STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS)

Propulsion Test Facility (PTF) Complex Operations & Maintenance (O&M)

1.0 Background

The Propulsion Test Facility (PTF) Complex, located at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), provides key test, engineering, and prototype development services to the United States (US) Navy Torpedo fleet and other customers in the undersea systems domain. The PTF houses the only Land-based Testing (LBT) system capable of testing a Mk 48 Torpedo Afterbody throughout its entire operational envelope, the Deep Depth Test Facility (DDTF). This is a legacy test system with aging, one-of-a-kind components that require significant upkeep and engineering to keep operational.

The PTF is capable of Mk 48 and 54 Torpedo LBT, Torpedo component testing, proof and lifecycle testing of various submarine components, and combustion analysis testing, with the agility to accommodate new customers as required by the Mission. The PTF provides Torpedo Test Equipment services including, but not limited to prototyping, troubleshooting, refurbishing, fabricating, and managing obsolescence, for the US Navy and her allies. The PTF also provides prototyping and development services for research and development, in-service and obsolescence efforts to rapidly deploy capabilities to customers for evaluation. The PTF is a national asset and continues to provide invaluable services to the Torpedo fleet.
