STATEMENT OF WORK

Restricted Area EMCS Licensing Upgrade

Buckley Space Force Base (BSFB) CO 80011 12 September 2024

1.0 Introduction and Overview

The 460th Civil Engineering Squadron (CES) requires the procurement of an annual software license to update operating systems that have reached the end of their life cycle.

This will ensure compliance with USAF network policies and improve the automation control system within the Restricted Area (RA) at Buckley Space Force Base (BSFB).

This upgrade complies with UL-1981 standards, which govern the Central-Station Automation Systems Certification Program, and is specifically focused on the Energy Management Control System (EMCS) for the Restricted Area.

2.0 Scope of Work

The 460th Civil Engineer Squadron (CES) requires the procurement of the Alerton Compass Ascent Compass 2.1 upgrade. The scope includes the following:

Upgrading the existing software license.

Configuring the database and mapping HVAC control points to the upgraded software.

Loading updated graphics into the system.

Commissioning and testing the upgraded system for full functionality.

Providing a backup maintenance computer to ensure operational redundancy.

2.1 Requirements

The Alerton Compass 2 software licensing upgrade will enhance the proprietary RA Building Automation System by providing software updates that simplify the installation and configuration of HVAC control components. This will allow for quicker repairs, faster data response times, and access to new utilities for managing alarms and trend logs. The upgrade includes, but is not limited to, the latest software releases, featuring new tools and major version updates.

This software upgrade allows 460 CES IT section to update operating systems that have reached the end of their life cycle. This ensures compliance with USAF network policies.

Additionally, the upgrade will introduce software redundancy by extending system functionality to a backup computer. This ensures continued operation in the event of hardware or software failure on the primary computer.

Due to the Buckley SFB Power Plant EMCS not being connected to the NIPRNet, the SSL Secured Online Remote Diagnostics system, which enables fast problem resolution and system diagnostics, cannot be utilized.

The system must stay operational during the upgrade and notify the government if and when any system downtimes are possible.

DRAFT

To ensure all contractual requirements are met, the government will assign a representative to escort contractor personnel during the upgrade process. The contractor will submit a detailed service report to the COR within 15 calendar days following the upgrade. This report will cover security patching, diagnostics, system grooming, software upgrades, and any problem resolution completed during the upgrade process.
