About this file
This document is a Sources Sought notice for a federal contract opportunity to replace the existing transformer banks at Detroit Dam powerhouse. The US Army Corps of Engineers is seeking to procure two 3-phase, 87 MVA, 230 kV / 13.8 kV generator step-up transformers to replace the aging single-phase transformers currently in service. The key objectives are to obtain transformers with the latest technology, and to maximize small business participation at both the prime and subcontractor levels.
The Corps plans to advertise and award the contract during fiscal year 2025, with an estimated contract value between $4 million and $25 million. They are seeking responses from interested firms, including large and small businesses, by May 13, 2024. The response should include the firm's capabilities, experience with similar projects, and answers to the government's specific questions about lead times, delivery, warranties, and other market conditions. The government will use the responses to inform its acquisition strategy and potential set-aside decisions.
