GENERAL REQUIREMENTS SUMMARY & GENERAL REQUIREMENTS

PART 1: GENERAL
1.01 SUMMARY:
A. Description of Work:
Furnishing all labor, equipment, and materials necessary to complete the work specified within these specifications and as shown on the drawings. Work in-cludes:
1. Demolition and Site Preparation:
a. Existing metal roofing, gutters, downspouts and roofing accessories on pavilion.
b. Specified exterior building components which could include trim, siding, facia boards, portions of rafters, portions of trusses and portions of roof decking.
c. Specified structural or aesthetic components on information boards and kiosks.
d. Specified signs and traffic signage including posts and concrete.
e. Specified campground accessories including, horseshoe pits, wood board-ers, wood posts, wood benches, concrete foundations, and metal stakes.
f. Damaged fence railings and posts
g. Removal of vegetation, debris and stumps.
h. Cleaning and removal of pest damage within the pumphouse.
i. Surface cleaning and preparation for repainting on entrance, gate, vault toilet, pavilion, firewood shed, kiosk, and various campground accesso-ries.
j. Removal damaged electrical components including wire, conduit, and electrical boxes
k. Removal of 2 (two) damaged exhaust ventilation system attached to the vault toilets vent.
l. Damaged water supply components and sanitary drain systems
m. Regrading of both natural and aggregate surfaces which includes the vol-leyball court, horseshoe pit, campsites, and access road to the pavilion.
n. Removal of damaged sections of asphalt
2. Re-install metal roof and replace damage components of roof structure on
Lone Pine Pavilion:
a. Reinstall approximately 1,200 square feet of metal roof and install 160’ of drip edge flashing. (Refer to specification #007950-Roof System for fur-ther details)
b. Replace approximately 100 square feet of roof decking.
c. Replace approximately 120 linear feet of facia board
d. Repair approximately 10 square feet of laminated rafter

3. Lone Pine Pavilion
a. Pressure wash and clean interior and exterior of pavilion including coun-ters, benches and tables.
b. Prepare all interior and exterior surfaces including counter tops, benches and tables for surface finishes. Preparation can include sanding, filling, wood, and repair wood surfaces.
c. Paint and stain prepared surfaces according to specifications.
4. Reinstallation of existing damaged electrical system:
a. Re-installation of electrical meter at the Lone Pine Campsite Pump House
b. Utilize power feeding from the newly installed electrical meter to the ex-isting panel inside the Lone Pine Campsite Pump to supply power to Lone Pine Campsite.
c. Reinstall light pole, light fixture, wiring and necessary electrical compo-nents to energize light pole
d. Reinstall electrical outlet post located with the group fire pit area. Install junction box within 5’ of electrical outlet post. Splice into junction box and reinstall outdoor electrical outlet box, cover and 20-amp GFCI out-let mounted to newly installed post.
e. Replace 3 (three) outdoor 20-amp GFCI electrical outlets, box and covers located inside the Lone Pine Pavilion.
f. Replace damaged or malfunctioned circuit breakers to the pump house and pavilion sub panels.
g. Test all electrical connections and verify proper energization.
h. Replace light fixtures light bulbs with LED’s
5. Reinstallation of existing damage water supply and sanitary drain system:
a. Reinstallation of 4 (four) spigot posts at the same location as the existing locations.
b. Reinstallation of 5 (five) spigot water systems and mount on the spigot posts.
c. Reinstall 5 (five) graywater dump station drains and grates
d. Reinstall sink and drain system piping located on the counter inside the
Lone Pine Pavilion.
e. Test all water and drain system connection for proper drainage and no leaks.
6. Vault Toilet cleaning, repainting and repairs:
a. Pressure wash and clean interior and exterior of vault toilet
b. Prepare interior and exterior surfaces for painting
c. Paint interior and exterior surfaces including doors to color match existing structure and structure accessories.
d. Prepare surface and repaint exhaust vent
e. Replace door hardware to match existing hardware

f. Replace 2 (two) solar panel exhaust fans attached to the vault toilet vent stacks.
7. Pump House cleaning, repainting and repairs:
a. Pressure wash and clean interior and exterior of Pump House
b. Remove pest debris and damage from insulation.
c. Replace damaged insulation with like kind insulation.
d. Install pest prevention screening where applicable.
e. Prepare interior and exterior surfaces for painting
f. Paint interior and exterior surfaces including doors to color match existing structure and structure accessories.
g. Replace approximately 8’ linear feet of rotten trim around gable vent on the south side of the building.
8. Firewood Shed:
a. Replace and repair approximately 32 linear feet of trim located on the firewood shed.
b. Pressure wash, clean and prepare interior surface and exteriors surface for stain.
c. Stain interior and exterior surfaces.
9. Information Kiosk:
a. Pressure wash, clean and prepare all surfaces for stain. Preparation can in-clude sanding, filling, wood, and repair wood surfaces.
b. Remove plastic paper and pamphlet holders.
c. Remove existing plastic information placard signs.
d. Clean and prepare metal brackets and hardware for paint
e. Repaint and reuse metal brackets and hardware. Paint bracket to match ex-isting original color and sheen.
f. Clean and prepare the iron ranger for paint to match existing original color and sheen.
g. Pressure wash, clean and remove vegetation from pavers.
10. Asphalt paving and striping for roadway and vault toilet parking:
a. Clean, broom and prepare all asphalt surfaces for repaving
b. Install a 2” overlay of asphalt over all existing asphalt surfaces.
c. Reattach 2 (two) parking lot stops by firewood shed and vaulted toilet parking.
d. Restripe asphalt to match existing striping, arrows, handicap and campsite numbers. Refer to drawings for the detailed striping plan.
11. Entrance Gate:
a. Pressure wash, clean and prepare all surfaces for paint. Preparation can in-clude sanding, filling defects, and repair metal parts.
b. Paint gate to match original color and sheen

12. Repair and Install Fencing:
a. Replace approximately 414 linear feet of fence pressure treated 2” x 8” rail
b. Replace approximately 12 (twelve) 8”x8”x6’ chamfered top fence posts
c. Install approximately 3,960 linear feet of cedar split rail fencing around campsites. Split rail fencing to be government furnished. Refer to draw-ings for the detailed fencing plan.
13. Campsites:
a. Replace parking stops -14 total
b. Grind specified stumps and clear vegetation in specified locations
c. Install tent site pads
d. Remove debris from campsites to prepare for placement of pea gravel
e. Place government furnished picnic tables for each campsite.
f. Place and set government furnished metal fire rings for each campsite in-cluding the group campfire meeting area.
g. Remove debris from campsites
14. Signage:
a. Replace signs and posts to specified signs. Refer to drawings for locations and design details.
15. Aggregate Surfacing:
a. Place and process approximately 250 cubic yards of ¼” minus pea gravel, approximately 8” in depth, in and around the Lone Pine Campsites.
b. Place, process, and compact Lonepine Pavilion access road. Surface ac-cess road with 50 cubic yards of 1 ½” minus, approximately 8” in depth.
c. Place and process approximately 10 cubic yards of sand at locations speci-fied for the tent site within each campsite as well as the horseshoe pit.
COR to determine location of placement.
16. Lone Pine Campsite accessories and extracurricular activities:
a. BBQ – Remove damage sections of BBQ and refabricate to original de-sign. BBQ to be sanded and prepared for paint. Match existing paint color and sheen.
b. Volleyball – Remove existing concrete and posts replace posts with new metal volleyball net posts. Post to be powder coated black. Reestablish existing wood volleyball boarder with volleyball court rubber edging.
c. Horseshoe Pits – Replace and install new 4 (four) horseshoe pits. Remove sand that is contaminated with organic material and replace with ap-proximately 1 cubic yard of new sand.
d. Bench – Clean, sand, and paint existing bench.
17. Clearing and Grubbing and Landscaping:
a. Grind approximately 30 stumps varying in sizes of 12 to 48” in diameter.
COR shall flag stumps prior to grinding.
b. Clear debris in and around campground sites.

B. Location: Work under this contract is in Douglas County, Oregon. The work is located 5-mile marker along Rock Creek Access Road. 7 ½ miles outside of Idleyld, OR. Work location is shown in drawings.
C. Access: The Lone Pine Campsite requires entrance through a locked recreation gate. Entrance requires a temporary government furnished key. Keys can be checked out through the COR which may require a refundable deposit up to $50.00 dollars per key.
1.02 REFERENCES:
Referenced Standards are listed in the applicable specification section.
1.03 DEFINITIONS:
Approvals: Approval of submittals is an indication that the Contractor’s submit-tals have been reviewed and that there are no obligations, except as noted. Ap-proval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Of-ficer’s (CO) attention in writing.
1.04 SUBMITTALS
A. Scope: Submittals include roof system drawings, manufactures’ literature, as built drawings, samples, work schedules and a schedule of values.
B. Requirements: Refer to specification sections for submittals required. Allow for 7 working days for review, plus transmittal time back and forth. Submittals shall be sent or delivered to the Contracting Officer’s Representative (COR) at 777 NW Garden Valley Blvd. Roseburg, OR 97470. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals will not be accepted from subcontractors or suppliers. Do not commence work which requires review of any submittals until receipt of returned submittals with an ac-ceptable action. Do not allow submittals without an acceptable action marking to be used for the project.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter (Contractor), plus name and telephone number of individual to contact for further information.
2. Name of Project as it appears in these specifications.

3. Contract number, submittal number, and specification section number to which the submittal apples.
D. Unless stated otherwise in the individual specification section, provide 3 copies of submittals for use by the Government, plus the number of submittals needed to be returned to the Contractor for use by Contractor, sub-contractors, suppliers, or others.
E. Manuals:
1. Submit one copy of each manual for each product in final form at least 15 days before final inspection. Contracting Officer will return copy with comments within 15 days after final inspection.
2. Correct or modify each manual to comply with Contracting Officer's com-ments. Submit 2 copies of each corrected manual within 15 days of receipt of Contracting Officer's comments.
1.05 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materi-als used on the basis of a Certificate of Conformance may be sampled and tested.
Installation of materials on the basis of Certificates of Conformance shall not re-lieve the Contractor of responsibility for incorporating materials, which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract re-quirements.
2. The certificate shall either be accompanied with a certified copy of the test re-sults or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency, and the date of test.
4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applica-ble to each type of work and as listed in the individual sections of these specifi-cations. This contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.
B. Conflict: When a conflict occurs between reference documents and project specifications, the project specifications shall govern. When a conflict occurs between the project drawings and project specifications, the project specifica-tions shall govern.
C. Measurements: Where approved manufacture’s diagrams give specific meas-urements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
D. Materials: Prior to ordering materials, verify dimensions and functions of mate-rial proposed for use. Be certain the material is compatible with the structural and architectural features of work, avoids conflicts and that it will fit the project requirements.
1.07 PROJECT/SITE CONDITIONS:
A. Background: The Lone Pine Campsite has been vacant due to damage done by the Archie Creek Fire back in 2020. Over the last few years efforts have been made to remove hazardous trees and limbs in and around the campsite. Vegeta-tion control efforts have been taking place; however, the rapid growth of under-story brush has impeded on most parts of the campground. Mobility in around the campsites could be impeded by large stumps that range from 12 to 48” in di-ameter. Over the years species like maple and elderberry shrubs have recovered well. In multiple locations maple shoots from cut stumps have produced clusters of maples in around the campsites. Preserve the maple clumps and clusters as best as possible working with the Lone Pine Campsite.
Not only has vegetation posed issues with maintenance of the campsite, but also, vandalism and theft of campsite accessories.
Utilities: There is no current power or water to the site. However, once utilities are restored through completion of portions of the contract, the government will allow use of such utilities to the contractor. In addition, vaulted toilets are not operational, but the government will allow use after the vaulted toilet repair por-tions of the contract are complete. If contractor decides to use the vaulted toilets, the contractor will be required to maintain and clean vaulted toilet upon comple-tion of the contract.

A buried cable line runs along the Rock Creek Access Road. It is the responsibil-ity of the contractor to request utility line locates prior to earthwork. In addition, the power supply to the Lone Pine Campsite Pump house is fed by a power pole located on the south side of the Rock Creek Access Road adjacent to the back stop of the ball field. It is believed that the feed line to that powers the meter on the side of the pump house is in working condition and did not sustain damage by the Archie Creek Fire.
Materials: There is approximately 30 cubic yards of ¼” minus pea gravel stock-piled near the entrance of campsite No. 8. Pea gravel can be used by contractor to surface campsites.
The government furnished picnic tables, fire pits and split rail cedar fencing, is stored approximability ½ mile east of Lone Pine Campsite at the Rock Creek BLM Maintenance Shop. A key is required for entry. A key can be checked out through the COR for access. Key rentals may be subject to a $50.00 dollars re-fundable deposit per key.
1.08 A. All damage by Contractor’s activities shall be repaired by the Contractor at no cost to the Government.
B. Safety is paramount. Contractor is responsible for safety on the project site and shall take measures to maintain a safe area around the project site which is used by Government employees.
C. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match ad-jacent areas.
D. Existing buried utilities shall be located and marked at the contractor’s expense prior to any work. If existing buried utilities conflict with the location of the post the COR shall be notified, and the locations of the buried utility shall be aban-doned.
E. Work Hours: Between the hours of 7:00AM and 8:00 PM.
F. Existing conditions and considerations:

Refer to drawings for the existing and proposed locations site conditions.
1.09 DELIVERY, STORAGE, HANDLING AND HAULING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated.
The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
D. Hauling: Comply with all legal and/or posted load restrictions when hauling ma-terials and equipment on public, private, and government roads to and from the projects.
E. Waste Disposal: All waste shall be disposed of in a legal and appropriate man-ner, and in the accordance with Federal, State, and local regulations.
1.10 PROJECT/SITE CONDITIONS:
A. Site Specific Requirements:
1. The contractor shall take special care to ensure that the work area, work prac-tices, and all equipment are safe and secure at all times to protect all adjacent landowners, the public and Government employees from potential hazards.
2. The Contractor shall move all government equipment and materials as neces-sary to access and perform work, and move it back when the work is com-pleted, all at the Contractor’s own expense. The Contractor shall handle all Government equipment and materials with due care to prevent damage and shall be responsible for costs of repair or replacement for damage that occurs due to the Contractor’s work or negligence.
1.11 SEQUENCING AND SCHEDULING:
A. A schedule shall be submitted to the COR at the pre-work conference. When re-quested, submit an updated schedule within 3 calendar days.

2. PART 2: PRODUCTS
There are not applicable requirements in this specification of 001000.
3. PART 3: EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A prework conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose of the meeting will be to review required work, project drawings and specifica-tions, construction schedules, payroll and payments, and administrative pro-visions of the contract.
2. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall submit a schedule of values at the prework meeting, which may be used as a basis of payment as the work progresses.
B. Progress Meetings:
To be held at the project site as required.
C. Final Inspections:
For final inspection, notify the COR in writing at least 4 working days before the completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.
3.02 UTILITIES:
A. Water: Is available at the site with the completion of portions of Section 015410
Plumbing and Mechanical B. Electrical: Is available at the site with the completion of portions of Section
016010 Electrical Requirements.
3.03 DISPOSAL OF DEBRIS:
A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the contractor. The Contractor shall be responsible for disposal of materials in a legal manner and for payment of any fees required.
Sale of material onsite is not allowed unless authorized in writing by the Con-tracting Officer.

4. PART 4: MEASUREMENT AND PAYMENT
4.01 SCOPE OF MEASUREMENT:
Payment for contract work is provided, either directly or indirectly, under the pay items listed in the bid schedule.
A. Direct payment: Payment is provided directly under a pay item listed in the bid schedule when one of the following applies:
1. The work is measured in the Measurement Subsection of the Section ordering the work and the bid schedule contains a pay item for the work from the Sec-tion ordering the work.
2. The Measurement Subsection of the Section ordering the work, references an-other Section for measuring the work and the bid schedule contains a pay item for the work from the referenced Section.
B. Indirect payment: Work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items listed in the bid schedule. This includes instances when the Sec-tion ordering the work references another Section for performing the work and the work is not referenced in the Measurement Subsection of the Section order-ing the work.
Compensation provided by the pay items included in the bid schedule is full payment for performing contract work in a complete and acceptable manner.
Risk, loss, damage, or expense arising out of the nature or prosecution of the work is included in the compensation provided by the pay items.
Work measured and paid for under one pay item will not be paid for under other pay items.
The quantities listed in the bid schedule are approximate unless designated as a contract quantity. Limit pay quantities to the quantities staked, ordered, or oth-erwise authorized before performing the work. Payment will be made for the ac-tual quantities of work performed and accepted or material furnished according to the contract. No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.
4.02 BASIS OF PAYMENT:
Payment: No direct payment for the work described under this section will be made. The Con-tractor shall include consideration for this item in the bid price for other items of the Contract.

GENERAL REQUIREMENTS MOBILIZATION

1. PART 1: GENERAL
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site. Also includes other work and operations which must be performed and/or costs incurred prior to beginning work on the components listed in the schedule of items.
2. PART 2: PRODUCTS There are no applicable requirements.
PART 3: EXECUTION There are no applicable requirements.
3. PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT
A. Progress payments will be made as follows:
1. When 5% of the original contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original contract amount, whichever is the lesser will be paid.
2. When 10% of the original contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original contract amount, whichever is the lesser will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original contract amount will be paid.
4. The total sum of all payments shall not exceed the original contract amount bid for mobilization regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
4.02 BASIS OF PAYMENT:
A. Payment will be full compensation for the work described in this section. Payment will be made under:

SITE WORK CLEARING AND GRUBBING
A. Section Includes: Clearing of vegetation, and grubbing or grinding of stumps, roots, and debris; disposal of unutilized materials; and other incidental work related to preparing the site for the Contract work.
B. Related Sections:

1.02 DEFINITIONS:
Merchantable Timber: Conifer and Hardwood species which will make a 4-inch or larger diameter on the small end, and which is 16-feet or longer in length.
1.03 PROJECT/SITE CONDITIONS
A. Work Limits: Areas to be cleared and grubbed shall be those areas to be cleaned, excavated and those that will receive embankment material as required by the contract. All danger trees shall be cut but shall be reported to the COR prior to cutting. Clearing and Grubbing shall be the minimum required to accomplish the contract work.
B. Landscape Preservation: Protect vegetation outside the work limits from injury.
PART 2: PRODUCTS
There are no applicable requirements.
PART 3: EXECUTION
3.01 CLEARING AND GRUBBING:
A. Equipment: Prior to ordering equipment, verify dimensions and functions of equipment proposed for use. Assure the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided.
B. Low Embankment Areas: When the finished subgrade is less than 3ft. above the original ground, remove stumps, roots, and debris to a minimum of 6 inches below the original ground. Backfill stump and root holes with approved material and compact before placing embankment material

C. High Embankment Areas: When the finished subgrade is 3 ft. or more from the original ground, stumps may be cut flush and left in place. Removal of undisturbed stumps and roots and nonperishable solid objects will not be required.
The surface of the original ground shall be scarified before starting the embankment operation.
D. Excavation Areas: Remove stumps, roots, and debris to a minimum of 12 inches below the finished subgrade. Backfilling of stump holes and other holes from which obstructions are removed is not required.
3.02 EXPLOSIVES:
Explosives shall not be permitted for use on this project.
3.03 SALVAGE:
A. Trees and limbs, 8-Inch Diameter and Larger: Trim, cut into approved log lengths, and stockpile where directed by the Contracting Officer within the project area.
B. Trees and Limbs, 3-Inch to 8-Inch Diameter: Cut into 4-foot log lengths and stack where directed by the Contracting Officer within the project area.
C. Trees and Limbs, 3-Inch and Smaller, and Stumps: Stockpile at a site designated by the Contracting Officer for later dispersal on the fill slopes.

1.02 PROJECT CONDITIONS
A. Work Limits: Work limits shall be shown on the drawings and control points established by the Government.
B. Environmental Considerations: Use means necessary to prevent dust becoming a nuisance to the public, to neighbors, and to other work being performed on or near the site. Water for dust control shall be at no additional cost to the Government.
C. Noise Levels: Noise levels above 90 db or impact levels above 2700 J (2000 ft-lbs) must be approved by the Contracting Officer.

3.01 EXAMINATION:
Verification of Conditions: Visit the site and verify the extent and location of the demolition work required.
3.02 PREPARATION:
A. Landscape Preservation: Protect vegetation that is outside the work limits from injury.

B. Protection: Protect existing buildings, facilities or utilities outside the work limits from damage. Damage shall be repaired or replaced at the Contractor’s expense. Repair work shall not begin until authorized in writing by the Contracting Officer.
3.03 DEMOLITION:
A. Roofing: Items not indicated as salvage for the Government shall be the property of the Contractor. Roofing components shall be removed as indicated on the drawings and notes.
a. Existing metal roofing, flashing, gutters, downspouts and roofing accessories on pavilion.
b. Damaged roof decking, facia boards, portions of rafters, portions of trusses.
B. Removal of signs, signposts, and sign accessory components: Signs shall be removed as indicated on the drawings and notes.

Pay consideration for this line item shall be in Section 002111 Clearing and Grubbing only.
3.04 EXPLOSIVES
Requirements: Use of explosives will not be approved.
3.05 BURNING:
The use of burning at the project site will not be permitted.
3.06 DISPOSAL OF DEBRIS
Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Remove dispose of such materials in a legal manner off Government lands. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. Replace or reimburse the Government for items designated as salvage for the Government that are lost or destroyed during demolition work.

1.03 SUBMITTALS:
The Contractor shall submit the required test reports as required in Section 001000 to the Contracting Officer prior to placing of aggregate.
1.04 PROJECT/SITE CONDITIONS:
A. Crushed aggregate shall be supplied by the Contractor from a Contracting Officer approved commercial source at the Contractor’s expense. Crushed aggregate shall not be quarried from Bureau of Land Management (BLM) property.
PART 2: PRODUCTS:
2.01 MATERIALS:
A. Crushed 1½” Minus aggregate shall conform to the following:

a. The portion of the material retained on a No.4 sieve shall be known as coarse aggregate and that portion passing a No.4 sieve shall be known as fine aggregate.

c. Crushed rock material retained on the No. 4 sieve shall have a percentage of loss of not more than 40 at 500 revolutions, as determined by AASHTO T96.
d. Crushed rock material shall show a durability value of not less than 40 as determined by AASHTO T210.
e. When crushed rock material is produced from gravel, not less than 75%, by weight, of particles retained on the No. 4 sieve shall have 3 manufactured faces. If necessary to meet this requirement or to eliminate an excess of filler, the gravel shall be screened before crushing.
f. Crushed river rock is not acceptable.

D. Sand: Shall be clean filtered 40# sand.

D. Testing:
1. Test results shall be furnished to the Contracting Officer on testing laboratory forms meeting the approval of the Contracting Officer.
2. The following aggregate tests shall be performed on aggregate produced or to be furnished for this contract.

E. Acceptance of materials
1. Aggregate will not be accepted without certified testing results.
2. The Contracting Officer may obtain samples for testing by the Government to verify the Contractor's test reports. If the Government's verification tests do not substantiate the validity of the Contractor's Certification, the Contracting Officer may order the Contractor to perform additional testing or retesting as deemed necessary or may rely exclusively on the Government's tests to determine contract compliance.
3. No direct payment will be made for performing the additional sampling and testing or retesting ordered by the Contracting Officer, but such work will be considered as a subsidiary obligation of the Contractor covered under the contract.
4. Should it become necessary for the Government to test materials due to the Contractor's Certification being declared invalid, the total cost of performing such tests for the applicable item will be charged the Contractor and deducted from progress payments.
5. When material being produced from the approved source meets the specifications, Contractor shall begin delivery.

PART 3: EXECUTION:
3.01 CONSTRUCTION REQUIREMENTS:
A. Preparation:
1. Subgrade shall be approved at least 1 day prior to placing crushed rock material.
2. Subgrade approval remains effective so long as the condition of the subgrade remains unchanged.
B. Aggregate Placement:
1. Place and shape the crushed aggregate surfacing on the prepared subgrade shown on the drawings or specifications. The final dimensions are the compacted widths, depths, and slopes as shown on the drawings. Place 50 cubic yards of 1 ½” minus crushed aggregate within the pavilion access road shown on drawings.
2. Place and shape the crushed aggregate surfacing on the prepared subgrade shown on the drawings or specifications. The final dimensions are the compacted widths, depths, and slopes as shown on the drawings. Place 250 cubic yards of 1/4” minus crushed aggregate within the specified campsite location shown on drawings.
3. When hauling is done over previously placed material, the hauling equipment shall be routed uniformly over the width of the material.
C. Processing:
1. Crushed aggregate surfacing shall be watered, graded, windrowed and spread in a uniform layer, with no segregation of size, and to a loose depth that shall produce the required thickness when compacted.
D. Grading:
1. The aggregate shall be graded uniformly over the surface in layers.
Compacted layers shall not exceed 6 inches. When more than 1 layer is required, each shall be shaped, processed, and compacted before the succeeding layer is placed.
2. Slope Grading: Slope grades to direct water away from buildings and to prevent ponding. Slope finished grade away from building ½” per 10 (ten) linear feet as shown on drawings.
E. Compaction:
1. Compaction equipment: Compact the backfill materials with a vibratory roller which meets the following minimum specifications or its equivalent:

Vibratory Roller - The drum diameter shall be not less than 48 inches, the drum width not less than 58 inches, and have a turning radius of 15 feet or less.
Vibration frequency shall be regulated in steps to 1400, 1500, and 1600 vibrations per minute (VPM), corresponding to engine speeds of 1575, 1690, and 1800 RPM.
The centrifugal force developed shall be 7 tons at 1600 RPM. It shall be activated by a power unit of not less than 25 horsepower. The vibratory roller shall be self-propelled or drawn by a vehicle of sufficient horsepower to enable the unit to travel through a loose layer of material at a speed ranging from 0.09 to 1.8 miles per hour, as directed by the contracting officer. Backfill material shall be compacted by equipment operated over the full width of each layer until visual displacement ceases, but not fewer than three complete passes. Mechanical hand compacting equipment which has been approved by the contracting officer may also be used.
F. Watering:
1. The Contractor shall provide water and watering equipment to control dust and obtain required compaction. This work shall be done at no additional cost to the Government.
2. The Contractor shall secure any necessary water permits.

PART 1: GENERAL
1.01 SUMMARY:
A. Section Includes: Trenching, backfilling, and compacting for the installation of electrical and water lines.

1.02 DEFINITIONS:
Unclassified Excavation: All excavated material regardless of its nature. Excavated material may be used for fill if it meets the requirements of 2.01C.
1.03 QUALITY ASSURANCE:
Water and electrical line trenching shall meet all State and National Codes.
PART 2: PRODUCTS
2.01 MATERIALS:
A. Excavated material shall be considered unclassified.
B. Bedding: No special bedding material is required.
C. Fill Material: Material from excavations shall be used, unless it contains ice or frozen earth, debris, high moisture content or is specified to be replaced by the Contracting Officer. Materials removed in clearing and grubbing shall not be used for backfill.
Backfill shall not contain rock larger than 2 inches in diameter.
3.01 PREPARATION:
A. The Government shall stake the baselines for trenching.
B. Utilities: Before starting excavation, the Contractor shall establish the location and extent of existing underground electrical and telephone cable in the work area. Protect active utility services uncovered by excavation. Damage to utilities shall be repaired or replaced at the Contractor's expense. Repair to damaged utilities shall be started immediately unless otherwise authorized by the Contracting Officer.

3.02 INSTALLATION:
A. Trench Excavation: Shall be as shown on the drawings unless staked otherwise in the field.
1. Water pipe trench shall be a minimum 18" deep and 6" wide, except in rock where the trench shall be a minimum 8” deep.
2. Electrical conduit trench shall be a minimum 18" deep and 12" wide.
3. When soil becomes saturated above the optimum moisture content, compact after it has dried or remove soil down to firm material.
B. Removal of Materials by Explosives: The use of explosives shall not be allowed on this project.
C. Trench Backfill in common material: The piping and conduit shall be backfilled with common material as shown on the drawings.
D. Backfill material shall be compacted by equipment operated over the full width of each layer until visual displacement ceases, but not fewer than three complete passes.

SITE WORK ASPHALT CONCRETE PAVING & STRIPING

A. Section Includes: Placement of Asphalt Concrete (AC) surface course on a prepared base, including roads, parking spots, and walkways as well as painted striping applied to asphalt and concrete pavement, and parking stops. Paint colors are indicated on the plan sheets.

1.02 SUBMITTALS
A. The Contractor shall submit a certificate that the AC meets the requirements of Oregon State Highway Standards, Hot Mix Asphalt Concrete (HMAC) Level 2 within the last 12 months.
B. The Contractor shall submit 2 copies of each type of product used for the painted striping.
2.01 ASPHALT MATERIALS:
A. AC Surface Course: Oregon State Highway Standards, Hot Asphalt Concrete
(HMAC) Level 2.
B. Bituminous Material: Asphalt cement shall meet the requirement of ODOT publication “Standard Specifications for Asphalt Materials”.

No more than 30% RAP material will be allowed in the new pavement.

2.03 PARKING BUMPERS
A. Parking bumpers shall be rubber with a black and white color and be installed to an asphalt concrete surface. Bumpers shall be 6’ long with a 4” height and be sourced through Grainger (1-800-Grainger), or approved equivalent.

3.01 ASPHALT CONCRETE DELIVERY AND PLACEMENT:
A. Approximately 435 tons asphalt shall be placed to achieve a 2” overlay on all existing asphalted surfaces located in the Lone Pine Campsite. Refer to drawings for details.
B. Transportation of AC Mixtures: Trucks used for hauling AC mixtures shall have tight, clean, smooth metal beds that have been thinly coated with a material to prevent the mixture from adhering to the beds. Truck beds shall be drained prior to loading. Each truck shall have a cover to protect the mixture from weather.
When necessary to ensure that the AC mixture will be delivered at the specified temperature, truck beds shall be insulated, and covers shall be securely fastened.
C. AC pavers shall have an adjustable vibrating screed or strike-off assembly, heated if necessary, an auger ahead of the screed to distribute the mixture, and shall be capable of spreading and finishing a course of AC mix material in lane widths and thicknesses shown on the drawings. Unless otherwise shown on the drawings, towed type pavers, or Layton type pavers may be used to place and spread the AC mix material.
D. Three to five ton rollers maybe used where it is impractical to operate larger rollers.
E. The AC mixture shall not be placed when weather conditions prevent proper handling or finishing. Such conditions include but are not limited to the following: when the base course has pools of water, is frozen, or when the average temperature (over the last 24 hours) of the underlying surface upon which the AC mixture is to be placed is less than 45 degrees F.
F. Immediately before placing the AC mixture, the existing contact surface shall be cleaned of loose or deleterious materials.
G. The edge of existing asphalt which is directly adjacent to new paving shall be saw cut to form a straight, smooth, vertical line. All contacted surfaces of saw cuts, curbing, manhole, and other structures will be cleaned of loose material and coated with a thin, uniform layer of asphalt tackifier prior to placing AC.
H. The COR may reject any batch, load, or section of roadway that appears defective in gradation, asphalt cement content or moisture content. Material rejected before placement shall not be incorporated into the pavement. Any rejected section of roadway shall be removed. No payment will be made for the rejected materials or the removal of the materials.

I. The AC mixture shall be spread and struck off to the grade and elevation established. Maximum compacted lift thickness shall be four (4) inches unless otherwise shown on the drawings.
J. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately six inches. The joint in the top layer shall be at the centerline of two-lane traveled way. Traverse joints in seceding layers and in adjacent lanes shall be offset at least ten feet.
K. On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impracticable, the AC mixture may be…
