Statement of Work

1. GENERAL DESCRIPTION

The awarded contractor shall provide all materials, labor, tools, equipment, transportation, supervision, project management, administrative support, and specialized expertise to perform the work stipulated in the Scope of Work, the Construction Drawings, Construction Specifications, hereafter collectively referred to as the Construction Documents. The project site is at the Fresno VA Medical Center at the cross streets of Fresno Street and Clinton Avenue, Fresno CA.

The description below is a general overview of the work activities and is not comprehensive. The contractor shall perform all work stated in the Construction Documents.

The general description of work includes but is not limited to:

a) Scope 1 - Building 1 and OPC Envelope Repairs:

This scope of work provides comprehensive exterior envelope repairs for Building 1 and associated OPC elements at the Fresno VA Medical Center, based on documented deficiencies identified in multiple façade inspections and condition assessments. The work is intended to restore safety, weather resistance, thermal performance, and long-term durability of the building enclosure.

Repairs include non-abrasive cleaning and close inspection of the façade, followed by targeted repairs to terra cotta cladding, stucco cladding, exposed concrete, fenestration, and related architectural elements. Work includes removal, replacement, stabilization, and anchoring of damaged terra cotta units; repointing of mortar joints; correction of moisture-related staining and sealant failures; repair and recoating of stucco and concrete;

replacement of cracked glazing units; renewal of window gaskets and sealants; and repair or replacement of louvers, sunshades, awnings, EIFS assemblies, and miscellaneous transition and accessory elements.

Cleaning and inspection activities establish the base bid scope and allow for identification of additional concealed deterioration. Any additional repairs may be authorized at the Government’s discretion using unit costs provided in the contractor’s bid. All work shall use compatible materials and follow applicable industry standards to ensure continuity of performance and appearance.

b) Scope 2 – Building 1, OPC, OPC 2 Glazing:

This scope of work provides replacement and upgrade of glazing systems at Building 1, OPC, and OPC2 to improve energy performance, safety, and operational reliability while maintaining architectural continuity. The work focuses on replacing outdated glazing with

570-21-108 01/23/2026 2 new high-performance insulated glazing units and associated components.

The scope includes selective demolition of existing single- and double-glazed windows and storefront systems, removal of associated framing components, sealants, gaskets, and interior blinds, and proper disposal of materials. Construction will be phased and coordinated to minimize disruption to Medical Center operations and to maintain interior environmental control, infection control, and security during installation.

New work includes modification or replacement of existing aluminum framing to accommodate insulated glazing units, reinforcement of anchorage as required, and installation of new glazing units with finishes and tinting to match existing conditions by building area. All new glazing will include blast-resistant film, and new blinds will be provided to match existing systems. Existing double-glazed windows with integral blinds will be replaced with new insulated glazing units with integral blinds, resulting in a consistent, durable, and energy-efficient fenestration system across the campus.

c) Scope 3 - Roof Repair of Lower Roof of OPC & West Wing Building 1:

Scope 3 includes targeted repairs to the lower roof areas of the OPC and the West Wing of Building 1 to address active leaks and restore watertight performance. Work includes cleaning roof surfaces, removal of debris and abandoned equipment, and investigation of leak sources through visual inspection of the roof assembly and underside of the deck.

Repairs consist of selective removal of failed roofing membranes, moisture-damaged insulation, cover boards, and any materials exhibiting mold growth, followed by replacement with new materials installed to maintain proper drainage slopes. Work also includes resetting or replacing roof drains, replacing and resealing flashings and penetrations using manufacturer-approved materials, and integrating new membrane patches with the existing roof system.

All work will be performed in phased sections to limit roof exposure and maintain infection control during construction. Completed repairs will be flood tested to verify the effectiveness of the work and ensure long-term watertight performance.

d) Scope 4 - Stair Access from OPC to Building 1 Chapel Roof:

This scope of work provides new code-compliant stair access from the OPC to the Chapel Roof of Building 1 to support safe maintenance and operations. The work includes selective demolition of the exterior wall at the second-floor link corridor to create a new access door opening and accommodate structural platform framing tied into the existing building frame.

New construction includes installation of a new insulated hollow metal door and frame, and fabrication and installation of galvanized steel platforms and stairs supported by welded HSS and wide-flange framing. Stair treads, landings, and platforms will use non-slip reinforced fiberglass grating, with galvanized steel stringers, toe kicks, and handrails. Exterior finishes around the new door and framing will be patched and restored to match existing conditions.

Construction will be coordinated with appropriate infection control and insect control measures to maintain building operations and occupant safety during installation.

e) Scope 5 - Repair Storefront North, South & East Demolition Vestibule Building 1:

This scope of work includes phased repair and replacement of the north, east, and south

570-21-108 01/23/2026 3 entrance vestibules at Building 1 to improve durability, energy performance, and life-safety while maintaining continuous building egress. The General Contractor shall coordinate phasing with the VA COR to ensure a minimum of two operational vestibules remain open at all times.

Work includes selective demolition of existing storefront and vestibule components, including glazing, doors, ceilings, canopies, and associated devices, with salvage and reinstallation of air curtains and security systems where required. Temporary enclosures, infection control measures, lighting, signage, and protection of fire and life-safety systems will be provided throughout construction.

New work includes modification or replacement of aluminum storefront framing to receive new high-performance insulated glazing, installation of new automatic insulated glass doors, repair of canopy-to-vestibule flashing, restoration of soffits and ceilings, and installation of insulation at spandrel areas. Finishes and assemblies will be coordinated to match existing conditions and ensure a consistent, safe, and weather-tight entrance system across all vestibules.

f) Scope 6 - OPC Ballast Roof Replacement:

Add Alternate 1 This scope includes the complete removal and replacement of the existing ballast roof system at the OPC facility. All roofing materials, insulation, cover boards, and flashings will be removed down to the concrete deck, with selective removal and salvage of aluminum coping. Work will be phased to limit roof exposure, protect against weather, maintain infection control, and keep all mechanical equipment operational. Bird protection will be removed, and affected parapets, equipment, ductwork, and air intakes will be thoroughly cleaned and sanitized. All debris will be disposed of in accordance with regulatory requirements.

A new fully adhered single-ply roofing system (minimum 60 mil) will be installed, including a vapor barrier, tapered insulation, sheathing, walkway pads, stainless steel and preformed flashings, and new pipe and duct supports. New aluminum coping will be provided where existing coping is not salvageable. New bird protection devices and screened enclosures with access doors will be installed around equipment and ducts on the north side of the penthouse.

g) Scope 7 - Building 1 West Wing Roof, Bridge Roof & Chapel Roof Replacement:

Add Alternate 2, 3 This scope of work includes full replacement of the existing roofing systems at the Building 1 West Wing, Bridge Roof, and Chapel Roof to restore long-term watertight performance, durability, and code-compliant detailing. The work replaces aging roof assemblies with new fully adhered single-ply roofing systems and upgraded accessories.

The scope includes phased demolition of existing ballast, membranes, insulation, cover boards, and flashings down to the concrete deck, with selective lifting of existing flashings and coping to allow proper integration of the new system. Roofing removal and installation will be carefully sequenced to limit roof exposure, protect against inclement weather, maintain infection control, and keep rooftop mechanical equipment operational throughout construction.

570-21-108 01/23/2026 4

New work includes installation of vapor barriers, tapered insulation to maintain proper drainage, cover boards, minimum 60-mil single-ply membranes, walkway pads, stainless steel flashings, and preformed penetration details. Parapets will receive new stainless steel flashings and counterflashing, mechanical curbs and penetrations will be fully re-flashed, and a new stainless steel expansion joint cover will be installed between the OPC and Chapel Roof to accommodate seismic movement. The completed roofing systems will provide a durable, maintainable, and watertight enclosure solution for the facility.
