Critical performance specifications include short-term linewidth of 300 Hz or less, frequency stability of ≤3×10⁻¹³ Allan deviation at 1 second and ≤3×10⁻¹⁴ at 200 seconds, and long-term accuracy (annual drift) of ≤2×10⁻¹². The units must be ruggedized for 19-inch rack mounting in less than 4U form factor, operate on 120V AC power consuming less than 200W, and function in ambient temperatures between 18°C and 28°C. Delivery is to NIST-Boulder, 325 Broadway, Boulder, CO 80305. On-site inspection and acceptance is required with completion expected within 7 business days. Vendors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification (UEI) registration on SAM.gov at the time of award. Base manufacturer warranty is acceptable, and no installation, training, calibration, maintenance, or specialized ancillary services are required.

TITLE: Stable Optical Reference Laser

General Statement of Need:

The Fiber Sources and Applications group is developing precision ranging and timing solutions for deployment in free-space environments. To minimize measurement uncertainty and ensure system synchronization, these fielded units require a robust optical reference capable of providing dual-frequency comb systems to a drift-free frequency standard. Current laboratory solutions are too bulky for field use; therefore, we require a portable, ruggedized frequency reference designed for 19-inch rack-mount integration. The hardware must demonstrate exceptional long-term stability, specifically maintaining a fractional frequency stability of 3×10−14 or better, to ensure that timing drift does not compromise the precision of the ranging data during extended field operations.
