1. BACKGROUND

Vandenberg Space Force Base (VSFB) current infrastructure is highly dependent on our end-of- life and end-of-support Synchronous Optical Network (SONET). A Ciena-based Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture is now operational and ready for the migration of circuits from SONET. The migration priorities, plan, and template configurations have been developed and tested. It is time to begin the transition of the 1879 circuits from SONET to DWDM. This statement of work accomplishes the migration of up to 500 of those circuits.

2. OBJECTIVES

The SONET to DWDM Migration Part 2 (referred to as Part 2) objectives are to:

a. Migrate up to 500 of the 1879 SONET circuits to DWDM;

b. Provide the necessary fiber or copper cables required to move a connection to DWDM;

c. Acquire a quantity of DWDM hardware that may be needed to accommodate Part 2;

d. Furnish a Project Manager to oversee and coordinate the details of the work that will be done by contractor personnel.

3. REQUIREMENTS

3.1 Period of Performance

The Period of Performance is 15 months from Contract Award. This PoP is intended to account for long equipment lead times for the order and receipt of network equipment. Circuit transitions that do not depend on additional network hardware shall begin in a timely manner after receipt of cables and potential other required and appropriate materials. The Contractor shall schedule project activities to achieve an efficient and timely migration.

3.2 Contract Kick Off

A Contract Kick Off and Migration Survey shall be scheduled and executed within 45 days of Contract Award. The contract Kick Off will be a 2-3 hour meeting at which the contract, requirements and challenges will be reviewed. The Migration Survey involves visiting the sites where migrations will be completed. Enough time will be allocated to each site such that the contractor shall be able to gather all required information to thoroughly propose and price their materials and effort.

3.3 Working Hours

Migration activities shall be accomplished during business day duty hours (0730-1630). Most routine work shall not be accomplished during weekends, after hours, or over Government holidays. The exception may be service interruptions. Any effort that requires a service interruption must be coordinated with the 30 SCS Project Manager (30 SCS PM) a minimum of 10 business days in advance. Work may be required to take place after duty hours (between 2000 hrs and 0600 hrs) unless otherwise agreed to by the 30 SCS PM.

3.4 Schedule

The Contractor shall provide an integrated master schedule and installation work plan to the Government that addresses Part 2 requirements. The installation work plan identifies what the Contractor requires the Government to accomplish that will allow the Contractor to be efficient and successful. The schedule shall include both the Contractor and Government tasks necessary for the timely completion of migration tasks. The Contractor shall provide updates to the schedule as activities are completed or as dates and deliverables shift based on Government driven delays or vendor related issues affecting the timeline. This schedule shall show critical milestones and include procurement, installation, configuration, testing, training and deliverables activities.

The schedule shall incorporate the General Migration Plan as found in Attachment 1, General Migration Plan. The Contractor shall submit a formal draft of the integrated master schedule and installation work plan within 75 days of contract award for Government review and approval.
