About this file

This is a Statement of Work (SOW) for the Phoenix Area Indian Health Service (PAIHS) to procure a three-year subscription and licensing solution for the SDI 2.0/Core Strengths platform. The contract is Firm-Fixed-Price and covers relationship awareness, team effectiveness, leadership development, and conflict resolution services across nine PAIHS locations in Arizona and Nevada, plus additional service units in Utah and Nevada.

The contractor must deliver annual platform subscription access (Business Plan supporting up to 2,500 members), SDI 2.0 assessment credits (878 credits in the base year and Option Year 1, and 877 credits in Option Year 2), reporting and team tools with consolidated analytics across multiple locations, user guides and training support materials, and responsive customer support. The base period runs 12 months from award, with two optional 12-month extension periods. Key deliverables include providing administrative access within 10 business days of award and enabling full subscription access with available credits within 45 calendar days. The contractor must support electronic assessment administration, report generation in standard formats (PDF and CSV/Excel), role-based access controls, and portability of individual results across teams. Performance standards require platform availability to authorized users, acknowledgment of support requests within one business day, and resolution within commercially reasonable timeframes. The SOW includes security and privacy requirements protecting government data, Section 508 accessibility compliance, and invoicing through the Invoice Processing Platform (IPP) on an annual basis per contract line item for both subscription and assessment credits after access is enabled.
