrics and conversion rates, training materials, technical documentation, and weekly status reports. The platform must meet Section 508 accessibility standards, comply with all Federal data privacy and security requirements, and protect personally identifiable information. The Period of Performance is a four-month base period (pilot) followed by three one-year option periods. Work shall be conducted within the Continental United States with all meetings held virtually; travel is not anticipated. Performance metrics include number of students reached and engaged, increased qualified applicants to USAJOBS postings, conversion rates from platform engagement to application, and user satisfaction assessments from both students and agencies.
