STATEMENT OF WORK

Shock Test Services

1.0 Background

The Undersea Warfare (USW) Platform and Payload Integration Department (Code 45) of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is responsible for the development of Navy Unmanned Undersea Vehicles (UUVs). This responsibility includes all life cycle phases, including: conducting basic research and development in topics of interest for UUV research and development; operating UUV testbed vehicles; planning and participating in exercises, experiments and demonstrations; conducting interface and liaison with fleet stakeholders regarding issues of UUV system design, development, and employment; and functioning as Government Developer for select UUV programs.

The Torpedo Tube Fiber Optic Penetrator (TTFOP MK1) requires upgrade for additional penetrations and additional design enhancements. This new design (the TTFOP M2) requires shock testing per the PPD 802-6337554 Rev B and PPD 802-6337445 (CLASSIFIED).

1.1 Places of Performance

All work will be performed at the contractor’s or sub-contractor’s facility.

1.2 Authorized Users

This contract is applicable to the Platforms and Payloads Department, Code 45, of the Naval Undersea Warfare Center Division Newport, RI.

2.0 Scope

This SOW defines the requirements for Underwater Explosive (UNDEX) Paddlewheel Shock testing in accordance with PPD 802-6337445 consisting of two (2) standard explosions to support the testing requirements of the Units Under Test (UUT).

3.0 Applicable Documents

The contractor shall perform the tasking required in Section 4.0 in accordance with the below Applicable Documents.

4.0 Technical Requirements

This shock test shall consist of one (1) operability-level shot and (1) hull integrity shot in accordance with AD 3.1 and 3.4 of the MK2 Torpedo Tube Fiber Optic Penetrator (TTFOP) i.e., unit under test (UUT). All UUTs shall be mounted to the target plate of the Paddlewheel Test Vehicle (PWTV). Specifications as to shot geometry are per AD 3.4, which will be provided under separate correspondence due to classification.

All UUTs shall be installed on the PWTV for all shots.

4.1 The Contractor shall perform all tasks at an approved facility per AD 3.2.

4.2 In accordance with AD 3.1, the contractor shall create the shock test procedure for Government review and approval (CDRL A001). In addition to the procedure, the contractor shall provide the installation layouts and fixture design.

4.3 In accordance with ADs 3.1 and 3.3, the Contractor shall provide the test fixture, target plate and prepare for installation of the UUT. The contractor shall procure materials and fabricate support equipment similar in nature to other tests performed in accordance with AD 3.1

4.4 The Contractor shall prepare the paddlewheel test fixture with instrumentation for monitoring the parameters of the explosive shock sequence per AD 3.1, up to two (2) channels. The Contractor shall provide calibration data for all instrumentation used during explosive shock testing to the on-site NUWCDIVNPT representative(s) prior to commencement of each test.

4.5 The Contractor shall make available for NUWCDIVNPT on-site personnel use of an office area (e.g. trailer) with lighting, telephone, network connection, a secure locking feature and 115 volts (v) Alternating Current (AC) for any necessary Government test equipment. The Contractor’s facility shall also include a test area sufficient for monitoring UUTs during each individual shot, which shall be protected from the elements and climate controlled.

4.6 The contractor shall perform the PWT per AD 3.1 and 3.4.

4.6.1 Upon completion of the explosive shock test sequence, the Contractor shall prepare a Test Report. The Test Report shall include diagrams and descriptions of the entire explosive test sequence as well as a diagram of the PWTV showing the locations and mounting configurations of all UUT. The Contractor shall also include visual observations made after each shock and instrumentation data in the report.

4.6.2 In accordance with AD 3.5, The Contractor shall deliver the Test Report in an UNCLASSIFIED report electronically in both raw and filtered format. CLASSIFIED data shall be provided as an addendum and shall be marked and delivered via SIPRNET or mail to the Government.

4.7 The contractor shall perform contingency testing upon Government concurrence that additional testing is necessary due to test failures or loses outside of the contractor’s control, such as equipment issues that require repair or stronger hardware, additional fixture bracing, or repeat shot following a repair in order to commence testing.

5.0 Security Compliance

5.1 Program Protection (always include)

SECURITY: All Contractor personnel shall adhere to the Security provisions of 32 CFR Part 117 – National Industrial Security Program Operating Manual (NISPOM) and the security requirements of the attached DD254.

While performing work at a Government Facility, Contractor personnel shall comply with the security regulations of the host facility. Applicable FAR, DFARS, NMCARS clauses, and NAVSEA text shall be adhered to in the performance of this contract. Security incidents shall be promptly reported through the companies Facility Security Officer (FSO), to the Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), and the Cognizant Security Office to NUWCDIVNPT Security.

When the effort involves CLASSIFIED information or work, the TECHNICAL DEPARTMENT CUSTOMER MUST ADDITIONALLY LIST HERE the Security Requirements from DD Form 254 with unclassified justification for access. Note, if the contract requires access to U-NNPI and no other classified information (no DD254 is required), the U-NNPI language must still be inserted.

The classified document provides geometries and parameters the test needs to be done in accordance with.

This classified information includes the levels of force and from what angles the sub can withstand (and in turn its parts). The test will check if our UUT can meet those parameters.

SIPRNET

SIPRNET is required for the contractor to perform task(s) 4.7.

The contractor shall deliver CDRL A002 addendum per AD 3.5 (the Security Classification Guideline). Delivery of the data requires access to SIPRNET for emailing the report to the Government.

Controlled Unclassified Information (CUI) including Legacy FOUO and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, CUI available at:

Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) in accordance with DoDI 5230.24 (Distribution Statements on Technical Documents); and DoDI 5230.24, Enclosure 3 Procedures, available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/523024p.pdf

INFORMATION SECURITY: If the work is performed at the Contractor's facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with National Industrial Security Program Operating Manual (NISPOM) codifying 32 CFR Part 117, NISPOM Rule, and SECNAV M- 5510.36B. If the work is performed at the Government's facility, the Contractor shall comply with facility policy.

CUI INCIDENT REPORTING AND RESPONSE: The Contractor shall promptly report any unauthorized, inadvertent, or illegal release or disclosure of CUI to the Contracting Officer’s Representative / Technical Point of Contact (TPOC), Procuring Contracting Officer, and the Security Office. Contractor personnel shall coordinate this effort through the relevant industry site FSO.

PUBLIC RELEASE: Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through the appropriate U.S. Government Office.

5.2 Operations Security (OPSEC) (always include)

OPSEC is a process that identifies critical information to determine if friendly actions can be observed by adversary intelligence systems, determines if information obtained by adversaries could be interpreted to be useful to them, and then executes selected measures that eliminate or reduce adversary exploitation of friendly critical information.

The Contractor shall develop, implement, update and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract. The Contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The Contractor developed OPSEC program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Presidential Memorandum (NSPM) 28, and at a minimum shall include:

1) Assignment of responsibility for OPSEC direction and implementation.

2) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.

3) Establishment of OPSEC education and awareness training.

4) Provisions for management, annual review, and evaluation of OPSEC programs.

5) Flow down of OPSEC requirements to subcontractors when applicable.

While performing aboard Government sites, the contractor shall: comply with all OPSEC instructions and policies;

include OPSEC as part of its ongoing security awareness program and take all required Agency training; Be responsive to the Supporting OPSEC Manager on a non-interference basis; and Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the Requiring Organization and contractor in support of the mission.

5.3 Electronic Spillage (always include)

Electronic Spillage (ES) is defined as a situation where information of higher classification than a system is authorized to process is introduced into that system, intentionally or otherwise. If a Contractor is determined to be responsible for an ES, all direct and indirect costs incurred by the Government for ES remediation will be charged to the Contractor.
