About this file
This is a Draft Statement of Work for a recurring requirement to supply bulk medical-grade gases and rental equipment to the Naval Diving and Salvage Training Center (NDSTC) in Panama City, Florida. NDSTC requires approximately 45,000 standard cubic feet of bulk helium in the first quarter of the calendar year with a possible second delivery of equal quantity in the latter half of the year, delivered to government-owned storage tanks and meeting strict US Navy Divers Compressed Helium Breathing Purity Requirements per MIL-PRF-27407 (99.997% helium, maximum 9 ppm moisture, -78°F dew point, and other specified contaminant limits). Additionally, the vendor must provide two onsite CO2 storage micro-bulk tanks—one PERMA CYL 1000 supporting a 300,000-gallon pool and one PERMA CYL 2000 supporting a 1,000,000-gallon pool—with rental services including general maintenance, urgent repairs, and telemetry monitoring. The CO2 requirement totals approximately 68,000 pounds annually with anticipated deliveries 2-3 times per month. These gases support dive training and evaluation of over 1,200 joint service students annually.
The period of performance runs from September 1, 2026, through August 31, 2027, with four option years extending through August 31, 2031. The acquisition is anticipated as a Firm Fixed Price non-personal services contract with NAICS code 221210 (Natural Gas Distribution) and Product Service Code 6835 (Medical Gas). All deliveries must be made to NDSTC at 350 South Crag Road, Panama City, FL 32407, with inspection and acceptance by the NDSTC Designated Government Representative. Emergency service requirements stipulate that trouble calls and gas requests must be remedied promptly to maintain optimal pool chemical levels for uninterrupted dive training operations. Personnel requiring base access must obtain DBIDS credentials through the Defense Manpower Data Center system, requiring DOD sponsorship, identity verification with a passport or Real ID-compliant driver's license, and background vetting.

Description of Requirements (DOR)
1.0 SCOPE. Naval Diving and Salvage Training Center (NDSTC) has a reoccurring requirement for the deliveries of bulk medical grade helium (HE), carbon dioxide (CO2) and the rental of two 2,000-liter CO2 micro-bulk storage tanks. Delivery of these gases support the dive training and evaluation of more than 1,200 joint service students annually.
2.0 DESCRIPTON OF SUPPLIES OR SERVICES
2.1 Helium (HE)
The vendor will deliver to NDSTC approximately 45,000 standard cubic feet of bulk HE in the first quarter of the calendar year, and possible a second delivery of the same quantity in the last half of the year. The vendor will transfer the HE into government owned storage tanks.
HE will meet the following US Navy Divers Compressed Helium Breathing Purity Requirements (Military Specification MIL-PRF-27407):
· Helium (percent by volume) 99.997%
· Moisture (water vapor) 9 ppm (max)
· Dew Point (not greater than) -78°F
· Hydrocarbons (as Methane) 1 ppm (max)
· Oxygen 3 ppm (max)
· Nitrogen + Argon 5 ppm (max)
· Neon 23 ppm (max)
· Hydrogen 1 ppm (max)
2.2 Carbon Dioxide (CO2)
The vendor will provide two (2) onsite CO2 storage micro-bulk storage tanks; one supporting a 300,000-gallon pool (PERMA CYL 1000) and one supporting a 1,000,000-gallon pool (PERMA CYL 2000). This rental will include general maintenance, urgent repairs, and notification of tank levels and warnings via the Telemetry Unit. The Telemetry unit is a proprietary unit that will monitor the levels of the CO2 and communicate directly with the vendor when the levels become low.
The vendor will provide CO2 as required. Anticipated delivery schedule requirement is 2-3 times per month with a total annual requirement of approximately 68,000 lbs.
3.0 DELIVERY LOCATION/PLACE OF PERFORMANCE
Naval Diving Salvage and Training Center
350 South Crag Road, Panama City, FL 32407
4.0 INSPECTION AND ACCEPTANCE
NDSTC Designated Government Representative will inspect and accept each delivery.
5.0 SPECIAL REQUIREMENTS FOR DELIVERY
Trouble calls and requests for gas must be remedied and delivered in order to maintain pool chemicals at the optimum levels to allow dive training to continue.
6.0 PERIOD OF PERFORMANCE
The anticipated period of performance is 01 September 2026 – 31 August 2027 to include 4 option years:
· Base Year: 01 September 2026 – 31 August 2027
· Option I: 01 September 2027 – 31 August 2028
· Option II: 01 September 2028 – 31 August 2029
· Option III: 01 September 2029 – 31 August 2030
· Option IV: 01 September 2030 – 31 August 2031
7.0 DBIDS
· The Defense Biometric Identification System (DBIDS) is a DOD Owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
· In order to obtain base access, an individual need to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver’s license. Vetting occurs when the individual’s background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
