STATEMENT OF WORK (DRAFT)

RESTRIPE 500 RAMP AREA, PHASE II OF STRIPING PLAN

TRAVIS AFB CALIFORNIA

Base Project Number: XDAT 20-1040

DATE: 21 October 2024

1. INTRODUCTION

The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks to restripe 500 ramp area and nearby taxiways.

2. SCOPE OF WORK

The performed tasks shall be based on the project description, other data furnished in this Statement of Work (SOW), and information covered during the Pre-Construction (Pre-CON) meeting. The scope of this project includes re-design and restripe or place new pavement markings along the 500 ramp, Taxiway J, portion of Taxiway L leading up to Hangar 808, Taxiway N, and Taxiway V at Travis AFB, CA

2.1. Restripe all pavement lines and markings within the boundary indicated in Attachment 1 IAW the current UFC3-260-04.

2.2. Provide surveying services to ensure current design drawings are accurate and modify design IAW the current UFC 3-260-04.

2.3. Obtain paint chip samples from various location to test for lead before striping removal (see Attachment 2 for location reference). Submit test report to government for verification. If lead abatement/disposal is considered necessary after the test result, it is considered a different site condition.

2.4. Submit new design and/or redline drawing for government review before restriping airfield. Conduct design review (65% re-design and 95% re-design) before construction.

2.5. Provide striping schedule and phasing plans for approval within 7 days of NTP.

3. SPECIFICATION

Particular attention shall be applied to the following standards and specifications:

Design Standards: Design requirements, per UFCs/design standards (latest dated edition) as follows:

• UFC 3-260-01, Airfield and Heliport Planning and Design

• UFC 3-260-04, Airfield and Heliport Marking

• FAA AC 150/5340-1M, Standards for Airport Markings

• TAFBI 13-213, Airfield Driving

Specifications: Design requirements as shown in the Specifications, as follows:

• Section 01 00 00 - Travis AFB General Requirements

• Section 01 56 00 - Travis AFB Environmental General Requirements

• UFGS 01 14 00 - Work Restrictions

• UFGS 01 33 00 - Submittal Procedures

• UFGS 01 35 26 - Government Safety Requirements

If there is a conflict between codes, regulations and specifications, the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.

4. ADDITIONAL REQUIREMENT

4.1. General:

4.1.1. Site / Utility Verification: The contractor shall verify actual existing site conditions and identify potential conflicts prior to proposal.

4.1.2. The contractor will perform pre-survey of all pavement markings within the pavement area.

The contractor shall submit scaled/redlined striping plan for government approval prior to layout of markings.

4.1.3. Working drawings shall provide sufficient detail to provide a clear and complete understanding of the work.

4.1.4. All pavement markings for the project must be complete prior to opening to traffic.

4.1.5. The contractor shall challenge any requirements in the scope of work (SOW) or items during Fact Finding/Negotiations which are specifically in violation of the governing code. It is the contractor’s responsibility to comply with the governing code unless the construction representative provides specific documentation to the contrary.

4.1.6. The contractor shall field verify all drawing measurements and any other supplied information given at the site visit before negotiations. Any item that should have been verified prior to negotiation will not be considered a differing site condition.

4.1.7. All work shall be in full compliance with the requirements, spirit, and intent of the base compatibility plan (discussed at the Basic Content Pre-construction meeting and a copy provided by the Contracting Officer) and contract specifications.

4.1.8. All exposed and visible surfaces shall be finished and provide an aesthetically pleasing appearance.

4.1.9. For additional general requirement, please referred to Section 01 00 00 - Travis AFB General Requirements.

4.2. Airfield:

4.2.1. The contractor shall provide on-site vacuum sweeper during all construction operations to eliminate all FOD hazards. The area must be swept and clean of debris before government acceptance.

4.2.2. All work areas shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited in an authorized container supplied by the contractor and disposed of Travis Air Force Base property.

4.2.3. Contractor shall expect potential airfield operation on affected area during emergency.

Government will notify contractor if affected area is needed.

4.2.4. Free zone (area where contractor can establish that restricted badge is not required) is required for conducting construction in a restricted area on airfield. Contractor shall provide haul route and entry control point for the free zone at least 60 days prior to construction.

4.3. Environmental:

4.3.1. Contractor shall take positive action to prevent work-generated refuse from entering the sewer system and water bodies. All Contractor generated refuse and waste shall be hauled from the construction site to a disposal area located outside the physical boundaries of the installation.

4.3.2. Clean up: Remove protective coverings and clean up all areas affected by construction activities to restore original conditions.

4.3.3. The protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution.

All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work.

4.3.4. The contractor shall start and perform all construction activities within the dry season (May 1 to Oct 15) within their best capability.

4.3.5. No work is allowed during active rain event and before the ground is properly dry (48 hours after rain event) before the beginning of dry season (May 15 to Oct 15). The contractor can work in any weather condition which deemed reasonable by the contractor during dry season.

4.3.6. For additional environmental requirement, please referred to Section 01 56 00 - Travis AFB Environmental General Requirements.

5. ADDITIONAL DRAWING COMMENTS

5.1. General:

5.1.1. Sheet G-002, Note 8 – Please note general work hour does not applied; please work with airfield management for schedule/time approval prior to striping work.

5.1.2. Sheet G-002, Note 10, Sheet G-003, General Environmental Notes 2, and Conservation

Measures Note 2 – Please note base would prefer to have work on dry season; however, work is allowed if the weather permits and all ground is properly dry (48 hours after rain event).

5.1.3. Throughout all CD sheets – Lead abatement is considered different site condition if test result shows that lead abatement/disposal is necessary.

5.2. Striping Plan Drawing:

5.2.1. Sheet C2-101, Quadrant D1 – Remove northernmost Entry Control Point (ECP) for Hangar

809. Drawing indicates 2 ECPs, and it should only be 1 ECP (the southernmost ECP, as is currently placed).

5.2.2. Sheet C2-101, Quadrant C-2 – Re-design towway line so that it is a minimum of 37.5’ from apron/towway boundary marking (leading from Twy L to Towway V and toward Hangar 809).

Create new designation to be used in design/legend for the Towway Centerline (consider TOWCL for towway centerline since TCLS is used taxiway centerline stripe).

5.2.3. Sheet C2-101, Quadrant B-2 – Extend restricted area boundary through AC shoulder to butt against Hangar 810. Current drawing has line stopping at apron boundary marking.

5.2.4. Sheet C2-101, Quadrant C-3 – Remove westernmost Entry Control Point (ECP) for Hangar

808. Drawing indicates 2 ECPs, and it should only be 1 ECP (the easternmost ECP, as is currently placed).

5.2.5. Sheet C2-101, Quadrant C-3 – Relocate Taxiway Edges Stripes (TWES), to align with current placement (match existing). Design indicates that aircraft are able to be towed on Industrial Road (leading northeast from Taxiway Lima). Current placement is that the edge markings come out perpendicular from the eastern edge of Twy L as it approaches Hangar 808, then makes a 90 degree turn to the north leading toward Hangar 808. Current placement is correct, design is incorrect. Ensure that the new TWES is located 37.5’ from centerline.

5.2.6. Sheet C2-101, Multiple Quadrants – Remove Deceptive Surface Markings (DSMs) within AC shoulders for Towway V and hangar access aprons for Hangars 808-810.

5.2.7. Sheet C2-101, Multiple Quadrants – Reconfigure Taxilane Centerline Stripes (TCLSs) on Taxiway Lima south of the Towway V/Twy L intersection and all other pavements within the work area to be towway markings. Redesign to retro-reflective white markings. Add “TOW ONLY” on Taxiway Lima south of the Towway V/Twy L intersection.

5.2.8. Sheet C2-102, Spot 511, Quadrants B1 & B2 – Design does not reflect non-stressed pavement “islands”. Update design to match existing, which includes TWES around the non-stressed AC at the parking spot.

5.2.9. Sheet C2-102, Spot 511, Quadrants B1 & B2 – Design does not reflect existing pavement/parking spot design. Remove “extra” set of TWES and DSM, replace TWES and add DSM at correct location.

5.2.10. Sheet C2-102, Spot 512, Quadrants A1, A2, B1, & B2 – Design does not reflect non-stressed pavement “islands”. Update design to match existing, which includes TWES around the non-stressed AC at the parking spot. Add DSM within non-stressed AC portions of the “island”.

5.2.11. Sheet C2-102, Quadrant B2 – Missing Surface Painted Taxiway Direction Sign (SPTDS) for Spot 511 (left and right). Add these SPTDS adjacent to the TCLS of Taxilane J as they approach Spot 511 from both directions.

5.2.12. Sheet C2-102, Quadrant A3 – Add new Taxilane Edge Stripe (TLES) between Spot 412 and Spot 519. TLES will be placed 143’ south of Spot 412, and will protect the distinct aprons/parking spots.

5.2.13. Sheet C2-103, Quadrant B3 – Add new Taxilane Edge Stripe (TLES) between Spot 520 and the towway for Spot 521. TLES will be placed 143’ north of the towway leading into Spot 521 to protect parking spot 520 and the towway.

5.2.14. Sheet C2-103, Quadrants D1 & D2 – Design does not reflect non-stressed pavement “islands”.

Update design to match existing, which includes TWES around the non-stressed AC at the parking spot.

5.2.15. Sheet C2-104, Multiple Quadrants – Recommend including TWES on drawing for Twy N to indicate to the contractor that they have to remove/repaint the TWES for Twy N. It only points out the TWES for Spot 521.

5.2.16. Sheet C2-106, Quadrant B2 – Add Surface Painted Taxiway Direction Sign (SPTDS) for Twy

N on Twy J; signs are missing from design but painted to non-standardized marking currently (extremely faded). These signs need to be placed 163’ from Twy N centerline. Will be on left and right side of taxiway, with arrows in both directions.

5.2.17. Sheet C2-106, Quadrants A2, B2, & B3 – Remove TLES that crosses Twy J and is parallel to Twy N. Only remove the TLES that is between the TLES for Twy J.

5.2.18. Sheet C2-108, Quadrant D2 – Remove TLES that crosses Twy J and is parallel to Twy N. Only remove the TLES that is between the TLES for Twy J.

5.3. Pavement Marking:

5.3.1. Sheet C2-502 – Add design guidance for Towway Centerline marking, to include color, retro-reflectivity, stripe width, and black (non-retro-reflective) border. Similar to #1 for the TCLS, but white instead of yellow.

5.3.2. Sheet C2-503, all surface painted signs –

• Correct distance of sign to centerline to show 3’ between centerline (not including border line) and sign background (not including border line). As shown on design, it is 3’ from the centerline border to the numeral, which is incorrect.

• Correct height of letters/numbers to 12’, as opposed to the 6’ and 9’ that is show in design.

• Correct arrows to not be in a “bent” orientation; arrows should be straight and canted in the orientation/direction that the aircraft is expected to turn. Correct sizing of arrows, IAW

UFC 3-260-04.

5.3.3. Sheet C2-504, Figure 3 – Change ECP to current UFC guidance. Red line, with white transverse bars intersecting the restricted area line. White transverse bars must include black border. Neither the white transverse bars nor black border is not to cover/cross the retro-reflective red restricted area boundary marking.
