Statement of Work Summary

This is a Draft Statement of Work for unmanned vehicles intended to support the Naval Oceanographic Office (NAVOCEANO) mission. The requirement calls for remotely operated unmanned vehicles capable of ocean deployment with mandatory minimum functionality to collect temperature and pressure data. Vehicles must demonstrate an 18-month shelf life before requiring battery replacement or sensor recalibration. Optional sensor configurations include conductivity, transmissivity, bioluminescence, currents, and wave spectra capabilities. Deployment methods include both vessel and air deployment, with air deployment requiring hardening to withstand forces from 500 to 10,000 feet altitude at speeds up to 500 miles per hour, and vessel deployment rated for 1 to 60 feet altitude at speeds up to 25 knots. Power systems must utilize alkaline or lithium batteries with longevity of one hour or greater, and all sensors must withstand ocean pressures equivalent to instrument crush depth.

The contractor must provide instrument encoders/decoders, technical documentation for data format conversion, integration programming support, calibration services returning sensors to original specifications, and maintenance services including battery replacement and minor repairs prior to initial deployment. A one-year warranty covers instrument replacement for failures upon deployment due to manufacturer defects at no cost to the government. The base contract ordering period is 24 months with specific delivery dates provided in individual delivery orders. The contract is classified as Controlled Unclassified Information (CUI) under DoD security directives. Contractors must submit a quality assurance performance plan addressing production facility standards, ISO certifications, and compliance with Military Specification LM_MIL-STD-129R shipping and marking standards for FOB destination military locations globally.

STATEMENT OF WORK (SOW)

FOR

UNMANNED VEHICLES

1.1 Description of Requirement

The contractor shall provide unmanned vehicles that operate remotely in the ocean environment. The unmanned vehicles shall provide at a minimum the capability to collect ocean temperature and pressure data. All instruments proposed must meet a shelf life standard of eighteen months before requiring battery pack replacement or sensor recalibrations. Optionally unmanned vehicles capable of including other sensor configurations for conductivity, temperature, and depth (CTD), transmissivity, bioluminescence, currents, and wave spectra are considered a benefit to the Naval Oceanographic Office (NAVOCEANO) mission set. Deployment capabilities are vessel and air deployable. Please see Sectio 2.0 Salient Characteristics.

Proposed instruments shall show capability in one, some, or all areas. Identify modularity of the proposed instruments to add or exclude sensor packages to show multiple configurations for differing collection mission sets. Identify deployment lifecycle by number of profiles to power system discharge rates. If using self-regenerative technology, identify approximate amount sensor degradation over time due to biofouling or sensor mechanical/electrical degradation over time. Provide other sensor capabilities that are not covered in the listed ocean collection sensor requirements. Contractors must provide instrument encoders/decoders and technical documentation to convert collected data to specified formats for ingest into the government systems.

Instrument Data Integration Services. Integration services for unmanned systems require programming support to develop application programming interfaces, data formatting scripts, and interfaces for data ingest into government databases and other collection systems prior to initial deployment.

Calibration Services. Calibration services apply to all sensor packages to return the sensors to original specifications at time of purchase prior to initial deployment.

Maintenance Services. Maintenance services apply to the instrument body itself to include battery replacement, body module upgrades to incorporate additional sensors, preventive maintenance, and minor repairs to the instrument body prior to initial deployment.

Other Requirements:

· Unmanned vehicles meet at a minimum temperature and pressure sensor packages.

· All applicable software required to ingest, and process collected data from the profiling instrument.

· All applicable technical support to integrate the collected data into government real-time data handling systems.

· Offerors shall provide a warranty of up to one year prior to deployment and replacement of instruments that fail upon deployment due to instrument failures outside government control at no cost to the government. Storage specifications shall be provided at shipment time.

· Internationally approved shipping crates.

1.2Ordering Period and Delivery Dates:
1.2.1The ordering period is a 24-month base contract.
1.2.2Each Delivery Order will provide the specific delivery date

2.0 Salient Characteristics

2.0.1 Required instrument characteristics for ocean collection include the following:

· Communication variances using Defense Information Systems Agency (DISA) approved transmitters/receivers with government specified encryption capability for non-public releasable data.

· Air Deployment Hardening Variance: from 500 to 10,000 feet above sea level at air speeds up to 500 miles per hour. Attached parachutes and coverings must survive initial deployment forces and the instrument must reach the ocean surface at full operational capability.

· Vessel Deployment Hardening Variance: from 1 to 60 feet above sea level at vessel speeds from 0 to 25 knots.

· Power System Longevity Variance: 1 hour and above in system depletion rates.

· Power System Types: Alkaline or Lithium

2.2 All sensors installed on an unmanned system must be rated to withstand ocean pressures equal to or exceeding the crush depth of the instrument body installed on. Sensor type variations for ocean collection include all, some, or one of the following:

· Conductivity Sensor:

· Sensor ranges are 0 to 9.0 S/m

· Calibrated ranged are 0 to 6.0 S/m

· Temperature Sensor:

· Sensor Accuracy: 0.1 degrees Celsius

· Sensor range: - 5 to 42 degrees Celsius.

· Pressure Sensor:

· Resolution Minimum: 0.1 dbar.
