About this file

This document is a detailed project manual for the preservation and rehabilitation of historic structures and fire suppression systems at the Maggie L. Walker National Historic Site in Richmond, Virginia. The project involves comprehensive restoration work across multiple buildings, including the Maggie Walker House, Carriage House, and adjacent properties at 112, 114, 116, 118 East Leigh Street, and 600 North 2nd Street. The scope includes exterior and interior architectural millwork repairs, masonry restoration, window and door rehabilitation, painting, plaster repair, and installation of new fire suppression systems.

The project is structured with base work and optional additional work for different buildings, with specific focus on preserving historic integrity while upgrading fire protection infrastructure. Key tasks include repairing wood elements, repointing brick masonry, rehabilitating existing fire suppression systems, installing new dry-pipe and mist fire protection systems, and performing detailed restoration of architectural features. The work requires specialized historic preservation techniques, with emphasis on maintaining original materials and design elements. The project manual provides comprehensive technical specifications covering everything from materials selection to installation procedures, with multiple contract line items allowing for phased or selective implementation of the restoration work.

JANUARY 2025 SUMMARY OF WORK 01 11 00 - Page 1 of 8

SECTION 01 11 00 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes the following:

1. Site Significance, Context and Museum Occupation

2. Work Covered by Contract Documents

3. Phasing and Sequence of Work

4. Residential Abutter

5. Contractor Use of Site

6. Public Use of Site

7. Conduct of Operations

8. Work Restrictions

9. Special Construction Requirements

1.2 SITE SIGNIFICANCE

A. Listed on the National Register of Historic Places, the Maggie L. Walker National Historic Site is significant primarily as the home of Maggie Lena Walker, a pioneering black financier and executive, whose success in the fields of banking and insurance between 1890 and 1920 was a widely recognized example of achievement by black women that constructively influenced the development of feminism and race relations in the first half of the twentieth century.

B. Context: Maggie Lena Walker’s neighborhood and house have changed very little since she lived there. Physically, they are expressive of the values that led to her success. Socially, the streetscape represents individual initiative under accepted discipline, and her house is characterized by self-confidence and delight in evidence of upward social mobility. The original Gothic Revival house and later (Queen Anne and Colonial Revival) additions reflect the changing fashions of the years in which they were built.

1.3 INTACT HOUSE MUSEUM

A. Main Project Site: The Maggie Walker House, 110½ East Leigh Street is a nationally significant house museum furnished with rare, site-specific artifacts. Extraordinary protection measures will be required during certain repair, preservation and construction tasks.

B. Critical Support Facility: 114 East Leigh Street (“Building 114”) is the site’s dedicated climate-controlled archives and museum storage for both Maggie L. Walker NHS (“MAWA”) and Richmond National Battlefield Park (“RICH”).

JANUARY 2025 SUMMARY OF WORK 01 11 00 - Page 2 of 8

C. Protection and Due Diligence Required: Project work areas are anything but an empty shell of a building. Although the Park will carefully remove or relocate as much as possible to secure temporary storage -- for their curatorial protection, not for contractor convenience or piece of mind -- the Maggie Walker House and 114 East Leigh Street will retain numerous artifacts – including large wood and glass cabinets, tables, piano, chandeliers, and upholstered furniture.

2. Total aggregate limit of markup (OH&P) for Contractor and Subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.
