About this file

This Statement of Work (SOW) details the procurement and installation of two 80-foot towers for the Naval Surface Warfare Center Corona Division at the Hardwood Range in Necedah, Wisconsin. The towers are part of the Target Area Surveillance and Safety System (TASSS), a subsystem of the Weapons Impact Scoring Set (WISS) program used by Navy and Air Force Tactical Training Ranges. The project requires comprehensive tower design, engineering, fabrication, foundation construction, erection, grounding, lightning protection, testing, and documentation.

Key specifications include designing three-sided, three-legged free-standing towers that can withstand 107 mph wind speeds and 0.59 inches of ice, with galvanized steel construction conforming to industry standards. The vendor must conduct geotechnical investigations, install a grounding system with resistance of 5 ohms or less, and provide detailed documentation including tower design drawings, calculations, geotechnical reports, and as-built drawings. All engineering documents must be stamped by a Wisconsin registered Professional Engineer, and the project involves strict compliance with multiple federal and industry standards, including TIA, ASCE, UFC, and AFMAN guidelines.

5. REQUIREMENTS

The procurement and installation of two (2) 80-foot towers at the Hardwood Range are critical to meeting the operational requirements of the TASSS. The Vendor shall ensure that the towers, and their installation, meet the following requirements:

• Structural Integrity: The towers must be designed and constructed to withstand specified wind (5.1.2) and ice loading conditions and meet or exceed all applicable building codes and safety regulations.

• Communication Infrastructure: The towers must accommodate the load of necessary communication equipment (Attachment B) to enable reliable data transmission from TASSS cameras to the WISS central processing unit.

• Grounding and Lightning Protection: The towers must be equipped with grounding and lightning protection

• Site Access and Security: The Vendor shall implement appropriate site access and security measures during the installation process, complying with all Government requirements.
