SECTION 00 08 22 - SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS

PART 1 - GENERAL

1.1 CONDUCT OF WORK

A. Coordination and Access to Site.

1. General Area Requirements

a. Contractor shall confine all operations, activities, storage of materials and employee parking within the area of the vicinity as coordinated with the facility and the applicable airport authority. Possible lay-down areas (if necessary) will be need to be determined between the Contractor, FAA and the aiport authority.

Additional space the Contractor deems necessary shall be obtained off site, at no additional cost to the Government.

1) Access: Access for the Contractor, sub-contractors, employees, deliveries, etc., shall be from the designated road.

2) Clear Access: Access to the construction site shall be kept unobstructed. If temporary access obstruction is unavoidable, the Contractor shall advise the COR immediately.

3) Temporary Access: Temporary roadways and/or other access as required, may be constructed by the Contractor, at no cost to the government, after coordination with the COR.

4) Vehicle Capacity: Vehicles transporting materials shall not be loaded beyond the capacity prescribed by Federal, State or Local law.

5) Obstructions: Obstruction of existing roadways, driveways, parking lots, etc., to the surrounding private businesses is strictly prohibited.

B. Airport Property Access

1. When access to the secured airport operations area (AOA) is required, the Contractor shall coordinate with the FAA and/or the COR to gain entrance into this secured area.

The FAA may grant access privileges to the Contractor or may require full time escort by airport security personnel.

C. Work on Adjacent Properties

1. The Contractor shall coordinate work on adjacent properties with the COR, the Tenants, and the applicable airport authority. The Contractor shall schedule and perform the work in such a manner as to minimize impacts to tenant operations. Coordination and notification of this work shall be at least 14 days in advance of the planned work.

D. Damage to the Site or to Adjacent Properties

1. Damage caused by the Contractor's activities to existing paving, lawns, curbs, sidewalks, interior/exterior of adjacent buildings shall be repaired to the original condition. All costs of repairs shall be paid by the Contractor. After notice to proceed and prior to the start of construction, the Contractor and COR shall conduct joint inspections of the

existing areas affected by the construction. Existing damage/defects shall be noted and will be used as the basis for determination of damages caused by the Contractor's operations.

E. Contractor's Use of Premises

1. The Contractor shall assume full responsibility for the protection and safekeeping of products stored on the site.

a. Site Maintenance: The Contractor and its subcontractors shall maintain the job site in a neat and orderly condition - This includes the daily removal of rubbish, waste, tools, equipment and materials not required for the work in progress and provide prevention of materials/debris being blown off the site.

F. Government Use and Access to Premises

1. The Government reserves the right to enter the premises during the term of the contract for periodic work inspections. The Contractor shall allow the COR complete access to all portions of the work.

G. Work Hours

1. All work shall be performed between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, unless spefically coordinated otherwise. The Contractor may propose different working hours at the start of the project subject to approval by the COR. No work shall be performed outside these hours or scheduled on Saturdays, Sundays, or legal holidays without prior approval of the COR. Disruptive activities towards the execution of this contract which cause excessive noise, vibration, odor, light and/or obstructions shall be performed during the non-peak hours of 10:30 pm and 05:30 am daily. For bidding purposes the contractor shall assume one full crew shift (24 man-hours) of non-peak / night work towards the cab roof replacement. Any hours in excess these hours can be addressed with a contract modification if necessary.

H. Notification of Planned Overtime Work

1. In the event the Contractor intends to work overtime, nights, weekends or holidays, the

Contractor shall notify the COR at least 48 hours in advance of the commencement of the overtime work and 72 hours prior to night, weekend or holiday work.

I. Security Requirements

1. The Contractor shall provide the COR prior to the Notice-to-Proceed (NTP) date with a list of contractor's personnel and their social security numbers, who will require access to parts of the project site which are located within the secured perimeter of the Airport authority. The list shall be kept current during project work.

a. Work Crews: Contractor's personnel may be subject to security investigation by

FAA or the applicable airport authority. The Contractor shall promptly complete for each such employee such security forms as are furnished by the COR.

b. "Right to Search": Current procedures at FAA facilities located within airport boundaries include the "right to search". If in the judgment of the authorized security personnel, a cause to search a vehicle or the person of personnel exists, such search will be made.

J. Time Extensions for Unusually Severe Weather

1. General

a. This section specifies the procedure for the determination of time extensions for unusually severe weather in accordance with contract clause “Default (Fixed Price Construction).” In order for the contracting officer to award a time extension under this clause, the following conditions must be satisfied:

1) The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

2) The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without fault or negligence of the contractor.

2. Adverse Weather

a. A schedule of monthly anticipated adverse weather delays based on National

Oceanic and Atmospheric Administration (NOAA) or similar data for the project location will constitute the baseline for monthly weather time evaluations. The contractor’s schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

3. Weather Records

a. Upon acknowledgement of the NTP and continuing through the contract, the contractor will record daily, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delays must prevent work on critical activities (on the critical path) for 50 percent or more of the contractor’s scheduled work day.

4. Actual Adverse Weather Delay Days

a. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded in full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in 1.1.J.2, above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the contract clause entitled “Default (Fixed Price Construction).”

L. Utilities

1. Protection of Existing Utilities and Cables

a. The location of existing utility lines, utility structures and all underground cables as may be shown on the drawings, are approximate. Prior to any trenching or excavating, the Contractor shall use whatever means necessary, including a cable locator, to locate existing utilities, cables, pipes or ducts. The Contractor shall stake or otherwise mark all utility or cable crossings and shall take great care in

the excavation of these areas. The Contractor shall immediately repair any damage done by the Contractor, subcontractors, or suppliers to utilities or cable within the work area. In the event that the Contractor damages any existing utility lines or cable, report thereof shall be made immediately to the COR, and the Contractor shall repair the damaged utility line by replacing the damaged portion to the nearest joint, or as possibly advised by the COR.

M. Utility Outages

1. Contractor shall coordinate utility outages with local officials and affected tenants in the area near construction. The FAA Contracting Officer, FAA COR, and Airport authority shall be notified at least 14 days in advance of the planned outage. The Contractor shall provide an operations plan for utility outages that details sequence of shutdown, construction, startup, and the time period of the outage.

1.2 SPECIAL REQUIREMENTS

A. Special Precautions - Work at airport traffic control towers

1. The Contractor shall be required to attend a preconstruction conference with the COR, Contracting Officer, FAA field personnel, the Airport authority and the airport representatives to determine the operating procedures that the Contractor shall comply with to meet the airport and FAA's requirements for each project location. If necessary, the Contractor's vehicles and equipment shall enter the airport area only over routes authorized and the use of runways, aprons, and taxiways shall not be permitted unless specifically approved. Contractor's vehicles that gain approval to operate in the AOA must be flagged or have a flashing beacon.

a. Marking: The Contractor shall provide international orange and white, checkered obstruction flags and flashing red obstruction lights, on the highest part of any equipment or machinery that extends, at any time, above 30 vertical feet above ground elevation.

b. Tall Equipment: When the construction progress is such that large equipment and tall cranes are required, this equipment shall be marked with international orange and white obstruction flags and flashing red obstruction lights and the work shall only be performed at the project site, after the two following items are satisfied:

1) "VISUAL FLIGHT RULES": Visual flight rules (VFR) conditions must prevail as determined by local FAA airport traffic controllers and/or airport operating personnel. Local weather and lighting conditions can change quickly; the Contractor shall fully coordinate the work with local FAA airport traffic controllers.

2) "NOTAMS": A "NOTICE TO AIRMEN" (NOTAM) concerning the construction has been requested by the Contractor and issued by local FAA airport traffic controllers and/or Airport authority.

3) Coordination: Work involving large equipment and tall cranes shall be discussed in depth during the preconstruction conference. Contractor is responsible for completion of all airspace notification (FAA Form 7460-1) and management and marking of all machinery and/or equipment which

4) Contractor Access: Contractor personnel will be restricted to the project construction areas within and adjacent to the ATCT site.

5) Construction Fence: The Contractor shall provide a construction fence for the construction site to provide security to the construction and to prevent inadvertent access by the public. This fence may be composed of elements of the existing fence along with contractor provided construction fence to achieve a complete perimeter enclosure.

1.3 Motorized Equipment

A. Vehicles: Unattended vehicles on the construction site or within 100 feet of airport security fencing shall be rendered immobile by removing the keys or other suitable means.

B. Fire Extinguishers: Pickup trucks or other light passenger vehicles, one extinguisher per vehicle, rating 10 BC.

SECTION 00 08 30 - SPECIAL CONTRACT REQUIREMENT: COVID-19 (CONSTRUCTION ONLY)

1.1 SUMMARY

This supplemental document provides requirements Contractor must take to reduce the spread and/or exposure of COVID –19 on FAA contracts at Federal Aviation Administration (FAA) facilities.

The term “Contractor” in this document will include the Contractor employees, sub-Contractor employees, delivery personnel, and visitors.

1.2 COVID-19 SAFETY PLAN

The COVID-19 Safety Plan (CVSP) must include, but is not limited to, the following:

A. COVID-19 Wellness Self-Check (See Appendix A of this section), this is a sample

Wellness Self-Check questionnaire. Contractor should refer to CDC and local guidance for latest symptoms self-check list.

1. Contractor must conduct and complete the Wellness Self-Check form prior to reporting to the FAA facility and/or work site. The Contractor Superintendent/COVID-19 Safety Officer must review each form.

2. The person responsible for administering the Wellness Self-Check must have authority to deny anyone entering the FAA work site who displays any symptoms prior to entering, as well as, authority to remove persons develop symptoms after beginning work at the FAA facility.

3. Wellness Self-Check must be completed immediately prior to accessing the FAA work site. Contractor must note in their CVSP the physical location of where Wellness Self-check will be completed. Testing site must be outside the FAA property.

4. Contractor must take same precautions for deliveries entering FAA property regardless of driver exiting truck.

5. CVSP must include how Contractor plans to manage the delivery of product samples, batch tickets, and large project/shop drawings to the FAA.

B. COVID-19 Exposure Reduction Plan:

1. Face Covering: Contractor must wear a face covering while on the FAA work site and/or within a FAA facility. All face coverings, at a minimum, must adhere to the following:

a. Cover the nose and mouth;

b. Fit snugly, but comfortably, against the side of the face;

c. Be secured with ties or ear loops;

d. Allow breathing without restrictions; and

e. Include multiple layers of fabric.

2. Physical Separation (6 foot spacing between workers)/Social Distancing Controls will be required at all times.

3. Contractor must identify in their CVSP, when use of physical separation and/or face covering is not practicable due to thermal stress, and/or confined space requirements, or

other reasons; and how the Contractor plans to mitigate those circumstances.

4. Personal Hygiene: Contractor must employ good hygiene practices while within the FAA facilities. These practices must include, but not limited to:

a. The use of hand washing and hand sanitizing stations. Hand sanitizer must be FDA approved.

b. Disinfection of frequently used items and surfaces as much as possible. Use EPA N List approved wipes and/or disinfectant supplies.

C. Job exposures as defined by OSHA work type.

D. List of COVID-19 Safety Personnel

E. COVID-19 Informational posters/displays (Appendix B)

F. Contractor Communication Plan (if someone tests positive or becomes ill at the work site)

G. Proper disposal of COVID-19 PPE

H. Include state, county, and local guidelines specific to job location

I. Engineering controls

J. Use of shared tools

1.3 ADDITIONAL COVID-19 REQUIREMENTS

A. Prior to departing the FAA work site, the Contractor must wipe and disinfect all high touch point areas with approved wipes and/or disinfectant. High touch point areas include, but not limited to:

a. Doors and door hardware

b. Handrails

c. HVAC components

d. Gates

e. Light controls

f. Desks

g. Telephones

h. Chairs

B. Contractor must provide separate temporary sanitary facilities dedicated to FAA and Contractor use. Contractor is not permitted to use FAA restrooms within a facility. High touch points on/within the temporary sanitary facilities (door handles, toilet seat, etc.) must be wiped and disinfected after each use by the individual using the facility. Contractor must supply the required wipe and/or disinfecting supplies.

C. Remove all trash and accumulated waste daily.

1.4 SITE ACCESS/EGRESS

A. The Contractor must meet with the FAA’s Contracting Officer Representative (COR) and local FAA management prior to the start of the project to establish the Contractors’ access, badging, SPECIAL CONTRACT REQUIREMENT: COVID-19 (CONSTRUCTION ONLY) 00 08 30 - 3 and security requirements.

B. If a Contractor is not feeling well for any reason and COVID-19 symptoms exist, the individual will be denied access to the FAA facility. If a Contractor develops COVID-19 symptoms while at the FAA facility, the Contractor is required to immediately remove the symptomatic individual from the FAA facility, notify the FAA Contracting Officer (CO) and/or COR and immediately inform the FAA of any concerns regarding the work that was expected to be performed by that Contractor. The Contractor must also provide details on all locations where the symptomatic individual visited within the FAA facility.

1.5 FAA NOTIFICATIONS

A. Contractor is required to notify the FAA immediately when a suspected or confirmed case of COVID-19 has visited the FAA facility and/or work site within past 14 days; been in contact with someone that may have visited a FAA facility; and/or had contact with a FAA employee and/or another agency Contractor. Reporting must include the information outlined below to allow the FAA to make a timely and appropriate response. Report any suspect or confirmed cases to 9-AFN-ACQ-EM@faa.gov, with a courtesy copy to the CO and COR. The report must include, for each affected individual:

a. Date of self-quarantine

b. Whether the case is suspected or confirmed.

c. Where the individual visited (building address) or with whom they met and the date of latest contact.

d. To ensure privacy information is protected, do not include specific information about the individual via e-mail.

e. Once information is received, a FAA official will contact the Contractor directly to obtain additional information regarding the case(s) to coordinate a proper response.

B. Provide medical documentation by an authorized medical professional stating the individual no longer poses a transmission risk and is safe to re-enter the FAA work site. Return to work documentation must be provided to the CO and COR.

1.6 SUBMITTALS

A. The Contractor must provide the following:

a. COVID-19 Safety Plan

b. Washing/Sanitizing Station(s)

c. Temporary/Portable Sanitary Facility

d. Cleaning/Disinfection supply SDS’s

e. Hand Sanitizer SDS’s

f. SDSs for all chemicals brought into the FAA facility

A. Shared use of trailer between FAA and Contractor personnel is not permitted.

B. All meetings must take place virtually where practicable.

C. Contractor must make use of floor plans or other methods to track all the personnel on job site including documenting time entered and exited.

D. Use of trailer restrooms are highly encouraged. Trailer restroom must have a hand washing station and must be equipped with an exhaust fan.

E. FAA is using data from Harvard Dashboard https://globalepidemics.org/key-metrics-for-covid-suppression/ to stay current with the local COVID-19 situation. If the number of COVID-19 cases increases in the area of work being performed, the CO may issue a Stop Work Notice. FAA highly encourages Contractor to monitor the local COVID-19 statistics via either Harvard dashboard or other official data that is available.

F. Identify all the personnel coming from outside of the State/local commuting area at least one week prior to coming onto the FAA facility.

NOTE: Any breach to CVSP or other requirement listed in this document will result in removal of the Contractor and/or issuing Stop Work Notice by the CO.

1.1 SEQUENCE OF WORK

A. Upon contract award, the successful bidder shall submit a Contractor construction schedule and key submittals for each project location in compliance with the contract requirements.

B. Upon contract award, the successful bidder shall submit submittal. The NOTICE TO PROCEED may not be issued until these items are approved:

1. Construction Plan and Schedule

2. Key Submittals per Section 01 33 00

3. Submittal Register per Section 01 33 00

4. Contractor's Quality Control Plan per Section 01 44 00

5. COVID-19 Safety Plan (CVSP) per Section 00 08 30

C. If the Contractor fails to comply with any of the requirements identified above, the FAA may issue a show cause letter and consider termination for default per the contract.

1.2 SCOPE OF WORK

A. Specifications with the referenced standards and drawings, specified in the Contract Documents, cover the requirements of the Federal Aviation Administration, hereinafter referred to as the Government or FAA, for all work associated with executing the following building upgrades:

1. Contractor to install fall protection / guard railing system on the West side of the existing FAA mechanical equipment located on the Terminal Roof area just outside the third level of the OMA ATCT.

Electronic Work – All electronic work to be completed by FAA personnel, which includes the deactivating and activating electronic equipment, removal and re-installation of antennas and affected equipment along with removal, installation and movement of equipment power and signal cabling.

1.3 INTENT OF SPECIFICATIONS

A. This specification identifies all labor and equipment to perform the work required to construct or modernize the facility. All material not specifically indicated shall be furnished by the Contractor. All work performed and all materials and equipment used shall be subject to approval by the Contracting Officer Representative (COR). This shall include, but not be limited to construction testing, inspection, scheduling, reporting and submittals.

B. In accordance with AMS, any references to brand names within this solicitation are not intended to restrict bidders to these products or materials, except where specifically noted.

Bidders can proposed equal or greater products made by other manufacturers which meet the salient characteristics described herein. However, in some instances, proprietary specification of products or materials will be mandatory in order to comply with maintenance, spare parts support, controls connectivity, EMCS coordination, central station monitoring, equipment compatibility, etc.

1.4 TITLES

A. Titles to division and sections of the specifications and notes and titles on drawings referring to subcontractors, division of work by trade, or type of work, are introduced merely for convenience in reading the specifications and drawings and do not imply any separate

contractual arrangements of work assignments. Such separations into titled divisions and sections shall not operate to make the Government an arbiter to establish subcontract limits between the Contractor and subcontractors, or between the subcontractors themselves.

1.5 CONTRACT DOCUMENTS

A. In Section 00 01 15, the drawings for this contract are listed for the Contractor’s reference.

One set of “D-size,” blue-line, contract drawings and one copy of the specifications shall be furnished to the Contractor without charge except applicable publications incorporated into the technical specifications by reference. The demolition, construction and associated work to build this facility shall be in accordance with the lines and grades shown on the drawings.

B. The Contractor shall not use dimensions scaled from drawings. All dimensions shown on the drawings shall be verified by the Contractor by actual measurements in the field. Any discrepancies between the drawings and specifications and the existing conditions shall be referred to the COR before any work affected is performed.

C. Omissions: Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, or which are specified by the governing codes and regular construction practices, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications.

D. Drawing Review: The Contractor shall check drawings immediately upon their receipt and shall promptly notify the COR of any discrepancies. Figures marked on drawings shall be followed. Scale measurements shall be used only if approved by the COR. The Contractor shall compare all drawings and verify the figures before laying out the work and shall be responsible for any errors that might have been avoided thereby.

1.6 PRECEDENCE OF CONTRACT DOCUMENTS

A. In the event of a difference between the following contract provisions, the order of precedence to determine which provision shall govern is:

1. Section H - Special Contract Requirements

2. Project Specifications

3. Project Drawings as listed in Section 00 01 15

B. Any discrepancies between the contract provisions and the specifications and contract drawings shall be referred to the COR.

1.7 CONTRACTING OFFICER

A. The term "Contracting Officer Representative" (COR), as used herein denotes the person designated to act on behalf of the Government in the performance of this contract. Where reference is made to the "Federal Aviation Administration" (FAA) "Contracting Officer's Representative" (COR), or the like, this shall mean the Contracting Officer or the Contracting

Officer's authorized representative. Letters of delegation from the contracting officer outlining the authority of each representative will be issued to the COR and the contractor.

1.8 CONTRACTOR SUPERINTENDENCE

A. The Contractor shall at all times during performance of this contract and until the work is completed and accepted, directly superintend the work or assign and have on the project a competent superintendent with the authority to act for the Contractor.

1.9 VALUE ENGINEERING

A. The Federal Aviation Administration encourages all offerors to utilize the Value Engineering methodology and functional analysis techniques. These techniques will most often result in a quality and cost effective product.

1.10 PHYSICAL DATA

A. Data and information furnished or referred to below is for the Contractor's information. The Government will not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

B. Weather Conditions: Each bidder shall be satisfied before submitting their bid as to the hazards likely to arise from weather conditions. Complete weather records and reports may be obtained from any National Weather Service Office.

C. Transportation Facilities: Each bidder, before submitting their bid, shall make an investigation of the conditions of existing public and private roads and of clearances, restrictions, bridge load limits and other limitations affecting transportation and ingress and egress at the job site. The unavailability of transportation facilities or limitations thereon shall not become a basis for claims for damages or extension of time for completion of the work.

SECTION 01 04 50 - CUTTING AND PATCHING

1.1 SCOPE

A. Remove sealants, roof drains, flashing and roofing components as required to execute this contract.

1.2 APPLICABLE DOCUMENTS

A. Standards

1. Unless they are modified or exceeded by the requirements of this Specification, conform to applicable parts of ANSI A 10.6, "Safety Requirements for Demolition."

1.3 GENERAL REQUIREMENTS

A. Protection

1. Protection - Provide barricades, coverings, supports, and all items necessary to protect persons and property from injury or damage as a result of this work.

Coordinate work such that only one building exit is impacted at any given time.

The building occupants shall always be able to exit the building from all egress points.

B. Schedule

1. Perform the work under this contract as required by the progress of the project so as to maintain continuous operation of the existing facilities and to leave the facility weather protected. The air traffic control operations shall not be disturbed or disrupted for any reason at any time by the Contractor and the execution of the work under this contract. Special coordination will be the responsibility of the Contractor when construction activities produce noise, vibrations, or other disturbances in the vicinity of air traffic operations.

2. Any part of any work platform, crane, or lifting system that obstructs line-of-sight visibility from the control cab to aircraft movement areas of the airport shall be fully coordinated with, and approved by Air Traffic (via the COR), prior to set up and operation of such equipment. Contractor use of such platforms, cranes and lifting systems may be limited during peak airport operations hours if visual impacts/obstructions cause safety concerns.

C. Quality of Work

1. General: Keep noise, dust, and debris to a minimum to the extent possible.

2. Removal work required for this contract shall be well-planned and performed so that exterior surfaces, building materials, and interior areas shall be renovated and restored to original use/service as quickly as possible.

D. Materials

1. All materials required for patching shall be new. Patching materials shall match in every respect adjacent portions of the existing construction.

E. Quality Assurance

1. Examination: Prior to cutting, removal, and patching activities, inspect the affected areas and protect all existing and new construction including utilities, finishes, and equipment from water, dust, damage, weakening, or other disturbances.

F. Cutting, Patching, and Removal

1. Perform all cutting, patching, and removal in accordance with approved methods using approved materials and tools.

2. All required cutting shall be full depth unless otherwise noted in the contract documents.

3. Do not cut or remove more than is necessary to accommodate the new construction or modification.

4. Maintain the integrity of all construction at all times.

5. Protect finished surfaces at all times and repair or replace, if damaged, to match existing construction to the satisfaction of the Contracting Officer Representative.

6. Do not allow removed materials and debris to accumulate at the site; remove them daily. All areas adjacent to, and leading to and from the site, shall be kept free of removed materials and debris.

SECTION 01 33 00 - SUBMITTAL PROCEDURES

PART 1 – GENERAL

1.1 SUMMARY

1.2 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals and related activities that requires sequential activity.

2. Coordinate transmittal of different types of submittals for related elements of the

Work so processing shall not be delayed by the need to review submittals concurrently for coordination.

a. The COR reserves the right to withhold action on a submittal requiring coordination with other submittals until all related submittals are received.

3. Processing: To avoid the need to delay installation as a result of the time required to process submittals, allow sufficient time for submittal review, including time for resubmittals.

a. Allow 20 work days for initial review. Allow additional time if the COR must delay processing to permit coordination with subsequent submittals.

b. If an intermediate submittal is necessary, process the same as the initial submittal.

c. Allow 20 work days for reprocessing each submittal.

d. No extension of Contract Time shall be authorized because of failure to transmit submittals to the COR sufficiently in advance of the Work to permit processing.

B. Key Submittals and other submittals identified in the contract documents shall be submitted by the Contractor complete and after Notice of Award in a timely fashion to not delay the start or progression of the project. In addition to the submittals identified

in their corresponding sections, the following are submittals that are considered key submittals:

1. Construction Schedule

2. Safety Plan including airspace study (FAA Form 7460-1)

3. Scaffolding, work platforms and/or lifting equipment

a. Overall project schedule include sequence of events

b. Removalof existing roofs, equipment and antenna mount system

c. Installation of fall protection system(s)

d. Roof layout plans

e. Installation of new roof

f. Temporary protections for building interior and contents

6. Quality control system including manufacture inspection(s)

7. Sealants

8. Long lead items (any material requiring more than 3 weeks from order to delivery).

9. Submittal Log

C. The Contractor will not be allowed to proceed with any construction until the key submittals have been approved by the COR

D. Submittal Log – The Contractor shall create, submit and maintain a log of submittals for the project. The log shall contain all required submittals along with columns to track the status of each submittal. The Contractor shall utilize the format provided by the Contracting Officer.

1.3 SUBMITTAL CLASSIFICATION / IDENTIFICATION

1. Government Approved (GA) - Government approval is required for extensions of design, critical materials, deviations, product substitutions and items identified for submittal in the contract specifications and drawings.

1.4 APPROVED SUBMITTALS

A. The approval of submittals by the government shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error(s) that may exist. The Contractor, under the Contractor’s Quality Control (CQC) requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work. After submittals have been approved by the government, no resubmittal for the purpose of substituting materials or equipment will be given consideration unless accompanied by an explanation as to why a substitution is necessary.

1.5 DISAPPROVED SUBMITTALS

A. The Contractor shall make all corrections required by the government and promptly furnish a corrected submittal in the form and number of copies as specified for the initial submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, notice as required under the Contract Clause entitled "Changes and Changed Conditions" shall be given promptly to the COR.

1.6 PRODUCT SUBSTITUTIONS

A. The Government will consider Contractor requests for product substitutions.

Submittals of substitute products shall provide the following documentation:

1. Statement indicating why specified material or product cannot be provided.

2. Coordination information, including a list of changes or modifications needed to other parts of the Work and to construction performed by Owner and separate contractors that will be necessary to accommodate proposed substitution.

3. Detailed comparison of significant qualities of proposed substitution with those of the Work specified. Significant qualities may include attributes such as performance, weight, size, durability, visual effect and specific features and requirements indicated.

4. Product Data, including drawings and descriptions of products and fabrication and installation procedures.

5. Samples, where applicable or requested.

6. List of similar installations for completed projects with project names and addresses and names and addresses of architects and owners.

7. Material test reports from a qualified testing agency indicating and interpreting test results for compliance with requirements indicated.

8. Research/evaluation reports evidencing compliance with building code in effect for

Project, from a model code organization acceptable to authorities having jurisdiction.

9. Detailed comparison of Contractor's Construction Schedule using proposed substitution with products specified for the Work, including effect on the overall Contract Time. If specified product or method of construction cannot be provided within the Contract Time, include letter from manufacturer, on manufacturer's letterhead, stating lack of availability or delays in delivery.

10. Cost information, including a proposal of change, if any, in the Contract Sum.

11. Contractor's certification that proposed substitution complies with requirements in the Contract Documents and is appropriate for applications indicated.

12. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.

13. Environmental concerns: All substitutions shall be accompanied with a MSDS that indicates the pertinent environmental performance criteria of the substitute material are equal or superior to the specified material.

14. The Contractor shall review the substitution, ensuring that all Sustainable Design & Construction Plans and procedures are observed and followed.

1.7 WITHHOLDING OF PAYMENT - Payment for materials incorporated in the work will not be made if required approvals have not been obtained.

1.8 PAYMENT - Separate payment will not be made for submittals or for materials until successfully installed and accepted by the government. All costs associated with submittal shall be included in the applicable unit prices or lump sum prices contained in the schedule.

1.9 SUBMITTAL REQUIREMENTS FOR COMMISSIONING – NOT USED

PART 3 - EXECUTION

3.1 GENERAL

A. The Contractor shall submit all items listed above as ‘key submittals’ and those specifically identified in the remainder of this specification complete and in a timely fashion. Please note that the Government may request additional submittals when deemed necessary to adequately describe the work covered in the respective sections.

3.2 CONTRACTOR’S SUBMITTAL REGISTER – NOT USED

3.3 SCHEDULING – The Contractor shall transmit all required submittals in a timely fashion so as to not delay the start and progression of the contract. Adequate time (a minimum of 30 calendar days exclusive of mailing time) shall be allowed for review and approval.

3.4 TRANSMITTAL FORM (MATERIAL APPROVAL SUBMITTAL Form) - The transmittal form, provided by the Contracting Officer after award, shall be used for transmitting all submittals. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted.

3.5 CROSS-REFERENCE – Cross reference charts / tables shall be supplied with submittals for all substitute materials.

3.6 SUBMITTAL PROCEDURE

A. Submittals shall be made as follows:

1. All submittals shall be submitted to the COR if available.

2. General: Shop drawings and the Material Approval Submittal forms shall be submitted for each item and listed separately on the form, naming subcontractor, supplier, or manufacturer, applicable specification paragraph number(s), drawing/sheet number, pay item number and any other information needed to identify the item, define its use and locate it in the work. Each submittal shall be complete, containing all information needed to determine contract compliance.

3. Approval of Submittals: All submittals shall be approved by the Contractor’s Quality Control Manager or designated person prior to submittal for Government approval.

4. Submittal Preparation: Contractor shall review and correct shop drawings prepared by subcontractors, suppliers and itself, for completeness and compliance with plans and specifications. Suppliers' or subcontractors' certifications are not acceptable as meeting this requirement. Submittals not conforming to the requirements of this Section will be returned to the Contractor for correction and resubmittal.

5. Deviations: Normally, variances are not approved unless there is an advantage to the Government. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.

6. Drawings: Shall be of sufficient size to easily read and review. Where drawings are submitted for assemblies of more than one piece of equipment or systems of components dependent on each other for compatible characteristics, complete information shall be submitted on all such related components at the same time. All revisions after initial submittal shall be shown by number, date and subject in revision block.

7. Printed Material: Inapplicable portions shall be marked out and applicable items such as model numbers, sizes and accessories shall be indicated. All product submittals must be accompanied with Material Safety Data Sheets (MSDS) from the manufacturer.

3.7 CONTROL OF SUBMITTALS – NOT USED

3.8 GOVERNMENT APPROVED SUBMITTALS – Unless alternate arrangements are agreed to by all parties during the Preconstruction Meeting, the Contractor shall SUBMIT 2 HARD COPIES and 1 ELECTRONIC COPY IN PDF FORMAT of each submittal. The Government will return one (1) copy of the submittal to the Contractor with the approval determination noted.
