GENERAL INFORMATION AND REQUIREMENTS
STATEMENT OF WORK
GAOA RED CLIFFS RECREATION CHIP SEAL/ FLUSH COAT.
PART 1: GENERAL
1.1 SUMMARY
A. Description of Work: Furnishing labor, equipment, supplies, and materials, to Chip seal and Flush coat approximately 2.1 miles of road within Red Cliffs Recreation Area. Contract to include parking areas and pullouts. The Contractor shall also paint/strip all parking areas, speed bumps, handicap accessibility and campsite markings. New directional markings, hatching and all extra painting will be shown on the construction drawings. Contractor shall remove all loose chips and prepare road surface prior to the initial Chip Seal. Contractor shall Flush coat over the initial Chip Seal within the recommended time of two to four days after completion of Chip seal. Contractor shall be responsible for access off the freeway. If equipment and materials cannot be transported through the access tunnel (approximately 11’9” wide and 11’9” tall), a “no access permit” from UDOT may be necessary. If required, the Contractor must coordinate with the COR. Contractor, subcontractor and all employees shall be required to attend a 30 minute Tortoise Training required by the Government.
The Government may also provide a trained representative experienced in Tortoise habitat to be on site throughout the project. The Contractor shall approve work schedules and road closure with the Contracting Officer’s Representative (COR). The new Chip seal shall follow the same centerline location as the existing surface to incorporate the existing drainage control systems. The Government will close the recreational area and will require a timeframe to accommodate Campground reservations. The dates specified for the project are July 31, 2023 to August 31, 2023.
B. Location: Work under this Contract will be performed in Washington County, Utah, approximately 14 miles north of St George Utah (Latitude 37.2244 Longitude -113.4052).
C. Period of Performance: July 31 2023 To August 31 2023. Project shall be completed in specified timeframe. To avoid campground closure.
D. Weather Provisions: Work shall be done in the months to meet requirements for correct temperature.
Work shall not be done in unsuitable weather conditions that will negatively affect the quality of product.
1.2 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, Contractor shall submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.3 SUBMITTALS
A. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as-built drawings, samples, and maintenance manuals.
B. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review. Submittals shall be delivered to the Contracting Officer.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Bituminous Material: The Contractor shall furnish manufactures certification for each load certifying the bituminous material is of the type, grade, and quality specified
2. Cover Aggregate: The Contractor shall furnish certified test that covered aggregate meets the requirements of this section.
3. Paint Requirements: Paint shall conform to the requirements of AASHTO M 248.
4. Traffic Control: Traffic control shall conform to Federal Highway Administrations Manual on Uniform Traffic Control Devices.
1.4 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site.
Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
1.6 PROJECT/SITE CONDITIONS
A. Access to the site is via State highways.
B. When working in the roadway and shoulder areas of the highway, UDOT traffic required control measures shall be implemented.
1.7 USE OF PREMISES
A. Contractor shall have limited use of premises for construction operations as indicated on drawings by the contract limits.
B. Schedule operations so that work is conducted during regular office hours which are from 7:00 AM to 6:00 PM. Schedule work in such manner as to avoid delays in overall construction and permit proper installation of work.
C. Use of Site: Limit use of premises to work in with existing disturbance. Do not disturb portions of project site beyond areas in which the work is indicated.
D. Road Closure: Contractor shall coordinate road closure with the COR, 3 weeks in advance of start date of project. To allow Government enough time to inform the Public of the closure.
