About this file
This is a Statement of Need for the procurement of a License Plate Recognition Speed Trailer by the 9th Security Forces Squadron (9 SFS) at Beale Air Force Base, California.
The 9 SFS seeks to procure one standard speed trailer equipped with license plate recognition technology to enhance speed enforcement and observation capabilities while overcoming current manning constraints. The required system includes one speed trailer (56-122 inches in length, up to 75 inches in width, up to 1,500 lbs) with license plate recognition camera capability, solar-powered operation, programmable speed and message displays, outdoor operation in darkness, secure license plate data storage, and ability to track one or two lanes of traffic with operational temperature range of 0°F to 120°F and wind resistance to 50 MPH. The procurement also requires two mounted license plate recognition cameras with RADAR capability in both directions, programmable speed settings, and low-light operation; one rechargeable backup battery with 72-hour capacity including two battery packs and one charger; one mounted solar panel with heavy-duty corrosion-resistant mounting system certified to withstand 50 MPH winds in both deployed and stowed positions; cloud-based secure data storage with password-protected access restricted to authorized Security Forces members; and minimum two hours of on-site operator and basic maintenance training for up to ten government personnel. The contractor shall deliver the equipment no later than 60 days after receipt of order to 9 SFS, 17798 24th Street, Building 25470, Beale AFB, CA 95903-1613. All products require a one-year manufacturer warranty against defects in material or workmanship from the shipment date. The Government reserves the right to purchase up to two additional speed radar trailers under this contract if funding becomes available. Standard operating hours are Monday-Friday, 7:30 AM-6:00 PM, with contractor personnel requiring base passes or Entry Authorization List status and subject to base security protocols including entry through Wheatland Gate.
