Statement of Work Network Control Center (NCC) Infrastructure Renovation Whiteman AFB 13 May 2025

1.0 PURPOSE: This Statement of Work (SOW) is provided for the purchase and installation of Layer One & Infrastructure Renovation(s) and Upgrade(s) to Building 149 – Network Control Center (NCC), Whiteman Air Force Base, MO.

2.0 PROGRAM REQUIREMENTS

2.1 GENERAL INFORMATION: This project shall be considered “Turnkey”. The Air Force/Government will only provide personnel for escort requirements, as needed. Coordinate 509 CS/SCXP when escorts are required. Government Furnished Equipment, Tools, and/or Personnel will not be provided to the Contractor for installation tasks.

2.2 HOURS OF OPERATION

Normal duty hours for Building 149 are 0730 – 1700 CDT. If the contractor desires access to the facility during “Down Days” prior coordination will be required with the 509 CS/SCXP. Access during Down Days will be determined by 509 CS/SCXP and may be limited or denied.

2.3 BASE SUPPORT

The Contractor shall coordinate with 509 CS/SCXP for storage space and staging area requirements. No Government Furnished Property will be provided for the completion of this effort.

3.0 CONTRACTOR PERSONNEL

3.1. SITE POINT OF CONTACT

The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site Point of Contact (POC) for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including scheduling, coordination, quality, safety, and discrepancy matters.

3.1.1 PERSONNEL REQUIREMENTS

Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.

3.2 PERFORMANCE PERIOD

Lead time for this requirement is 180 days after award. Any request or justification for change shall be made to the Contracting Officer in writing and must be approved by the Contracting Officer.

4.0 REQUIREMENTS:

4.1 The Contractor shall provide all services, supplies, transportation, equipment, test sets, tools, materials, labor, supervision, management and other incidentals necessary to Engineer, Furnish & Install (EF&I) this requirement in accordance with Telecommunications Industry Association/Electronics Industry Alliance Standards (TIA/EIA), Building Wiring Standards, and Building Industry Consulting Service International (BICSI) Standards, National Fire Protection Agency (NFPA) 70, NFPA-76, & National Electric Code (NEC) and Institute of Electrical and Electronics Engineers (IEEE). Listing of Installation Standards, Codes, or Standards/Policy boards may not be inclusive. Contractor shall use the latest and most up to date safety standards, installation codes, and practices. Each employee shall submit a monthly summary of work completed to the Contracting Officer Representative (COR) by the 5th of each month.

4.1.1 INSTALLATION SCHEDULE

Within 30 days of contract award, the Contractor shall provide a complete milestone schedule that denotes a timeline of activities to include time-phased start and completion dates for the primary project and any sub-projects associated with the installation of the components and systems. The 509th Communications Squadron Planning and Implementation Office (509 CS/SCXP) will use the contractor-proposed schedule provided after award for escort scheduling and/or personnel relocations during project installation. A proposed schedule with an estimated time for completion is required as part of the quote submitted in response to the solicitation for this requirement.

4.2 PROJECT EXECUTION:

4.2.1 SITE COORDINATION: The Contractor shall coordinate with 509 CS Plans Office and identified site POCs a minimum of 10 business days prior to arrival on site.

4.2.2 PROJECT IN-BRIEF: The Contractor shall conduct a project in-brief with 509 CS Command team & the 509 CS Plans Office. Contractor shall support and respond to questions regarding issues pertaining to this Statement of Work (SOW).

4.2.3 GOVERNMENT DELAYS: In the event that a Government-caused delay requires the Contractor to incur schedule delays or additional costs, the Contractor must document the impact to their schedule and, within five (5) days of this delay, provide the Contracting Officer a request for adjustment for their review and consideration prior to any authorized change in schedule.

4.2.4 SECURITY CLEARANCE: All contracted personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. Contractors working under this SOW, at a minimum, shall have a favorable National Agency Check and shall ensure personnel have a valid Secret security clearance level at no additional cost to the Government.

4.2.5 SAFETY/INCIDENT REPORTING & INVESTIGATION: The Contractor shall have a Safety Plan approved and endorsed by Contractor’s Safety Coordinator that meets Occupational Safety and Health Administration (OSHA) standards. A copy of the Safety Plan shall be maintained on site for documentation and reporting purposes. The Contractor shall record and report all available facts relating to each instance of injury to the Base Safety Office. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base Point of Contact (POC). If the Government elects to conduct an investigation of any incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

4.3 IMPLEMENTATION: The Contractor shall have ultimate responsibility for the successful deployment and cutover to the new infrastructure. Any work deemed non-compliant IAW standards listed in table 3.9.1 that provides established industry standards shall immediately be re-worked at the Contractor’s expense. This task shall include all necessary work required to connect to the existing infrastructure providing a fully functional network solution.

The Contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure necessary processes and activities are performed to provide an effective and acceptable system. The Contractor will employ effective management tools and methods to assure control of cost, schedule and performance.

The Contractor shall conduct, support, or participate in program management and technical reviews, meetings, and conferences, as required, to ensure effective and efficient Statement of Work (SOW) execution. Any damage to government property by the contractor during the execution of this SOW shall be reported immediately and repaired at the Contractor’s expense.

4.3.1 CONFORMANCE TO STANDARDS

All equipment and system solutions shall conform to the applicable industry standards and military specifications as identified in the following table. If any standards aren't identified below but are applicable contractor shall conform to those as well.

4.3.2 SYSTEM INSTALLATION PLAN (SIP) / PROJECT SUPPORT AGREEMENT (PSA)

A System Installation Plan (SIP) is required for this Statement of Work (SOW) no later than thirty (30) days prior to project installation. The System Installation Plan (SIP) shall be approved by the 509 CS/SCO, prior to the start of any onsite work. The system must be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the Government.

4.3.3 POSITION TURN OVER: The Contractor shall assist the Government in completing the AFTO Form 747, Communications and Information Systems Acceptance Certificate. Configuration Management information shall be provided to site Points of Contact (POCs) as part of this Statement of Work (SOW) as PDF files. The Contractor shall provide as-built documentation and associated products:

A. Bayface layout drawings and diagrams of the chassis/shelf/cabinet identifying installed cards, modules, equipment, etc.
B. Cable and power drawings/specifications, floor plans, and engineering specifications generated in support of the installation of the system.
C. Drawings that depict the overall installed system configuration and network topology, as needed.
D. An equipment listing with serial/model numbers and manufacturer specifications.
E. An inventory of any newly installed equipment and software, identification of test results, site-specific “as-built” engineering drawings, and a summary of any open items.

5.0 TECHNICAL REQUIREMENTS

5.1 WIRING LAYOUT: Splice existing Fiber Optic Cable(s) (FOC) Room 120 Cabinets 602/603 to new Pigtails to be routed to Cabinet 506 Room 124.

5.0 5.1

5.1.1 Terminate existing Fiber Optic Cabling from ST to LC connector(s) – Room 124.

5.1.2 Installation of new cable tray systems for Unclassified & Secure Networking cable(s) – Room: 120, 122 and 124.

5.1.3 Provide new patch cords for inter/intra cabinet connections.

5.1.4 Install new Intra Row Fiber Optic cables – Row(s) 1, 2, 3, & 5.

5.1.5 Route existing Data Cables (Unshielded Twisted Pair/Fiber Optic Cable) on to new or existing cable tray.

5.1.6 Remove all existing unused/disconnected cables – Room 120, 122 and 124.

5.1.7 Cable dress all new and existing cables – Unshielded Twisted Pair, Shielded Twisted Pair, and Fiber Optic Cable.

5.2 CLASSIFIED INFORMATION INFRASTRUCTURE

5.2.1 Company shall be a U.S. owned company using U.S. personnel (U.S. citizen or a person with two forms of I-9 identification, meeting federal REAL ID standards). Prior to obtaining initial access to the site, all personnel shall be given a comprehensive security orientation by the Site Security Manager (SSM) or his/her designee, who will be identified to the vendor upon award of the contract. Clearances will be verified by submission of a visitor access request (VAR) to the 509 CS SMO code which will be provided to the awarded vendor.

5.2.2 FOR OFFICIAL USE ONLY and IAW CNSSAM TEMPEST / paragraphs 1 to 13:

Engineers engaged in the design of classified (collateral or higher) information infrastructure must coordinate the infrastructure design with the Certified TEMPEST Technical Authority (CTTA) and Designated Accreditation Authority (DAA) responsible for that area. This Technical Guide cannot attempt to replace the publications that have been produced to support the design of Red/Black infrastructure.

5.2.3 Provided upon receipt of award, the contractor engineer must consult the following applicable documents for consideration and design guidance: Committee on National Security System Advisory Memorandum (CNSSAM) TEMPEST/1-13 (FOUO) defines the guidance to consider during design and installation, and provides potential solutions, TEMPEST Countermeasures for Facilities NATIONAL SECURITY TELECOMMUNICATIONS AND INFORMATION SYSTEMS SECURITY (NSTISSI 7000), and NONSTOP Countermeasures (NSTISSI 7001) establish the policy that certain systems and facilities that process national security information (NSI) must be reviewed by a Certified TEMPEST Technical Authority (CTTA). If a CTTA review is required, and the review determines that TEMPEST countermeasures are required, the CTTA will consider a variety of methods that can be applied to the system/facility to achieve TEMPEST security. The RED/BLACK guidance contained in CNSSAM TEMPEST/1-13 (FOUO) will be considered by the CTTA along with other measures (e.g., TEMPEST Zoning, TEMPEST suppressed equipment and shielding) to determine the most cost-effective countermeasures to achieve TEMPEST security. Only those RED/BLACK criteria specifically identified by the CTTA will be implemented. Additional information on grounding can be found in MIL-STD-188-124B and MIL-HNBK-419-A.

Engineers engaged in the design of classified (collateral or higher) information infrastructure must coordinate the infrastructure design with the Site Security Manager (SSM) to ensure compliance with Certified TEMPEST Technical Authority (CTTA) and Designated Accreditation Authority (DAA) requirement for the area. This Technical Guide cannot attempt to replace the publications that have been produced to support the design of Red/Black infrastructure. The engineer must consult with the SSM on the following applicable documents for consideration and design guidance: CNSSAM TEMPEST/1-13 (FOUO) defines the guidance to consider during design and installation, and provides potential solutions, DoDM 5105.21 and IC Technical. Specifications for ICD/ICS-705 (U) define the physical security requirements in construction of secure facilities.

5.3 NCC ROOM CONFIGURATION: All rooms are configured with Raised Floor panels (2ft x 2ft) metal frame type. Floor clearance of Floor Panels to Slab Floor is twenty-two (22) inches. All areas are configured with 2ft x 2ft suspended ceiling tiles. The under-floor of Room 124 serves as a cold air plenum space. Rooms 120 and 124 are not configured with an underfloor plenum space.

5.3.1 ROOM 120 – FIBER OPTIC CABLE ENTRY AREA/STORAGE AREA

5.3.1.1 Unclassified Area, Room 120 (28’x14’) this room serves as the cable entry point for Fiber Optic Cables that route to Room 124. This room is configured with one (1) metal enclosure - 601, one (1) two post rack - 602, one (1) wall mount enclosure – 603, two wall mount half racks – A and B. Fiber Optic Cables to End Building Nodes (EBNs) appear to be routed from the cable vault, located in the sub-basement of the Switch Room, to Room 120.

5.3.1.2 Cables appear to be routed from above the suspended ceiling and possibly below the raised floor from the cable vault. There are other cable entries located on the East Wall of the room, Refer Images. It appears End Building Nodes (EBN)s are connected from Patch Panels located in cabinets 602/603 via zip cords to either Cabinet 507 or possibly directly to the Core Switch located in cabinet 303 located in Room 124. Zip cords from Cabinets 602/603 could possibly route to other cabinets or other devices within the Network Control Center (NCC). There is major congestion of Fiber Optic cables, zip cords, and patch cords directly under cabinet/enclosure 602/603, to include the area above the suspended ceiling of the rack/enclosure.

5.3.1.3 Excessive Fiber Optic cable maintenance loops exist above the suspended ceiling and below the raised floor. The raised floor panel below Enclosure 603 is missing and the supporting panel bracket hardware appears to be damaged or missing.

5.3.2 ROOM 122 – SECURE AREA: Classified Area (18ft x 19ft) Access from Room 124. Area consists of two rows for cabinet(s)/rack(s). Configured with 2ft x 2ft floor panels and (2ft x 2ft) ceiling tiles. Area does not appear to have a dedicated cool air supply. There is no under floor cable tray and the abandoned cable issue is not a severe as the other areas within the NCC.

5.3.3 ROOM 124 – MAIN FLOOR: Unclassified Area, Room 124 (40ft x 46ft) is configured with five (5) rows of cabinets/racks with various amounts of networking devices within each cabinet. The area has two (2) Liebert Computer Room Air Conditioning (CRAC) units for cold air supply.

5.3.3.1 Beneath the raised floor is configured with pipes, Polyvinyl Chloride (PVC)/Electrical Metallic Tubing (EMT) conduits, cables, Patch Cords, power whips, power flex conduits, water-tight tubing, chilled water pipes, cable tray, building monitor conduits, abandoned cabling & termination devices, brackets, hardware, etc.

5.3.3.1.1 Clearance from top of row(s) 2 & 3 to Suspended Ceiling (19) Nineteen inches.

5.3.3.1.2 Clearance from top of row(s) 5 to Suspended Ceiling (11) Eleven inches.

5.3.3.1.3 Clearance from Suspended Ceiling to Top Deck (36) Thirty-six inches.

6.0 INSTALLATION APPROACH: The preferred installation methodology shall be the Installation Contractor conduct installation tasks while minimizing downtime of Whiteman Base Area Networking (BAN) resources. All work & tasks shall be conducted and completed with the coordination of the 509 CS. Authorized Service Interruption(s) (ASI) will be scheduled accordingly. ASI scheduling processing will require twenty-one (21) days to complete. ASI can be scheduled for a seventy-two (72) hour duration. Local service outages can be coordinated with the 509 CS.

6.1 ROOM 120: Contractor shall complete Tasks in most logical order for time efficiencies. Task listing below does not indicate the required order for completion.

6.1.1 Primary objective(s) for this area is to remove Enclosure 603 and reroute and splice the existing cables from 603 to new two post rack. New pig-tail(s) will be installed (spliced) from the new two rack to the existing cabinet 506 (See drawing Attachment 3).

6.1.1.1 Provide and install full-size two-post rack, refer to Drawing Attachment 5. Attach ground wire cable to new rack and connect ground wire to facility ground point.

6.1.1.2 Install cable tray, above suspended ceiling and below raised floor, (Refer to Drawing, Attachment 5).

6.1.1.3 Fiber Enclosure 603 (See Drawing Attachment 5) – the Remote end of cables terminated in Enclosure are not known. Fiber Optic Distribution Panel (FODP) labeling is difficult to read and missing floor panel beneath the enclosure makes survey of the enclosure difficult. The Contractor shall survey Enclosure 603 to determine the Remote (EBN) side of the cable for re-termination purposes. Refer to drawings attached at the end of this document.

6.1.1.4 The contractor shall remove the Fiber Optic Cables from the Patch Panels of Enclosure 603. Fiber Optic Cables appear to be routed from above the suspended ceiling and below the raised floor into the Enclosure.

6.1.1.5 It appears that most Fiber Optic cables, into Enclosure 603, have been installed with an excessive amount of cable slack (maintenance loop). The new location for the cables into Enclosure 603, will be the new two post rack within Room 120. The Contractor shall cut the existing Fiber Optic Cables to a more suitable length for Fiber Optic Cable splicing to the new two post rack.

6.1.1.6 Install new backboard for Fiber Optic cable maintenance loop installation(s).

6.1.1.7 Route Fiber Optic cables on new cable tray to new two post rack.

6.1.1.8 Mount Fiber Optic cable maintenance loops to new backboard.

6.1.1.9 Provide Splice Enclosure(s) and Splice Tray(s) for splicing Fiber Optic Cables (Pig Tails) to Cabinet 506. Refer Room 124 Section, refer to Drawing, attachment 8.

6.1.1.10 Fusion Splice fibers from 603 Enclosure to new Pig Tails to be routed to Cabinet 506. Refer Room 124 Section.

6.1.1.11 Document and Label new Splice Enclosures in New Rack.

6.1.1.12 Entire slab floor area under the raised floor shall be vacuum cleaned (Shop Vac).

6.1.1.13 After all cables from Enclosure 603 have been relocated. Remove and dispose the Enclosure.

6.1.1.14 Refurbish wall where Enclosure 603 was removed.

6.1.1.15 Provide new raised floor panel – under prior Enclosure 603 location (Refer images).

6.1.1.16 Repair raised floor support bracket hardware for floor panel opening – beneath Enclosure 603.

6.1.1.17 Rack 602 shall remain in place.

6.1.1.18 Rack 602: Fiber Optic Distribution Panel (FODP) Fiber Patch Panel (FPP)-A shall remain in place.

a. FODP labeled: 149-35 shall be removed. Building 35 has been demolished.

b. FODP(s)/Module(s) labeled “To Switch Room” shall remain in place.

c. All other Fiber Optic Cabling shall be relocated to the new Two Post Rack for splicing to new Pig-Tails that will be routed and terminated to Cabinet 506.

6.1.1.19 Junction Box 601: Out-of-Scope.

6.1.1.20 Cables/Cabling detached, abandoned, or otherwise not connected shall be removed and disposed of under the raised floor areas and above the suspended ceiling(s) of the Room. Cable removal will include cables placed but not attached or connected within cabinet(s). Cables to be removed may include the following: Patch cord(s) – Unshielded Twisted Pair (UTP), Shielded Twisted Pair (STP), Fiber Optic, Multiple strand cabling – Fiber, Telco (CAT 3) – Multiple Pair Copper/Telco. Other materials to be removed: Telco “Biscuits”, abandoned backboard(s), abandoned patch panel, 66 Telco Punchdown block(s), detached brackets, detached PVC/EMT conduit(s), detached Unistrut, pieces of cinder block, Air Vent(s)/Louver(s), wire cable tray, and other debris. Contractor shall positively identify all cable(s) slated for removal.

6.2 ROOM 122: Contractor shall complete Tasks in most logical order for time efficiencies. Task listing below does not indicate the required order for completion.

6.2.1 Install cable tray under raised floor as indicated in Drawing, Attachment 3, at the end of this document. Note: This section of cable tray is independent of the Unclassified Cable mainly located in Room 124. There is no physical connection between the cable tray systems.

6.2.2 Remove/dispose Wall Mount Fiber Optic Distribution Panel (FODP)(s) and cables from Backboard – Drawing, Attachment 1/3/5, upper left.

6.2.3 Remove abandoned cabling and/or debris from under raised floor.

6.2.4 Circuit Breaker/Power Distribution Unit (PDU) assignments are not documented for each cabinet/rack in Room 122. During a scheduled Authorized Service Interruption (ASI) and/or coordinated local outage, Contractor shall determine and document Circuit Breaker/PDU assignment for each cabinet/rack located in Room 122. Coordinate any and all ASI with 509 CS/SCXP.

6.2.5 Entire slab floor area under the raised floor shall be vacuum cleaned (Shop Vac).

6.3 ROOM 124: Contractor shall complete Tasks in most logical order for time efficiencies. Task listing below does not indicate the required order for completion.

6.3.1 There are thirty-eight (38) known EBN(s) (End Building Nodes) connected to Building 149. Refer to Attachment 1. Contractor shall coordinate with 509 CS POCs regarding order of Building cutovers and related tasks to complete transition to the new Layer One configurations. EBN listing may not be inclusive. Refer to Attachment 1. The primary objectives for this area are to Reterminate the FODP(s) in Cabinet 507 from ST to LC connectors, install new pig-tails from Cabinet 506 to new rack (Room 120), install into Fiber Optic Cables for intra cabinet connections, install new cable tray systems, and remove abandoned and unused cabling.

6.3.2 Install new cable tray as shown in Drawing, Attachment 3/5. Cable tray runs below raised floor and above suspended ceiling shall be required. Install twenty-four (24) inch cable tray, above suspended ceiling, as indicated in Drawing, Attachment 5. Note: Cable tray routes may deviate from drawings if obstruction(s) exist, or indicated routing is not practical for new cable tray placement. Cable tray run will terminate above Cabinet 506 to new rack to be positioned in Room 120. Install “Waterfall” cable tray section from main cable tray run to above Cabinet 506 and new rack in Room 120.

6.3.3 Cut cable entrance(s) on Cabinet 506 top panel for cable entrance from new overhead cable tray (Waterfall) section. Install grommet to newly cut panel to protect cables from sharpen edges.

6.3.4 Install cable tray under raised floor as indicated in drawing, Attachment 3, to Rows 1 to Row 2, Row 2 to Row 3, and from Row 3 to Row 5. Also, install cable tray under the length of the cabinet/rack rows, (Refer to drawing, Attachment 3).

6.3.5 Remove unattached, unused, abandoned patch cords, Cables – Fiber Optic Cable (FOC), Unshielded Twisted Pair (UTP), Shielded Twisted Pair (STP), CAT3 from under the raised floor.

6.3.6 Remove unattached, unused, and/or abandoned patch cords, cables, - FOC, UTP, STP, CAT 3 from all cabinet(s)/rack(s), except for Rack(s) 204 and 205. If the cable to be removed routes under the raised floor, the cable shall be entirely removed and not cut at the cable entrance of the cabinet.

6.3.7 The Contractor shall provide all replacement patch cords for all patching/connection requirements – existing and new. If intra-cabinet patching is required cut-to-length patch cords are authorized. Contractor shall verify patch cord type, length, connector types for all patch cords. All patch cords shall be placed within new cable tray system, as required. Radial cable type patch cords are preferred.

6.3.8 Circuit Breaker/Power Distribution Unit (PDU) assignments are not documented for each cabinet/rack in Room 124. During a scheduled Authorized Service Interruption (ASI) and/or coordinated local outage, Contractor shall determine and document Circuit Breaker/PDU assignment for each cabinet/rack located in Room 124. Coordinate with the 509 CS.

6.3.9 Existing cabinets within Room 124 have cool air flow issues. Air flow is partially due to under floor obstructions but mainly due to lack of openings on the existing floor panels. The contractor shall cut/drill openings into the existing floor panels to provide cool air within all cabinets. Install protective grommets to the openings to reduce safety hazards from sharpened floor panel edges.

6.3.10 There are several areas under the raised floor where power whips/receptacles are bundled. These power whips have created air flow obstructions through-out the room. Also, power whips are inter-mixed with data cables(s), refer images. All power whips shall be considered active. Contractor shall reroute unused power whips and untangle power cords/whips. Place power cords/whips away from cables and from proposed new cable tray system. Do not place power whips/cables within data cable tray system per Installation Standards. Also, route power whips/cables at ninety (90) degree angles above/below data cabling/cable trays as required.

6.3.11 Cables/Cabling detached, abandoned, or otherwise not connected shall be removed and disposed of under the raised floor areas and above the suspended ceiling(s) of the room. Cable removal will include cables placed but not attached or connected within Cabinet(s). Cables to be removed include the following: Patch cord(s) – UTP, STP, FOC, Multiple strand cabling – Fiber, Telco (CAT 3) – Multiple Pair Copper/Telco. Other materials to be removed: Telco “Biscuits”, abandoned backboard(s), abandoned patch panel, 66 Telco Punchdown block(s), detached brackets, detached PVC/EMT conduit(s), detached Unistrut, pieces of cinder block, Air Vent(s)/Louver(s) and other debris. Contractor shall positively identify all cable(s) slated for removal.

6.3.12 Entire slab floor area under the raised floor shall be vacuum cleaned (Shop Vac).

6.3.13 Cabinet 101: Cut floor tile for Heating, Ventilation, and Air Conditioning (HVAC) Ventilation. Remove excess wire. Wire Dress cables. Although, the Fiber Optic Distribution Panel (FODP) labeled Enterprise Land Mobile Radio (ELMR) is configured with ST connectors, the FODP will not be reterminated with LC connectors, per instructions from the 509 CS.

6.3.14 Cabinet 102: Cut floor tile for HVAC Ventilation. Cable dress existing cables (Rear). Remove disconnected/unused cables - Entirely. Place cable slack on new and/or existing cable tray. If existing Unshielded Twisted Pair (UTP) cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.15 Cabinet 103: Cut floor tile for HVAC Ventilation. Dress power cords/cables.

6.3.16 Cabinet 104: Dress power cords/cables. Distribute to upper outlets. Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.17 Cabinet 105: Cut floor tile for HVAC Ventilation.

6.3.18 Cabinet 106: Cut floor tile for HVAC Ventilation. Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.19 Cabinet 107: Cut floor tile for HVAC Ventilation. Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.20 Cabinet 108: Cut floor tile for HVAC Ventilation. Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.21 APC (Row 2 Position 1): Cut floor tile for HVAC Ventilation. Dress power & data cables.

6.3.22 EMC (Row 2 Position 2): Cut floor tile for HVAC Ventilation. Dress cables (Rear).

6.3.23 Cabinet 201: Dress Data & Power Cables/Cords (Front/Rear). Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.24 Cabinet 202: Cut floor tile for HVAC Ventilation. Dress Data & Power Cables/Cords.

6.3.25 Cabinet 203: Dress cables (Rear). Place cable slack on new and/or existing cable tray. If existing UTP cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.26 Cabinet 204: Out-of-Scope.

(1) 72 strand FOC cable each from Cabinet 303 to Cabinet 105. 72 strand cables shall be Single-mode Fiber (SMF) plenum rated with LC connectors at each end. Test, document FOC installation. Label all FODP(s) for each cabinet.

6.3.32 Install one (1) 72 strand FOC cable each from Cabinet 303 to Cabinet 202. 72 strand cables shall be SMF plenum rated with LC connectors at each end. Test, document FOC installation. Label all FODP(s) for each cabinet. As cut-over to new Layer 1 configuration begins, Contractor shall supply FO Patch Cords – SMF/Multimode Fiber (MMF) radial, duplex, plenum rated, LC-LC for Core switch connection(s).

6.3.33 Cabinet 304: Cut floor tile for HVAC Ventilation. Dress data & power cables/cords. Three existing FODP(s).

6.3.33.1 The Connector(s) in these Fiber Optic Distribution Panel (FODP)(s) are LC, re-termination is not required. But the location of the remote side of these cables are unknown. Contractor shall survey cable route for these cable(s). If the cables route to the cable vault, document cable route and no additional action is required. Should the cables route to a FODP in Room 120, the cables will have to be fusion spliced along with the cables within cables Rack 602 and Enclosure 603. For additional details, refer to Room 120 Rack/Enclosure 602/603. It is possible the remote end of the cables are located at a different location other than the two just listed, but it is unlikely.

6.3.33.2 Place cable slack on new and/or existing cable tray. If existing Unshielded Twisted Pair (UTP) cable(s) are not long enough to be placed in cable tray. Remove existing UTP cabling and install new UTP cables. Place new cabling in new /existing cable tray(s). Provide new UTP patch panels. Label and test all new UTP cable installations.

6.3.33.3 Cabinet 305: Cut floor tile for HVAC Ventilation. Dress data & power cables/cords (Rear).

6.3.33.8 Cabinet(s) 402A/B, 403A/B, 404, 510, “5”, and 513 are unused or minimally used. Dress any data & power cables as required. Cut floor tile for HVAC Ventilation as required. Route data cables between rows of this set of cabinet on new cable tray.

6.3.33.9 Cabinet 501: Dress data & power cables/cords. Although, the FODP labeled ELMR is configured with ST connectors, the FODP will not be reterminated with LC connectors, per instructions from 509 CS.

6.3.34 Provide and Install new Wire Management panels as space allows. Provide Single-mode Fiber (SMF)/Multimode Fiber (MMF) LC duplex Patch Cords for cross connections. Refer FODP(s) below (seen as labeled on site):

FODP - MABB 24 SMF B3200-B149 1-24.

6.3.34.1 Cabinet 502: Dress data & power cables/cords. Remove Telco “Biscuit(s)” and cable(s). Provide Rack Mount Shelf. Mount Modem(s) (2) and Media Converters (3) on new Rack Mount Shelf.

6.3.34.2 Cabinet 503: Secure Media Converter(s) (2) to shelf (Rear). Dress data cable(s).

6.3.34.3 Cabinet 504: Secure devices to Shelf (Rear).

6.3.34.4 Cabinet 505: Provide Rack mount shelf. Secure Media Converter(s) to new shelf. Dress Data cables within Cabinet.

6.3.34.5 Cabinet 506: Cabinet 506 will house the new Pig-Tails that will be routed to the new two post rack in Room 120 (Refer Drawing, Attachment 4). Cabinet 506 side of the Pig-Tail may be Plug & Play components with the Room 120 end being fusion spliced to the existing Outside Plant (OSP) cables that will relocated from Enclosure 602 & 603. Connectors of the Pig-Tails shall be LC. The majority of the Fiber Optic Cables (FOCs) should be SM but MM may be required. The Contractor shall verify FOC type and amounts. The Contractor shall supply all Patch Cords required for cross connections within the cabinet. Test and document all FOC installations (Pig- Tails). The Contractor shall provide all required components- FODP(s), Cable Managers, etc. Label all FODP(s) with Machine Labeling device – (Hand Printed labels are not authorized).

6.3.35 Install two (2) 72 strand FOC cables each from Cabinet 506 to Cabinet 303. Each 72 strand cables shall be SMP plenum rated with LC connectors at each end. At Cabinet 506 install one (1) of the FODP(s) that will house one of the 72 strand cables at the top of the cabinet. The other FODP shall be positioned at the middle of the Cabinet - 506. At the 303 Cabinet end of the cable install a FODP at the top and bottom of the Core Switch as space allows. Test, document FOC installation. The Contractor shall supply all Patch Cords required for cross connections. Label all FODP(s) for each cabinet.

6.3.35.1 Cabinet 507: Reterminate existing FO connectors for all patch panels from ST connectors to LC connectors. Majority of the reterminated FO connectors will be in Cabinet 507. Although, reterminations may be required in other patch panels located in other cabinets. The vast majority of reterminated connectors will require Single-mode Fiber (SMF) connectors but Multimode Fiber (MMF) connectors may be required.

6.3.36 Termination method for new LC connectors shall be fusion splicing. The contractor shall verify types and amounts. Provide and install new FODP(s) that will support new LC connectors. Provide and Install new Wire Management panels as space allows. Label all FODP(s) with Machine Labeling device – (Hand Printed labels are not authorized.

6.3.36.1 Cabinet 508: Cut floor tile for HVAC Ventilation. Dress data & power cables/cords. Remove disconnected power/patch cords. Reterminate existing Fiber Optic connectors for all patch panels from ST connectors to LC connectors. Termination method for new LC connectors shall be fusion splicing. The contractor shall verify types and amounts. Provide and install new FODP(s) that will support new LC connectors. Provide and Install new Wire Management panels as space allows. Provide SMF/MMF LC duplex Patch Cords for cross connections to Cabinet 506 – (New 72 Strand cables to Cabinet 303). Or other required cross connection point. Refer FODP(s) below.

6.3.36.2 Cabinet 509: Dress data & power cables/cords (Rear). Dress DB-9 Cables.

6.3.37 Label, Test, and Document all retermination(s) – refer above.

6.3.38 Contractor shall provide raised floor panels to replace missing, damaged, or exposed cut floor panels.

6.3.39 New floor panels shall have same configuration as the existing floor panels.

6.4 PRE-POSITIONG OF EQUIPMENT: Contractor shall comply with floor space and floor weight loading limits when staging equipment and materials within the NCC area(s)/space(s). Contractor shall coordinate with 509 CS Plans Office if additional storage space is desired. Additional storage space cannot be guaranteed by the 509 CS.

6.5 GROUNDING AND BONDING: All telecommunications cabinets and supporting structures (cable trays, ladders, conduits and baskets) throughout the project must be bonded to the CR signal ground ring or bus bar as defined in TIA/EIA-569-D (Telecommunications Grounding Busbars (TGB) or Telecommunications Main Grounding Busbar (TMGB) as defined in J-STD-607-A).

6.6 ELECTRICAL (Non-Grounding): New Electrical/Power installation requirements are not anticipated for this effort.

6.7 PERMITS REGARDING MODIFICATION TO REAL PROPERTY:The Contractor shall complete and process all permits required to complete the installation for example, the Base Civil Engineering Work Clearance Request, sometimes called a digging permit, (AF Form 103) and Base Civil Engineer Work Request (AF Form 332) prior to any facility modification. AF Form 103 and AF Form 332 and any other required permits (as determined by base Civil Engineering) shall be submitted in accordance with local procedures.

6.8 WARRANTY: The warranty period shall start from the date of system and/or project acceptance as recorded by completion of the AF Form 747 and not the DD Form 250. The Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.

6.9 PREMISE WIRING REQUIREMENTS

6.9.1 REMOVAL REQUIREMENTS: Cables/Cabling detached, abandoned, or otherwise not connected shall be removed and disposed of under the raised floor areas and above the suspended ceiling(s) of Rooms 120, 122, & 124. Cable removal will include cables placed/attached within Cabinet(s). Cables to be removed include the following: Patch cord(s) – UTP, STP, Fiber Optic, Multiple strand cabling – Fiber, Telco (CAT 3) – Multiple Pair Copper/Telco. Other materials to be removed: Telco “Biscuits”, abandoned backboard(s), abandoned patch panel, 66 Telco Punchdown block(s), detached brackets, detached PVC/EMT conduit(s), detached Unistrut, pieces of cinder block, Air Vent(s)/Louver(s) and other debris. Contractor shall positively identify all cable(s) slated for removal.

6.9.1.1 The contractor shall not remove camera cables, control cables, fire alarm cables, Public Address cables, Building Monitor cables, Alarm (Security), etc. Control cables, fire alarm cables, Public Address cables, Building Monitor cables, Alarm (Security) etc. will be the responsibility of others and are not within the scope of this effort. All cables should be positively identified before removal. Contractor shall consult with 509CS if there is any doubt concerning cable removal.

6.9.1.2 Contractor shall coordinate with 509 CS Plans Office and/or 509 CE for required staging areas for equipment, vehicles, roll-off dumpsters, etc. The Contractor is solely responsible for the disposal of all waste materials related to the project and shall not use base, facility, or area dumpsters to dispose of removed material, objects, boxes, or containers. The Contractor may use base DLA Disposition Services (Formally known as DRMO) facilities or other base recycling facilities. The Contractor shall verify what materials can be processed by base recycling facilities - facility operating hours, delivery/scheduling, and waste material packaging. If Defense Logistics Agency (DLA) Disposition Services is unable to accept any materials, the contractor shall dispose of the materials using commercial disposal services.

6.9.2 ADDITIONAL REMOVAL/DEMOLITION: Whiteman AFB Civil Engineering and 509 CS shall be consulted concerning any additional materials or infrastructure identified by the contractor for removal. Concurrence from the 509 CS/SCXP. for any additional removal or demolition is required.

6.9.3 CABLE SEPARATION: Cable separation between Classified and Unclassified cables shall be at least four (4) cm. Separation requirement(s) shall include UTP, STP, and FOC cables and patch cords. Additionally, separation of Classified and Unclassified cable tray(s) shall be at least four (4) cm.

6.9.4 INSTALLATION FIBER OPTIC PREMISE WIRING: All new Unclassified (Fiber Optic Cable (FOC) will be either Single-mode Fiber (SMF) or Multimode Fiber (MMF). MMF configuration shall be OM4. Cable Jacket for Unclassified shall be Green. New cable installations for Secure Network are expected to be minimal. Any new FOC installations shall be plenum rated cables. All terminations new/re-terminated connectors shall be LC. All new FOC components - SMF and MMF shall be new and not used or refurbished. To include but not limited to patch cords, connectors, bulkheads, Fiber Optic Distribution Panels (FODPs). Pig Tails, Plug & Play components, Splice Trays, and termination hardware.

6.9.4.1 For FOC installation that do not require Pig Tails or re-termination to LC connectors, Plug & Play technology is authorized for deployment.

6.9.4.2 New FODP(s) shall have the following features: The FO panel, faceplate containing the FOC connectors, can be moved forward during patch cable installation and maintenance. The faceplate section of the FODP can be slid back into position after patch cord placement has been completed.

6.9.4.3 End-Building-Node terminations within FODP(s) shall be completed in increasing Building Number Top-to-Bottom / Left-to-Right, if feasible.

6.9.5 COPPER CAT 6A UTP/STP PREMISE WIRING: All new UTP/STP cable installations shall be CAT6A. Cable terminations shall be terminated with appropriate CAT6A UTP/STP patch panels. New cabling shall be plenum rated. Unclassified cabling shall be configured with Green cable jackets. Secure cables shall be configured with Red cable jackets. UTP & STP cables shall be terminated with fixed port patch panels.

6.9.6 CABLE TRAY(S): Cables that support dedicated networks Classified or Unclassified will maintain the required distance separation. In other words, Classified cabling will be routed within a dedicated a cable tray system. Also, Unclassified cabling will also be routed within a dedicated cable tray system separate from the Classified cable tray system to include separate cable entrances through walls.

6.9.6.1 Rigid metal wire basket cable tray (e.g. Legrand/Cablofil) is required for a centralized cable management/distribution system. The Contractor shall provide and install all components of the tray system (tray, supports, splices, fasteners, supports, and accessories) from a single manufacturer. Wire mesh metal cable tray shall be secured to the structural ceiling, building truss system, raised floor support members, wall, or floor using manufacturer’s recommended supports and appropriate hardware. Trays shall be supported to prevent cable tray from bending, swaying, or becoming misaligned under the weight of the cable(s). All metal cable trays shall be connected to facility ground. Contractor shall install manufacturer grounding components for connecting cable tray sections.

6.9.6.2 The weight of the load on the cable tray must not exceed the stated limits per span in the manufacturer’s published load table. Cable tray shall be appropriately sized to meet planned cabling quantities. Use additional supports as needed. All trays and supports will be free of burrs, sharp edges, and projections.

6.9.6.3 Where physically possible, above suspended ceiling, install dedicated cable tray systems in trapeze fashion with support members positioned at the bottom of the cable tray and threaded rod mounted at each end of the support member. Due to pipes, HVAC Ducts, and other obstructions the cable trays system may include changes inheight and changes in lateral position.

6.9.7 CABLE SUPPORT

All new cables and existing cables to include: FOC/UTP/STP patch cords will be routed within new or existing cable tray(s) systems or new J-Hook support hardware as required.

6.9.8 CABLE ENTRANCES

Cable entrances shall be sleeved with appropriate PVC conduits and secured with corresponding flanges, support hardware, etc.

6.9.10 FIRESTOP

Any new cable entrances thru existing load/non-load bearing walls will require appropriate firestop putty or firestop bricks.

6.10 LIST OF MATERIALS: All Contractor proposals shall include List of Materials (LOM) for all major components related for this project. LOM shall include part numbers for all items listed. Parts shall be verified, as determined by Air Force/Govt., via part number(s) from Internet Search i.e., Google.

6.11 INDUSTRY STANDARDS

Contractor will install all hardware per Industry and Manufacturer Installation standards/instructions.

6.11.1 LABELING

All FODP(s) and UTP/STP Patch Panels shall be labeled. Labeling shall include EBN number and port numbers, if the Port Number is not included as part of the FODP. All labeling shall be installed via Machine/Printer label maker. Hand printed Labels are not authorized.

6.12 INSTALLATION SCHEDULES

The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and systems. The 509 CS Plans Office shall use proposed schedule for escort scheduling and/or personnel relocations during project installation.

6.12.1 WEEKLY STATUS REPORTS TO 509 CS

The Contractor shall prepare a Weekly Status Report and distribute in accordance with 509 CS directives. The purpose of the report is to inform Integrated Project Team (IPT) members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements. The status reports shall be considered informal but may include Senior Level Managers.

6.13 AS-BUILT DRAWINGS

The Contractor shall provide Cabinet/Rack elevation diagrams shall be provided for additions and modification made to any existing or new cabinet(s)/rack(s). The Contractor shall also provide Floor Diagrams to include all cable tray routing. All diagrams shall be native Microsoft Visio compliant.

6.14 QUALITY ASSURANCE

The Contractor shall provide a Quality Control Plan for the life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests.
