Requirements / Specification Document Summary

This is a Requirements/Specification Document issued by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, Public Safety Research Division (PSCR), for the procurement of an Outdoor Small Uncrewed Aircraft System (sUAS). PSCR requires a single modular, sub-55-pound multirotor sUAS capable of outdoor flight for flight testing comparison of drone simulators and development of standard test methods for link loss research. The system must be NDAA/TAA compliant with durable crash-resistant construction, dual-band connectivity (2.4/5 GHz, 5G/LTE ready), IP55 rating for the aircraft and IP54 for the operator control unit with integrated touchscreen and stick controls, sub-60 second startup time, minimum 40-minute flight time, GPS-denied position-hold capability, true 360-degree obstacle avoidance, 4K minimum video resolution, infrared and telephoto navigation cameras, gimbal stabilization with approximately 1000-lumen lighting, two 256 GB micro-SD cards, three batteries with dual charger, ruggedized custom storage case, spare propellers, and 11.17 m/s (25 mph) wind gust handling capability.

The procurement also includes one set of attachments comprising RTK/PPK GPS, payload dropper, parachute, spotlight, and speaker, plus autonomy drone software licensing. Delivery is required to NIST-Boulder (325 Broadway, Boulder, CO 80305) by August 19, 2026, with partial delivery acceptable and acceptance expected within 7 business days. Vendors must possess an active Export Control Classification Number (ECCN) and Unique Entity Identification Number (UEI) registered as active on SAM.gov at time of award. The warranty includes one-year base manufacturer coverage with labor, parts, and one full aircraft replacement, plus two optional 1-year renewal periods for a total three-year warranty length. Maintenance services for one year include spare parts, software updates, and manuals, with two optional 1-year renewal periods available.
