About this file

This is a Draft Statement of Work (SOW) for the Small Bodies Discipline Node of the Planetary Data System (PDS), dated March 2026, with a period of performance from December 1, 2026, through November 30, 2029.

The contract requires the Small Bodies Discipline Node (SBN_UMCP) at the University of Maryland at College Park to continue providing planetary science data services centered on small bodies (asteroids, comets, and irregular satellites). Primary deliverables include: ingesting and validating small bodies data from NASA missions and research scientists; maintaining archival standards and peer-review processes; providing expertise to guide missions in data organization and documentation; ensuring long-term preservation through deep archival with the NASA Space Science Data Coordinated Archive (NSSDCA); making data publicly accessible in compliance with Section 508 of the Rehabilitation Act; minimizing downtime to no more than 14 calendar days per instance; maintaining tools, documentation, and training modules for data providers; and conducting quarterly reporting on metrics including dataset volumes, user statistics, and system performance. The node must complete PDS Registry documentation within one year, convert all data holdings to PDS4 format, migrate data holdings to NASA-managed cloud environments, and support enterprise modernization activities. Additional requirements include participating in PDS working groups with 70% meeting attendance, hosting one in-person PDS Management Council meeting, adhering to a PDS Code of Conduct, implementing cybersecurity compliance per NASA standards, transitioning web presence to NASA-managed infrastructure, and supporting user community training events with materials valued up to $5,000 per event for up to two annual events. The statement also establishes requirements for the Minor Planet Center management and International Asteroid Warning Network (IAWN) support under CLIN 2, with semi-annual reporting to the Planetary Defense Coordination Office. Government-furnished equipment includes NASA computers for full-time PDS Node staff only. The contractor may purchase new equipment only with NASA funding and solely for contract performance; all such equipment becomes government property and must comply with NASA cybersecurity standards. No specific Government-furnished information is required at contract outset, though the node will receive NASA mission data during performance. An Indefinite Delivery, Indefinite Quantity (IDIQ) provision allows NASA to request additional small bodies support services outside normal routine support through Task/Delivery Orders.
