About this file

This document is a Specification Requirements file for a federal contract to acquire Passive Integrated Transponder (PIT) tag antenna systems and related equipment for the U.S. Bureau of Reclamation.

The contract requires the following products and services: PIT tag antenna systems in various styles and configurations (table-top, racquet, portable, submersible, autonomous, floating, and fixed pass-through antennas in sizes ranging from 5 to 20+ feet); software compatible with Windows 11 or later that can operate PIT tag scanners, download and process data from single and multiple antenna systems, and produce open format files compatible with Excel and Access (.csv and .txt formats), with Android device compatibility highly desirable; miscellaneous equipment including communication cables, modems, cases, storage boxes, replacement batteries, solar power systems, charging kits, antenna-attachment kits, thermoelectric generators, and installation kits; and professional services including Senior Engineer (3+ years experience in PIT tag system design, construction, installation, and troubleshooting), Electronic Technician (1+ years experience in troubleshooting and repair), and Antenna Installation Specialist (1+ years fisheries project experience) positions, with travel costs governed by Federal Travel Regulations. All antennas must meet MIL-STD-810G METHOD 512.5 for immersion and waterproofness, detect a 12mm, 134.2 kHz PIT tag at minimum 18 inches (24 inches preferred) at 0° orientation with 10% noise tolerance, and be compatible with Biomark Inc. products. Vendors must be capable of shipping throughout the Continental United States with a one-year delivery timeline after receipt of order. Services are anticipated to represent a minor portion of overall contract effort and will be defined through task orders or delivery orders.

SPECIFICATION REQUIREMENTS

PASSIVE INTEGRATED TRANSPONDERS (PIT)

ANTENNAS and ASSOCIATED EQUIPMENT

1. SCOPE

1.1 OBJECTIVE – The objective of this contract is to acquire Passive Integrated Transponder (PIT) tag antenna systems, miscellaneous PIT-tag related equipment, software, and technical assistance for PIT-tag related issues such as installations of antenna systems and O&M of installed systems.

1.2 BACKGROUND –Reclamation uses PIT tag antennas and related equipment for many applications including tracking and recording the locations of animals, primarily fish, and other objects. These tags and associated equipment are necessary to continue to monitor and to conduct research of endangered species and other fish with PIT tags.

2. SPECIFICATIONS

2.1 SOFTWARE – Software is required to operate the PIT tag scanners, download data from scanners, and to archive information on PIT tags in a database. Software must be:

a. Compatible with readers and data

b. Incorporate a minimum of information for each tag including tag number, date, time, species, length, weight, location of capture, and user-specified notes

c. Must be compatible with Windows 11 or later

d. Software that can download and process data from single and multiple antenna systems. Compatibility with Android devices (tablets, phones, etc.) is also highly desirable.

d. Must produce open format files that are compatible with Windows Excel and Access, including but not limited to .csv and/or .txt format

e. All software updates shall be included with the software price

f. Readable from remote locations using both cell and satellite modems

2.2 PIT TAG ANTENNAS – Various styles, shapes (round and square), and types of antennas are required including (but not limited to) table-top antennas, racquet antennas, portable antennas with handles, submersible and fully autonomous antennas, floating antennas, and fixed pass through and flat plate antennas of all sizes (e.g., 5’, 10’, 15’ 20’, etc.). Antennas shall meet the requirements listed in 2.3.1 below. All antennas should be compatible with Biomark Inc., Boise, Idaho products, which are installed and used throughout the Colorado River Basin.

2.3.1 SALIENT CHARACTERISTICS FOR ANTENNAS

Construction – Antennas can be constructed of various materials including plastic, ABS, fiberglass, or PVC. All antennas provided for field installation shall at a minimum meet MIL- STD-810G METHOD 512.5 for immersion and waterproofness.

DRAFT

Read Distance – All antennas offered should be capable of detecting a 12mm long, 134.2 kHz PIT tag at 0° orientation at a minimum of 18 inches with 10% noise in the antenna field.

Preferred capability is for antennas that can read 24” or greater. Offeror should provide read distance information for each antenna offered, but submission of example antennas will not be required for proposal evaluation.

2.4 MISCELLANEOUS EQUIPMENT – Various types and quantities of miscellaneous equipment related to PIT tags, antennas, readers, and remote-detection systems are also required.

This may include, but not limited to, communication cables, modems, cases, storage boxes for detection systems, replacement batteries commonly used for readers and detectors, solar power systems and supplies that are compatible with remote antenna systems and detectors, charging kits, antenna-attachment kits, thermoelectric generators that are compatible with remote antennas and detectors, antenna installation kits and other supplies and equipment that are required for installation, operation and maintenance of PIT tag antenna systems.

2.5 DELIVERY – The vendor shall be capable of shipping anywhere within the Continental United States. The required delivery timeline/period of performance is one (1) year after receipt of order (ARO).

3.0 SERVICES – Services may be required to support the installation of remote antenna systems, as well as the maintenance or troubleshooting of existing systems. Any required services will be defined in the contract and will represent a minor portion of the overall effort.

The professional services that may be required include the following:

3.1 SENIOR ENGINEER—This position is required to assist with consulting on the design and construction of PIT tag antenna systems and resolving highly-complex issues regarding engineering structures and electronics problems. An example of this type of labor required would be to consult on the installation of a remote PIT tag antenna system in an area of high turbulence and shear stress (in water flows or at a dam site). This staff member will have experience commensurate with 3+ years of experience with designing, constructing, installing, troubleshooting, and maintaining PIT Tag antennas and associated detection systems (i.e., master controllers, data loggers, modems, antenna nodes, etc.).

3.2 ELECTRONIC TECHNICIAN—This position is required to assist with troubleshooting and repairing PIT tag antenna systems and electronic issues related to master controllers and other electronics equipment. An example of this type of labor required would be to assist in the installation, repair, or replacement of a piece of equipment that is covered under the contract. Another example would be to consult on the installation of antenna systems in high-noise environments such as those at dam sites or with variable frequency drive motors that can cause interference with PIT tag equipment. This staff member will have experience commensurate with 1+ years of experience with installing, troubleshooting, maintaining and repairing PIT Tag antennas and associated detection systems (i.e., master controllers, data loggers, modems, antenna nodes, etc.).

3.3 ANTENNA INSTALLATION SPECIALIST—This position is required to assist in the installation and maintenance of remote PIT Tag antenna systems. An example of this type of labor required would be to assist government personnel during the installation of equipment that is listed under the contract, such as large remote antenna systems. This staff member will have experience commensurate with 1+ years of experience working on fisheries projects.

3.4 TRAVEL – Travel may be required to accommodate the services listed in paragraph 3.12 above. The locations and dates of the travel will be defined in the task order/delivery order. All travel will be in accordance with, and shall not exceed the allowed amounts in, the Federal Travel Regulations (https://www.gsa.gov/portal/content/104877).
