About this file

This is a draft Statement of Work (SOW) for Comparators for Dead Weight Testers (DWT) for the Naval Surface Warfare Center, Corona Division. The procurement will be conducted via a three-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a minimum of one and maximum of fifty comparators for Navy Calibration Laboratories. The primary objective is to enable in-house calibration of DWT weight sets, which currently cannot be calibrated internally due to existing comparators not meeting accuracy or size requirements.

The SOW specifies detailed requirements for the comparators, including mandatory deliverables such as operator/service manuals, a one-year manufacturer's warranty, calibration certificates traceable to NIST, calibration labels, repairable parts lists, software/firmware version descriptions, and training manuals. Key benefits include improving operational readiness, reducing downtime, eliminating shipping expenses, and providing greater control over calibration schedules. The contract will require comprehensive documentation and training to support the Navy's metrology and calibration standards for weapons systems.

November 2012

The Naval Surface Warfare Center, Corona Division (Corona Division), Measurement Science and Engineering Department perform Metrology, Test, and Monitoring Systems Assessment supporting the Naval Sea Systems Command (NAVSEA) Metrology and Calibration (METCAL) Program.

Measurement Science and Engineering Department sets the measurement science and calibration standards to support proper weapons operation, interoperability and peak readiness for the fleet.

Currently, Navy Calibration Laboratories cannot calibrate their Dead Weight Tester (DWT) weight sets in-house. The existing comparators do not meet the necessary accuracy or size requirements for these critical weight sets. The weight sets are sent to the Navy Primary Calibration Laboratory adding delays in productions and costly shipping expenses. The procurement of new comparators is critical to resolve these issues. New comparators will enable the Navy laboratories to perform in-house calibration of DWT weight sets. This will provide direct benefits by improving operational readiness; significantly reduce DWT downtime and ensure faster availability. It will provide cost savings by eliminating recurring shipping and administrative expenses. Lastly, it will enhance laboratories flexibility by providing greater control over calibration schedules, increasing efficiency and mission support.

The scope of this effort is to procure via a three (3) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract a minimum of one (1) and maximum of fifty (50) Comparators for the Navy Calibration Laboratories.

5. REQUIREMENTS

Please refer to Attachment 1, CSS 06-3236 for specifications

5.1.1 The Contractor shall provide operator/service manual(s) required to be supplied with each calibration standard. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either compact disc read-only memory (CD-ROM) or digital video discs (DVD).(CDRL T001)

5.1.2 The Contractor shall ensure the units are provided with a manufacturer’s standard warranty, of one (1) year minimum after installation and acceptance by the Navy.

5.1.3 A calibration certificate with a report referencing actual data shall be provided by the vendor to the Government for each calibration standard installed. (CDRL A001)

5.1.4 Calibration of all new standards must be traceable to the NIST and result in an Accredited Certificate/Report of Calibration.

5.1.5 The Contractor shall provide a calibration label indicating the calibration interval shall be placed on each installed standard.

5.1.6 The Contractor shall provide a Repairable Parts list to the Government for each standard installed. (CDRL A002)

5.1.7 The Contractor shall provide a Software/Firmware Version Description to be provided with each system delivered. The Software/Firmware version shall be the same on all delivered systems. (CDRL A003)

5.1.8 The Contractor shall provide a training manual to be supplied with each calibration standard. Training manual shall include instructions on how to operate, maintain and calibrate the system. A complete review of all paragraphs in the operator/service manual provided under CDRL T001 shall be included in the training. Instructions and demonstrations on all software functions and menu items resident on the system shall be included in the training. Instructions for periodic and incident based preventative maintenance shall be included. A demonstration of the calibration of the comparator standard shall be provided.
