About this file

This is a Draft Statement of Work (SOW) for the Planetary Plasma Interactions (PPI) Discipline Node of the Planetary Data System (PDS), effective December 1, 2026 through November 30, 2029.

The primary objectives are to maintain and advance NASA's planetary science data archival, preservation, discovery, and distribution services. Core responsibilities under this three-year effort include: ingesting planetary plasma interactions data from missions and research scientists while organizing peer-reviewed data archives and assigning Digital Object Identifiers (DOIs); implementing NASA PDS Level 3 and 4 archival requirements with long-term preservation through the NASA Space Science Data Coordinated Archive (NSSDCA); ensuring public data accessibility compliant with Section 508 of the Rehabilitation Act with maximum interruptions not exceeding 14 calendar days; converting all data holdings from PDS3 to the PDS4 standard; and migrating all on-premises data and systems to the NASA-managed cloud environment in an open-source manner. Additional requirements include completing PDS Registry documentation of all datasets within one year; maintaining archiving standards and PDS4 Local Language Dictionaries; supporting mission data pipelines and cloud-based delivery validation; developing sub-node transition plans; identifying software tools for combination or decommissioning; providing enterprise training and community support for up to two in-person training events annually valued at $5,000 per meeting; achieving cybersecurity compliance with SMD requirements including annual self-audits and System Security Plan authorization; and transitioning the Discipline Node's web presence and dataset access to NASA-managed infrastructure with quarterly progress reporting.

The contractor must provide quarterly deliverables including letters of support, NSSDCA delivery schedules, downtime reports, tool and documentation inventories, PDS Registry updates, dataset conversion status, cloud migration progress, and metrics tracking data volume, user access, and system performance. The work is performed at University of California, Los Angeles (UCLA) with travel expected to other PDS sites, NASA GSFC, and NASA HQ for collaboration meetings and PDS Management Council participation (up to eight monthly virtual meetings and two annual multi-day in-person meetings with up to five personnel attending).
