SECTION 01 00 00 – FIRE LIFE SAFETY GENERAL
PART 1 - GENERAL
1.1 GENERAL INFORMATION
A. General Intent and Requirements
1. All devices, system(s) components, equipment and materials furnished and installed must be new and listed by Underwriters Laboratories Inc. (ULI) for their intended use. All equipment must be installed in accordance with the manufacturer’s recommendations the ULI listing limitations and the contract documents.
2. All devices, system(s) components, equipment and materials furnished and installed must be of types or models approved by the FAA Resident Engineer (RE) and the Contracting Officer (CO) or designated representative such as a fire protection engineer (FPE).
3. It is intended that the work performed pursuant to these specifications be complete in every respect, resulting in system(s) components installed entirely in accordance with the applicable codes, standards, manufacturer’s recommendations and Underwriters Laboratories Inc. (ULI) listings.
4. All requirements of these Specifications modified by any addenda, change orders, written approvals and written instructions issued by the CO, if any, must be as specifically identified by Section and Paragraph in those addenda, change orders, written approvals and written instructions. Approvals of submittals are subject to additional limitations described elsewhere in these Specifications.
5. The work includes providing all associated equipment and appurtenances, as indicated in the specifications and drawings. Provide each system complete and ready for operation. Equipment, materials, installation, workmanship, inspection and testing must be in strict accordance with the required and advisory provisions of the appropriate NFPA document, except as modified herein.
6. It is further intended that upon completion of this work, the CO be provided with:
a. Complete information and record drawings describing and depicting the entire system(s) as installed including all information necessary for maintaining, troubleshooting and/or expanding the system(s) at a future date.
b. Complete documentation of system(s) testing as described below.
c. Certification that the entire system(s) has been inspected, tested and is installed in accordance with the applicable codes, standards, manufacturer’s recommendations, ULI listings, these specifications and is in proper working order.
A. Scope of Work
1. These specifications and accompanying drawings describe the fire pump replacement for the existing Airport Traffic Control Tower (ATCT’s) at the McAllen International Airport (MFE) McAllen, TX. and further includes all work necessary to provide a fire code compliant system.
The work as generally outlined below shall include, but not be limited to:
a. Installation and testing of new fire detection/alarm system and demolition of the existing fire alarm system in the ATCT.
b. Installation of new fire-rated access doors, partitions, barriers and systems, etc., as shown on drawings.
c. Replacement or modification, repair, patching, painting, refinishing, resurfacing of existing walls, partitions, and/or ceilings, as required.

d. Sealing off existing and/or newly made penetrations or openings through walls, floors, soffit, etc. with fire-stop sealant(s), caulks, mortars, mineral/ceramic wool, gypsum wallboard, and/or masonry.
e. Installation of new louvers, dampers, fire doors, and related hardware and electrical gear, or modification/repair of existing doors, dampers, etc., as are shown on drawings.
f. Installation of new fire walls and doors
g. Training for personnel assigned by the FAA.
h. Preparation of documentation describing as-built configuration and operation and maintenance of systems and equipment and warranty of the work.
2. The Contractor shall provide all materials, labor, equipment and services, to perform the work included in the Construction Documents. The Contractor shall complete the construction in 12 calendar days, start to finish.
1.2 REFERENCES

1.3 CONTRACTING OFFICER’S QUALITY ASSURANCE
A. Codes, Standards, Ordinances and Permits

1. In the NFPA publications referred to herein, the advisory provisions and the appendix sections are considered to be mandatory, as though the word “must” had been substituted for “should” wherever it appears. Please note this provision is not typical and is a requirement to install a fire alarm system for the FAA. Please take time to read the appendix sections. If there is a conflict within the referenced NFPA standards or between the NFPA standards and the federal, state or local codes, and the contract documents, it is the Contractor’s responsibility to immediately bring the conflict to the attention of the RE and CO for resolution.
2. The Contractor is responsible for filing of all documents, paying all fees (including, but not limited to plan checking and permit) and securing all permits, inspections and approvals necessary for conducting this work.
B. Contractor Qualifications
1. The Contractor must confirm in writing that they have a service and installation organization that is fully equipped, factory trained and manufacturer certified, which has engaged in the installation and services in the type of equipment submitted for at least five (5) years.
2. Job site supervisor must be present on-site at least once daily and at all times during testing and acceptance activities. The job site supervisor must be the same person throughout the duration of the project. The job site supervisor must have a cellular phone at all times and provide the number to the RE and CO.
1.4 WORKING CONDITIONS
A. Pre-Bid
1. It is the Contractor’s responsibility to inspect the job site and become familiar with the conditions under which the work will be performed. Inspection of the building may be made at a time designated by the CO.
2. A pre-bid meeting may be held at the request of the contracting officer to familiarize prospective contractors with the project. Failure to attend the pre-bid meeting may be considered cause for rejection of the contractor’s bid.
B. Drawings
1. Existing drawings that are in the possession of the FAA will be available to the Contractor by appointment and at the pre-bid meeting. It is the Contractor’s responsibility to review the existing drawings for the purpose of preparing their bid. Copies of the existing drawings will be made available by the FAA. The FAA makes no guarantee as to the accuracy of any drawings.
C. Pre-Construction Meeting
1. The selected Contractor will be responsible for attending a mandatory pre-construction meeting.
The pre-construction meeting must be scheduled by the CO at a time acceptable to the FAA and the Contractor.
D. Weekly Construction Meetings
E. Working Hours
1. All work must be conducted during normal working hours; except as otherwise noted, by properly coordinating the work with the CO. Noise restrictions do apply. .

F. Coordination of Work
1. The Contractor is responsible for prior coordination of all work and demolition with the RE as well as work with other trades.
2. The contractor must plan on a daily coordination meeting with the RE to discuss the progress and coordination of the project.
G. Delivery and Storage
1. Deliver materials to the site in original unopened containers or bags bearing the name of manufacturer, product name, type, grade and ULI Classification and/or FM Approval Mark, if applicable.
2. The Contractor must coordinate storage of fire life safety upgrade materials and equipment with the RE. If directed to, the Contractor must provide an outside, locked storage area. Storage of products must comply with manufacturer’s requirements for each product. The Contractor must be responsible for protecting all materials in storage against damage. The RE may reject any materials that are damaged. Storage must be in an area protected from weather, moisture, and freezing.
H. Assumption of Titles
1. In return for progress payments made to the Contractor by the FAA during the course of the work, the FAA must assume title to all new systems, components, equipment, and devices as they are delivered to the job site, installed and put into service.
2. Assumption of title for new systems, components, equipment, and devices by the FAA must not imply acceptance of those systems, components, equipment, and devices by the FAA nor must it relieve the Contractor from his obligation to meet all requirements of these specifications.
3. The FAA reserves the right to make beneficial use of all new systems, components, equipment and devices, as those systems, components, equipment and devices are put into service, throughout the installation period. Such beneficial use must not imply acceptance of those systems, components, equipment and devices by the CO and the RE, nor must it relieve the Contractor from his obligation to meet all requirements of these Specifications. Beneficial use of the system(s) must not cause the warranty period to begin prior to the FAA's final acceptance or successful completion of Contractor’s Acceptance Inspection (CAI).
I. Removal of Debris and Salvage
1. The Contractor is responsible for the removal of all waste and debris. All debris must be disposed of offsite. The Contractor must remove rubbish and debris resulting from his work on a daily basis.
J. Contractor Proposed Alternatives
1. Substitutions or alternatives proposed to the CO after the Contract has been awarded must be reviewed by the Contracting Officer. The CO must recommend acceptance or rejection of such proposals.
1.5 SUBMITTALS

1. Prior to installation, the Contractor must submit to the CO and the FAA electronic files in pdf format for each item listed below.
2. The CONTRACTING OFFICER, RE, or designated representative such as a fire protection engineer (FPE) must review and recommend, accept, reject or take other appropriate action on the Contractor's submittals including shop drawings, documentation, record drawings, system certification reports and Test Records. This review is to verify conformance to project contract documents to include design concepts expressed in the contract documents. This action must be taken with all reasonable promptness as to cause no delay in the work, while allowing adequate time to permit complete review. Review of such submittals is not conducted for the purpose of determining the accuracy and completeness of other details (i.e., dimensions) or for substantiating installation or performance of equipment or systems designed by the Contractor, all of which remain the Contractor's responsibility. Review must not constitute approval of safety precautions of construction, means, methods, techniques, sequences of procedures, or approval of a specific assembly of which the item is a part.
3. Only complete submittals or resubmittals will be reviewed. Contractor review of all submittals for completeness, accuracy and consistency, prior to submission, is required. If submittals, upon review by the CO and the RE, are found not to conform to the requirements of the contract documents, the Contractor must be required to resubmit with modifications. Acceptance of the submittals by the FAA does not relieve the Contractor of his responsibility to meet any requirements of this specification.
B. Quality Assurance
1. The Contractor must submit with his bid, for review and acceptance, a list of Technicians who will be on-site or have a level of responsibility and involvement with this project. A copy of each Technician’s NICET Certification and manufacturer’s training certificate for the system to be installed as identified in Section 1.3 of this specification must be included with the submittal documents. This information must be provided with the first submittal.
C. Subcontractors
1. Contractor must submit with his bid, a list of all proposed subcontractors.
2. Any electrical subcontractor(s) must:
a. Hold all licenses and permits necessary to perform this work.
b. Have at least five (5) years of experience in the installation of electrical wiring and system components of this type and be familiar with NFPA 70, FAA Guidelines (as referenced in Section 1.2 of this specification), federal laws and all other applicable codes.
D. Equipment Lists
1. The Contractor must submit within 30 calendar days after contract award, a detailed equipment list, identifying types, models and quantities of all materials, devices and equipment proposed. This submittal must include manufacturers' data sheets showing the types and models of all equipment, devices, and materials proposed. Evidence of ULI listings and local approvals must be submitted with the data sheets.
2. When a data sheet shows more than one product, the proposed product must be clearly indicated by arrows or other suitable means. Submittals that do not clearly show the products to be used must be rejected.
E. Unit Cost Pricing Schedule

1. The Contractor must submit with his bid a Unit Cost Pricing Schedule for all equipment proposed. Include equipment information and unit prices for any manufacturer specific equipment that is necessary to system(s) operation.
F. Permits, Licenses and Certificates
1. Prior to start of installation, the Contractor must obtain and submit copies of all permits, licenses, certificates and approvals necessary to conduct this work.
G. Shop Drawings and system component data sheets
1. Prior to installation, but within 30 calendar days after contract award, the Contractor must submit system component data sheets, shop drawings and installation manuals/instructions detailing the manufacturer’s installation recommendations for all equipment to be installed, to the CO for approval. Installation must not begin until the shop drawings are received, reviewed and approved in writing by the CO and the appropriate FAA representatives.
2. The submittal must include manufacturers' data sheets showing the types and models of all equipment, devices, material and wire/cable proposed. Evidence of UL listings and local approvals must be submitted with the data sheets.
3. The shop drawings must consist of the following:
a. Name, location (including street address) of FAA facility. Each drawing must also have a compass showing north and a graphical indicator of scale used (1/4 inch = 1 foot minimum).
b. Provide the locations of all walls, partitions extending to within 18 inches of the ceiling and exits. Include types and heights of ceiling construction.
c. A drawing legend sheet identifying all symbols, abbreviations and conventions used.
d. Clean architectural floor plans, free of all non-fire and life safety related details, drawn to scale of no less than 1/4” = 1 foot with a title block on each drawing. Floor plan drawings required for this submittal must be generated using the bid drawings as background and must be prepared in Microstation or Microstation compatible format, as required by the FAA. All sheets must be 24”x36” in size.
e. Each drawing must be cross-referenced to all related drawings and specific drawing details as necessary for the submittal as a whole to clearly depict the proposed installation. Each drawing must show revision number and date indicated in the title block. Revisions must be clouded or otherwise highlighted between submissions. Revisions made without clouding or other highlights will not be reviewed and any approval of the revised drawings will not apply to those unnoted revisions.
H. Training Agenda
1. The Contractor must submit a proposed DRAFT training agenda for the CO prior to site mobilization. The FINAL, approved training agenda must be submitted fourteen (14 prior to the CAI. Training must include all system operational functions needed by building and security personnel.

1. The Contractor must provide and maintain on the site an up-to-date record (as-built) set of approved shop drawings which must be marked to show each and every change made to the fire life safety components discussed in the Scope of Work document from the original approved shop drawings. This must not be construed as authorization by the FAA to deviate from or make changes to the approved shop drawings without written instruction from the FAA in each case.
This set of drawings must be used only as a record set. These drawings must be made available to the CO, or other FAA representative at each scheduled construction meeting and upon request.
2. Upon completion of the work, the record set of drawings must be used to prepare complete, accurate final record (as-built) drawings reflecting any and all changes and deviations made to the fire life safety system(s). The Contractor must submit draft copies of record drawings to the FAA for review at least seven (7) calendar days prior to the CAI. Following the FAA's review and acceptance of the draft record drawings, and before final approval, (no later than seven (7) days after the CAI) bond record drawings must be delivered to the RE. Also provide one (1) set of bound, 11”x17”, plasticized (laminated) copies of all drawings and wiring diagrams.
3. Provide draft and final contract record drawings on CD-ROM in Microstation or Microstation compatible format.
J. Test Record
1. System certification and documentation of system testing required by other sections of this specification must be submitted to the RE for review and approval at least seven (7) prior to the
CAI.
2. Test Records include, but are not limited to the following:
a. Fire Pump and Sprinkler System Inspection and Test Record
1.6 SECURITY REQUIREMENTS
A. PERSONNEL LIST:
1. Reference: The contractor shall comply with Section G. of the solicitation for this contract.
B. RIGHT TO SEARCH:
1. Current procedures at FAA facilities include the “right to search.” If in the judgment of the FAA, a reason to search a vehicle or person exists, such search will be made.
C. PHYSICAL SECURITY:
1. At the end of each workday, the Contractor shall secure all construction areas by closing and locking all doors and gates. The Contractor is responsible for the security of the staging area, and shall provide the required measures at no additional expense to the government.
1.7 WARRANTY
A. Warranty Period
1. The Contractor must warranty all materials and workmanship during the installation period and a period of one (1) year, beginning from the date of final acceptance by the FAA (immediately after the Contractor Acceptance Inspection, or Combined CAI/ JAI). The Contractor must be responsible during the design, installation, testing and warranty periods for any damage caused by him or his subcontractors or by defects in his or his subcontractors' work, materials, or equipment.

1.8 FINAL APPROVAL AND ACCEPTANCE
A. Final approval and acceptance of the work will be given by the CO and the RE following a successful CAI. This must include the observation of complete work, inspection and testing per this specification, and approval in writing by the CO and the RE. All required submittals must have been provided to, reviewed and accepted in writing by the CO and the RE including:
1. System(s) components operation and maintenance manuals (O&Ms).
2. Warranties.
3. Contractor record drawings (As-Builts) and CD’s.
4. System(s) Certification
5. System(s) Test Records.
6. Spare parts.
7. Special tools.
8. Training.
1.9 TRAINING
A. Timing
1. The Contractor must conduct one (1) training sessions of two (2) hours to familiarize the FAA personnel with the features, operation, and maintenance of the new systems. Fire alarm system requirements are provided in the fire alarm section. Training sessions must be scheduled with the FAA at a time mutually agreeable to the Contractor, the CO and the FAA.
B. Agenda
1. The Contractor must submit a DRAFT and FINAL training agenda as identified in the Submittals section herein this specification.
C. Training Contents
1. Conduct training following the Acceptance Test, but prior to Final Acceptance of system.
Training shall be conducted at the facility.
2. Training session shall be a minimum of 2 hours in length, and shall include at a minimum, the following:
a. Overview of all newly installed systems and devices/systems connected to them.
b. Emergency procedures, valve operation for sprinkler systems, stair pressurization system manual activation/override procedures, etc.
c. Complete demonstration of the system and the NFPA ITM requirements

PART 3 - EXECUTION
3.1 INSPECTION

A. The job site supervisor must examine daily all areas in which the work will be performed on the day prior to beginning work. The supervisor must immediately report unsatisfactory working conditions to the RE for resolution. The supervisor must not proceed with the work until all unsatisfactory working conditions have been corrected.
B. Prior to any work on site, the Contractor must fully inspect the facility and all existing systems included in the scope of work for this project to document damage, or non-functional or non-complying components. Any and all deficiencies not specifically described by the Contractor in a report after such inspection must be the responsibility of the Contractor to repair or replace during construction.
3.2 INSTALLATION
A. Provide and install the system(s) component(s) in accordance with the Scope of Work document, the plans and specifications, all applicable codes and the manufacturer's recommendations. Upon completion, the Contractor must provide a certification letter indicating that all systems have been installed in accordance with applicable codes and standards and the manufacturer’s recommendations.
1. All systems, components, equipment, devices, conductors, and other fire protection appurtenances must be installed and dressed in a workman-like manner, so as to maintain such equipment readily identifiable, accessible and serviceable. Any equipment not installed in this manner will be replaced and reinstalled at the Contractor’s expense and to the satisfaction of the CO and the RE.
3.3 TESTING
A. System Tests
1. The manufacturer’s certified representative must specifically certify the system, equipment, devices, components and program software are in accordance with applicable codes, the manufacturer’s recommendations and UL Listings, these specifications, and is in proper working order.
B. Final Inspection and Acceptance Tests
1. At the completion of all testing defects and malfunctions must be corrected. If a defect or malfunction is not corrected at the conclusion of system inspection, testing, or maintenance, the FAA’s designated representative must be informed of the impairment in writing with written explanation addressing the contractor’s proposed corrective measures in the weekly report.

SECTION 01 30 00 SUBMITTALS
PART 1.00 GENERAL
1.01 WORK INCLUDED:
Furnish submittals as required by the individual sections of the specifications in accordance with this Section.
1.02 QUALITY ASSURANCE:
A. Submittals, including shop drawings, are the Contractor's sole responsibility. Carefully examine submittals to ascertain that all provisions of the specifications have been complied with.
B. Submit descriptive data, certificates, performance data, test results and other information necessary to ascertain the quality of the component and its suitability for the purpose intended. The Contractor shall make, without cost to the Government, any change or adjustment in correcting work resulting from the use of such optional material or construction in conformity with the contract requirements.
1.03 SUBMITTALS:
A. Submittals shall conform to the procedures outlined herein. Submittals must be complete or they will be returned without review. Do not submit partial or incomplete information.
Shop drawings are drawings, submitted to the FAA by the Contractor, showing in detail
(1) the proposed fabrication and assembly of structural elements, and (2) the installation (i.e., fit, and attachment details) of materials or equipment. Shop Drawings include drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the Contractor to explain in detail specific portions of the work required by the contract. FAA may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.
B. Submittals shall be accompanied by an original and one copy of transmittal letter which identifies the content of the submittals.
C. The Contractor shall submit a minimum of six (6) sets of blackline shop drawings and/or brochures, or other submittals. Two (2) sets of shop drawings will be returned to the Contractor.
E. Submit color charts for every item requiring color, texture or finish selection. Color charts and samples shall be submitted at one time. No color will be selected until all material selections are submitted. Contractor shall review the drawings and specifications, ascertain items that require color selection and submit data not less than within thirty (30) days prior to first need. Subsequent to receipt of color samples the Contracting Officer will select colors, and issue color selections for all products.
F. Contractor shall submit material safety data sheets (MSDS) for all materials and equipment submitted. Contractor shall include a copy of the MSDS for O & M Manuals referenced in Section 01 73 00.

G. Contractor shall submit asbestos certification letters for all materials. Contractor shall include a copy of the letters in the O & M Manuals.
1.04 SAMPLES:
A. Submit samples where indicated in the specification as requested by the Contracting Officer. After review and approval by the Contracting Officer, samples will be returned and may be incorporated into the construction, except that samples that are to be used to judge quality of work will be retained until the work has been completed and approved.
B. Submit two (2) samples whenever samples are requested. Descriptive data, specifications and certificates will accompany samples where necessary.
1.05 JOB CONDITIONS:
A. Submittal data shall demonstrate that the proposed material and equipment complies with the design criteria and the requirements of the Contract Documents. Submittals and shop drawings shall provide a record of the materials and equipment incorporated into the project and shall also provide information for maintenance and repairs.
B. Contractor shall coordinate all shop drawings, and review for accuracy, completeness, and compliance with contract requirements and shall indicate his approval thereon as evidence of such coordination and review. The Contractor shall take complete and accurate field measurements for any item which must fit to field conditions. Include these dimensions on the submittals, indicating that the measurements represent actual dimensions obtained at the site.
C. Any submittal that does not contain Contractor's approval stamp will be returned without processing. Contractor shall affix a rubber stamp to each submittal stating that he has reviewed the submittal and included any necessary corrections, and is satisfied that the material contained therein complies with the Contract Documents. Contractor shall affix to each submittal the project identification, the sheet number of the drawing which identifies the area which the shop drawing represents and the specification paragraph identification where the item is specified. The stamp shall have the following information:

D. Contractor shall coordinate the submittals between the various trades. When a proposed component requires modification to some other part of the project, the Contractor shall also include the revision or modifications necessary to incorporate the proposed item.
E. The Contracting Officer shall approve or reject the shop drawings, and if not approved as submitted, shall indicate the Government's reasons therefore. Any work done before such approval shall be at the Contractor's risk. Approval by the Contracting Officer shall not relieve the Contractor from responsibility for any errors or omissions in such submittals, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance herein. After submittals have been approved, the Contracting Officer will permit no substitutions without written approval.
1.06 SUBMITTALS DEFINITIONS:
For the purpose of defining the meaning of scheduled submittals, the following descriptions shall apply:
A. Certified Test Reports (CTR) - A report prepared by an approved testing agency giving results of tests performed on products to indicate their compliance with the specifications.
B. Certification of Local Field Service (CLS) - A certified letter stating that field service is available from a factory or supplier approved service organization located within a 300 mile radius of the project site. List names, addresses, and telephone numbers of approved service organizations on or attach to the certificate.
C. Extended Service Agreement (ESA) - A contract to provide maintenance beyond that required to fulfill requirements for warranty repairs, or to perform routine maintenance for a definite period of time beyond the warranty period. Issue the service agreement in the name of the Owner.
D. Certification of Adequacy of Design (CAD) - A certified letter from the manufacturer of the equipment stating that they have designed the equipment to be structurally stable and to withstand all imposed loads without deformation, failure, or adverse effects to the performance and operational requirements of the unit. The letter shall state the
FTWIC-2881 Page 01 30 00 - 4 mechanical and electrical equipment is adequately sized to be fully operational for the conditions specified or normally encountered by the product's intended use.
E. Certification of Applicator/Subcontractor (CSQ) - A certified letter stating that the
Applicator or Subcontractor proposed to perform a specified function is duly designated as factory authorized and trained for the application of the specified product.
F. Record Data (RD) - General information including character, style and product data sheets, wiring diagrams, and other data normally available as published material by manufacturer.
G. Operational and Maintenance Manuals (OM) - Refer to Section 01 73 00
OPERATIONAL AND MAINTENANCE MANUALS.
H. Equipment Installation Report (EIR) - A report by the manufacturer's representative, or installer stating that equipment has been installed in accordance with manufacturer's requirements and has been operated or otherwise tested and found to fulfill the requirements of the Contract Documents, and functions properly. Include copies of Test Report Forms as required by the Contracting Officer.
I. Shop drawings: (SD) As used in this section, drawings, schedules, diagrams, and other data prepared specifically for this Contract, by the Contractor or through the Contractor by way of a subcontractor, manufacturer, supplier, distributor, or other lower tier contractor, to illustrate a portion of the work.
J. Product data: (PD) Preprinted material such as illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer's descriptive literature, catalog data, and other data to illustrate a portion of the work, but not prepared exclusively for this Contract.
K. Samples: (SAM) Physical examples of products, materials, equipment, assemblies, or workmanship that are physically identical to a portion of the work, illustrating a portion of the work or establishing standards for evaluating the appearance of the finished work or both.
L. Administrative submittals: (AS) Data presented for reviews and approval to ensure that the administrative requirements of the project are adequately met but not to ensure directly that the work is in accordance with the design concept and in compliance with the Contract documents.

1.07 SUBMITTAL CLASSIFICATION:
Submittals are classified as follows:
A. Government Approved:
The Government shall approve extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. Within the terms of the Contract Clause entitled "Specifications and Drawings for Construction," they are considered to be "shop drawings."
B. Information Only
All submittals not requiring Government approval will be for information only. They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.
1.08 APPROVED SUBMITTALS:
The Contracting Officer's approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work. After the Contracting Officer has approved submittals, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
1.09 DISAPPROVED SUBMITTALS:
The Contractor shall make all corrections required by the Contracting Officer and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal.
If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, a notice in accordance with the Contract Clause "Changes" shall be given promptly to the Contracting Officer.
1.10 CONTRACTOR’S RESPONSIBILITIES:
A. Determine and verify field measurements, materials, field construction criteria; review each submittal; and check and coordinate each submittal with requirements of the work and Contract documents.
B. Transmit submittals to the Government in orderly sequence, in accordance with the
Submittal Register, and to prevent delays in the work, delays to the Government, or delays to separate contractors.
C. Advise the Contracting Officer of variation, as required by the paragraph entitled
"Variations."

D. Correct and resubmit submittal as directed by the approving authority. When resubmitting disapproved transmittals or transmittals noted for resubmittal, the Contractor shall provide a copy of that previously submitted transmittal including all reviewer comments for use by the approving authority. Direct specific attention, in writing or on resubmitted submittal, to revisions not requested by the approving authority on previous submissions.
E. Complete work which must be accomplished as a basis of a submittal in time to allow the submittal to occur as scheduled.
F. Ensure no work has begun until submittals for that work have been returned as
"approved," or "approved as noted, except to the extent that a portion of the work must be accomplished as a basis of the submittal.
1.11 FORMAT OF SUBMITTALS:
A. Transmittal Form:
Transmit each submittal, except sample installations and sample panels, to the office of the approving authority. Transmit submittals with a transmittal form prescribed by the Contracting Officer and standard for the project. The transmittal form shall identify the Contractor, indicate the date of the submittal, and include information prescribed by the transmittal form and required in the paragraph entitled "Identifying Submittals." Process transmittal forms to record actions regarding sample panels and sample installations.
B. Identifying Submittals:
Identify submittals, except sample panel and sample installation, with the following information permanently adhered to or noted on each separate component of each submittal and noted on the transmittal form. Mark each copy of each submittal identically, with the following:
1. Project title and location.
2. Construction Contract number.
3. The section number of the specification section by which the submittal is required.
4. The submittal description (SD) number of each component of the submittal.
5. When a resubmittal is required, use an alphabetic suffix on the submittal description, for example, 10A, to indicate the resubmittal.
6. The name, address, and telephone number of the subcontractor, supplier, manufacturer and any other second tier contractor associated with the submittal.
7. Product identification and location in project.
C. Format for Product Data:

1. Present product data submittals for each section as a complete, bound volume.
Include a table of contents listing page and catalog item numbers for product data.
2. Indicate, by prominent notation, each product which is being submitted; indicate the specification section number and paragraph number to which it pertains.
3. Supplement product data with material prepared for the project to satisfy submittal requirements for which product data does not exist. Identify this material as developed specifically for the project.
D. Format for Shop Drawings:
1. Shop drawings shall not be less than A4 (8 1/2 by 11 inches) nor more than AO
(30 x 42 inches).
2. Present A4 sized shop drawings as a part of the bound volume for the submittals required by the section. Present larger drawings in sets.
3. Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to the information required in the paragraph 1.11B entitled "Identifying Submittals."
4. Dimension drawings, except diagrams and schematic drawings; prepare drawings demonstrating interface with other trades to scale. Identify materials and products for work shown.
E. Format of Samples:
1. Furnish samples in the sizes below, unless otherwise specified or unless the manufacturer has prepackaged samples of approximately the same size as specified:
a. Sample of Equipment or Device: Full size.
b. Sample of Materials Less Than 2 by 3 inches: Built up to A4.
c. Sample of Materials Exceeding A4: Cut down to A4 and adequate to indicate color, texture, and material variations.
d. Sample of Linear Devices or Materials: 10 inch length or length to be supplied, if less than 10 inches. Examples of linear devices or materials are conduit and handrails.
e. Sample of Non-Solid Materials: Paint. Examples of non-solid materials are sand and paint.
f. Color Selection Samples: 2 inches by 4 inches.

g. Sample Panel: 4 feet by 4 feet.
h. Sample Installation: 100 square feet.
2. Samples Showing Range of Variation: Where variations are unavoidable due to the nature of the materials, submit sets of samples of not less than three units showing the extremes and middle of the range.
3. Reusable Samples: Incorporate returned samples into the work only if so specified or indicated. Incorporated samples shall be in undamaged condition at the time of use.
4. Recording of Sample Installation: Note and preserve the notation of the area constituting the sample installation but remove the notation at the final clean up of the project.
5. When a color, texture or pattern is specified in naming a particular manufacturer and style, include one sample of that manufacturer and style, for comparison.
F. Format of Administrative Submittals:
1. When the submittal includes a document which is to be used in the project or become a part of the project record, other than as a submittal, do not apply the Contractor's approval stamp to the document, but to a separate sheet accompanying the document.
PART 2.00 PRODUCTS (Not Applicable)
PART 3.00 EXECUTION
3.01 GENERAL:
The Contractor shall make submittals as required by the specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used in the contract drawings. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, the Contractor shall check and approve all items and each item shall be stamped, signed, and dated indicating action taken. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as:
Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples;
O&M manuals (including parts list); certifications; warranties; and other such required submittals. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby. Samples remaining upon completion of the work shall be picked up and disposed of in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.
3.02 TRANSMITTAL FORM - SUBMITTTAL REGISTER (ATTACHMENT NO. 1):

At the end of this section is a copy of the register listing items of equipment and materials for which submittals are required by the specifications; this list may not be all inclusive and additional submittals may be required. The Contractor will also be given the submittal register as a CD containing the electronic form. The Contractor shall keep this register up-to-date and shall submit it to FAA together with the monthly payment request. The approved submittal register will become the scheduling document and will be used to control submittals throughout the life of the contract. The submittal register and the progress schedules shall be coordinated.
The sample transmittal form shall be used for submitting both FAA approved and information only submittals. Filling out all the heading blank spaces and identifying each item submitted shall properly complete this form. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.
3.03 RFI FORM (ATTACHMENT NO. 2):
At the end of this section is a copy of the request for information (RFI) form. The Contractor shall use the approved RFI form for submitting RFI requests. The Contractor must complete all items on this form before submitting the RFI. FAA has up to 15 days to respond to the RFI.
3.04 SUBMITTAL PROCEDURE:
Submittals shall be made as follows:
A. Procedures:
The Contractor shall submit the required submittal to the FAA or as otherwise designated.
B. Deviations:
For submittals which include proposed deviations requested by the Contractor, the column "variation" of the transmittal form shall be checked. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. FAA reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.
3.05 CONTROL OF SUBMITTALS:
The Contractor shall carefully control his procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."
3.06 GOVERNMENT APPROVED SUBMITTALS:
Upon completion of review of submittals requiring FAA approval, the submittals will be identified as having received approval by being so stamped and dated.
3.07 INFORMATION ONLY SUBMITTALS:

Normally submittals for information only will not be returned. Approval is not required on information only submittals. FAA reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the RE from requiring removal and replacement of nonconforming material incorporated in the work;
and does not relieve the Contractor of the requirement to furnish samples for testing by the FAA laboratory or for check testing by the FAA in those instances where the technical specifications so prescribe.
3.08 SCHEDULES:
A. All submittals, including samples, certificates and shop drawings shall be submitted in ample time for the FAA to make a determination of compliance with specification before fabrication or before materials are delivered to the site. All submittals requiring prior FAA approval shall be submitted in advance of first need an amount of time adequate to allow for FAA review (15 calendar days maximum) from date of receipt with possible contractor’s re-submittal (7 calendar days maximum) from date of receipt and FAA subsequent re-submittal review (7 calendar days maximum) from date of receipt.
B. After a submittal has been approved, no substitutions will be permitted without prior written approval by the Contracting Officer.
